RHB, RTRS Fri, NTV Hayat, Oslobodjenje Sat pg 2 ‘Future of BiH is in hands of its citizens’, Dnevni List Saturday pg 7 ‘Ashdown: My goal is to improve creating of BiH statehood and joining EU’ Uby M.B.U, Glas Srpske pg 3 ‘Change of Constitution or consequences’ by UG.D. U – The High Representative Paddy Ashdown gave on Friday a presentation to the Venice Commission on constitutional issues in Bosnia and Herzegovina [Venice Commission is the Council of Europe’s advisory body on constitutional matters]. In his presentation, among the other things, the HR said:  “I made clear that Dayton and the BiH Constitution should be viewed as the foundation and not the ceiling. Since then we have sought to facilitate the evolution of BiH’s constitutional order and institutional framework in a manner that will underpin rather than undermine the functioning of the State.” Ashdown, also warned that political officials in BiH will have to make a serious choice in the future: whether to keep the existing Constitution and bear social, economic and political consequences, or to make some constitutional changes, which BiH needs in order to become a stable, functional and prosperous state within European Union.

Dnevni List Sunday pg 2 carries in its ‘Statement of Day’ High Representative Paddy Ashdown as saying: “It will be talked about change of the BiH Constitution in 2005 and 2006.”

Dnevni Avaz Sat cover splash ‘Status of Kosovo cannot be linked to BiH’, pg 5 ‘There ill be talk about change of BiH Constitution in 2005 and 2006’ by USead NumanovicU – In an interview to DA, Ashdown stated that while the constitution and his powers in BiH are a topic of discussions, they must not draw attention of the authorities from the crucial projects such as the admission to Partnership for Peace and launch of negotiations on the Stabilisation and Association Agreement. As for the Venice Commission, HR explains that is the most important body one can discuss the constitutional issues in Europe in front of which he also stressed that Kosovo status cannot be linked to the situation in BIH. He adds that the constitutional issues will be in a focus of discussions in more concrete manner in 2005 and 2006. Ashdown stresses that the current priority is the cooperation with the ICTY.

RTRS Sat, FTV Sat – SRNA news agency reports that the sources in Venice Commission claims that the the Commission will send a team to BiH to prepare the report on rationalization of Governments’ structures in BiH.

Javier Solana objects initiatives to change DPA

 

BHT 1 Sat by UElvir BucaloUEU High Representative for Foreign Affairs and Security, Javier Solana deems the idea of revising the Dayton Peace Agreement to be illogical, even though this has been widely spoken about by both domestic and foreign officials. Solana thinks that it is better to focus on stability and economic reforms. “I don’t think that is the sensible thing to do. We have been working on reconstruction of the State for a long time. EU will send 7000 troops there, during the December, which should be a part of total EU engagement in BiH present in different fields: police, economy, trade, cooperation. We are working to assist the State with the Feasibility Study and the Stabilization and Association Agreement.” Solana said.

Dodik on constitutional changes

Asked about constitutional changes, Dodik says: “First of all, a census should be made in BiH. BiH has its Constitution. It was passed in Dayton and this definitely annuls thesis according to which the Dayton Peace Accord stopped the war only and it did not resolve constitutional and legal organization…As far as my stand on this issue is concerned, I believe that it is possible to arrange some things in the Constitution, the things which are very clear and which have already happened lately and entered the constitutional and legal system of BiH. However, it is absolutely not possible to raise the issue of the RS, its authorities or its abolishment. ” Title refers to Dodik’s statement that he is to support SCG team at the Saturday’s BiH-SCG football match.

Tulic, M. LandekaU – The delegation of the Croatian Education Ministry led by Minister Dragan Primorac visited BiH on Friday. Among the others, the delegation met with Federation of BiH Education Minister Zijad Pasic and BiH Minister of Civil Affairs Safet Halilovic.

