RHB, BH Radio 1 by Ljiljana Radl – At a session in Sarajevo today, the FBiH House of Representatives is discussing amendments to the law on privatisation of apartments that are expected to finally resolve the destiny of so called nationalised apartments (private housing units nationalised after the Second World War by then communist government). The authorized FBiH minister, Ramiz Mehmedagic, said in his introductory remarks that the Government-proposed solutions represented a mixture of natural and financial restitution. According to the proposal, only occupancy right holders living in the apartments initially owned by legacies, foundations such as Vakuf will not have right to purchase/privatise their apartments. They will get alternative accommodation/housing units similar to their current ones. Initial owners of all other nationalised apartments will get appropriate financial compensation. The discussion on the issue is underway.   

Ivo Miro Jovic at UN FAO gathering in Rome

RHB, RTRS – Chairman of BiH Presidency, Ivo Miro Jovic, addressed participants of gathering organized on the occasion of 60th organization of UN Food and Agriculture Organization at Rome on Monday, when he stated, among other things, that a government that could not provide enough food to its citizenry or create pre-requisites for production of enough food is in fact creating uncertainties that open doors to all sorts of conflicts.

I hope that some day it will be possible to honor Alija Izetbegovic in this way. In this concrete case I did not equalize and will not equalize Izetbegovic and Karadzic. One is a recognized leader of his people, and the other is an indicted war crime suspect”, reads the statement. He also makes a difference between changing the name of an international airport and changing the name of some street or square. “Changing the name of the SarajevoAirport calls for a wider debate, and it is necessary to take into consideration the opinions of citizens from across the country as well as the stands of citizens of its capital. As I have also stated, there is nothing to prevent the change of name of the Liberation Square,” reads the statement issued following the extraordinary SDA session that harshly criticized “decision to annul renaming of the airport”. SDA also said that by passing such decision the HR had lost SDA support, adding it has equalised Izetbegovic and Karadzic. At the time, Sulejman Tihic has announced that the Board in charge of marking the 2nd anniversary of Izetebgovic’s death will decide on Monday on possibility to hold protests in front of the airport. Vukovic: letter on renaming the airport was not offensive

 

Glas Srpske pg 5 ‘Letter was not offensive’ by N. Z. – Upon HR’s reaction on a letter signed by Borislav Paravac and other Serb representatives, which was sent to HR Paddy Ashdown, Javier Solana and EC Delegation Head Michael Humphreys, Paravac’s advisor Drago Vukovic said the letter only points on facts with regard to Alija Izetbegovic and his acts and he added that HR’s strong reaction might represent ‘search for an equilibrium for his decision to suspend striving of Bosniak representatives of authorities to name the Sarajevo airport after Alija Izetbegovic’.

Oslobodjenje pg 9 ‘Airport’ by Senka Kurtovic – Writing about Sulejman Tihic statement regarding Paddy Ashdown (following HR’s decision to suspend change of name of Sarajevo airport), the author notes that Tihic’ statement, which is expression of anger and defeat, could have been expected, since HR’s decision made it clear nothing can be done in this state without HR. She claims HR has been applying double standards every since he assumed post. She concludes by saying that on the eve of marking Alija Izetbegovic’ death, the scandal of this kind should not have happened, stressing that SDA should not have played with the name of Izetbegovic.

NN op-ed on Sarajevo airport: Wider action required

 

Nezavisne Novine op-ed pg 7 ‘Wider action’ by Dragan Risojevic – In regard to the change of name of Sarajevo airport, the author notes that HR Paddy Ashdown – slightly unexpectedly – decided the name would not be changed, which resulted in anger and sorrow of Sulejman Tihic. However, Risojevic notes that this decision will not alienate relations between SDA and HR. he further notes that suspension of decision to re-name airport should represent beginning of a wider action throughout BiH, in order to ensure that all peoples of BiH feel like living under the same roof (referring to other names of streets, squares, and akin which might disturb any of three constitutive peoples of BiH).

