After failed negotiations with Milosevic, US Special Envoy Hoolbroke left Belgrade. According to unofficial reactions, no optimist resides any longer at the NATO HQ in Brussels, RTV BiH correspondent reported. After negotiations in Belgrade, Hoolbroke said that Milosevic did not accept any of two International Community demands, to stop the violence in Kosovo and to sign the agreement. Serbian Parliament held a session today regarding the upcoming NATO threats. Serbian President Milutinovic said that “they would want to rule in Kosovo and hence, there would be no Serbia in Kosovo again, and I think it should be clear to everybody in this Parliament.” The Serbian Parliament refused the offered peace agreement with 199 votes con and no vote pro. US President Clinton made another public line regarding the Kosovo crisis and elaborated, as demanded by the Congress, what would be the US national interests in Kosovo.

Brcko Mayor Reljic resigned on the post of President of Multiethnic Executive Board of the City of Brcko, due to his disagreement with the Arbitration decision. Two bombs exploded last night in front of the OHR Banja Luka. Nobody was hurt in the explosion.

Although scheduled, the RS National Assembly session did not commence until the newscast. The Assembly meets in order to discuss the current political situation in the RS, occurred after HR Westendorp’s decision to replace RS President Poplasen.

SFOR members yesterday blocked barracks of the RS Army Air-Defence in Vrbas. Bijeljina-Brcko regional road was blocked too today. The reporter said that the road was blocked by revolted citizens led by the Serb Radical Party leaders. The revolt was caused by SFOR‘s yesterday held of a vehicle with Radicals at a checkpoint, and turning it back to Bijeljina. Multinational Division North made an announcement and said that SFOR will continue to exercise practice of checkpoints and that this is in accordance with General Framework Agreement for Peace.

HR Westendorp met with representatives of CDU BiH parties, Izetbegovic, Silajdzic, Kadic and Spahic. Main topic of the meeting was discussion of direct measures to overcome the current political crisis, especially blockade of the highest institutions of authorities.

Presidency member Jelavic and Federation Premier Deputy Covic commented on the crisis in authorities after the assault on MUP Vice Minister Leutar. Covic said that Croat officials suspended their work for one-week period in order “to send a message to the International Community and everyone else that the recent incidents and their extent are not contributing to the joint work, Federation or BiH as a whole.” HDZ President Jelavic thinks that the current crisis should be resolved by dialogues on the highest level. Jelavic said “it is finally the time for Bosniak and Croat leadership to enter the process of integration of intelligence-security system in the Federation out of control of political parties, Ante Jelavic or Alija Izetbegovic, but under control of the Federation Parliament.”

Federation Co-president Ganic addressed a letter to the TPK President Arapcic, demanding urgent dismissal of Canton Premier Vikalo and two more ministers.

OHR Zenica head Lorence Liu initiated a meeting with ZeDo Canton officials regarding priorities of return in this year. OHR estimated that key areas of return in this year will be Zenica, Kakanj and Vares, but municipalities of Maglaj, Zepce and Zavidovici are also included in the option.

HR Principal Deputy Klein held a meeting with RTV BiH Board of Governors. Main issues of the meeting were directions of activities in RTV BiH reconstruction. Klein promised he would do his utmost in order to pass the Law on Federation TV as soon as possible and to make the Law on the State Television.