Dnevni List Saturday front pg ‘Croatian scientists involved in education reform in BiH’, pg 3 Education in BiH made step ahead’ Uby E. Mackic – UPrimorac stated for Nina news agency that he is especially satisfied with the talks they had with Pasic and Halilovic since ‘it was promised to him that Croatian scientists will also participate in drafting of a new Law on Higher Education, where they will have a role of representatives of one of BiH constituent peoples’.

Oslobodjenje Sat pg 6 ‘Education acceptable to all three peoples’ by UMa.R.U, Dnevni Avaz Sat pg 2 ‘Education law will be acceptable for all peoples’ – Primorac stated that Halilovic informed him that he hopes that new Law on Higher Education, which should be sent before the Parliament in next month, will be acceptable for all BiH peoples.

FTV Fri – According to FTV, Primorac also held the meeting in Mostar with Croat Ministers of Education from five FBiH cantons.

Vecernji List Sunday pg 2 ‘Nevertheless, Halilovic admitted mistake’ Uby M. Vasilj – UAccording to a well-informed source in the Croatian Government, during the talk with Primorac, Halilovic said that he made mistake proposing the Law on Higher Education. The source added that Halilovic also said that the Constitutional Court passed the right decision when it rejected his proposal and that he as a Minister is not responsible for the whole situation since experts from the area of education were also working with him on this issue. VL says that Halilovic did not state this stand when he gave the official statement after the meeting with Primorac.

BiH Election Commission annuls election results in 2 polling stations in Tesanj

 

BHT 1 Fri, FTV Fri, Dnevni Avaz Sat pg 4 ‘Elections in two polling stations in Tesanj annulled’ by UA.MU., Oslobodjenje Sat pg 3 ‘Elections annulled in two polling stations in Tesanj’ Uby FenaOn Friday, the BiH Election Commission cancelled today elections carried out on October 2 at two polling stations in Tesanj Municipality . Both polling stations were used for absentee voting for this municipality. Elections at these polling stations will be repeated on October 16, the BiH Election Commission stated. In excerpts from the final voters’ lists for both polling stations the Commission established a striking similarity between a large number of signatures causing suspicion that many of the signatures have came from the same persons/persons. The BiH Election Commission will file charges with relevant authorities against members of the election boards at these two polling stations.

Round-table on the municipal elections

 

BHT 1 Sat – Seven days after municipal elections in BiH, the public debate titled “Analysis of Local Elections in BiH” concluded that one of the key characteristics of the elections was extremely low voters turnout. The participants of the panel organized by the Alumni Association of the Centre for Interdisciplinary Postgraduate Studies (ACIPS)

Also agreed that the municipal elections have an influence on the higher levels of the authority, which was obvious from the participation of the highest party officials in the elections campaigns. Professor Zdravko Grebo considers that Parties haven’t offered anything relevant in their campaigns. Chairman of BiH Election Commission, Vehid Sehic thinks that these elections haven’t strengthened the Government, but they have given it the legitimacy, and municipalities were given a chance to increase their revenues. Communications Regulatory Agency considers it is extremely negative that some media have used hatred language, but CRA Broadcasting Director Dunja Mijatovic stressed that the majority of media reported on elections in ethnical and professional manner.

FTV Sat – As for the low turnout, participants believe that the reason for that is a result of the lack of political options, while citizens vote against some parties rather than because they support some other. “If elected candidates understand that they are in service of citizens, there will be no problem,” stated Sehic.

SD int with Dragan Covic on elections results and decision to revoke his immunity

 

Slobodna Dalmacija Saturday front and pg 15 ‘I do not need immunity’ Uby M. SivricU carries an interview with Croat member of the BiH Presidency Dragan Covic. Asked to comment on the results of the last elections, Covic says: “BiH citizens want to take over responsibility and obligations for managing their lives in BiH. A need for change has appeared long time ago and I am afraid that the presence of the International Community or a strong possibility to influence life in BH by the IC will be burden for our development. This will be mortgage that we shall have to deal with seriously through the talks with the IC in the coming period.”  Asked about the issue of immunity abolishment to former and current political officials, Covic says: “I have never done anything that should motivate me to refer to any kind of immunity. However, 2 or 3 years ago I was advised to use all instruments of rule of law in order to prove that those, who try to run a political process against me, are not right.”

