CRHB at 18:00 hrs – the HDZ and SDA last night reached an agreement on the establishment of the Herezgovina-Neretva Canton (HNK) government. Parties agreed that a session of the cantonal Assembly should be scheduled immediately and the SDA and SBiH had to urgently provide Prime Minister Coric with names of four candidates – three Bosniaks and one from the Other – for ministerial positions. The HDZ is going to recommend three and Prime Minster Coric one candidate of Serb nationality. Deadline for the establishment of the HNK government, given by the High Representative Paddy Ashdown, expires tomorrow. BHTV at 19:00 hrs – parties agreed that four candidates would be Bosniaks, four Croats and one, recommended by the HDZ, a Serb. This agreement is strongly opposed by the SBiH. FTV at 19:30 hrs by Ivan Pavkovic – a deadline for the establishment of the HNK government expires tomorrow noon. A session of the cantonal Assembly was scheduled fro tomorrow morning, names of candidates are still not known, since there were some disputes within the SDA. Apparently, the cantonal SDA opposes last night’s agreement between the leaderships of the SDA and HDZ, and talks are still underway. Avaz pg. 2 ‘Today session of the Assembly and election of the HNK govt’ – President of the HNK Assembly, Omer Cevra, sent invites to reps to attend today’s session of the Assembly where the new government should be elected. Cevra told the daily he hoped to get party nominations for new PM and eight ministers before the session starts.

Vecernji List pg. 4 ‘The government is being established despite charges’ –the leaderships of HDZ and SDA reached an agreement on the establishment of the Herzegovina-Neretva Canton government one day before an ultimatum set forth by the High Representative for BiH, Paddy Ashdown, saying a list of ministerial candidates had been sent to the OHR. VL goes on to say that despite the agreement has been reached before the deadline, one could now expect measures against further obstructions. Regarding reports that say that the Federation of Bosnia and Herzegovina (FBiH) Ministry of Interior has pressed charges with the HNK Prosecution against the HNC PM designate, Miroslav Coric, VL says a Deputy Prosecutor in HNC, Vikica Andric, stated the HNK Prosecution had not received the charges so ‘officially it does not exist’ for her. Regarding the charges against HNK Minister of Interior, Goran Bilic, VL carries Coric as saying the charges against Bilic and other HDZ officials were about politicizing at the time when the SDA and HDZ were finishing talks about the formation of HNK government. On the same issue, Dnevni List pg. 1 and 5 – the HNK Assembly should hold a session before noon today to discuss the appointment of the government and in that context read that Speaker of the HNK Assembly, Omer Cevra, had scheduled a session for today at 10:30 hrs. The daily also carries OHR Spokesman, Mario Brkic, (pg. 3 ‘Final deadline today by noon’) as saying the OHR is yet to receive a list of ministerial candidates reiterating that the deadline expires today at noon. CoM session

CRHB at 18:00 hrs by Zana Rebo – the Council of Ministers yesterday held a session. Reps discussed the Council its programme for the year 2003. It is planed that the Council would prepare around 70 draft laws, 50 sub-legislatives and sign 40 international documents. Withdrawal of the third instalment of the Stand-by arrangement with the IMF was agreed today. BHTV at 19:00 hrs by Gvozden Sarac – the Council authorised Foreign Minister, Mladen Ivanic, to sign a memorandum of understanding with the US for a donation intended for control over trade and traffic of weapons and military equipment. RTRS at 19:30 hrs by Snjezana Lalovic – this is the first time that the Council in its current composition has a document with guidelines for its work in this year. The program of work in principle contains laws and by-laws, which will be harmonised with the European standards. Nezavisne Novine pg. 3 – on the signing of the protocol and memorandum. Avaz pg. 2 ‘A decision made on withdrawing the third instalment of the Stand-by arrangement’ – at yesterday’s session of the Com reps decided to withdraw the third instalment of the IMF Stand-by arrangement approved on June 6 this year and in the amount of 58 million KM. Dnevni List pg. 3 ‘Memorandum between USA and BiH adopted’ – “The adoption of the memorandum will ensure the automatic administration of control of export and process of issuance of permits for arms and military gear, better communication regarding cross-border transport and greater control of the process, which is of significant importance for BiH,” Advisor to the Chair of BiH CoM, Orhan Pasalic, stated.

