RHB, RTRS Fri, Dnevni Avaz Sat pg 2 ‘RS MoI did not hide 16 boxes’ by M.V., Oslobodjenje Sat back page ‘Njegus: RS police did not hide documentation’, Nezavisne Novine cover and pg 3 ‘Guilty for having found war-time archive of MoI’ – RS Police Director Radomir Njegus on Friday rejected the claims that RS Ministry of Interior had intended to hide the 16 boxes with documentation, which were recently discovered and handed over to the ICTY Office in Banja Luka. He regarded these claims as having resulted from misunderstanding.

Glas Srpske pg 2 ‘Boxes cause misunderstanding’ – Njegus confirmed that the boxes in question contain part of the documentation that refers to the events between July 10 and 19 1995 in Srebrenica. He added: “The boxes include the MoI archive dating from 1992 to 1998, so that some of it does refer to that period.” He said that 16 boxes of archived documents had been found in a police station in Banja Luka.

BHTV 1 Fri at 17.50 – Njegus said that the RS Interior Ministry found the documents while searching for the archives of the RS President’s Office. Njegus: “No-one hid this, neither did we, in the management of this building, know that it was there. The minute we found it, we announced it.

NN claims two RS police officers who discovered 16 boxes with documents on war crimes suspended

 

Nezavisne Novine cover and pg 3 ‘Guilty for having found war-time archive of MoI’ – According to NN, two RS police officials who discovered 16 boxes with documents believed to contain information about the liquidation of several thousand Muslims in Srebrenica in July 1995 have been suspended. Two officers both work for the Banja LukaPublicSecurityCenterDarko Culum, Head of CID Department at Banja Luka PSC, and Sasa Misic, Banja Luka Police Station 2 Commander. The daily reports that the documents were discovered in a basement of the Banja Luka police officials 2 and that the operation to hand them over was expedited by the other official. The key to the basement where the documents were kept for six years had been reportedly in possession of a senior official of the Bosnian Serb Interior Ministry. The documents were handed over to the UN war crimes tribunal in The Hague on 16 June. The ministry would not comment on the reasons for the suspension of the two officials. However, the daily’s source at the ministry said the reason was the dissatisfaction of the ministry’s most senior officials with the discovery of the documents.

FTV Sat – RS MoI spokesman Zoran Glusac refused to comment the allegations explaining that he had not all information.

RTRS Sat – RTRS gives speculations which say that the ICTY officials were looking for the documentation in question at the wrong places because of Radomir Njegus, as he was the only one who had a key for the room 27 at the police station 2 in Banja Luka. Njegus strongly rejected these accusations, however RTRS added that they learned that Njegus’ his driver often visited room 27.

SFOR’s spokesperson Mark Hope stated that this is a part of the campaign that has been underway by which SFOR wants to remind the population that giving support to war crime suspects is illegal.  

Kalinic: Issue of Karadzic, Mladic is a matter of ‘to be or not to be’ for RS

 

BHTV 1 Sat – In an interview to Sense news agency, SDS President and the Speaker of the RS National Assembly, Dragan Kalinic, stated that the issue of arrest of the Radovan Karadzic, Ratko Mladic and others on the ICTY indictee’s list is a matter of “to be or not to be” for RS.

RTRS Sat – Kalinic said that he wants to believe that Karadzic and Mladic are aware of the fact that their hiding endangers RS. Answering the question what would he do if he would know about whereabouts of Karadzic and Mladic, Kalinic said: “It would my duty, as a high official of RS, to pass that information to authorized institutions. At first place, I would give that information to my police because it would be reflection of my trust. I suppose that my police would forward that information to international forces if they want to cooperate”.

Orahovac, Nezavisne Novine pg 4 ‘Voting on Generals postponed’, Vecernji List Saturday pg 2 ‘Appointment of generals postponed’, mentioned on cover, by F – During the session held on Friday, the BiH House of Representatives postponed voting on the list of candidates for generals’ positions in the BiH armed forces. After a long discussion representatives endorsed a proposal of Jozo Krizanovic to postpone the aforementioned voting since those who proposed the list, the BiH Presidency members, did not show up at the session. 

RTRS Fri, RHB – The representatives of Serb people disputed the appointment of Sifet Podzic to the top position of BiH Armed Forces. 

BHTV 1 Fri – Nikola Spiric from SNSD said that the reason for objecting to Podzic’s appointment was the fact that he had privatised already privatised apartment of the retired colonel of the JNA and RS Army, Jovan Vukobrat. Spiric: “I think there are candidates who do not deserve to get the most responsible posts in the armed forces.” Sefik Dzaferovic from SDA stated that the “issue was politicised in the parliament… out of totally unnecessary reasons, which resulted in the parliament not voting. All those who created the obstructions must be aware of the fact that they have obstructed BiH on its way to the Partnership for Peace.”