DL on appointment of Mostar Mayor

 

Dnevni List Sunday pg 5 ‘Is Vucina ready for Mayor’s position?’, mentioned on cover,  Uby Z. JukicU – DL says that an anonymous official from the OHR Mostar confirmed for DL that international officials took seriously the possibility that candidate of People’s Party Working for Prosperity Adisa Vucina becomes the Mostar Mayor and for this reason representative of the OHR Mostar have already met with Vucina and discussed this possibility. DL goes on to say that according to their sources the agreement between SDA and HDZ about distribution of leading positions in the Mostar City Administration has failed and such situation is reducing chances that these two parties reach an agreement when the appointment of the Mostar Mayor is in question. On the other hand, OHR officials believe that the election of a representative of People’s Party Working for Prosperity at the aforementioned position would make possible reintegration of the City of Mostar without influence of suspicious lobbies relaying on Mostar SDA and HDZ Boards.

V. Sehic on Election Law

 

Dnevni List Saturday pg 5 ‘Candidacy at elections was made possible to war criminals’ Uby M.K. U – DL says that one chapter of the BiH Election Law says that a person sanctioned by the SFOR’s Commander, High Representative, IPTF Commissioner or the Temporary BiH Election Commission cannot be a candidate at the election as long as the HR’s mandate is lasting or unless the HR makes a different decisions. DL goes on to say that the same chapter makes possible putting forward of candidacy to war criminals who served their sentence, but not to the people who were illegally using other people’s property 6 or 7 years ago. The article carries member of the BiH Commission Vehid Sehic as saying that he believes that this is about violation of human rights since the war criminals can be on the election lists but not the persons who were illegal occupants 6 or 7 years ago.

Tihic proclaims ‘grand victory’ for SDA

 

Nezavisne Novine pg 5 ‘Tihic: SDA first, SNSD second party in BiH’ by UA. SisicUSDA President, Sulejman Tihic, said in Sarajevo on Friday that the SDA once again confirmed it is by far the strongest political party in BiH, the BiH Federation and six cantons, as well as that it is the strongest non-Serb party in the Republika Srpska. He presented the SDA preliminary results the party achieved in the recently held local elections in BiH to SDA members and supporters.

Oslobodjenje Sat pg 7 ‘SDA did not loose in cities’ by US. RozajacU, Dnevni Avaz Sat pg 4 ‘SDA confirmed the position of by far the strongest party in BiH’ by UA. MalagicU – Proclaiming the ‘grand victory’ for SDA, Tihic underlined that it is not correct that SDA owes it to victories in rural areas. He stressed that SDA also won in urban areas.

Dodik on elections

Oslobodjenje Sat pgs 28-29, Pogled supplement, ‘Social-democratic story is the best’ Uby Orijana VukovicU – In an interview to daily, SNSD leader Milorad Dodik expresses his satisfaction with the municipal election results. He repeats that SNSD will not enter coalitions with SDA, SDS, or HDZ, adding that cooperation with SDP is a normal thing. “These elections are a big message also to IC… We can see that people in RS definitely accepted a new concept, which IC also has to accept. Situation in FBiH is entirely different, where national parties, SDA and HDZ, still enjoy support… Because of this change population must not be continued to be punished. People are not guilty that they have bad republican leadership,” says Dodik answering the question whether war criminals in RS will finally be arrested. 

Nacional on PDHR Hays’ visit to Banja Luka

 

Nacional pg 3 ‘American devilish plan’ by UD.V.M. U– Nacional learnt that Donald Hays, PDHR, the night before the last (Thursday) in Banja Luka met with Miloard Dodik, SNSD President, Dusan Stojicic, RS NA Speaker, and Dragan Cavic, RS President. They met at dinner kept in secrecy, in order to pursue on “integration” of RS into the Bosnian Federation. Nacional claims Hays has chosen these officials since they are playing key roles in the RS at the moment, noting that Hays hopes he would be able to remove the remaining independent institutions of the RS (such as police force). Namely, RS can “integrate” into Federation, without violation of Dayton Peace Agreement, only if RS leadership gives an assent for such act.

