According to news agency reports, SFOR on Tuesday at 11:00 in Visegrad arrested Mitar Vasiljevic, who had been indicted of war crimes. NATO in Brussels has confirmed this information. Vasiljevic was indicted of war crimes he committed in Visegrad in 1992-1994. RS Defense Minister Manojlo Milovanovic, while at a session of RS National Assembly, received written confirmation from NATO that the arrest had been carried out.

EASC removes 11 SDA and two NHI candidates from election lists – Tanya Domi
The EASC removed 11 candidates from lists submitted by the SDA and two candidates from the NHI list. According to the decision, the removed candidates have finished their careers in public office and cannot be replaced on lists by other candidates. OSCE spokesperson Tanya Domi stated that the EASC has decided to remove three SDA candidates from Sarajevo municipalities, Senaid Memic of Ilidza, Fikret Jasarevic of Stari Grad and Mirsad Cehajic of Ilijas. Andjelo Kljajic and Tomi Sedla of Bosanski Brod were removed from the NHI list for this Municipality. According to Domi, the EASC upgraded the 27 December 1999 decision, further removing candidates from running in upcoming municipal elections. Eight candidates were removed from SDA lists in the following BiH municipalities. They are Salko Omerovic of Cajnice; Omer Brankovic of Visegrad; Vahid Fatic of Kresevo; Abaz Mandjuka of Novi Travnik; Nedzad Hodzic of Zepce; Mehmed Mahic of Bosanska Krupa; Midhat Haracic of Sarajevo Centar and Zijad Mulagic from the Hadzici Municipality. The decision is linked with the attempted fraud of out-of-country voter registration forms. Domi said that proofs of fraud in voter registration in Kuwait and Yugoslavia had not been uncovered.

Silajdzic presents Memorandum on Change in Sarajevo
Co-chairman of the BiH Council of Ministers Haris Silajdzic addressed a memorandum on change to BiH citizens and all relevant international and European institutions. In the memorandum, which Silajdzic proposed to the Peace Implementation Council and countries-signatories of the Dayton Agreement, he asks for the critically evaluation of certain provisions of the Dayton Agreement. Silajdzic proposes the search for solutions to improve the Dayton Peace Agreement, but not by bringing key principles of Dayton into question. At a press conference, Silajdzic quoted reasons why he has requested Dayton Agreement revision. “In fact, the Dayton Agreement is based on genocide and imposed by force. Furthermore, such an agreement has not been implemented and has not accomplished its basic goal, that is, the elimination of results of genocide and the return of people to their homes.” Silajdzic stated that the situation now is very different than after the signing of the Dayton Agreement. The international community with its verdicts in The Hague Tribunal, and UN reports as well, has admitted that aggression was carried out and genocide committed in BiH. “Whether we are going to accept and continue on with this project, that the world has pronounced fascist, and to continue to insist upon its continuance here in BiH is to continue on with something that is an absolute perversion of all values of civilization” Silajdzic told the press conference.

TV BiH investigates inter-entity border issue in Sarajevo suburb Dobrinja
Even after BiH Presidency member Alija Izetbegovic requested SFOR Commander Ronald Adams to urgently implement the Dayton decision on the Inter-Entity Boundary Line (IEBL) in the Sarajevo suburb of Dobrinja, TV BiH investigates why this has still not been done. According to the Dayton map, IFOR was obliged to establish the IEBL in Sarajevo 120 days after the peace agreement’s signing. This line has still not been established and more than 650 families are still waiting to return to their homes that, according to the Dayton Agreement, should be under the control of the BiH Federation. A SFOR spokesperson stated that the IEBL has been established but there is a disagreement between the entities where this line should be and whether the border line should be changed or not. According to Annex 2 of the Dayton Agreement, there exists the possibility of both entities agreeing to changes in the IEBL, which the SFOR commander must confirm. However, no negotiations are being carried out on this issue. The RS authority does not want to negotiate because they are satisfied with the situation as is. The BiH Federation side is also rejecting negotiations. An Advisor to Alija Izetbegovic, Mirza Hajric, stated that an agreement has already been reached and that SFOR has been asked to implement it. This is an obligation SFOR has according to the Dayton Agreement. According to Hajric, the military aspects of the Dayton Agreement have not been fully implemented because the agreement on the IEBL in Dobrinja has not been implemented yet.

IMC starts issuing long-term broadcasting licenses
The IMC started the process of issuing the long-term broadcasting licenses to electronic media in BiH, IMC spokesperson Zinaida Babovic reported on Tuesday. The IMC has sent application form packages to all radio and TV stations in BiH, which must submit applications for broadcasting licenses 21 working days from the day they receive their package.