Sullivan said that the RS Government must take necessary steps to prevent violation of the law and solve the issue.The Faculty’s Council held the session on Saturday brining unanimous decision to protect Lukic saying that nobody from the University and its legitimate bodies could dismiss the dean. The HR’s decision, brought on 30 June 2004, reads that Lukic, being one of the leading SDS members, supported war crime indictees.

Early elections in Biljina/Uskoplje: SDS’ Micic elected Bijeljina Mayor; HDZ candidate wins in Uskoplje

Ziko Krunic Chair of Bijeljina election commission stated that the elections were carried out without problems but added that the voter’s turnout was very low [35%]. Complete and final results of the elections will be published in 10 days. SNSD Candidate Dimitrije Ivanic won the 23% of votes while candidate of the Coalition Zajedono Djuro Stanojevic won 20,43% of votes. HDZ candidate Marinko Krajina won most votes at early elections for head of municipality Gornji Vakuf-Uskoplje. Reception at US warship in Neum: McElhaney says apprehension of Karadzic, Mladic condition to join PfP

 

Hayat – BiH Delegation consisting of BiH Presidency member Borislav Paravac, BiH Foreign Minister Mladen Ivanic, BiH Defence Minister Nikola Radovanovic and BiH Security Minster Barisa Colak, visited U.S. war ship ‘Mitscher’ anchored in Neum Port. The hosts were the U.S. Ambassador to BiH Douglas McElhaney and NATO officials. McElhaney said that by adopting the police and defence reform, BiH had met two conditions relevant for the membership in the NATO’s Partnership for Peace programme, but stressed that the third one, apprehension of Radovan Karadzic and Ratko Mladic, has to be fulfilled as well. “There is one overwhelmingly important requirement that is yet to be met from the point of view of the United States and the NATO Council – brining all of the indicted war criminals, including Karadzic and Mladic to the Hague”, said McElhaney. “This presents the final, crucial condition, a requirement which has to be solved by BiH, and especially RS institutions”, said Ivanic in terms of the apprehension of war crime indictees. Paravac thanked the U.S. Government for contribution in providing peace and security in BiH. DA: Terzic visits Brussels , discusses issue of SAA talks with EU officials

The topic of meetings will be further integration of BiH into European and EuroAtlantic institutions. Bearing in mind that its is evident Agreement on police reform will be adopted at BiH Parliamentary Assembly, Terzic finds it necessary to meet with Solana and Rehn in order to try to identify further course and potentially dates for commencement of SAA talks. HR: There are no plans to abolish RS

Mionic: report on Pale and Sokolac SDS will be forwarded to OHR today

 

Dnevni Avaz pg 5 ‘SDS Pale and Sokolac financial reports are late’, Nezavisne novine pg 2 ‘Findings of investigation in OHR today’ by D. Risojevic – Deputy RS Minister of Finances Zarko Mionic confirmed to NN that a report on the control of SDS in Pale and Sokolac will be forwarded to OHR today after the Minister of Finances reads it and signs it. Mionic refused to say whether the inspection revealed any illegal financial transactions. According to the Chairperson of Pale and Sokolac Boards of SDS, Snjezana Bozic, the report will not contain any data on illegal payments because there were no illegal payments.

DL: Covic has strong control within HDZ

Bise – Commenting on the situation in HDZ BiH, Bise argues that the HDZ President, Dragan Covic, will battle with all he has in order to remain in the office. Bise notices that Covic installed people loyal to him (Lozancic, Kristo, Bosnjak, Jovic, Vrankic etc) to every important office in the party, whilst people who are opposing him (Raguz, Ljubic, Zoric etc) have been elbowed from the party’s bodies.