Dizdarevic on population census

 

Nezavisne Novine pg 5 ‘SDA is master in taboo themes’ by UA. Sekulic U– In a statement to NN, Srdjan Dizdarevic, President of the BiH Helsinki Board for Human Rights, on Friday condemned SDA for its opposition to the latest initiative for the census in BiH, noting that: “SDA is the master in creation of taboo themes and prevention of any dialogue and discussion on issues of great importance for the future of this state.” He noted that “census data could show best the outcome of ethnic cleansing. These data could also serve as argument for placing more efforts and resources in refugee returns.” He raised the question as to whether it is possible to make any plans about education, social or health systems, “if there is no elementary information about demographic and social perspectives of the state”.

Stojicic asks Cavic to pull SDS out of authorities

 

Oslobodjenje Sun pg 2 ‘Stojicic will ask Cavic to pull out SDS from authorities’, Nezivne Novine pg 3 supplement ‘Revija’ – Nezvisne Novine carry that Dragan Stojicic, SDS high ranking official, will ask party’s president Dragan Covic to pull out SDS from authorities in order to ‘lose’ the burden of criminalized authorities, thinking of PDP officials. Stojicic believes that the results of the municipal elections were caused by the criminal authorities, adding that people ‘punished’ them by withdrawing confidence in them. NN writes that SDS line close to Dragan Kalinic cannot come at peace with loosing votes in some of its traditional strongholds. NN further writes that fall of PDP’s popularity at the elections is a clear signal for SDS “not to accept to be a coverage for the party whose officials were most mentioned in reports of the Chief Auditor Bosko Ceko.”

PDHR Hays’ mandate extended to March 2005

 

Dnevni Avaz Sat pg 2 ‘Donald Hays’ mandate extended’ by US.N. U– DA learns that the mandate of Principal Deputy Hish Representative Donald Hays will be extended to the March 20005. OHR spokesman, Kevin Sullivan stated that the High Representative and the United States Government have asked Hays to extend his tour of duty in BiH beyond his scheduled December departure date, until March 2005 and that Hays has agreed to this request.

Glas Srpske cover page story ‘Apartment of Dusan Tepic – Bata searched’ by US.R.T. – UOn Friday in Bijeljina, SFOR members conducted an unannounced search of the flat of Dusan Tesic-Bato, who was detained by SFOR in January 2004 on suspicion that he was in possession of information relating to war crimes suspects. SFOR held Tesic, former member of RS special police unit, in custody for more than a month. At the time of the search, SFOR spokesperson, Mark Hope, confirmed that an unannounced search of a flat in Gavrila Principa Street in Bijeljina was in progress, but did not want to reveal any further detail. According to GS, he expressed surprise over the fact that the press arrived to the scene before the police. According to Dusan Tesic, the SFOR members took a computer and certain documents after conducting a search of his flat on Friday. Dragomir Peric, Spokesperson of the PSC Bijeljina, confirmed to the press that SFOR had previously informed police about upcoming activities in Bijeljina, denying police involvement in the search.

Conference on war crimes in Foca

 

FTV Sat, Dnevni Avaz Sun pg 4 ‘Todorovic: We demand criminals to be punished’ by UA. BasicU, Oslobodjenje Sun pg 6 ‘Terrifying tortures of women’ by UElma KazagicU  – In the organization of the RS Helsinki Committee for Human Rights and ICTY Outreach Program, a conference on the work of the ICTY related to war crimes committed in Foca was held on Saturday in this city. Representatives of the associations of the victims of war, local community, legal experts and government, as well as the NGOs participated in the conference. The goal was to discuss facts related to investigations on war crimes in this area, indictments and sentences to war criminals.