FTV FriDzaferovic also noted that Podzic has passed SFOR vetting procedure, stressing that the previous owner of the apartment has not respected deadlines regulated by the law with regard to the property claim request.

Terzic: Speed of BiH’s integration to Europe does not suit OHR’

 

Slobodna Dalmacija Saturday pg 16 ‘Speed of BiH’s integration to Europe does not suit OHR’ by B. Kristo, Z. Rerig – Chairman of the BiH Council of Ministers Adnan Terzic stated that the pace by which the BiH CoM moves towards the European integration obviously does not suit some people from the International Community and the OHR. Terzic sees this in the fact that the BiH’s joining Partnership for Peace will be sacrificed in order to sanction the RS. He believes that the situation is the same when the discussion on approved Generals in the BiH armed forces, that was taking place in the House of Representatives of the BiH Parliament at the time when Terzic gave this statement, is in question. Terzic believes that by brining into question the appointment of generals again the MPs show that they believe that BiH will not join PfP.

State Department official on BiH, SCG chances to join PfP

 

FTV Sat, Oslobodjenje Sun pg 3 ‘Arrest of criminals a condition for Partnership’ by Fena – High ranking official of the US State Department, Robert Bradtke stated in Washington that BiH and Serbia and Montenegro must make further progress towards capturing of Radovan Karadzic and Ratko Mladic in order to be admitted to the Partnership for Peace. He added that US were determined to see the Balkans integrated in Europe, noting that the only thing preventing this are war crimes suspects at large.

Dnevni Avaz pg 5 ‘Republika Srpska must accept responsibility for Srebrenica report’ by Mersiha Drinjakovic from Brussels- Member of the EU Foreign Affairs Commissioner Chris Patten’s office in charge of West Balkans, Patrick Rock believes that there is still much to do when it comes to BiH. He reiterates that the failure of RS to cooperate with ICTY is the reason why BiH admission to PfP at the upcoming NATO summit is highly questionable. Commenting the Srebrenica commission report, Rock supported the statement by Paddy Ashdown that RS must accept responsibility for the report.

Bise – BiH Security Minister Barisa Colak stated that his Ministry does not have the information about terrorist attacks on the Old Bridge that citizens should be concerned about. He added that those who give such concerning information should say which are the sources of these information.

Novic on work of SIPA

Macanovic – After the meeting with RS president Dragan Cavic and RS Vice President Ivan Tomljenovic, SIPA Director Sredoje Novic stated that SIPA has already been established with some 30 to 40 % of its capacities in various areas of acting. Novic also said that SIPA will be exclusively performing tasks that are defined by BiH Criminal Code, while entity laws will remain under competence of entity Ministries, stressing that SIPA will not replace entity police forces.

Nezavisne Novine pg 8 ‘SIPA will not replace entity Ministries of Internal Affairs’; Glas Srpske pg 2 ‘Everybody gets its duties’ – After the meeting with RS police officials, Novic stated that the meeting discussed possible future cooperation between Ministry and SIPA, noting: “We agreed it is necessary to exchange information on a regular basis.”

SFOR releases Nikola Stjepanovic

 

FTV Sat, RTRS Sat, Oslobodjenje Sun pg 4 ‘SFOR released Stjepanovic’ by Fena, Dnevni Avaz Sun pg 2 ‘SFOR releases Nikola Stjepanovic from detention’ SFOR confirmed it released retired RS Army captain Nikola Stjepanovic, who was detained in the Modrica area on 29 May in connection with an investigation into activities that constituted a security threat to the area. According to the statement by SFOR Multinational North taskforce, SFOR said it is satisfied with the outcome of the questioning which provided important information and because of this a decision was reached to release Stjepanovic from custody, and questioning of Nikola Stjepanovic will continue, while another person, who was arrested on 29 May in Modrica, will continue to be held in SFOR custody for further investigation.

SFOR patrols BiH border with Montenegro

He expressed satisfaction over the pace of the work of the BiH Council of Ministers on fulfilling the 16 conditions from the Feasibility Study. He also said that majority of 45 Laws have already been adopted.

Dnevni List Saturday pg 12 ‘HDZ and SDA avoided sanctions at last moment’ by NINA and Slobodna Dalmacija Saturday pg 16 ‘Law on Primary and Secondary Education adopted’ by F – During the Friday’s session, Herzegovina-Neretva Canton Assembly adopted a proposal of the law on changes and amendments to Law on Primary and Secondary Education and in this way the HNC Assembly met its obligation towards the OHR’s instructions to harmonize the aforementioned law with the Framework Law at the state level.