Dizdarevic’s letter to HR

Dnevni list pg. 8 ‘Full implementation of the DPA will bring BiH to the EU’ and Vecernji list pg. 2 ‘Dizdarevic wrote to Ashdown’ – report that, in his open letter to the High Representative, Srdjan Dizdarevic, President of the BiH Helsinki Committee for Human Rights, assesses that, in the light of a proposal on the future of the Human Rights Chamber, which the HR’s is to present to the Peace Implementation Council (PIC) on June 12, conditions have not been met to put the Chamber’s activities to an end. The Helsinki Committee notes that a number of human rights violation cases is, unfortunately, still high. It is said that some 100,000 files are currently before the Chamber and the Chamber receives some 200 new cases a month, which is a proof that there is a reason for this independent and impartial institution’s existence. Nezavisne Novine pg. 7 ‘No conditions for the abolishment of the BiH Human Rights Chamber’ – “The Helsinki Committee for Human Rights in BiH, as a local non-governmental organisation that deals with protection and promotion of human rights, declares that conditions have not yet been created for abolishing the Human Rights Chamber and that it is necessary to find modalities that will provide for its further functioning,” wrote Dizdarevic. Osmanovic on (in)equality of RS peoples

Avaz pg. 12 ‘Bosniaks and Croats are not equal in the RS because they are not in the management bodies’ – according to Adil Osmanovic, RS Vice-President, stated that the only thing that has been done to implement equality of all constituent peoples is the implementation of the election results. Added that there are almost no Bosniaks and Croats in any leading structures of public companies, entity directories and civil administration. According to Osmanovic, they are not even in the steering boards of large companies. He fears this situation could last for a long time. Osmanovic thinks that only if the OHR becomes more actively involved in the solving of the problem some serious changes could be expected in this sphere of life in the RS.

Slobodna Dalmacija pg. 18 ‘Prevent collapse of Trebisnjica river-basin’ – four BiH associations of cavers request the High Representative for BiH, Paddy Ashdown, to prevent the continuation of works on the Fatnicko polje-Bileca lake tunnel saying the works could cause a big damages to the Trebisnjica river-basin namely to its flora and fauna.  Cavers say one should wait until experts carry out a biologic revision of the river basin.

 

Strikes

CRHB at 18:00 hrs – around 400 miners started last night a hunger strike. Miners demand the government engagement in finding a solution for the social problems. Avaz pg. 1 and 4 – informs that the strike of mine workers in Zenica ended yesterday after Federation Minister of Mining and Energy, Izet Zigic, and President of the Main Board of the Zenica mine workers, Salih Purisevic, came to an agreement after a five-hour discussion. Several miners who were on a hunger strike were taken to hospital. BHTV at 19:00 hrs by Vanja Ibrahimbegovic – eight miners have been transferred to hospital and in one part of the mine there is an explosive gas threat. Workers claim this is the worst moment in their lives. They expect a regular payment of salaries and the financial support to improve of business. Oslobodjenje pg. 1, 4 and 5 – the drama in Zenica mine ends as workers are promised to get their April salaries in the next week. FTV at 19:30 by Ibrahim Muratovic –  Zigic visited strikers and said that, due to a huge debt, nobody is able to ensure a bank warranty for the loan, which will improve the production. RTRS at 19:30 hrs by Zeljka Dragicevic – the Union says miners will stay in the pits until the Federation government gives necessary guarantees for loans that would help improve difficult financial situation and allow production to continue.

Oslobodjenje commentary on protests

Oslobodjenje pg. 2 ‘Roses for miners’ by Daniel Omeragic – tackles the issue of the Zenica miners and their hunger strike 400 metres under ground. The author concludes that BiH is a country of strikes and social unrests. Omeragic says that workers keep getting told to be patient, but the question is how can they possible be patient after years of starving. “The saddest thing is that no one is offering any hope to cheated miners and workers that their problems could really be solved. Instead, international administrators and local politicians are planting ‘the roses of prosperity.”

Tuzla workers

CRHB at 18:00 hrs – over 1,000 workers of the Tuzla Chemical and Non-Metal industry yesterday gathered in Sarajevo in front of the Assembly building. Avaz pg. 4 ‘peaceful protests turned into a two-hour blockade’ – their peaceful protests in Sarajevo turned into road blockades when FBiH PM Ahmet Hadzipasic failed to show up and talk to them. Mining and Energy Minister Zigic and Union President Edhem Biber tried to talk to workers, but workers did not want to listen to them. Oslobodjenje pg. 1 and 10 – hungry workers protested in front of the Federation government building. FBiH govt reps promised them help. BHTV at 19:30 hrs by Senad Pandzic – workers demand payment of late salaries, regulation of pensions and health insurance. Teachers strike

CRHB at 18:00 hrs – workers of the secondary and elementary schools in the Herzeg Bosna Canton are on strike since Sunday. The Union condemns Education Minister Marin Ivic’s attempt to stop the strike. He called on workers to determine a list of those who should continue providing teaching services during the strike.

