Incident in Kozarac

In the first serious incident, since the process of return to Kozarac near Prijedor started, two people were killed and one was wounded. This happened when an attacker opened fire, killing two people, after which he was attacked and wounded. Both were refugees.

Return of the Bosniaks to Glinje delayed

Bosniak attempt to return Glinje village on Majevica in Republika Srpska was prevented by demonstrations of domicile Serbs. Our correspondent, being present at the scene, learned that the Serbs were demanding to return to Sarajevo.

Maglaj borders

Maglaj municipality authorities confirmed their refusal to accept the proposal of High Representative on borders within the municipalities of Zavidovici, Maglaj and Zepce. They consider this agreement reinforces Croat domination in Zepce. Different opinion is still held in OHR which they intend to maintain.

Kiseljak Municipality

According to international officials in Kiseljak obligations still remain unfulfilled in carrying out the Return Plan. Local representatives consider that international help aimed at the reconstruction of houses is insufficient. The meeting of the OHR coordination body for return was held in light of numerous disagreements. Kiseljak is to be the third out of twelve municipalities this body planned to visit by the end of August.

Kosovo

UN civilian mission in Kosovo has stated the new regulations will apply starting from today. According to these regulations KFOR and the International police have the right to arrest and even expel anyone who endangers public order and peace. Meanwhile 175 000 people, mostly Serbs, have already left Kosovo. Murders, robberies, arson, even attacks on international soldiers occur almost every day.

BiH Central Bank

BiH Central Bank decided to issue an instruction manual on recognising forged banknotes. The number of these bank notes decreased during the past week. However, the use of our currency is increasing. The aim of this action is to prevent this activity in the future.

Employment in Federation

In the BiH Federation, 39% of people capable of work are unemployed. Average salary is 368 DM. In July 422 marks were needed to meet monthly expenses. This information was presented during today’s Press conference held at the Federal statistic bureau.

Since Employees in the “Zmajevac” company are still on strike after one month. Workers are not satisfied with the government offer to pay the last two salaries. Citizens of Zenica are already suffering as a result of this strike in Zmajevac.

Pensioners

Pensioners in the Central Bosnia Canton, being funded from Mostar, announced protests for September 9th at nine o’clock. On that occasion they plan to block the roads in Vitez. They demand a pension increase, and the joining of the two pension funds within the Federation.

Dagestan

After rebels declared the Islamic republic of Dagestan two days ago Russia started a military offensive. Prime minister Putin announced that peace and control in this Russian republic will be established within two weeks. On this very day, 38 years ago, the Berlin wall building was erected. Today, ten years after the Berlin wall was removed, in Dagestan new walls are being built.

Judiciary

Report of International Crisis Group on Legal system in BiH did not provoke reaction from local authorities which it claimed was a result of the holiday period. However they continue their campaign focusing on the crucial problems of domestic judiciary, offering appropriate solutions.

Military service

There is a legal possibility for civil military service in BiH. In Banja Luke two people recently applied for this way of regular army service. Legal help for this issue was offered by The Council of Europe.
