Committee of Ministers of the European Council held a session and decided to address official request to the European Council for BiH entry in this organisation. Head of BiH delegation in the European Council, HB Premier Bicakcic said that BiH application is initiated and that it will be discussed at the EC Political Commission and expressed his opinion that there are a lot of chance that BiH may become full member in the EC during this year.

Negotiations between the Federation Ministry of Defence and SFOR were completed today. Announcement from the Ministry of Defence says that the crisis caused by appointment of HVO generals is finished with the joint statement signed by Defence Minister Prce and SFOR Commander General Meigs. It was also agreed that every appointment of generals must be previously agreed with SFOR. ‘ US Special Envoy for Military Stabilisation, Perdue visited Federal Ministry of Defence.

Croatian MUP issued information that they received request from the MUP BiH, which demands arrest of Fiklret Abdic. At the Croatian “Interpol” section it was said that information on the international wanted circulation was not received.

Federation Parliament HoP ceased the session started yesterday, adopting only 4 out of 23 draft laws. The HoP adopted the changes on adopting the law on housing relations, the law on prevention of money laundry, and regulations for the privatisation process

BiH Presidency member Izetbegovic met with HR Westendorp in Sarajevo, discussing many issues of the present situation in BiH. It was decided that the process of establishing the new RS Government is lasting too long. Izetbegovic expressed his belief that Westendorp must be a significant impulse in overcoming the present situation.

HR Westendorp made a public announcement and expressed his concern because of delay in establishment the new RS Government. The announcement said that the RS President is obliged to appoint candidates who will gain support from majority of delegates of the National Assembly. President Poplasen still did not carried out this obligation, and his actions are endangering co-operation with the International Community. The announcement also says that yesterday’s Poplasen’s press release does not reflect the essence of the conversation that HR and OSCE Ambassador Barry held with Poplasen.

RS Government Designate Miljus held consultations with the Serb Radical Party representatives about the new Government establishment, while the RS President Poplasen met with the “Sloga” Coalition members. After the meeting, Miljus said he would continue consultations with other political parties. He also said that conversations held so far showed that his interviewees are satisfied with the concept of the Government. “Sloga” Coalition President Plavsic said after the meeting with Poplasen that it was decided that Miljus is not candidate of the “Sloga” Coalition and it was demanded from Polasen to state why he does not accept Dodik as the candidate.

The RS “Official Gazette” on December 21 1999 published decision of the Government on approving 992.000 DEM for creation of the urban planning documentation and parceling of land. This decision also included the Brcko municipality. In this regard, Brcko Co-Mayor Islamovic said that this decision is directly opposite to two-way return. Isalmovic also sent a letter to Brcko Supervisor Farrand and RS Government President Dodik, in which he expressed his concern due to such activities, and demanded abolishment of this decision.