Dnevni List Sunday pg 10 ‘Fines avoided’ by Nina – OHR spokesperson Sanela Tunovic stated that OHR welcomed the decision of the Herzegovina-Neretva Canton Assembly to harmonize its laws on primary and secondary education with the laws at the state level and avoids fines in this way.

Dnevni Avaz Sat pg 9 ‘BiH and RS citizens are hostages of war criminals at large’ by F.M., Nezavisne Novine pg 6 ‘Over hundreds of war criminals in RS’, Slobodna Dalmacija Saturday pg 15 ‘There are hundreds criminals in RS’ by F and Vecernji List pg 2 ‘RS is contaminated with criminals’ by fBakir Izetbegovic, SDA Vice President, stated at the SDA press conference in Sarajevo on Friday that RS is contaminated by hundreds of criminals who are still at large and with large influence. It is in their interest to keep the division of BiH, halt integration process and the movement towards European structures, according to him. He added that nine years after Dayton the question needs to be raised in whose interest it is to have RS organised the way it is.

Bise – After the session of the SDA Main Board held in Mostar on Saturday SDA Vice President Sefik Dzaferovic stated that the SDA Main Board is condemning pulling down of the wall on the stadium in Stolac and construction of other facilities on this location. According to the SDA Main Board, this is another attempt to establish dominance over Bosniaks in Stolac.

DA, Oslobodjenje: New dispute in Stolac

 

Oslobodjenje Sat cover, pg 8 ‘Dispute in Stolac over football and Saint Ilija’ by A. Becirovic – Daily writes that new incident has happened in Stolac, when “unknown company” has started to take town city stadium. President of Stolac Youth Forum Nerin Dizdar claims that Catholic Church takes down wall around stadium to build square of Saint Ilija. It also carries that chair of Municipality Council, Zoran Turkovic, wrote to OHR and BiH Presidency on this issue, claiming that Stolac Mayor Zeljko Obradovic is aware of the situation and in agreement with the Catholic Church. Obradovic denies that the wall is being demolished in order to build square, but to move it due to the road towards Neum. He stresses that the situation in the city is calm.

Terzic: HDZ announcement on changing Mostar Statute encouraging

Dnevni List Sunday pg 3 ‘SDA supports constitutional changes in BiH’ not signed – SDA Vice President and Chairman of the BiH Council of Ministers Adnan Terzic stated that the HDZ’s stand according to which they will try to change the Mostar Statute together with other parties is encouraging. He added: “SDA does not only advocate the change of the Mostar Statute and the Federation of BiH Constitution but also the change of the state Constitution with the consent of all BiH political subjects. We believe that prerequisites have been met and politicians should sit together and seriously talk about the constitutional changes in BiH.”

Milesic – Before Principal Deputy High Representative Donald Hays started his trip by train from Zenica to Tuzla he talked with representatives of ‘BH Steel’ abut the plans of this company and a role of railways in BiH in transport of materials and products of this company. Talking about the capacities of ‘BH Steel’, Hays said that all these capacities should connect with ‘Aluminij’ company from Mostar and this will mean expanding of capacities in the PlocePort.

FTV Fri – Hays also met with the representatives of Natron company: “Agreement on privatisation of BH Steel will make great progress not only for Zenica but also for mines, railroads and electricity distribution. The same goes for “Natron” for which Austrian company has been interested in. I will follow what is going on in these two processes of privatisation,” said Hays.

SD says that a proposal of an international agreement on veterinary cooperation with Croatia was defined during this session.

Ceko on RS Banking Agency, Srpske sume audits

 

RTRS Fri, Nezavisne Novine pg 5 ‘There is evidence proving illegal work of Banking Agency’ – Bosko Ceko, RS Chief Auditor, on Friday stated that the RS Chief Audit for Public Sector has sufficient evidence and information regarding the work of the RS Banking Agency, on basis of which RS institutions in charge of controls can see irregularities took place. At the press conference in Banja Luka, Ceko stated that latest audit observed RS Banking Agency failed to respect recommendation ordered to it during the 1st audit (which covered the period from 1998 to 2000). He rejected claims by Dusanka Novakovic, Director of RS Banking Agency that audit was carried out in a tendentious manner.

NN: police did not reveal criminal activities in Telekom Srpske

 

Nezavisne Novine cover and pg 3 ‘Police did not discover criminal activities at “Telekom Srpske”’ – NN source at RS Prosecutor’s Office confirmed that RS police did not identify a single criminal act had been committed by a senior official of employee of “Telekom Srpske”. The police launched investigation following Special auditors report on Telekom affairs in 2001. Prosecutor’s Office claims it has recently received police report on this, which does not contain a single count for criminal prosecution.