NTV Hayat – Report comments that not many representatives of local Serb population has showed up at the conference. Branko Todorovic Chairman of RS Helsinki Committee states that truth needs to be told about everything that occurred in the past. Cedo Stankovic, deputy head of Foca municipality, stated that the guilt for war crimes was individual, and that those individuals should be persecuted by ICTY.

BHT 1 Sat Following the testimony of the woman, a victim of rape during the war in Foca,  Stankovic stated: “For me, this that I have heard today on the Conference is truly a new thing…It is good for all citizens who aren’t familiar [with these testimonies] to see what had happened”. Branko Todorovic said that this sends clear message to BiH Judiciary that citizens expect clear actions, regarding those people who haven’t faced the ICTY.

RTRS Sat It was pointed that ICTY Prosecution has received over 1000 indictments for war crimes in Foca and around 700 of them would be returned to domestic courts. Asked to comment why conference discussed only crimes against Bosniaks, conference moderator Refik Hodzic said that until now ICTY has not received a single case on crimes against Serbs in Foca.

Trial to 11 former RS policemen charged with war crimes continues

 

BHT 1 Fri, FTV Fri, RTRS Fri – Trial to 11 former RS policemen from Prijedor charged with war crimes has continued on Friday. They were charged with illegal arrest of Catholic priest Tomislav Matanovic and his parents. Their bodies were found in 2001. On Friday, three witnesses for prosecution testified. Defence attorney Krstan Simic the charges to be dropping saying that prosecution has no relevant witnesses to the case. The trial will continue on 3 November.

Boskic also said that he was a prisoner in a Serb prison camp for 6 months during the war and he was released under condition to join the unit which committed massacre in Srebrenica.

Srebrenica Commission to submit the final report by 15 October

 

RTRS Fri, Oslobodjenje Sat pg 3 ‘Final report by 15 October’ – The Srebrenica Commission announced it is working intensively on preparing the final report and that great effort is being put into developing a comparative list of missing persons based on 30 different sources that are available in accordance with defined criteria. Information on the number of missing persons and other details will be timely presented to the public after the RS Government and the BiH Constitutional Court ’s Human Rights Chamber verify the report. In accordance with its mandate the Srebrenica Commission will submit the final report to the RS Government not later than October 15.

Ashdown on cooperation with ICTY

 

Dnevni Avaz Sat cover splash ‘Status of Kosovo cannot be linked to BiH’, pg 5 ‘There ill be talk about change of BiH Constitution in 2005 and 2006’ by USead NumanovicU – In an interview to DA, the High Representative Paddy Ashdown says that the priority issue to be solved in BiH is the issue of cooperation with the ICTY, which appears to be an obstacle to both BiH admission to NATO and EU. “Nothing can disturb us in fulfilling of that obligation,” HR emphasizes. In inset ‘Warning to Republika Srpska’, Ashdown underlines that RS has still not arrested a single war crimes suspect. “Authorities of that entity failed completely and they have not cooperated in any way in activities to arrest Radovan Karadzic or Ratko Mladic. That failure gives everybody a right to wonder whether RS is in deep and flagrant conflict with Dayton agreement… I must honestly and openly say that I will not apologize to no individual, groups or political parties which threat BiH’s path to [Euro-Atlantic] integrations, block its better future by non-cooperating with ICTY or obstructing the work of the Tribunal,” Ashdown concludes. 

DA on Cavic’s visit to ICTY

Dnevni Avaz Sat pg 8 ‘Afraid of removal, Cavic promised unconditional cooperation’ by UE. SaracU – DA writes that the real reason for recent visit of the RS President Dragan Cavic to the ICTY was his fear of being dismissed, which is a possibility often mention in BiH political circles and those close to OHR. According to the well-informed officials, Cavic tried to persuade ICTY President Theodor Merron and ICTY Chief Prosecutor Carla Del Ponte that he is ready for unconditional and complete cooperation with the ITCY. On the RS war archive, DA says that Cavic is well aware of the fact that all documents requested by ICTY were in Belgrade.