RS unions

BHTV at 19:30 hrs by Zorica Lolic – none of government’s representatives attended Monday session of the RS Union. The unions threat with strikes and social riots demanding from government to introduce a social programme. RTRS at 19:30 hrs by Stanko Pupova – the RS Union Association will take up all forms of union activity unless the RS government provides money for workers who will loose jobs in the process of privatisation, liquidation and bankruptcy of companies. This is one of the conclusions of the General Council of the RS Union’s session in Banja Luka. The Union also states the privatisation results are catastrophic for workers as they were not followed up by programs for assistance to workers who lost jobs, increasing price of work and creating more favourable work environment. The Union says most of the workers who do have salaries live on the edge of existence. Blic pg. 7 ‘Trade Union threatens again’ – “Radical moves are not just strikes and protests, but street blockades, taking control of company gates, protests in front of the government building, and taking over institutions,” Vice-President of the Republika Srpska Trade Union Association, Mile Ribic, said

 

Fight against Crime

SBS – British American Tobacco

CRHB at 18:00 hrs – customs directors of both entities on Monday signed cooperation agreements with the BiH SBS and British-American Tobacco (BAT). The agreements are related to the cooperation in regard to fight against organised crime, smuggling and trafficking in people. Oslobodjenje pg. 1 and 5 – Heads of the RS and BiH customs, Djuro Bulic and Zelimir Rebac, yesterday signed a Protocol on cooperation with SBS heads Nijaz Spahic and Slavisa Vukovic. Also, a memorandum of understanding signed between entity customs administrations and the BAT. Bulic said that he has no doubt this would improve fight against crime, while Rebac said the only way to fight it was in an organized way. Spahic thinks that the entity customs and SBS have the same task and the mentioned Protocol would remove shortcomings in the work so far. ‘Gacko’ leadership removed

 

 

 

 

 

 

 

 

 

 

BHTV at 19:00 hrs by Natalija Kostresevic – due to the 40 million of loss and more than 100 million in debts, the RS government decided to remove a leadership of the ‘Gacko’ power plant. The RS government ordered the Acting Director of the RS Elektroprivreda, Pantelija Dakic, to form an expert team, which would create a plan for finding a solution to problems of the ‘Gacko’ power plant. FTV at 19:30 hrs – also reported on the decision to remove the ‘Gacko’ plant leadership. RTRS at 19:30 hrs by Stela Jungic – the RS government put Dakic in charge of forming a five member expert team within 24 hours who will takeover Gacko mine and power plant until new director is appointed. Authorised Minister, Milan Bogicevic, explained that the government took this action based on 40 million KM loss, as well as long and short term commitments of the mine and power plant amounting to 100 million KM. Radoslav Stanjevic is being dismissed from the position of ‘Gacko’ General Director. New acting general director would, together with newly established management, have to present the government within 10 days with a plan of overcoming the crisis in the ‘Gacko’ plant. Nezavisne Novine pg. 1 and 2, Glas Srpske pg. 2 ‘Deficits instruct removals’ – Dakic stated that it was not possible at the moment to suspend the work of all firms engaged with the ‘Gacko’ plant because such an action would result in the production suspension. Blic pg. 6 ‘Government requests removal of ‘Gacko’ director’ – Dakic in charge of forming an expert team within the next 24 hears that will then take over until new director is appointed.

Liberalisation of telecommunication

BHTV at 19:00 hrs by Ratko Kovacevic – a full liberalisation of the communication sector in terms of fixed phones network should be accomplished by the beginning of 2006. Transport and Communication Minster, Branko Dokic, says that the international community is trying to bring foreign investments through the privatisation of telecommunication sector. Glas Srpske pg. 3 ‘World at home’ – Dokic stressed that BiH needs an open market in the field of land telephony. Speaking of mobile telephony, Dokic said that the situation in this field is much better. According to him, the liberalisation of the telecommunication sector in BiH should result in price reduction, quality improvement, development of new technologies and infrastructures. Avaz pg. 2 ‘BiH should have a third GSM operator by 2005’ – a one day expert session on the liberalisation of the BiH telecommunication sector yesterday was held in Sarajevo. US Ambassador, Clifford Bond, stated that the fixed telecom network should be liberalised in 2005, and by then BiH should have a third GSM operator.