PINK: RS Govt rejects to transfer banking supervision jurisdiction to BiH level

 

PINK by Ljubisa Davidovic – The RS Government has rejected the BiH Central Bank’s initiative for transfer of authorities for banking supervision from entity to the state level, namely to an agency which would operate within the Central Bank. The request for this transfer is completely unfounded, says assistant of the RS Minister of Finance Mira Strazivuk. She stressed that the transfer of authorities would be against the Constitution, according to which the banking sector is under entity’s jurisdiction. On the other hand, BiH Banks Association states that it is unacceptable for a country with one currency to have two Banking Agencies. The OHR also supports the idea of centralization of the supervision over banks. “This is no about politics but about establishment of the most efficient banking system”, said the OHR Spokesperson Ljiljana Radetic.

Ivo Miro Jovic: Croats are neglected at all levels of authority

 

 

 

RHB, BHT1, Hayat, RTRS, Oslobodjenje pg 2 ‘Dayton Agreement did not bring peace’, Dnevni Avaz pg 4 ‘Croats are neglected at all levels of authority’, Nezavisne Novine pg 2 ‘The Dayton Agreement stopped the war but it did not bring peace’ by Agencies, Glas Srpske pg 2 ‘They tailored without measures’ by Srna – The Dayton agreement ended the war in BiH but did not bring peace, BiH Presidency chairman Ivo Miro Jovic said in Krapina, northern Croatia, on Sunday. “The power-wielders at Dayton sewed our caps without having measured our heads, so that today BiH is a state without precedent, a country with two entities and three peoples“. According to Jovic, Croats are not a constituent people in because they are neglected at all levels of authority and are the only people in the country without their own media. Jovic announced the Bosnian Croat Academy of Sciences and Arts of BiH would be established by December.

Comments of RS parties on constitutional changes

 

Dnevni Avaz pg 9 ‘Dodik: Either federal state or break-up’ by N.Diklic – Carrying reactions on the issue of constitutional changes, daily notes that the representatives of political parties from RS, who take part in “Dayton project” along with the parties from F BiH, agree changes should be made to BiH Constitution, voicing different stances on it. Dragan Cavic, SDS President, announced that he would inform members of the SDS Election Assembly on 10th November of talks on this issue, confirming that Mladen Bosic is taking part in these talks on behalf of SDS. In a statement to daily, Bosic said: “We do not dispute establishment of a third federal unit for Croats, but we think this issue should be resolved at F BiH and within the framework of Washington Agreement.” Milorad Dodik, SNSD President, stressed there is only one solution at these talks which is “either federal state or break-up.” Goran Milojevic, PDP Vice President, confirmed that PDP is of the view existing Constitution needs to be “polished”.

Interview with Petritsch on the eve of Geneva conference: Dayton is past

 

Dnevni Avaz pg 5 ‘Dayton is past, a functional state must be built’ by Sead Numanovic – In an interview to daily, Wolfgang Petritsch, former High representative to BiH and currently Austrian Ambassador to UN and World Trade Organisation in Geneva, says that the aim of the upcoming Geneva conference on BiH is to discuss further process of building BiH as a modern European state. He says that Dayton Agreement is past now, and the time has come to “look behind Dayton”, adding that a functional state of BiH must be built on the basis of vast consensus of Bosnians. Speaking of future look of BiH (regarding president, premier, parliament), he underlines that BiH must develop a more rational system of authority than the existing one, stressing that agreed issues must be functional. He adds the most important task in the coming years for BiH will be to develop the economy of BiH, which will always be multi-ethnic and de-centralised state.  According to inset, he sees no link between talks on change of BiH Constitution and settlement of Kosovo issue.

DA op-ed on linking constitutional changes in BiH and Kosovo status

 

Dnevni Avaz pg 3 ‘Dreams and illusions on Great Serbia’ op-ed by Sead Turcalo – Editorial refers to the efforts of the SCG leadership, who faces problems with status of Kosovo and Montenegrin announcements on independency referendum, to link the Kosovo with the RS statuses. He says that RS Academy has joined in this lobbying, calling for constitutional changes to wait for the solution on Kosovo which than would also be applied in the RS. Author deems that this idea has failed long time ago, which is also known to its creators. “However, behind all these dangerous concepts is another effort by the Serbian politicians and their fellows in the RS to use those who are naïve to dream about one state for all Serbs. In this way former Karadzic’s ministers, now including “Academy”… are trying to prevent their supporters… to see how the great-nationalistic ideas are dead,” says the author concluding that RS citizens are only left with accepting that BiH is their only homeland.

