Property Law Implementation Ratio in November 2003 stands at 92 percent in both Entities

Property Law Implementation Plan (PLIP) Agencies OHR, OSCE, UNHCR and CRPC are announcing today that, as of the end of November, the overall implementation ratio of property law implementation is 92 percent in both, the Federation BiH and the Republika Srpska.

Further, implementation of the Property Laws in Brcko District has been completed at 97 percent and subsequently verified, alongside Srpsko Orašje, Breza, Lopare, Rogatica, Rudo, Cajnice, Tomislavgrad, Glamoc, Bosansko Grahovo, Posušje, Grude, Kupres, Drvar, Srpsko Goražde, Doboj Jug, Doboj Istok and Usora.

As of the end of November 202,241 habitable properties were repossessed by their legitimate claimants. The rate of decisions issued is 99 percent, which means that almost all the claimants have now received a first instance decision.

Seventy two municipalities have completed all pending cases and have established a cut off date in order to verify Property Law Implementation Substantial Completion.

With the Property Law Implementation process in its final stage, PLIP Agencies have decided to present, in the future statistical summaries, both positive and negative decisions issued by the municipal housing authorities on contested/occupied property claims.The number of negative decisions as a percentage of total claims is presented in a separate column on the statistical summary. As negative decisions do not result in repossession, they are not calculated into the implementation ratio.