SDA demands revelation of all irregularities in institutions

RHB, Vecernji List Saturday pg 4 ‘SDA stands for revealing of illegalities’ by F – Commenting on the Auditors’ Office report on expenditures of BiH institutions, SDA Vice President Bakir Izetbegovic stated that SDA demands that all possible illegalities in the work of all state institutions for both 2002 and 20003 are revealed.

DL: Aluminij to create new 60.000 jobs

Vujovic – Representative of ‘Aluminij’ company Vlado Bozic stated that this company will remain the biggest BiH exporter for a long time especially if the project on construction of a new aluminium factory is realized. According to Bozic, the feasibility study for this project has been made, there is a potential partner from Germany and it is up to the Federation of BiH authority representatives to make moves in order to make possible the realization of this project. Bozic believes that this project would be worth about 250 million Euros, it would include many small and medium companies and about 60 000 people would participate in this project either directly or indirectly.

Talking to a crowd Hadzipasic stressed the importance of restarting production in “Agrokomerc” and expressed hope that he would attend the opening of the detour road in Velika Kladusa next year, for which 2,5 million KM have already been provided. The found of the bridges’ construction was assisted by SFOR.

Property claims issue in FBiH

Around 17,000 citizens of BiH are claiming their apartments.

Kamenica – BiH Federation Urban Planning Minister Ramiz Mehmedagic reject the abovementioned proposal. “I am not ready to make any arrangements about calls for new time frame for flats claims in the FBiH, primarily because the issue here is not the return of people to their pre-war homes, but sale of property,” said Mehmedagic.             “Someone obviously needs a chaos in the legal order of the country and I would have no part in it,” he added, also dismissing allegations that the deadlines were too short and left, according to the Helsinki Human Rights Committee in the RS, some 17,000 persons to re-claim their flats.

He admits this second phase proceeds more slowly than first phase proceeded, noting it could have been expected since the process implementation has been transferred onto local from international officials in this 2nd phase. He stresses that this 2nd phase is marked with an important structural and psychological change – the political will of BiH has run this implementation.

Among the other things the editorial says: “The ‘Bulldozer’ initiative was developing slowly and it was progressing from a good idea devised 18 months ago to an efficient mechanism for removing of senseless bureaucracy and for opening new places of work. Hays on role municipalities in economic development

Oslobodjenje Sun pg 2 ‘How Gracanica made it?’ op-ed by Donald Hays – In his editorial, PDHR Donald Hays writes that citizens of BiH must undertake deep changes to raise the level of life standards, noting that the most important politicians in the country are not prime ministers, but heads of municipality. He further writes about success example of Gracanica municipality with population of about 53 thousands and 1100 companies. Thans to activities of municipality and its head, Nusret Helic, Gracanica “is leading municipality in BIH when it comes to attracting investments for launching of small and mid companies.”

FTV Fri – Paddy Ashdown,High Representative, may face the BiH Constitutional Court due to his recent decision regarding the appointment of members of the High Judicial and Prosecutorial Council. Members of FBiH Bar Chamber will submit to BiH Constitutional Court a request for reconsideration of the HR’s decision due to “illegal and anti-constitutional appointment of Danka Vucina for representative of the FBiH Bar Chamber in with BiH HJPC. “Within the Law on HJPC there is no place for OHR,” said Branko Maric, Chairman of the Bar. “OHR already has already given statements on this issue, and there is noting new we can add. If FBiH Bar Chamber wants to transfer this case to some other BiH institution at higher stance, they have a right to do so,” commented Vedran Persic, OHR spokesman. OHR says that the Bar should proposed three and not just one candidate. After it failed to so, Ashdown decided to nominate Danka Vucina, and to ignore the Bar’s nomination fo Zarko Bulic. “HR cannot bring decisions regarding the members of HJPC on behalf of the Bar Chamber,” said Ekrem Galijatovic, lawyer.

Dnevni Avaz Sat pg 9 ‘FBiH lawyers still refuse to be presented by Danka Vucina’ by M.K. – Maric states for DA that it is true that OHR requested 3 or 4 candidates to be proposed, however stresses that such request is entirely in contradiction with the Law on HJPC BiH: “The Law strictly says that Bar Chamber nominates one representative and OHR has nothing to do with that.”

BiH HoR’s commission on arrest of Jelavic, Prce, Rupcic

Polovina-Mandic – The Investigative Commission established by the House of Representatives of the BiH Parliament concluded that there was violation of human rights and fundamental freedoms during the arrest of suspects in the Hercegovacka Banka case Ante Jelavic, Miroslav Rupcic and Miroslav Prce. Also, it was concluded that the Special Police unit was engaged illegally.
