Fena, Srna – Chairman of BiH CoM Adnan Terzic stated in Banja Luka last night that Mladen Ivanic is no longer the BiH Foreign Minister. Terzic added that he did not violate the Law on BiH CoM nor the procedure by accepting Ivanic’s resignation few months after it had been submitted since Ivanic did not withdraw the submitted resignation. Terzic also said that he deliberately held Ivanic’s resignation since he supposed that the situation in which Ivanic would obstruct the BiH CoM’s work might occur. Commenting on the meeting with RS President Dragan Cavic, Terzic said that Cavic informed him that SDS supports Ivanic and they would not appoint anyone at his position. Terzic also stated that Cavic said that Nikola Radovanovic and Slobodan Kovac are not from SDS and they would not be withdrawn from the BiH CoM and therefore blockade in the BiH CoM’s work will not take place.

Terzic on possible acceptance of his resignation, early elections

 

Srna – Asked if the Chairman of the BiH Presidency, Borislav Paravac, could activate his resignation, which is with the Presidency, Terzic said that Paravac would thereby violate the Presidency’s conclusion that refuses the resignation. “If he does not support these changes, he will be violating the Presidency decision that allows me to re-construct the Council of Ministers as I see fit,” said Terzic. He said that if the police reforms cannot be continued, early elections would be called in January or February.

BHT 1 – SDS President Dragan Cavic and BiH Council of Minister Chairman Adnan Terzic discussed in Banja Luka the situation created by accepting the Ivanic’s resignation. Before this meeting Cavic stated that SDS will not fill in the PDP’s positions in the BiH CoM and that the crisis in the CoM’ is Terzic’s fault. VL: CoM crisis created in order to extend HR’s mandate in BiH

 

Vecernji List pgs 2 and 3 ‘To constitutional changes with assistance of Ashdown’ by M. Relota says that many political analysts believe that the current BiH CoM’s crisis was caused deliberately in order to extend a mandate of High Representative Paddy Ashdown with his all current powers so that the process of constitutional changes can be launched and finished under his leadership. VL says accidentally or not the information about extension of the HR’s mandate appeared immediately afte the CoM’s crisis emerged. VL also says that international officials who wanted to stay anonymous stated that it would be good that Ashdown stays until the EU consent for beginning of process of stabilization and association is given.

DL also says that most domestic politicians believe that it would be good and useful if the HR stays in BiH until we get the EU consent for beginning of the stabilization and association process. Sources close to the International Community claim that in case that the HR stays in BiH those who obstruct reforms might lose much more then it is the case now. DL concludes that it is hard to believe that Ashdown would leave BiH and leave such unsettled situation in our authority.

BHT 1 reporter says that the fact that Trisic-Babic is a member of SNSD does not mean that this party will participate in the work of the CoM.

SNSD will not participate in CoM’s work nor support it

 

BHT 1, RTRS – SNSD will not participate in the work of THE BiH Council of Ministers nor support it while the coalition SDA-SDS is ruling, led by CoM’s Chair, Adnan Terzic, stated this party. SNSD said in its press release that the most useful Terzic’s decision for BiH would be collective resignation of the CoM and scheduling of early parliamentary elections.

The author also says: ‘Being lulled into Ashdown’s congratulations and illuminated by praises which come from the OHR Terzic managed to convince himself that he does his job well.’ The author quotes one BiH politician who said that Terzic is the HR’s bill of exchanged without security. The author says that we are all very well aware of it and wonders whether Terzic is aware of it as well.

RHB by Ivica Simunovic – Commenting on the appointment of Sredoje Novic to the position of the SIPA Director, Simunovic says that the farce goes on since BIH Presidencymember Borislav Paravac announced that he will accept Terzic’s resignation submitted months ago. Simunovic goes on saying that Terzic wanted Dragan Lukac to be the SIPA Director or extraordinary elections. The third reason might be, says Simunovic, to provoke a fierce reaction from Serb parties and further weakening of their position in the eyes of the International Community. He concludes that whilst politicians are trying to remember whether they resigned recently people in BiH are still waiting for an open dialogue that would resolve the current situation and send BiH to EU.

It has been isolated as the only black hole in Balkan and a consequence of this situation is that BiH is not at the end of the line, but is it not at all in the line for the EU.

Mostar City Council adopted budget for 2005

RHB– The Mostar City Council held a session on Friday and adopted the budget for 2005 in the amount of 42 million KM. Mostar Mayor Ljubo Beslic stated that the budget is balanced and it might satisfy most of Mostar needs. Beslic also stated that the adoption of budget is a great achievement in this year since it was a key issue for Mostar. Grabovac does not intend to return to politics

 

Hayat – Professor Nikola Grabovac is allowed to participate in political life of the state, after the High Representative Paddy Ashdown has lifted the ban on prohibition on his political activities. RS Constitutional Court rejected several requests of Bosniak Caucus in RS CoP which dispute acts adopted in RSNA

BHT 1 – The Council for protecting vital national interests within the RS Constitutional Court on Friday rejected several requests of the Bosniak Caucus in the RS Council of Peoples, which dispute the acts adopted in the RSNA. This includes the initiative for disputing the constitutional grounds of the name “Republika Srpska”. The Council’s judges stated that they are representing the law and not political will. The judges rejected requests regarding several laws, including the Law on provisional delay of implementation of claims from city and municipality budgets in RS. The judges agreed that this law violates the rights of all citizens. “There is no discrimination against Bosniaks, because the Serbs rights for compensation are violated as well. We took the standing that here in question is the higher interest, interest of the RS, not individual interest, and that this is only provisional delay and that these issue will soon be solved,” said RS Constitutional Court President, Mirko Zovko. First comments from the Bosniak Caucus shows that Council’s decisions are accepted. “We will, of course, continues to work in accordance with the Constitution, what ever we are allowed to do through Bosniak caucus, through Council of Peoples, we will do,” said member of Bosniak Caucus in the RS CoP, Ramiz Salkic. RS Government on procedural conference on arbitrary decision on Brcko, which is to be held on 13-14 June in London

