News Summary

McDonald gives farewell interview

ICTY President Gabriele Kirk McDonald, in the last days of her mandate, addressed several sharp messages to the UN Security Council, which did not energetically respond to her complaints related to cooperation with the Tribunal. McDonald is not leaving her position angry at the Security Council, but sad because there are people on the Council that sometimes put their countries’ interests above the interest of international peace and security. French judge Claude Zorda was elected new President of The Hague Tribunal. In a farewell interview, McDonald stated that she does not know whether the Tribunal will try all those accused of war crimes, but the fact that indictments exist and that war crimes do not have a statute of limitations means that they will remain eternal fugitives from international justice.

Lorraine explains IMC decision on EROTEL

TV BiH already informed that IMC brought a decision to ban TV EROTEL broadcasts because of its rejection of an IMC provisional license. OHR spokesperson James Ferguson stated at a press conference that the rejection of the agreement on EROTEL’s future and rebroadcasts of HRT obviously comes from Zagreb, not BiH. He added that the Croat leadership in BiH publicly declared their support for restructuring EROTEL with the aim of creating a public service on BiH Federation territory and stated that EROTEL does not have any basis for complaint on this issue. Regarding this, TV BiH received information from Head of the IMC Licensing Department Dieter Lorraine, who participated in the IMC seminar on implementation of the Code for TV Programming. Lorraine stated at a press conference that the IMC issued a standard 6-month license to EROTEL last Monday, which allows for the use of 11 transmitters in BiH. He added that they expected the EROTEL leadership to respond with their acceptance of the conditions, but they did not. “They addressed the OHR, which does not have a mandate to regulate the work of electronic media in BiH” emphasised Lorraine, adding that the IMC was forced to bring this decision. Lorraine stated that he is aware of the fact that EROTEL did not stop broadcasting. When asked whether the IMC has certain measures against non-implementation of the decision, Lorraine stated that the IMC has several, but emphasized contact with local authorities and SFOR.
