GENERAL COUNSEL TO THE EUSR IN BIH

DUTY STATION:                 Sarajevo

CONTRACT TYPE:            International (open to citizens of Sweden only)  

PURPOSE AND SCOPE OF POSITION

The General Counsel will be under the general supervision of the European Union Special Representative to Bosnia and Herzegovina and provide the EUSR with independent local legal advice on all matters relating to the EUSR’s mandate, in close co-ordination with the EU Council Secretariat’s Legal Service. He or she will work in close collaboration with such other staff members of the OEUSR who may from time to time require legal advise pertinent to the main duties of the General Counsel.

DUTIES AND RESPONSIBILITIES

The General Counsel will be responsible for, but not necessarily limited to the following assigned duties:

·        Structuring a legal framework with the host country, the relevant international organizations/institutions and other third parties with a view to ensuring a solid legal foundation for the operations of the OEUSR

·        Advising on various aspects of local application of the Vienna Convention on Diplomatic Relations, including issues of accreditation, immunity and tax exemption

·        Advising on Labour Law issues between the OEUSR and its national and international staff

·        Preparing contracts of employment and for goods and services

·        Preparing and interpreting Personnel Policies

·        Dealing with third party claims against OEUSR arising from contracts and accidents

·        Dealing with local contractual relations between the OEUSR and third parties generally

·        Preparation and execution of local Memoranda of Understanding

·        Advising generally as to best practice to be adopted with a view to preventing legal disputes involving the OEUSR.

PROFESSIONAL REQUIREMENTS/QUALIFICATIONS

·        To be a Swedish citizen

·        To have the background in the practise of Law with a minimum of 5 years post qualification professional experience.

·        To have excellent written and spoken English

·        Be computer literate

·        Be able to work with flexibility in a multi-disciplinary diplomatic mission

·        Be familiar with the European Union law and legal practice.