 

TV Pink by Milka Mrdja – The RS Government held session on Friday. The Government decided that the final arbitrary decision regarding the Brcko area, brought on March 5, 1999 and annexes, brought on August 18, 1999, suspended the ICTY’s mandate as well as it jurisdiction for being in charge of judicial decisions issued by the High Representative. Due to the fact that the procedural conference on arbitrary decision on Brcko has been appointed for 13-14 June, in London, the Government informed that it did support the ICTY Chair’s stance for discussion to be based on definition of legal issues and that any discussion on authoritativeness of such issues and their political consequences should be excluded.

They agreed that the solution of the police reform and public RTV system should be found as soon as possible. In this context they talked about the initiative of Herzegovinian TV Mostar to be together with Radio Herce Bosna a part of complete RTV service for a part of the programme in Croatian language.

K. – RS President Dragan Cavic and RS Minister of Interior, Darko Matijasevic met in Banjaluka on Friday and discussed the videotape showing execution of war prisoners from Srebrenica, which were committed by members of “Scorpions” unit. Cavic and Matijasevic condemned this crime. Cavic stated that it is time for everyone in BiH to turn towards finding balance of justice towards those who committed crimes and added that the truth, no matter how hard, must be determined. When asked whether RS authorities are negotiating with ICTY indictees Ratko Mladic and Milan Lukic on their surrender, Cavic stated that the RS MoI activities with regard to this issue are not for public commentary. Matijasevic and Cavic confirmed that the preparations for security regarding commemoration of Srebrenica events are ongoing.

Former RS Police Minister Kovac: RS Supreme Command decided to ask for help from Serbia and Republika Srpska Krajina in 1995

RTRS – Former RS Police Minister Tomo Kovac stated that RS Supreme Command decided to ask for help from Serbia and Republika Srpska Krajina in 1995. Kovac stated that the RS MoI sent around 500 people at the time that carried out police work from Bijeljina to Banja Luka and claims that Scorpions arrived within units sent by Republika Srpska Krajina.

Osl.: Employees of Serbian MoI also in report of Working Group for Srebrenica

Rozajac says that they have come into possession of the report made by Working Group for Implementation of Srebrenica Commission’s conclusions. According to Osl. the working group has made 3 categories of persons who are being brought in relation with the Srebrenica events in July 1995. Osl. also says that according to the working report from March 31, 2005  a certain number of employees in the public and state security of the Serbian Ministry of Interior are also among these persons and they are related to takeover of prisoners from Srebrenica who came to Serbia.   

Hayat on Srebrenica Task Force list

 

Hayat, name of reporter not stated- The High Representative has once more warned the RS Ministry of Defence and Ministry of Interior to do all in their power to complete lists of soldiers and police officers which are still employed by the Ministries, but who participated in war crimes in Srebrenica in July 1995. List with 25.000 names, submitted to Srebrenica Taskforce, is being investigated by the RS MoD. According to some information, 5.000 names of soldiers, mentioned on the list, were not in Srebrenica, in July 1995. The list of 25.000 was made on the basis of data on all soldiers who during the war went through units, which are being connected with Srebrenica events. But, it will be difficult to make the list of those who were involved in operation called “Krivaja”. “Unfortunately, the list cannot be related with the period when the parts of units or complete units operated, since such data were registered at levels of brigades and departments”, said RS Minister of Defence, Milovan Stankovic. RS MoD supposes that that part of the documentation, recorded by lower ranked officials is in the ICTY. 6 months ago, 16 boxes with documentation of Drina’s Corpus have been submitted to the ICTY. RS MoD asked for the documentation to be brought back. The ICTY Spokesperson Florence Harman did not want to comment the RS MoD’s request. “RS MoD has informed the Taskforce that it was still working on the case, and that they had established a team of 30 persons”, said the Chair of the Srebrenica Taskforce Jovan Spaic. The ICTY has returned a part of the documentation to the RS MoI, and the document will help in creation of the list of persons who were involved in “Krivaja”.

The name of the town still has not been disclosed. The daily says that the place has been revealed in cooperation with Chief ICTY Prosecutor Carla del Ponte.

Mandic – Serbian Minister of Interior Dragan Jocic informed the National Council for cooperation with the ICTY that all claims on alleged negotiations with Ratko Mladic were not true. “No negotiations are being led, there is no deadline by which Mladic should be extradited, no one from the International Community and ICTY has given any information on the alleged location where Mladic is hiding”, said the Chair of SiCG National Council for cooperation with the ICTY, Rasim Ljajic. The Serbian Government also denies the allegations, by saying that such claims damage Serbia’s interests. “In terms of war crime indictees, media are obliged to submit any information on locations of the indictees to state institutions in charge. On contrary, the media are either lying or they are supporting the indictees”, said the Chair of the Serbian Office for cooperation with media, Srdjan Djuric. Scheffer urges Mladic’s extradition

Scheffer did not want to give any comments on allegations according to which the Serbian Government had been negotiating with Mladic on his surrender for two months.

ICMP: 2000 Srebrenica victims identified
