The OHR has reviewed the draft Agreement on the Establishment of Parallel Relations between the RS and Serbia and finds that the agreement in itself is very similar to the 2001 agreement signed by the RS and the Federal Republic of Yugoslavia which the OHR considered acceptable at the time.
The OHR notes that annexes, which form an integral part of the agreement, have yet to be made available to the OHR and therefore – in line with its mandate under annex 10 of the Dayton Peace Agreement – will review these annexes. The OHR calls on the RS authorities to introduce mechanisms that will bring greater transparency to the process of preparing the annexes to this agreement in order to avoid concerns such as those raised so far.
