The Peace Implementation Council Steering Board holds a session in Brussels. The main issue of the session is preparations for the next donors’ conference for BiH. OHR asked about $300 million from international investors for implementation of conclusions of the Madrid conference. Anonymous OHR official said that the $300 million represent the “Madrid Conference bill” that has to be charged in order to implement conclusions of the conference. The same source also said that the next donors’ conference might be held in May this year, on condition that the International Community is assured that there is progress in BiH, especially the RS, regarding human rights and minority returns.

Ganic said that situation is better every time he visits Livno, and added that this Canton has to be assisted and that discriminations have to be removed if any. Conversations about preparations for general agreement on the status of Zepce municipality as initiated by OHR last week were intensified. OHR spokesperson Stiglmeyer said that it is not dramatic that Zepce Bosniak representatives were not present at the recent meeting, and added that OHR hopes Bosniaks would change their standpoints in this regard.