DL: Croatia withholding support to BiH Croats because of EU membership

 

Dnevni List, pg 12 ‘Croatia forsake Croats in BiH’, by Ivica Glibusic – Commenting on the course of constitutional changes in BiH, Glibusic argues that the BiH Croats are going into the process utterly unprepared, namely without anyone’s support and internal agreement of Croat parties about the issue. On top of this, the author argues that even Croatia is withholding its support to BiH Croats since it was a price Croatia had to pay in order to join the EU.

Granic: No country in world, including Croatia , would accept third entity

RHB, Oslobodjenje pg 3 ‘BiH Croats are being set up with idea of the third entity’, Dnevni Avaz pg 4 – HSP Djapic-Jurisic Presidency held a session in Vitez with a focus at the constitutional changes in BIH. HSP Advisor in Croatia, former Croatian Foreign Minister, Mate Granic, attended at the session and stressed that the best solution for BiH would be if it consisted of 8 provinces. Granic also stated that 3rd entity in BIH is not a realistic since no country in the world supports such concept, including Croatia. He added that every mention of 3rd entity is very damaging for Croats in BIH and stressed that HSP Croatia will send an initiative to Croatian Government to get involved in constitutional changes in BIH.

 

Police reform

Oslobodjenje: State directorate for police reform being formed

 

 

 

Oslobodjenje, pg 6, mentioned on front ‘State directorate for police reform being formed’, by V. Zivak-Faladzic – The article is explaining the course of police reform in BiH, citing one of the police reform agreement’s article which says the police reform is a “complex and long-lasting process”, in which the parties agree that the implementation period will last five years. The daily explains that the agreement foresees the establishment of Directorate for police restructuring, which is a temporary body that should be formed by end of 2005 and which should comprise of professionals and experts from all levels of authority. The BiH CoM is to appoint members of the Directorate. Oslobodjenje also stresses that the High Representative recently denied politicians, who believed that the future police areas would not be crossing the IEBL.

Raguz (HDZ) on police reform: ‘Cantonal MoIs will share destiny of entity ones’

 

Dnevni List, pg 4 ‘Cantonal MoIs will share destiny of entity ones’, by Ivica Glibusic – Commenting on the agreement on police reform that was adopted by the BiH House of Representatives on Friday, the chamber’s Deputy Speaker, Martin Raguz (HDZ), explains that the HDZ proposed two conclusions, the aim of which is to clarify a few issues. The first conclusion requests that the cantonal MoIs share the same destiny as the entity MoIs, which was not approved by MPs from the RS. Raguz explains that the conclusion is now being harmonized in the HoR’s Collegium, and if the Collegium does not reach a consensus, the conclusion will be put up for voting during the next session, therefore there is a realistic chance for the conclusion to get the necessary two-thirds majority. The second conclusion, which requires the BiH CoM to inform the BiH HoR about the course of police reform in a regular manner, was adopted.

VL on police reform: McElhaney’s intervention saved RS

 

Vecernji List, pg 2 ‘McElhaney’s intervention saved RS’, by Dejan Jazvic – The article reads that the US will have a direct supervision over the police reform restructuring in BiH, which the US diplomacy took upon itself during the last session of the Peace Implementation Council Steering Board. Furthermore, VL claims to have learned from several domestic and international sources in Sarajevo that it was the US Ambassador Douglas McElhaney who gave the RS one last chance to agree to the 3 EU principles. Apparently, the High Representative, Paddy Ashdown, with consent of the EU, had been ready to punish the RS PM, Pero Bukejlovic, and RS Interior Minister, Darko Matijasevic, when the Americans asked that the RS be given another chance.

