Dear Mr Becic:
A review of the authoritative English language version of my Supervisory Order of August 13, 2008, “Protecting Freedom of Religion with Respect to the Conduct of Religious Education and the Employment Status of Teachers of Religion in Brcko District Public Schools,” suggests that certain terms in English may, when translated into the official languages of Bosnia and Herzegovina, cause misunderstandings or misinterpretations of the intention and purpose underlying the issuance of the Supervisory Order.
Therefore, in order to ensure complete consistency between the authoritative English language version and translations thereof into the official languages of Bosnia and Herzegovina, I am hereby re-issuing my Supervisory Order.
This letter has the legal force of a Supervisory Order and shall be published in the Official Gazette of Brcko District of Bosnia and Herzegovina in both the English and the official languages of Bosnia and Herzegovina. The re-issued version of the Supervisory Order of August 13, 2008, shall also be published in the Official Gazette of Brcko District of Bosnia and Herzegovina, using the annexes herewith attached to this letter, and the date of entry into force will remain as August 13, 2008.
For ease in identifying the changes in the authoritative English language version and resultant changes in the versions in the official languages of Bosnia and Herzegovina, I stipulate them below:
– in Paragraph (4) of the Preamble, the words: “faith groups” shall be replaced by the words “religious communities”;
– in Paragraph (5) of the Preamble, the words: “faith groups” shall be replaced by the words “religious communities”;
– in Paragraph (8) of the Preamble, the word: “leaders” shall be replaced by the word “representatives”, and the words: “faith groups” shall be replaced by the words “religious communities”;
– in Paragraph (22) of the Preamble, after the word “District”, the words “representatives of” shall be added, and after the word “religious” the word “communities” shall be added;
– in Operative Paragraph (4) , the word “Consecrated” shall be deleted; the word “teachers” shall be replaced by the word “Teachers”; and the word “organization” shall be replaced by the word “community”;
– in Operative Paragraph (5), the words “and shall not serve as members of school boards” shall be deleted;
– in Operative Paragraph (9), item “b.”, the words “an academic day” shall be replaced by the words “a shift or a class”;
– in Operative Paragraph (10), the words “attendance” shall be replaced by the words “enrolment”;
– in Operative Paragraph (4), of the versions in the official languages of Bosnia and Herzegovina, the words “na honorarnoj osnovi” shall be replaced by the words “na rad s nepunim radnim vremenom”.