Radosavljevic U– The author is writing that nothing new has happened regarding the case of Jeremija and Aleksandar Starovlah, allegedly beaten up by SFOR members during the search for war crimes suspects. Momcilo Novakovic, member of BiH Parliament Commission on this case, and Ivo Miro Jovic, President of this Commission, stressed that report on this case has been forwarded to the respective states whose citizens took part in this action, but nothing has been done afterwards.

U– The trial against Drazen Bojic and Vedran Purisic, members of the RS epical police unit charged with the murder of Novica Lukic in April this year, commenced before Serb Sarajevo District Court on Friday with the testimony of Ruzica Lukic, the spouse of Novica. Three witnesses, members of special police unit, testified that Novica was unarmed, noting that prior to action, they knew they were supposed to arrest Milan Lukic, but none of them knew who that man looked like. Dusko Tomic, legal representative of one of defendants, called on RS leadership to explain as to whether the arrest of Novica Lukic was “an action or farce”. Defendants pleaded not guilty. The trial is to resume on Monday. [Reminder: Lukic was killed in RS police action searching for his brother, Milan Lukic, indicted for war crimes]

Appointments of new judges, prosecutors in BiH Court , BiH Prosecution

 

BHT 1 Fri, Dnevni Avaz Sat pg 2 ‘State judges and prosecution signed official oath’  by UH.O.U – On Friday, a ceremony was held to appoint the new prosecutors and judges of the BiH Court and Prosecution. The new BiH’s court president is Medzida Kreso.

FTV Fri New BiH Judges are: Azra Miletic, Saban Maksumic and Zorica Gogala, and Prosecutors Slavica Terzic, Vesna Tancica and Dzemila Begovic. New judges and prosecutors were elected by BiH High Judiciary and Prosecution Council. She stated that she is said that she is confident that she can face all the challenges of her position.

SehercehajicU – Medzida Kreso expressed confidence that BiH Court and Prosecution judges and prosecutors are ready to respond to all challenges, especially once the Department for war crimes, organised crime and corruption is established and starts functioning.

RTRS says CIPS causes ‘quarrels’ inside BiH Civil Affairs Ministry

 

RTRS Sat by UZorica RuljU – According to RTRS, BiH Prosecution should inspect about 100.000 files suspected to be connected to the irregularities when issuing the CIPS documents. Reporter comments that conflicts over this have risen in BiH Civil Affairs Ministry after BiH Court arrested four employees of CIPS Office in Banja Luka. Minister Safet Halilovic transferred responsibility to RS Institutions, which provoked the reaction of his Deputy Zoran Tesanovic, who says that these are individual crimes ad that RS Institutions have done everything to prevent illegal actions. “The thing that I have insisted on… is that CIPS project should survive and get the support of all those who [should] support it by giving the support to the Parliament and Law that regulates CIPS and that the project should be rebuild in its part where it is not sufficient enough, in the part where the protection of data doesn’t exist”- said Tesanovic.  Halilovic said that CIPS should worry about this and that quarrels within the Ministry shouldn’t be taken seriously.

VL on IC demands to complete reforms in areas of judiciary, police and intelligence agencies

JuriljU – VL says that according to the conclusions made by the Peace Implementation Council Steering Board in September, the International Community demands from the BiH authorities to complete all reforms in the areas of judiciary, police and intelligence services. According to a source from SIPA, it will not be a problem to find a cadre for these agencies since many intelligent service agents coming from the line of all 3 BiH peoples lost job, however, the problem is the fact that the IC has many discrediting information about these people and the IC does not want them to be employed in the aforementioned agencies. The source also said: “The selection will be very strict since the OHR and SFOR have at their disposal information which show that some agents were involved in illegal activities and some them have been suspected of being involved in criminal activities.”

