I welcome the appointment of a further 133 civil servants in the Mostar City administration last week. They were reemployed strictly in accordance with the CSL and with the proper involvement of the Civil Service Agency. Therefore Mayor Beslic had every right to go ahead with their appointment.
I recognize the concern of some politicians about ethnic balance. Ethnic balance is important, but we are only part way through the process. One should remember that there is already a careful ethnic balance in place for all managerial appointments. I would expect this balance to be broadly maintained throughout the process of external vacancy notices, which should soon be initiated to fill the remaining 40 positions, in accordance with Civil Service Law. I am confident that a fair balance will be achieved once these additional posts are filled.
I would like to remind the politicians in Mostar that no party has the right to interfere in the lawful process of civil service appointments. This is not in line with the ongoing attempts of putting BiH on the road to Europe.
I hope the process of civil service appointments will be completed soon, so that Mostarians can enjoy the benefits of a fully functioning city administration which will serve them professionally and impartially.
