The High Judicial and Prosecutorial Council (HJPC) of Bosnia and Herzegovina, the HJPC of the Federation of Bosnia and Herzegovina and the HJPC of the Republika Srpska will begin to announce vacancies for top-level judicial and prosecutorial posts at both BiH and Entity level.
The HJPCs, pursuant to their competencies under law, will announce open competition for appointments to posts for judges and prosecutors in the Court of Bosnia and Herzegovina, the Prosecutor’s Office of Bosnia and Herzegovina, the FBiH Supreme Court, the FBiH Prosecutor’s Office, the RS Constitutional Court, the RS Supreme Court and the Office of the RS Prosecutor.
In total, a maximum of 106 positions are being announced in this first set of vacancies. To determine the exact number of appointments in these Courts the HJPCs will rely upon recommendations from the Independent Judicial Commission’s plan for restructuring courts in BiH. Further announcements of other judicial and prosecutorial posts will be made over the coming months.
The Independent Judicial Commission (IJC) previously distributed the application materials to be used by applicants for judicial and prosecutorial office in the upcoming reselection process for judges and prosecutors. These application materials will provide the High Judicial and Prosecutorial Councils (HJPCs) with comprehensive information relating to each candidate. The forms have been standardised so that they allow for complete transparency in the appointment process.
Distribution of the materials throughout the country was completed on Friday 16 August. Application materials are available at the following locations:
- The High Judicial and Prosecutorial Council’s Head Office, Emerika Bluma 8, in Sarajevo;
- The Ministry of Civil Affairs and Communication of Bosnia and Herzegovina;
- The Court of Bosnia and Herzegovina;
- The RS, FBiH and all Cantonal Ministries of Justice;
- The Constitutional Court and the Supreme Court of the RS;
- The Supreme Court of the FBiH;
- All District Courts and Prosecutor’s offices in the RS;
- All Cantonal Courts and Prosecutor’s offices in the FBiH;
- The Brcko District Appellate and Basic Courts.
The materials will also be available on the IJC web page website at www.ohr.int/ijc
These application materials will provide the platform for a fair, transparent and independent process for the selection of judges and prosecutors, a key requirement for the creation of a professional, independent and impartial judiciary in BiH.