EU export improvement project

BHTV at 19:00 hrs Sanita Lisica, Lejla Redzovic – the European Commission is preparing an export-improvement project for BiH.  A group of local manufacturers have organised the promotion of their products among local population, but there is a lack of assistance from authorities, especially in terms of export. Assistant to the Foreign Trade Minister, Dragisa Mekic, says a part of the problem is non-existence of certificates of local products.

Laundering by fictitious firms

FTV at 19:30 hrs by Melisa Sefer – during the last two and a half years, fictitious companies, through commercial banks, have laundered over 1,5 billion KM.  The information is in a report of the Federation office for the money laundry prevention. Twenty-three banks are accused of money laundering and only three of them were responsible for half of total amount. Laundered money was used for helping war criminals, terrorism, corruption and privatisation. Avaz pg. 13 ‘Fictitious firms laundered 1,5 billion KM’ – banks are also accused of openly breaching the Law on preventing Money Laundering and opened transaction accounts based on forged documents. 

People’s Party Prosperity through Work

Nezavisne Novine pg. 7 ‘The Bulldozer Commission showed failure of the government’ – the People’s Party Prosperity through work yesterday in Banjaluka assessed that the statement by Republika Srpska Premier, Dragan Mikerevic, that the Republika Srpska government would continue to implement the current economic policy did not leave any hope that the overall economic situation might improve in the near future. The Party further claims that the government should re-examine the results of its so far work, instead of insisting on further implementation of the so far economic policy without any proper arguments. The party further claims that the establishment of the Bulldozer Commission, which took over the re-structuring of the economic space in BiH, is the best indicator of the government failures.

Revision of the CIPS project

Avaz pg. 2 ‘The HoP too will request the revision of the CIPS project’ – joint collegial of both BiH houses of parliament decided at yesterday’s session to consider at the coming session a request for the revision of the CIPS project. Sefik Dzaferovic, Chairman of the BiH HoR, said this house adopted a request on the revision of the CIPS last year, but the HoP never declared their position on this. Indirect taxing

Avaz pg. 12 ‘The administration for indirect taxing is being established’ – members of the joint collegial of both BiH houses of parliament met yesterday with PDHR Donald Hays and CoM members to discuss the draft transitional Law on Merging of Customs Administration and establishing of the administration for indirect taxing. The transitional law was presented at the meeting. Director to be appointed by the CoM will head the future administration.

Blic pg. 6 ‘Fictitious firms evade hundreds of millions KM’ – “Claims in the media that the Republika Srpska Tax Administration damaged the budget for 1.2 million KM last year are not true and I am denying that for the umpteenth time,” Acting Director of Tax Administration, Miodrag Djuric, told Blic. He says that daily they collect 3.8 million KM of taxes that go to the budget.  He adds that the main problem of the Tax Administration are fictitious firms (up to know they discovered 257 of them) that evade hundreds of millions KM every year. According to Djuric, that is a general problem, which should not be addressed only to the Tax Administration but to the Interior Ministry, courts and municipalities that issue documents and different papers to them.

Soko’ company revision

Oslobodjenje pg. 1 and 7 – the biggest front-page story in today’s issue. FBiH Finance Minister, Dragan Vrankic, on Monday requested from Director of the Financial Police, Zufer Dervisevic, to check charges against ‘Soko’ group raised due to false information on the business dealings of the mentioned company and punish responsible officials from the Police. Vrankic further informed Dervisevic that a group from ‘Soko’ (backed by some of the most influential HDZ officials) complained on the work of the FP officials while controlling the company. Vrankic requested a report on ‘Soko’ ASAP. Dervisevic did not want to make a press statement.

Oslobodjenje commentary on Vc corridor

Oslobodjenje pg. 2 ‘Will we get a highway?’ by Amra Kebo – she observes att eh beginning fo the commentary that the issue of the construction of the Vc corridor is one of the actions equally supported by all local media. Also, ever obstructing RS political forces have showed interest in the project. Kebo notices that no such consensus was reached in BiH since the signing of the DPA and therefore should be used. She however ads that in cases as this one, when warring sides agree, there’s always a third factor to bring in some uncertainty – the IC. Acording to Kebo, the Ic has been silently watching the euphoria of local papers on the issue and IC reps did nothing but expressed their doubts in realizing the project. Kebo describes their behaviour as diversion, and the behaviour of the local politicians, who have most indifferent to it, as a symbolical diversion. In a conclusion states that the construction of the corridor will be a sort of a capability test for the local authorities and well-intention test for IC reps.

