RHB, RS Radio – The RS MoI units have been searching a house of war crime indictee Stojan Zupljanin in Banja Luka this morning. RS MoI spokesperson Radovan Pejic confirmed that apart from this action the RS police also search a flat in Celinac and gas station in Moslovari.

FBiH Govt to discuss police reform today

PDP wants Ashdown to prevent naming airport, streets, squares after Alija Izetbegovic

 

FENA – PDP wants High Representative Paddy Ashdown to annul the already made and prevent future decisions according to which the international airport, streets and squares in the FBIH are named after late Bosnia/SDA leader Alija Izetbegovic. “If death prevented Alija Izetbegovic to be held accountable for war crimes, in that case the HR cannot allow such activities”, reads PDP’s statement.

Zorlak, FENA – The Circle 99 Association of Independent Intellectuals held a regular session in Sarajevo on Sunday to discuss current BiH position in Europe. Association President Hidajet Repovac said that BiH intellectuals have on a number of occasions so far raised the issue of the position of BiH in Europe. “However, despite all our warnings of the situation in BiH no one has properly reacted,” said Repovac. Delays of BiH accession to Europe mean that Europe has a negative position towards BiH because of its internal political situation, the economy which is on the verge of collapse…, an now those who committed crimes in BiH and helped hide criminals will join Europe before BiH, Repovac said. BiH National Association of Intellectuals Alija Demirovic thinks that the main cause of the situation in BiH is the Dayton Peace Agreement, which has done nothing good for BiH but ended the war. Demirovic described the Dayton Agreement as an illegal creation of the international community, which is in contradiction to all European charters. Dayton recognized the occupation of half of BiH and a genocide creation. The Dayton Agreement was signed under pressure, and what is done under pressure is illegal”, Demirovic said.

DA interview with HR Ashdown: ‘It would be great honor for me to lobby for BiH’

Numanovic carries an interview with High Representative Paddy Ashdown and the article says that Ashdown should abandon BiH by February next year. Among the other things, the HR stated that he has become emotionally attached to BiH and talking about his future prospects he added: ‘I would like to lobby for BiH if possible. It would be great honor for me. I want to persuade Europe to speed up and include the Western Balkan in its family and that this happens as soon as possible. If I could I would try to make that this process lasts as short as possible.’ DA inset ‘3 candidates’ carries the HR as saying that the International Community should pass the decision on his successor in the next 4 to 6 weeks. He added that media have already published names of the candidates who have put forward their candidacy for this position and they are coming from the Czech Republic , Italy and Holland . He added that Germany has not offered their candidate so far.

OSCE: Independence of Montenegro will not provoke entities to separate from BiH

RTRS, Dnevni List, pg 2 ‘Referendum’, not signed – Head of the OSCE Mission to BiH, Douglas Davidson, stated yesterday (Sunday) that possible Montenegrin independence would not provoke RS, or some other entity’s aspiration for separation from BiH.

Vecernji List, pg 2 ‘Republic Srpska is important, not Croats in BiH’, by Vlatko Ivankovic – VL notes there was an ‘incident’ at a reception that was recently organized in Sarajevo under auspices of the US Embassy, when the US Ambassador to BiH, Douglas McElhaney, took BiH Presidency members Ivo Miro Jovic and Borislav Paravac to a separate room, where McElhaney and Jovic had a ‘noisy row’. According to VL, the spat was triggered by McElhaney who ‘impudently’ started complaining to Jovic about segregation in schools in Croat-majority areas in BiH, however Jovic confronted McElhaney by criticizing the US official policy in BiH saying that the US ’ only concern was to take care of survival of the RS and ignore the Croat’s rightful demands.

DL op-ed criticizing Bosniak officials’ behaviour in police reform

 

Dnevni List, pg 2 ‘Are Bosniaks retarded?’, by Mensud Zorlak – The author is criticizing Bosniak political leaders over their ‘celebration’ of the RSNA’s acceptance of the police reform proposal from the other day, arguing that the RS leadership’s only goal was to preserve the ‘status quo’ i.e. that there is no crossing of IEBL when it comes to new police areas. (NB: the author is using very harsh language in the op-ed).

Interview with Ivanic: There will be no abolishment of RS

 

Vecernje Novosti pg 2 ‘There will be (no) abolishment’ by Slobodan Pesevic/Dubravka Vujanovic – In an interview to daily, Mladen Ivanic, BiH Foreign Minister, speaks of police reform, moves coalition partners make, survival of RS etc. Daily notes that although PDP President took no part in creation of police reform proposal by Dragan Cavic, PDP respected coalition agreement and voted for police concept proposed, adding nobody reasonable would reject EC principles. On agreement, he notes it is not of determinative nature, but instead it has prolonged everything for a year, and also that agreement stipulates only principles and contains nothing that would determine the character of reform. He notes we should be aware of the fact international officials will most likely try to interpret principles as they have been interpreting so far. He agrees with journalists fear that Cavic and Dodik promised something that is not written in Agreement. On real jeopardy from abolishment of RS, he says: “I have never heard such a proposal from any IC official. However, if you are asking me whether there are attempts to reduce weight and authority of RS through reduction of its powers, then answer is yes. It is evident.” On a third entity in BiH, he says: “I have nothing against Croats getting an entity, however, that issue should be settled without encroaching into RS, i.e. within F BiH.”

