Supervisor Issues Order Prohibiting Certain Security Agencies from Operating in Brcko District

Supervisor of Brcko Dr Raffi Gregorian today issued an order prohibiting Alpha Security and several associated private security agencies from operating in Brcko District for the next five years.  None of the prohibited firms are currently registered as security agencies with Brcko District courts or the Brcko District Police.  The order also prohibits another associated agency, Centurion Security, from expanding its current business in the District for the same period.

The Supervisor acted after receiving incontrovertible information from the international security presence in Bosnia and Herzegovina that members of Alpha Security were engaged in intelligence and counterintelligence activities directed against himself as well as OHR and the Brcko Final Award Office staff.  Such activities are prohibited by District law and are contrary to provisions in Dayton and other international legal acts covering internationally protected persons.

“At its 26 March 2009 meeting, the Peace Implementation Council Steering Board condemned actions and statements by BiH actors that pose a threat to OHR staff, challenge the authority of the High Representative and the Peace Implementation Council Steering Board, and demonstrate disdain for the Parties’ obligations under Annex 10 of the GFAP and under the decisions taken by the High Representative. These types of actions display open disrespect for the fundamental principles of the GFAP, directly impact on the political situation, are unacceptable, and have to stop,” the Supervisor reminded.
