Supervisor Orders Restructuring of Brcko District Urbanism, Real Estate and Economic Development Department

Brcko Supervisor Susan Johnson today issued a Supervisory Order mandating the restructuring of the Department for Urbanism, Real Estate and Economic Development of the Brcko District Government.

This follows consultations with the Brcko District Mayor and Government and is in accord with recommendations from consulting firms retained by the District Government to assist with restructuring.

Under the terms of the Order, the Department for Urbanism, Real Estate and Economic Development ceases to exist on 1 September 2006. At the same time, two new departments come into existence: the Department for Spatial Planning and Property Affairs and the Department for Economic Development, Sports and Culture.

The Department for Spatial Planning and Property Issues will have two divisions: the Division for Spatial Planning, Urban Development and Environmental Protection and the Division for Property Affairs. The Department for Economic Development, Sports and Culture will have two divisions: the Division for Economic Development and the Division for Tourism, Culture and Sports.

The Department for Urbanism, Real Estate and Economic Development had been structured in a way that is not conducive to efficient operation with too many competencies placed under a single management. As a result, it has been unable to provide the services it is responsible for and this has slowed economic development.

The new departments are designed to utilise allocated resources more efficiently, provide better internal management controls, speed up economic development and investment promotion, and generally to be more responsive to the needs of the business community.

The Brcko District Mayor is to appoint the heads of the two new departments, subject to approval by the Assembly; to set out the staff positions in each new department in consultation with the new heads of departments and approval of the Supervisor; and to decide on the future status of staff previously employed by the Department for Urbanism, Real Estate and Economic Development and the Division for Sports and Culture within the Department of Health Care Services.

The Mayor is also responsible for advertising vacant positions, if any, and for executing all further acts necessary for establishing and operating the two new departments.