Glas Srpske pg 5 ‘No need to be afraid’ by S. R. T. – RS President and SDS President Dragan Cavic has stated on Sunday in Bijeljina that 10th anniversary of signing the Dayton Agreement was important for the status of RS but he said there is no need to be pessimistic. ‘The latest decisions reached at RS NA with regard to police reform will show we had not chosen a wrong direction. Everyone who says these solutions were dangerous for RS ought to say how dangerous it would have been if Srpska was an obstacle on that path’, Cavic said. He added there should be no fear that RS would be lost. With regard to HR’s statement that SDS would either reform or be abolished, Cavic said he sees no reason for such a statement since no reform had been realized without SDS.

Patriot welcomes police reform agreement adoption by RSNA

 

Patriot pgs 4-7 ‘Frame for a picture’ by Slobodan Vaskovic – Writing about last week’s RS NA’ adoption of proposal on police reform by Dragan Cavic, the author, commending the adoption of the Agreement, notes that it would cement the existence of RS within BiH instead of taking it into the world of “obstructionism, retrograding, disintegration…” He says that this adoption has placed a frame for police reform, where final picture will be agreed on later on. Another important aspect of the issue, according to the author, is the fact that Agreement was devised and proposed by irreconcilable political options from RS ( SDS and SNSD) that dominate the political scene. He adds that open and joint action of SDS and SNSD took part in one of the most important times for RS.

Ma., EuroBlic pg RS2 ‘Either census or blockade’ not signed – SNSD President Krstan Simic on Sunday assessed that the adoption on the Agreement on police reform before RS NA was in the interest of RS and represented a great victory of RS. He noted the Agreement would enable SAA talks to be launched and he added the Agreement does not say the inter-entity boundaries would be crossed. He added the police regions would be established in accordance with the principle of functional efficiency. ‘This does not mean the boundaries would not be crossed, but this will happen only after RS citizens and delegates of the parliament reach such a decision’, Simic noted. Inset ‘SNSD pleads for a census’ – Simic announced SNSD would demand from RS delegates at BiH Parliament not to adopt the new budget in case funds for census were not earmarked from it. Inset ‘No closer contacts between SDS and SNSD’ – Simic noted that the Agreement does not represent launching partnership relations between SDS and SNSD, nor it represented any closer relations between the two parties. He said this only represents an agreement on ‘a crucial issue so that BiH can launch SAA talks’.

EC’s Maroevic on police reform principles, Spiric on reform process itself

 

Nezavisne Novine pg 4 ‘EU finds adoption at Parliament sufficient’ by R.Cengic Frane Maroevic, EC to BiH Spokesperson, Sunday stated that: “EC in BiH will find it sufficient if state and both entities’ parliaments adopt principles on police reform to consider this condition from Feasibility Study fulfilled…It does not have to be a document identical to the one RS NA adopted, but the core of the document must be the same and must ascertain three European principles.” Nikola Spiric, Chairperson of the BiH HoR, says that he will do all he can that BiH Parliament adopts this police reform, expressing his view that entities’ accords to reform should be a sufficient basis for BiH Parliament to start working on a Law, instead of declaring the adoption of Declaration a success and reason to celebrate.

Hayat Asim Beslija – When it comes to its future, Brcko District is on some kind of crossroad. It is time that the entities and the state of BiH decide how they will regulate the position of Brcko District in BiH. Although it has never been officially said, Hayat reporter claims that Office of the High Representative is the leading institution in BD, which controls all the aspects of its functioning. Supervisor Susan Johnson, “an energetic, brave and very diligent woman” as Hayat reporter characterised her, is the Head of the OHR Office in BD. “We think that the foundations are very solid. Now, it is the question of will to build on those foundations. It is the time to focus on the connections between BD and entities”, said Susan Johnson. Brcko is the result of joint work of International Community representatives and the District authorities, said Johnson, but now the citizens and authorities of Brcko should take the leading role. “The Supervisor still occasionally has to intervene, but I would rather call it the role of mediator or supporter. Occasionally, if the solution is not easy to find, Supervisor has to impose something, or to break the lock – but it is not very often”, said Susan Johnson. “Hopefully, the institutions are getting closer and closer to being ready for the biggest challenge – the defining of the BD connections with the state of BiH, and its position within the state”, concluded Johnson.

Jelavic wants to surrender to Croatian authorities

Zlatko Mehun was commenting on claims that Jelavic, who holds both Bosnian and Croatian citizenship, is hiding in Croatia. Earlier this week, the State Court of Bosnia and Hercegovina sentenced Jelavic, a former member of the state Presidency, to 10 years in jail for embezzling money Croatia had sent as assistance to Bosnian Croats in the 1990s. Vecernji list daily said on Sunday that Jelavic fled to Croatia in order to surrender to the Croatian authorities. The Croatian newspaper cited a media representative for Jelavic who said that Jelavic would ask for a new trial in Croatia. The daily said Jelavic fled to Croatia to avoid the political lynching by the High Representative to Bosnia, Paddy Ashdown. The former Bosnian Croat leader has been on the run since Thursday, when he failed to appear in court for sentencing.