HR Ashdown in Rohci

Avaz pg. 1 and 3 – Mr and Mrs. Ashdown spent the nigh in the Visegrad village of Rohci where he spent time with the local refugees. Many people in the mentioned village are in a very difficult position and live in tents while awaiting for their houses to be reconstructed, which is why the HR said it was important to show those people his determination and dedication to the return process. HR also stated that single customs would be established by July 1 this year.

FTV at 19:30 hrs – the OHR completed liquidation of the RTVBiH. All the assets, obligations and technical resources of the RTVBiH are to be transferred to the PBS BiH except for the transmission equipment that was given to the FTV. President of the FTV Council, Slavo Kukic, supports the integration of the PBS broadcasters, but he is unsatisfied with double standards applied to entity broadcasters FTV and RTRS. He announces a session of the FTV Council in regard to the new situation and detailed examination of the HR Broadcasting Agent’s decision and the Law on PBS. Avaz pg. 3 ‘PBS BiH gets most of the property’ – yesterday announced from the OHR that HR Broadcasting Agent, John Shearer, made a decision on the liquidation of the RTV BiH. Dnevni List pg. 1 and 3 – In accordance with the goal embodied in the Second Decision of the High Representative on the restructuring of public broadcasting in BiH to create economically and technically viable radio and television enterprises, all of RTV BiH’s assets, liabilities and most of its technical resources were allocated to the Public Broadcasting Service of BiH (PBS BiH). RTV FBiH is allocated transmission networks that currently carry its broadcasts. The third broadcaster of the PBS, RTRS, was not involved in this process. The PBS BiH is to immediately pass the management rights over all property and technical resources to the PBS Media Centre. 

Interview with Kukic

Vecernji List pg. 1 and 5 – an interview with President of the Council of Radio and Television of Federation of Bosnia and Herzegovina (RTV FBiH), Slavo Kukic. On decision by the FBiH House of Representative that the RTV FBiH has to broadcast live sessions of the FBiH Parliament, Kukic says the following. “If the changes to the Law get the green light in the House of Peoples, namely if the High Representative does not react to it, then it is a signal that the Parliament is allowed to undertake the next change – the one that allows it to install the managerial body, meaning the director and editor-in-chief, in other words to establish the full control over the programming. In that case we’d be where we used to be.”

Pogorelica case

Vecernji list pg. 2 ‘No interference in the Pogorelica cse’ – the daily’s source from the BiH Presidency has confirmed that the BiH Presidency will in no way get involved in the ‘Pogorelica case’ court process, as it would represent a political precedent unknown in the democratic world. According to unofficial information, the accused (Alispahic, Ljevakovic, Mujezinovic) are thinking about asking the BiH Presidency’s help since their request to get the questions by the court appointed expert in writing has not been met. VL’s source also adds that it is not in the interest of either the state or the Presidency to make any kind of reaction that could be interpreted as pressure on the independence of judiciary. Slobodna Dalmacija pg. 19 ‘Pogorelica case still at the deadlock: Bakir Alispahic responsible for disappearance of 500 passports’, however, alleges that the three indictees have decided to address President of the Federation of Bosnia and Herzegovina (FBiH) Supreme Court, Amir Jaganjac, and members of the BiH Presidency in order to warn them of the alleged unnecessary stalling of the process. SD also alleges that the FBiH Prosecution will most likely press charges against Bakir Alispahic, former Republic of BiH Minister of Interior and the leading AID figure, on suspicion that he had issued over 500 passports to persons of African-Asian origin. Also, his responsibility has been requested in the case of disappearance of 8,000 passports, as well as for having spent 5 million KM on equipping police facilities.

OSCE on Education Law

Dnevni list pg. 6 ‘The OSCE called on HoP to adopt the Law on Education’ – the OSCE Mission to BiH has welcomed unanimous adoption of the state Framework Law on Primary and Secondary Education by the BiH House of Representatives and called on MPs in the BiH House of Peoples to adopt the same Law as soon as possible. OSCE Spokesperson, Urdur Gunarsdottir, has stated this is no time for the partisan policy, but for the strategic assistance in terms of five commitments from the field of education, which BiH authorities took upon themselves last November. The Law clearly stipulates human rights principles and the right to education to be applied in all BiH schools and endorses standards and norms that ensure harmonisation of BiH education with the rest of Europe.

CRHB at 18:00 hrs – ICTY President, Theodore Meron, to visit BiH tomorrow. He is paying a two-day working visit during which he will be attending a meeting of the Peace Implementation Council on the level of political directors.
