IWPR: War Crime Trials Lottery in BiH
| TV Pink, Oslobodjenje pg 4 ‘Many of those suspected of committing crimes will never be brought to account’ Hugh Griffiths – Hundreds of war crimes suspects in BiH are likely to evade prosecution because the judicial authorities lack resources and are frequently reluctant to mount trials, analysts say. The Bosnian state prosecutor’s office has told IWPR that it has amassed evidence implicating just over 10,000 people in war crimes. The evidence is based on documents filed by Federation and Republika Srpska, RS, prosecutors and police. Over the years, much of this evidence has been submitted to the Hague for consideration, but as of October last year the UN court had only given the go ahead for indictments against 661 individuals, to be tried by either the new War Crimes Chamber, WCC, of the Bosnian state court or district courts in RS and cantonal ones in the Federation. The WCC, which will be partly staffed by international prosecutors and judges, will take on politically sensitive cases, leaving the lower courts to process the majority of the trials. Some Bosnian politicians maintain the Hague tribunal should have given the green light for far more indictments, and failed to do so because it was insufficiently resourced to deal with the mountain of evidence provided. However, even if the UN court had approved more cases, it’s unlikely that the Bosnian judiciary would be able to cope with them, with the exception of the WCC, few have either the resources or the willingness to mount war crimes prosecutions. |

Representatives of both Houses of BiH Parliamentary Assembly met with the Danish delegation on Monday. During the visit, among other things, cooperation in the sector of economy between the two states was discussed. “The cooperation has to be improved. The main obstacle presents ambient, which we have to establish, in order for Danish investors to see BiH as a safe place to invest”, said Chair of the BiH House of Representatives, Sefik Dzaferovic. “The Speaker, Christian Mejdahl was also interested in situation with reforms”, said Chair of BiH House of Peoples, Velimir Jukic. Olli Rehn: SAA negotiations with BiH start in summer

UNDP quarterly report on BiH situation

Klincov – According to results of surveys, published in the latest UNDP quarterly report (for period July through September 2004), more than a half of BiH citizens from all three constitutive peoples think the future would deteriorate. The report reads 57,6 % of Serb people think the future would worsen, while 52,8% Croats and 52,5% of Bosniaks share this view. 98% of Serb population said they think economic situation is bad, 93,6% of Bosniaks and 74,7% of Croats share their opinion. Citizens mostly blame BiH politicians for the bad economic situation. |

Ministry of Security denies connection between authorities and organised crime
| Nezavisne Novine pg 3 ‘Ministry of Security denies connection between authorities and organised crime’ by D.Muminovic-V.Popovic – Commenting on the annual report of the US State Department claiming that criminals in BiH operate in agreement with corrupt politicians, BiH Deputy Minister of Security Dragan Mektic claims there is no connection between the security structures in BiH and organised criminal groups. Mektic says that it is possible that there were only “dishonourable individuals” and that there is no organised crime in BIH, but only criminal groups. He agrees with the observation that BiH was on the Balkans “drugs route”, but added that this was not only a problem for BiH, but also a problem for all police forces in the region. F BiH Interior Minister Mevludin Halilovic has said he learned about the report from the media, but added that he would thoroughly analyse it and draw conclusions. He is of the opinion that the fragmented police force, poor communication and exchange of information are the biggest obstacles in the fight against narco-mafia. Halilovic believes the situation will improve once police is untied. Nongovernmental organization Transparency International has stated that the report is nothing new and that this organisation has for years cautioned about corruption and connections between criminals and those who should fight crime. The Director of the Helsinki Human Rights Committee Branko Todorovic is of the view that there is a connection between the narco-mafia and the top political leadership in BiH. |

The State Department claims that the loss of revenues, caused by the growing black market, is estimated at $ 500 million a year. The recent research indicates that between 40-60% of all economic activities in BIH concern grey market. International observers believe that money laundering is wide-spread in BiH and that is often used for political purposes through the existing financial institutions. |

FBiH Chamber of Commerce Chair Lasic comments on Lijanovici case

DL comments on indictment against Covic
| Dnevni List, pg 2 ‘Heroes of a mouse hole’, by Nermin Bise – Commenting on the indictment against the Croat member of BiH Presidency, Dragan Covic, the author says the whole situation seems to be calming down, adding that a few details have gone by almost unnoticed. Firstly, the author says some people in the HDZ, who hoped to benefit from the indictment, got it wrong, and the end result could see Covic climbing up to the top of the HDZ hierarchy. Secondly, the author notes that the High Representative for BiH, Paddy Ashdown, commended Covic in an interview published last Sunday, when he wished him a successful continuation of political activities on the reform course. HR-removed FBiH Finance Minister Grabovac on current economic situation in BiH
