This Decision has been issued because the State Property Commission waited until November 2005 before it began developing legislation governing rights and obligations regarding State Property at each level of government. The Commission has yet to complete its work and until it does so it will be necessary to ensure that ownership rights to public property are not diminished by prior sale.
The High Representative’s Decision is designed to protect the public interest by ensuring that these assets are only sold within the framework of proper regulations, and to enable the State Property Commission to conduct its work safe in the knowledge that those assets will not be sold off.
