BiH Ambassador to Croatia, Muratovic issued a press statement, regarding the Agreement on Special Relations between BiH and Croatia. Muratovic said that the decision on the signing the agreement will follow after tomorrow’s mentioned Article 13 of the Special Relations Agreement and the Ploce-Neum Agreement. Namely, this article regulates that the Special Relations Agreement will become legislative immediately after signed, which also explains Ganic’s postponing, while the Ploce-Neum Agreement will become legislative 30 days after the final exchange of diplomatic documents, by which the sides inform each other that all conditions are fulfilled.

Federation President Ganic’s cabinet issued a press release which says that the meeting in Zagreb between the Federation and Croatian representatives, was not scheduled for November 16. The Croatian side initiated the proposal to sign the agreement on Nov 16 in Zagreb. Ganic’s cabinet informed the OHR, US Embassy, and Croatian side that Bosnian side will not arrive to Zagreb due to incomplete analysis of the Agreement. Simultaneously, statements of Mr. Klein and Mr. Granic about absence of Bosnian delegation from the allegedly scheduled meeting are inappropriate.

Delegation of the Israel Government visited Sarajevo today. At the meeting held with BiH FA Minister Prlic and his deputies, Zivalj and Bozanic, the Israel delegation head Stein informed Prlic and the deputies about readiness of his Government to take part in BiH reconstruction.

State Commission for Missing Persons met in Sanski Most with members of the experts team and municipality representatives, in order to make decision on commencing exhumation of one of the biggest mass graves in these areas. The mass grave in “Hrastova Glava” (Oak’s Head) is located at the inter-entity borderline and is supposedly concealing bodies of about 150 Bosniaks from Prijedor killed in 1992.

OHR spokesman Attarashany said that the OHR can understand economic logic which initiated Dodik’s decision to devalue the YU Dinar in relation to the KM. However, this decision should not have been implemented aside of the BiH Central Bank, as a joint institution dealing with monetary issues. International organisations representatives are concerned about the verdicts that the Municipal Court in has Visoko brought in the case of murder of Slavko Subotic, since it is not in accordance with brutality and seriousness of the committed crime. The court sentenced five women to nine months in prison, and two men, accomplishes to six months imprisonment.

Brcko Supervisor Farrand yesterday appointed Mustafa Lukovic for the Secretary of Budget and Finances at the Multiethnic Administration and Djordje Dragicevic for the Secretary of Public Issues. Ambassador Farrand also objected the Serb authorities in Brcko that, by the lack of agreement, they again slowed the process of establishment the efficient multiethnic administration in Brcko.