Vecernji List, front pg splash and pg 3 ‘Jelavic fled from Sarajevo half an hour before verdict’, by Vlatko Ivankovic – VL learns from an anonymous source that is close to a security agency in BiH that Ante Jelavic, who has been sentenced to 10 years by the BiH Court, was in Sarajevo half an hour before the verdict was made known to the public. The source notes that a procedure the aim of which to establish shortcomings in the Jelavic escape case is being conducted. Jelavic’s lawyer, Dragan Barbaric, confirmed for VL that his client has made contacts with Croatian authorities in order to surrender himself and start court proceedings before a Croatian court. Dnevni List, pg 3, mentioned on front ‘Croatia wants new trials for Jelavic’, by Marko Karacic – According to unofficial information DL has got from Croatian Justice Ministry, it is expected that the Croatian judiciary will ask for transfer of the ‘Jelavic’ case from the BiH onto the Croatian judiciary in the next few days. Croatian Interior Ministry spokesman, Zlatko Mehun, notes that the Croatian police has no right to arrest Jelavic, who is according to media reports hiding in Croatia , until the Croatian judiciary has asked for the transfer of the case.

NN: A BiH Court ’s official on possible extradition of Jelavic

Muminovic – A collocutor from BiH Court on Sunday confirmed there is a possibility that Ante Jelavic would be extradited to BiH should it be found out he was hiding in Croatia, despite to laws stipulating that no Croatian citizen could be extradited to anyone but to the Hague Tribunal.

Trial of Covic and the others to start on October 11

The indictees have already pleaded not guilty to all counts of the indictment related to their alleged involvement in illegal transactions connected to the Lijanovici Company business operations. .

According to Radovan Pejic, Spokesperson of the RS Police Director, no one was arrested during this police operation, which was carried out in order to discover some information on the Hague indictees’ whereabouts. “The operation ended about 10 a.m.; no one was arrested, but we believe that we have obtained some useful information which will help us in achieving full cooperation with the Hague Tribunal”, stated Pejic. According to unofficial information this action was organised in order to find ICTY indictee at large Stojan Zupljanin accused of war crimes in Krajina.

Oslobodjenje pgs 4-5, announced on cover ‘Not all the processes will last as long as those in The Hague do’ by Nagorka Idrizovic – In an interview to daily, Smail Cekic, member of Srebrenica Task Force, speaks of the work of Srebrenica TF, noting he sees no reason why BiH Court would fail in establishing the level of responsibility in Srebrenica crimes, adding that not all the processes would last as Hague ones. He is of the view RS has fulfilled its duty to a great extent, stressing TF results, including list and its addenda, are still open. He adds that documentation available proves that participation of SiCG units in Srebrenica events confirms that SiCG took part in Srebrenica genocide. Daily also brings a copy of a document, which, according to it, proves cruelty of orders given.

US’ Burns on Karadzic and Mladic

 

Glas Srpske pg 3 ‘A hard line of Washington’ by SRNA– Daily reports on a statement Nicholas Burns, Vice Secretary for political affairs at the US Department of State, gave to members of the press in Washington on the eve of his upcoming visit to SiCG, saying that USA want to support process of SiCG’ approaching towards EU, but USA will block any progress in this direction unless Ratko Mladic and Radovan Karadzic are arrested. He also admitted it was possible that Karadzic is not hiding in Serbia, but in “Serb part of BiH”.

Minister Dokic on Corridor Vc: Cost to be lower than originally anticipated

 

Dnevni List, pg 6 ‘International investment conference in October’, by Tanja Dragic – According to the BiH Minister for Traffic and Communications, Branko Dokic, following a revision of documents pertaining to the Corridor Vc, it has been established that costs for the future highway through BiH will be 30% lower than originally assessed, namely around 6,2 billion KMs. Dokic also announces an international investment conference on Corridor Vc that is to take place on November 17.

Professor from Heidelberg M. Rose: Unified VAT rate would endanger poorest ones

Turcalo carries professor of finances at the German University Heidelberg, Manfred Rose, as saying that the only advantage of a unified VAT rate is its easier collection. He added that the unified VAT rate would endanger the poorest ones and he believes that the best solution is introduction of a zero VAT rate for basic provisions.

Oslobodjenje pg 6 ‘Premier on side of justice and law’ by E.Aganovic – The Syndicate of the former Chemical Industry “Azot” from Vitkovici near Gorazde addressed an open letter to Paddy Ashdown, HR to BiH, in which it points at illogical initiatives of raising the responsibility and exerting pressure against Premier of BPK Salko Obdjodhas to give up on everything he has done for “Azot workers.” In a letter, “Azot” workers call on HR to support the side of justice and law and accordingly stop exerting pressure against BPK authority in regard to “Azot” affairs.
