Statement
of the Presidency of Bosnia and Herzegovina

The Presidency of Bosnia and Herzegovina held its sixth session in the National Museum in Sarajevo on November 8, 1996.

The Presidency reached an agreement on general competencies of the Council of Ministers, but no agreement was reached on the organization of the Council of Ministers. Presidency members Alija Izetbegovic and Kresimir Zubak agreed on the proposal of organization of the Council of Ministers according to the principle 1+5.

Member of the Presidency Momcilo Krajisnik proposed to nominate a Chair of the Council of Ministers and to establish the Foreign Ministry and the Ministry for Foreign Trade, which is in accordance with the Dayton Agreement. Concerning other competencies of the Council of Ministers of Bosnia and Herzegovina he suggested that the Council of Ministers should be given the task to analyze those competencies and to propose expansion of the number of ministries.

The Presidency instructed the previously established Working Group to continue its efforts in harmonization of opinions on this issue.

The Presidency agreed with the suggested text of the Presidency Platform for the upcoming conference in Paris, but Chair Alija Izetbegovic noted that there were some important issues missing which should be the subject of the Paris Conference.

The Presidency instructed the Working Group to continue the work on the text of the Platform.

The Presidency supported the proposal of the Office of the High Representative regarding the establishment of telecommunication links between the common institutions.