SoldoU – VL says that the suspects in the Croat self-rule case will plea on a bill of indictment issued against them on Monday. One of the suspects in this case Petar Milic stated that in this process he will invite 700 defence witnesses, including 550 representatives of the Croat People’s Assembly and at least 150 Croat political officials from the time of the Croat self-rule establishment at the beginning of March 2001.

Matijasevic appoints Nijaz Smajlovic to Chief Police Administration

Dnevni Avaz Sat pg 8 ‘Nijaz Smajlovic appointed as chief of Police Administration’ by UE.S.U- DA learns from well informed sources that the RS Interior Minister Darko Matijasevic appointed Nijaz Smajlovic to the vacant position of chief of RS Police Administration. RS Vice President Adil Osmanovic welcomed this appointment saying it was the first step in complementing decision on constitutionality of peoples. Osmanovic added that Bosniak and Croat officials will keep insisting to appoint a Bosniak or Croat to the position of RS Police Director.

The international organisations in BiH on Friday announced the two electricity zones in BiH will be reconnected. This will also reconnect the network of South-East Europe with that of Western Europe. The Union for the Co-ordination of Transmission of Electricity (UCTE) system, which coordinates the operation and development of the electricity transmission grid from Portugal to Poland and from Belgium to Romania and Greece , will coordinate this event, which will have an impact on the European electricity sector. According to press release, the UCTE network ensures safe electricity supplies for 500 million people in the biggest system of electrical synchronous interconnections worldwide. The highly meshed system of 24 countries consists of 200,000 km of power lines.

Terzic on Ploce Port agreement

 

BHT 1 Fri Uby Gvozden SaracU – BiH Presidency still hasn’t received the framework agreement on Port Ploce established by the Chairman of CoM Adnan Terzic and Croatian Prime Minister Ivo Sanader. As for the proposal on Ploce port previously agreed with Terzic and former Croatian PM Ivica Racan and refused by BiH Presidency, Terzic says: “I am convinced that there is no better offer [than that of] Mr. Racan… Presidency had rejected that offer and I simply don’t want to get involved in that,” said Terzic.

GojunU – Unknown persons placed a metal board on the building of ‘Children Hospital Nemanja Vlatkovic’ in Cavtat on which it has been written ‘Clinical Centre of Sarajevo University – Main Branch Office for Recreation in Cavtat’. Head of the KonavlaMunicipality Luka Korada said that the board was placed without knowledge of the Croatian authorities, however, according to him the responsible ones will have to pay tax for placing of the board.

GlibusicU – DL says that the decision of the FBiH House of Representatives to postpone voting on the proposal of Law on defining and way of meeting FBiH internal obligations caused dissatisfaction of the Association of Owners of Old Foreign Currency Savings. President of this Association Amila Omersoftic stated that the proposal of FBiH Finance Minister Dragan Vrankic on new registration of the old foreign currency savings represents further maltreating of citizens. According to her, banks have the contracts and not the FBiH Government. She also believes that the issue of the old foreign currency savings is not under competence of the FBiH but BiH. The Association also believes that such moves of the FBiH Government are impermissible and damaging.

PetrovicU – According to an anonymous, high-ranked official of the FBiH Government, Mobilkom Austria submitted a Memorandum on Understanding to the FBiH Government in which it was proposed that this company enters a BiH market. Mobilkom also sent a letter to FBiH Prime Minister Ahmet Hadzipasic and according to a DL source in this letter Mobilkom expressed willingness to invest additional 150 million Euros in telecommunications market in BiH.   

PDHR Hays urges adoption of Law on obligations

Nezavisne Novine pg 4 ‘Donald Hays demands adoption of BiH Law on obligation’ by UN.N. U– Donald Hays, PDHR, on Friday in Banja Luka demanded urgent adoption of the Law on obligation, which is one of 16 requirements BiH must meet in order to launch negotiations on Stabilisation and Association Agreement. During separate meetings with the political parties sitting at RS NA, Hays urged enactment of this Law at all three Parliaments in BiH.
