Supervisor of Brcko appoints members of the Audit Office of Brcko District

The Supervisor of Brcko, Raffi Gregorian, today has issued a Supervisory Order appointing members of the Audit Office of Brcko District:Ms. Dzevida Hodzic is appointed to the position of Auditor General of the Audit Office, and Mr. Tomo Vozetic and Mr. Bozo Zimonjic are appointed to the positions of Deputy Auditors General of the Audit Office.

The Law on Audit of Financial Operations of the Institutions of Brcko District, adopted by the Brcko District Assembly in July 2005, provides for the establishment of an office for audit of financial operations of District institutions. It states that there will be one Auditor General and two deputies. The law also provides that the Brcko District Assembly appoints persons to these positions within three months from the date the law enters into force. Three vacancy notices later, in December 2006, the auditors still had not been appointed.

Supervisor Gregorian, disappointed by long delays and politicisation exhibited in the process of appointing the Auditor General and the two deputies, therefore instructed the Committee for Appointments, Mandates and Immunity of the District Assembly to suspend any further activities in the selection process on 11 December 2006. He now makes the appointments himself. The Supervisor regretsthe need to intervene to make these appointments. But, seeing no reasonable alternative after the long delays, he has decided to himself to make the appointments to secure effective operation of District institutions and protect the financial health of the District. Brcko District is the only place in BiH where there has never been an internal audit of government institutions.

The appointees will be subject of a ninety-day probation period during which time the Supervisor’s Office will consider their performance.