Hadzipasic disappointed with police reform agreement

 

BHT 1 – The FBiH Prime Minister Ahmet Hadzipasic expressed his dissatisfaction following the adoption of the Agreement on the police reform, explaining the FBiH Government was entirely neglected in this process and the agreement had to be adopted without a possibility to propose amendments/changes. Hadzipasic says that the agreement is not entirely defined and set deadlines are not precise.

Former Croatian Foreign Minister Granic on financial transactions between Croatia and BiH

 

 

Dnevni List, front pg splash and pg 8 ‘Croatian Government never decided about aid for BiH’, by Marko Karacic – carries an interview with former Croatian Foreign Minister, Mate Granic, in which he, among other issues, talks about the Croatian financial support to the BiH Croats during and after the war. Granic explains that very few people know how much money was transferred to BiH, saying it was only the (Croatian) defence and finance ministers and prime minister, who knew the amounts of money and channels through which the money was going to BiH, however it was only the defence minister (late Gojko Susak) who knew how the money was being distributed in BiH. Furthermore, Granic says the Croatian Government never discussed the issue, since it was only late Susak who was responsible to late Croatian president Franjo Tudjman.

Croatian MoI on Jelavic case: Prosecution neglected documents on Jelavic

 

Vecernji List, pg 10, mention on front ‘Prosecutor ignored documents on Rojs’, by Zoran Kresic – According to the Head of Croatian MoI’s CID, Zeljko Cvrtilo, the BiH Prosecution was two years ago submitted documentation on Ante Jelavic, which prosecutor John McNair did not take into consideration. Cvrtilo did not reveal what the documentation is about, however he underlined that Jelavic would not be extradited to BiH, explaining that BiH authorities can ask from Croatia that Jelavic serves the prison sentence in Croatia , once the verdict become fully valid.

VL: BiH neglecting request of Croatian MoI since 1995 to investigate into alleged terrorist

According to the Head of Croatian MoI’s CID, Zeljko Cvrtilo, the person lived in Zenica until one year ago.

SD: 10.000 BiH citizenships to be revised

 

Slobodna Dalmacija, pg 13 ‘Revision of 10.000 citizenships’, by Zlatko Tulic – Commenting on recent visit by the US Under-Secretary of State, Nicholas Burns, Tulic says that apart from constitutional changes and arrest of Karadzic and Mladic, Burns asked from BiH authorities to start fighting terrorism, which includes a revision of BiH citizenships that had been given to foreign fighters during the war. According to the Chairman of Commission for revision of citizenships, Miodrag Pandurevic, changes to the Law on Citizenship are being worked on. According to SD, when the changes do take effect, the Commission will have broader authorities, including the right to take away someone’s citizenship. Pandurevic explains that some 10.000 citizenships will be subjected to revision.

FTV: witnesses on crimes tried before local judiciary refuse to testify

 

FTVby Salih Brkic – FTV reports that numerous witnesses of the war crimes and family members of the victims refuse to testify in the proceedings before the local judicial institutions. “it is very concerning that victims and their family members even refused to willingly cooperate with the prosecution,” says Brcko District Prosecutor Zekerijah Mujkanovic. “It is characteristic in the cases where we have eye-witnesses of the mass executions that one witness who survived the execution refuses to testify,” says Head of War crimes Department in Tuzla Cantonal Prosecution, Alma Dzaferovic. Tuzla and Brcko prosecutors warn that additional problem is that witnesses move. Another reason for avoiding the testimonies is a safety of returnees. “Witnesses are feeling insecure and afraid of what will happen after they give their testimonies,” explains Dzaferovic.

Jurisic from FBIH Comm. for Missing Persons: BiH, ICTY prosecutions not interested in crimes against Croats

Jurisic stresses it is well known who was commander of the prison camp in Bugojno and who were the people responsible for what happened in the camp.
