Confusion was created yesterday over a letter sent by BiH Civil Affairs and Communications Minister Albijanic to the High Representative, express his intention to withdraw the support of the Serb members of the Council of Ministers for the Memorandum of Understanding on License Plates. The reason given was that the RS Government had not in fact signed the Memorandum of Understanding. Senior High Representative Hanns Schumacher replied immediately, informing Minister Albijanic that he was incorrect on two counts, namely:
- RS Prime Minister Dodik had indeed signed the Memorandum of Understanding before Minister Albijanic signed on behalf of the Council of Ministers;
- Minister Albijanic did not have the authority to reverse any decision of the Council of Ministers, without a formal counter-decision of that body as a whole. Minister Albijanic later replied that he accepted the High Representative’s clarification and withdrew his earlier opposition.
