Statement
of the Presidency of Bosnia and Herzegovina

The Presidency of Bosnia and Herzegovina held its fourteenth session in the premises of the Electrotechnical Faculty in Lukavica on 4 February 1997.

The Presidency forsees the signing of the contracts approved by the Steering Board of the World Bank for the reconstruction of Bosnia and Herzegovina on Friday, 7 February 1997. The Members of the Presidency Mr. Zubak and Mr. Krajisnik will consult on this issue with the Entity Governments by that date.

The Presidency made a decision on the organization of the cabinets of the Presidency Members, temporary financing of the Presidency as well as on the temporary location of the Presidency and its cabinets.

The Presidency considered the report of the Co-Chairs of the Council of Ministers regarding the Presidency instructions to date, and requested further clarification of certain issues from the report.

The Presidency reiterated its positon in favour of the implementation of the conclusions of the London Conference held on 4 and 5 December, 1996, and instructed a Working Group to make an analysis taking into consideration the dynamics laid down by the Final Document.

The Presidency istructed a Working Group consisting of Spasoje Albijanic , Drago Bilandzija and Zlatko Hurtic to prepare for the next session of the Presidency a proposal for the allocation of funds from the Memorandum of Understanding signed between the Presidency of BiH and the European Commission on economic reconstruction programmes in accordance with the conclusions from the ninth session of the Presidency.

The Presidency considered the current problem of demining in BiH, and requested from the Council of Ministers to establish a Commission at the ministerial level which will regularly inform the Presidency about its work.

The Presidency stated that the solution of the issue concerning the recognition of public documents throughout BiH is of vital importance, and requested the Council of Ministers to review and solve this issue urgently taking into consideration the letter sent to the Presidency Members by the Federal Minister of Justice.

The Presidency instructed the Ministry of Foreign Affairs to urgently prepare a proposal for the division of posts of Ambassadors and other international representatives of BiH abroad in accordance with the conclusions of the London Conference.

The Presidency accepted the proposal of the Secretary-General of the Council of Europe Daniel Tarschys for the replacement of Mr. Adam Zelinski by Mr. Victor Masenko-Mavi in the position of a Human Rights Commission Member.
