The discovery of these explosives in Srebrenica is a serious matter.

Until the details are fully investigated, it is impossible to know the origin or the perpetrators of this incident. We cannot know at this stage whether the explosives were intended to cause injury or to be found in order to create negative publicity in the run up to the anniversary of Srebrenica.
Until the full facts are revealed, we would strongly discourage speculation about the perpetrators behind this incident, and will treat with the strongest suspicion those who might seek to speculate with the aim of pointing fingers at someone else.
In the meantime, it remains important that the anniversary of Srebrenica goes ahead as planned in a manner which pays fitting tribute to the victims of that crime. The local authorities, EUPM and EUFOR will continue to work together to ensure that the commemoration will take place in a dignified and secure environment.
