Zagreb – The Coatian Government have published a document about special relations with BiH Federation.. The document considers free trade zone, joint market, and customs and currency union. A special council for relations between BiH Federation and Croatia is to be established, in order to implement the document. Croatian Ambassador to BiH, Bago delivered Tudjman’s written note, along with the document to BiH President Izetbegovic. In his recent statement, HR Westendorp said that the relations like this one may be established only with BiH. However, the CoM Co-chairman Tomic and BiH Foreign Affairs Minister Prlic said that the document is in the accordance with DPA and the Washington Agreement. It was also said that it should be waited for the verification of the document by BiH and BiH Federation Parliament.

Sarajevo – OHR Succession Consultant Sir Arthur Watts talked to the Minister of Economy and Foreign Trade Muratovic, about the succession of former Yugoslavia property. Muratovic said that sanctions should be considered towards the obstructers, in order to make the succession process more efficient. During it’s mandate, the International Conference for Former Yugoslavia estimated that there was about $93,49 billion of Yugoslav revenues on December 31 1990. Asked when the determination of Ex-Yugoslav property could be finished, Sir Watts said: “I don’t know, it will finally be over when all of five countries agree with text that I will present.

Brussels – EU officials reported that the extension of HR mandate in BiH is being seriously considered, as well as the sanctions to those who were not too co-operative about the DPA implementation.

Foca – Excavations of a mass grave with 12 Bosniak bodies, killed in 1992 began today. It is supposed that the victims were imprisoned in Foca during the war, and taken to the front line later on. Few of them have been identified by the IDs they had at their possession. The experts of the Forensic Medicine Institute in Tuzla, were present, as well as the representatives ov the BiH Missing Persons Committee, International Red Cross, and IPTF.

Washington/New York – US President Clinton yesterday consulted US Congress about the mandate expiry of US troops in BiH. BiH representative to the UN Sacirbegovic said: ” I am convinced that the decision about US troops remaining in Bosnia has been already made, it is only left to inform the US public.” The general opinion is that the troops who would stay after the mandate expires, would probably have quite an ordinary jobs, and not so dangerous.

Brcko – Donors Conference for Brcko was held with the presence of many countries and international organisations representatives, as well as economists from both entities. OSCE Ambassador Frowick estimated that political parties meeting, held about the joint administration establishment in Brcko, was a very constructive one. Supervisor Farrand said that refugees are returning to Brcko more that anywhere else. Farrand appealed on donors to assist with the projects of infrastrucvture rebuilding, employment, and resolving the problem of displaced persons.

Una/Sana Canton – Cazin is one of four municipalities in the Canton where the party of Fikret Abdic (DNZ) won the right to participate in local authorities. IT was estimated that Cazin is one of municipalities where the eletion results would be difficult to implement. However, the Constitutive session of the Municipality Council has been held without incidents. The situation is similar in Velika Kladusa, except the DNZ asked to hold the Constitutive session outside the municipality territory. In Bosanski Petrovac, the preparations for the session are in procedure.
