Sarajevo – The Governing Council for Implementation of the Sarajevo Declaration, Mirza Hajric made public the details related to returns in the region of the Sarajevo Canton. Its President, Mirza Hajric wrote a letter to the High Representative Carlos Westendorp informing him that minority returns occurred in more than 1,000 domiciles, 3,500 returns were registered by UNHCR, more than double the minority peoples returned un-registered to the Sarajevo Canton and over 70,000 refugees, mainly Serbs, returned in accordance with the Declaration. To enable implementation of the Sarajevo Declaration in full, Hajric suggests fulfilling two conditions: to begin two way return of all to their homes as stipulated in Annex 7 of the DPA, and to assist with the reconstruction of housing. We hope that the IC, headed by the High Representative, will provide the most effort so this process can start as soon as possible, reads the letter. Freezing of the donors assistance to the Sarajevo Canton, is directed against returns. At the forthcoming donors meeting in Sarajevo we expect your recommendation to the donors to de-freeze their donations, Hajric wrote. Relating to the several months long public campaign and work of the Canton Sarajevo Government on solving the problem of the multiple use of apartments, the letter stated that there exists less than 200 such cases and they will be sanctioned. Due to the differences of actual and believed numbers of misused apartments the Council suggests establishing a Joint Commission to solve this dilemma.
