OHR(S) Disappointment with the Mostar City Administration Session

Judge Finn Lynghjem expressed his serious concern and dissatisfaction with today’s session of the City Administration when a full commitment on the World Bank Water Project, worth 12 mil. $ was supposed to be made. This did not happen but it was decided, at a time when all deadlines are expiring, to undertake additional time-consuming activities.

As OHR (S) stated yesterday, this project has been under discussion for 18 months. To remind, the agreement was signed on 26 November 1998 and addressed to the World Bank in which both the Mayor and the Deputy Mayor as well as the representatives of the two Vodovod companies committed themselves to the creation of the political conditions for a joint management structure in the shortest period possible.

Today’s session again proved the impermissible lack of professional and serious approach by the authorities. This kind of conduct by the leadership of this City does not set a good example for any IC institution who would wish to provide money for this City. This is a gift to all citizen of Mostar, a soft loan which eventually will be transferred into a donation.

The current situation of no decision taking by responsible authorities of Mostar City a donation of UDS 12 mill which will go directly into the city economy is on the brink of being lost for ever.

Besides the possible loss for the economy, a brilliant new water supply with pure water for years to come might be lost forever by pure negligence by the representatives of all citizens of Mostar.

The same donation would in addition solve the Sanitation problems for the city.
