For supply and installation of equipment for Emergency Unit of Brcko District Medical Centre, equipping of emergency vehicles and training of Emergency Unit staff

Deadline for submission of offers: 28 August 2003.

1. Subject of Tender

1.1.    Award of contract to one or more suppliers for supply and installation of equipment for Emergency Unit of Brcko District Medical Centre, equipping of emergency vehicles and training of Emergency Unit staff.

1.2.    All awards will be made in complete lots as listed below.

1.3.    Bidders may quote for any number of lots.

ALL BIDDERS SHOULD NOTE THAT:
All manufactures of equipment are mentioned only as reference. Bidders can offer different manufactures equipment but it has to be similar quality and specification.

LOT 3: Courses for emergency staff

A)    BLS course (basic life support) requires training and adoption of skills necessary for the basic maintaining of life e.g. artificial respiration and external heart massage with special attention to the determination of the cardiac arrest diagnosis (ABC schema). Program is the same for all the participants regardless of their previous education. It does not require use of the special medical equipment (even though professional medical staff is using it) and requires use of basic measures for the maintaining of life until the advanced measures are taken. Layman can be successfully trained in taking these measures. – 10 participants

B)    ALS course (advanced life support) requires training and adoption of advanced skills, all forms of respiratory system treatment, endotracheal intubation, defibrillation, establishment of the permanent i.v. line, medication therapy, standard approach and treatment of the traumatized patient. It applies only to professional medical staff, doctors of medicine and it requires use of special equipment and medications. –10 participants

C)    ACLS course (advanced cardiac life support) requires training and adoption of skills necessary for the treatment of patients with urgent cardiovascular disorders (acute heart arrest, malign disorder of heart beat, acute heart failure, acute myocardium heart attack, algorithm treatment), all forms of respiratory system treatment, endotracheal intubation, defibrillation, establishment of permanent i.v. line, medication treatment, algorithm approach to the vitally endangered patient. It applies only to professional medical staff, doctors of medicine and doctors specialists and it requires use of special equipment and medications. – 10 participants

D)    ACLS-instructor course requires training of the best candidates of ACLS course for the title of ACLS-instructor aiming to train new candidates and to expand the ACLS concept in treatment of patients with urgent cardiovascular disorders. – 10 participants

E)     ATLS course (advanced trauma life support) requires training and adoption of the advanced skills necessary for the treatment of traumatized patient. It applies only to professional medical staff, doctors of medicine and doctors specialists and requires the use of special equipment. –10 participants

F)     “HMT” course (emergency medical technician), training of medical technicians for the title of “Emergency Medical Technician”. – 30 participants

G)      “HMT” advanced course requires training of the best candidates of the basic “HMT” course for the adoption of the advanced skills (endotracheal intubation and defibrillation) necessary for the advanced treatment of the vitally endangered patients. – 2 participants

H)      “HMT” instructor course, requires training of the best candidates of “HMT” advanced course for the title of “HMT”-instructor aiming at the further training of new candidates for the title of “HMT”. – 2 participants

NOTE:

Offer must include the following:

  • Detailed plan of courses
  • Place where courses will be held

IMPORTANT:

All Courses must be held in Serb, Croat or Bosnian language.

INSTRUCTION FOR BIDDERS:

2. Warranty and servicing conditions

2.1. The following must be submitted with the offer:

  • Description and warranty conditions
  • Description of conditions related to servicing of equipment

2.2. Bidders will guarantee to OHR that items delivered under the terms of the Contact shall be in new condition, free of damage and/or defect in workmanship.

2.3. Successful bidders shall repair or replace any item found to be faulty or damaged under the terms of warranty, at no cost to the OHR.

2.4. Successful bidders shall honor all provisions of Guarantees and Warranties provided by the manufactures of all equipment delivered to OHR which can not be less than 12 months.

3.  Content and delivery of bids

3.1   Suppliers can submit offers for each of the Tender sections (LOT).

3.2. Offers must include the following:

  • Name and address of supplier, contact phone number and name of the contact person.
  • Detailed description of offered equipment
  • Catalogues with clearly marked equipment that is offered
  • Full information about prices and payment terms
  • Equipment delivery cost into Emergency Unit of Brcko District Medical Centre, if not included in the price
  • Cost for equipment installation into Emergency Unit of Brcko District Medical Centre, if not included in the price.
  • Delivery time to Brcko District.
  • Time needed for installation of equipment
  • Guarantees terms
  • Reference list
  • Statement of bidder confirming that they have sufficient funds for successful completion of this contract.

After installation of equipment, supplier is obliged to remove from Emergency Unit of Brcko District Medical Centre all material used for packing.

Incomplete offers (part of any Lot) will not be considered.

3.3. OHR, as diplomatic organization, is exempt from payment of all taxes and duties and all prices quoted should exclude such charges.

3.4.  Prices must be in KM (Convertible Marks) or EURO. OHR payment terms are bank transfer within 30 days from the date of delivery and installation.

3.5. Any Contract concluded with OHR will include conditions and deadlines stated in your offer, and will be attached to the Contract and considered legally binding for the duration of the Contract.

3.6. Deadline for submission of offers is 28 August 2003 until 17:00 hours.

3.7. OHR reserves the right to enter into negotiations with any bidder or to end the Tender without awarding the contract. OHR will not bear any costs of bidders in process of preparation of offer.

3.8. By taking part in this Tender, bidders confirm that they are registered for performing of business which is subject of this Tender.

3.9. All offers must be submitted in sealed envelope marked “Tender for Emergency Unit” to the following address, latest by 28 August 2003 until 17:00 hours:
