Dear representatives of the state institutions of BiH,

Dear Mayor Milić, and deputy Mayor Domić,

Dear Speaker Bulčević and deputy Speaker Filipović,

Dear Chief Coordinator Kadrić,

Dear Generals, Ambassadors, and Representatives of the International Community,

Drage Brčanke i Brčaci, dragi gosti,

Today we gather to celebrate a new milestone in the journey of the Brčko District of Bosnia and Herzegovina – 26 years of hope, determination, and relentless efforts to achieve the goals set at its foundation. In a world where some speak of a so-called “clash of civilizations” in Bosnia and Herzegovina, of ethnic and religious division and conflict, the Brčko District is living proof that multi-ethnic cooperation, inclusive governance, and common purpose are not only possible but can prevail—and prosper. Brčko goes beyond tolerance to cooperation and “suživot”—Citizens of different backgrounds, ethnicities, and beliefs live and work side by side.

Brčko is living proof that the diversity that is our reality is also your strength. We build together. We solve problems together. We create opportunities and achieve great things together.

Brčko’s achievements are significant: from preserving stability to building institutions that serve all citizens equally. The District has forged a unique path rooted in joint effort, shared decision-making, transparency, accountability, and civic engagement — values that not only characterize our history but also map our way forward.

Over the past year, Brčko District’s Assembly and Government have continued to pursue ambitious reforms modernizing public administration, improving civil service efficiency, and strengthening anti-corruption efforts. These are not abstract ideals. They are practical necessities to deliver public services efficiently and effectively, to ensure transparent decision-making, and to reinforce trust in public institutions.

Equally important is the progress in advancing spatial and regulatory planning — a cornerstone for future development. Modern spatial planning documents will unlock opportunities for sustainable growth, regional connectivity, and investments that benefit the District. Compromise on key elements, particularly the routes for future transportation infrastructure, requires continued political dialogue among all stakeholders. Consensus will enable economic growth, facilitate the movement of people and goods, and reinforce Brčko’s role as a regional, multi-modal transportation hub.

Good governance and infrastructure development, while noble goals themselves, also support economic growth and business development. The imminent establishment of the Brčko Stock Exchange is itself a critical foreign investment that will catalyze other investments, accelerate economic growth, and strengthen Brčko District’s reputation in Bosnia and Herzegovina and beyond as a place that is open for business.

As we look ahead, our efforts must not lose momentum. Legislative initiatives already underway on reform and development must not become mired in seemingly endless political or procedural delays. Failure to agree and then implement them risks undermining public trust, discouraging potential investors, and slowing economic growth. Citizens and the business community alike not only expect but deserve timely, decisive action and tangible results.

I encourage all leaders, institutions, and citizens to continue to demonstrate the responsibility and vision that has characterized Brčko for these past twenty-six years and to focus on goals that will benefit all: sustained economic growth, enhanced investor confidence, private-sector job creation, and comprehensive socio-economic development in the Brčko District to meet the expectations of its residents.

Brčko District’s story, while inspiring, is far from finished. Its greatest chapters are still to be written. Let us recommit to working together, with renewed energy and determination, in the spirit of respect and dialogue for which Brčko is well known, to build a strong and growing community that is a common home (zajednicka kuća) for all its citizens and a beacon for this entire country.
