PINK by Aida Doric – The ninth two-day international conference of the Balkans Political Club, under title “BiH – Transit from Dayton to Brussels phase and the role of the International Community”, has commenced in Sarajevo on Saturday. The Club gathers former and present presidents and PMs of Balkan countries, including former Presidentsfrom Macedonia, Bulgaria, Romania – Kiro Gligorov, Zhelyu Zhelev, Emil Constantinescu respectively – and other politicians such as ex-Turkish PM Suleyman Demirel who urged the BiH to fully cooperate with the ICTY. Participants discussed the perspectives of the BiH. “We believe that BiH will, within EU and NATO, achieve full political stability and provide prosperity for its citizens. BiH has always considered itself as part of the region and insisted on strong regional cooperation, ” said Mladen Ivanic, BiH Foreign Minister. RTRS by Radan Skipina – On latter, Ivanic added: “If Brussels sees Region to have positive trends, I believe that it would have positive effects for whole BiH.” Former HR to BiH, Wolfgang Petrisch, said that there was ‘too much of a state’ in BiH, in terms of bureaucracy. Douglas McElhaney, US Ambassador to BiH said that US and other foreign investors would not invest in BiH as long as BiH doesn’t demonstrate that divisions are a matter of the past. Participants also underlined the politicians in BiH must be accountable for decision-making as the IC role is in decrease. BiH Presidency Chair, Sulejman Tihic, noted the IC role to date has been positive, but concluded it is to be reduced. Rener – Tihic said that in the next year he expects the OHR role to be reduced, noting that the constitutional reform and capacity building are necessary to ensure Office’s abolishment. BHT 1 by Sanita Lisica Biberovic – Tihic deems current halt in the BiH progress is of temporary character. “We have to do everything in our power to make BIH a functional state”, says Tihic. Petrisch added the IC in BiH is a partner and not a master, adding it is “important those who brought on this halt to be held accountable.”Ivanic says he expects the major changes to occur in 3-4 years: “EU will not [accept] a country in which it has to impose the order.” Former Serbian PM Zoran Zivkovic also spoke about the arrest of Ratko Mladic claiming that current PM Vojislav Kostunica is the main obstacle in this.  He also noted the best option would be if all Balkans states join EU together. DL comment: Schwarz-Schilling is last HR, but we are not yet ready for difficult decisions

Dautefendic – Referring to the international conference which discussed also role of the IC in the BiH, DL comments that “the HR Christian Schwarz-Schilling is most probably the last High Representative and after him the OHR power will drastically change, but we are not yet ready to bring difficult decisions on our own. The last example of this is the police reform at the state level.”

PINK – Speaking at the two-day conference held in Sarajevo organized by the Friedrich Ebert, Konrad Adenauer, Friedrich Naumann, and Heinrich Boll foundations on the constitutional discussions and challenges in BiH, the HR Christian Schwarz-Schilling said that the failure to adopt the constitutional amendments have sent bad signals to the EU and the US. He added that the broader debate on the issue should be organized after October elections. FTV, RTRS, BHT1  – Schwarz Schilling also emphasised that police reform, education reform and PBS reform are also at a stand still and reminded that these reforms are all conditions for further BiH progress towards EU. Oslobodjenje cover splash, pg 3 ‘Continuation of the reforms in BiH only after October elections’ – “Bosnian politicians totally underestimate effect this rejection [of the constitutional reform] would have abroad, even though BiH depends on this more than almost any other country in the world,” said HR noting that the after the constitutional reform, BiH politicians must gradually adopt individual laws. “In upcoming period, parliament and government on both entity and state levels must intensify their efforts to push forward the important legislation,” said the HR noting this includes police reform, PBS, the Higher Education Law, and the laws needed to consolidate the Single Economic Space. DA: CoM Chair advocates establishment of two new ministries in CoM, one to deal with agriculture

 

Dnevni Avaz cover splash ‘Terzic wants to introduce two more Ministries’, pg 2 ‘We’ll introduce two more Ministries’ by S. Numanovic – In a statement to DA, the Chair of the BiH Council of Ministers, Adnan Terzic, assessed that even though the BiH parliamentarians rejected the constitutional amendments they are “not yet dead”, let alone the agreement reached between the party leaders: “There are elements those agreement which could and should be implemented by changing the laws/ the agreement clearly says that the Law on the CoM is to be changed and two new ministries introduced. We must have Agriculture Ministry and probably another one to deal with science and technology.”  Terzic notes that he would do everything to ensure this change occurs soon, adding this is also an obligation of the state from the time when it established the BiH Defence Ministry to ensure equal representation of all three peoples.

EC’s Daviddi: Commission supports Terzic’s initiative, would provide funds for Agriculture Ministry; UK Ambassador was right about disputable election results, Const. Court must solve the issue

 

Dnevni Avaz pg 2 ‘European Commission supports Terzic’ by S.N. – The European Commission supports the initiative of the BiH CoM Chair Adnan Terzic to establish two new Ministries, especially when it comes to the ministry dealing with agriculture, and it has already established the fund to finance the preparations. Deputy Head of the EC in BiH, Renzo Daviddi, explains the EC reached an agreement with the BiH to set up the Agriculture Ministry employing 36 at the beginning, and eventually 60. “They would coordinate activities in implementation of the agriculture policy. Implementation would be in hands of entities,” adds Daviddi expressing hope that the new RS Government would also support this as the previous one did. Talking about the failure of the constitutional reform, Daviddi notes another problem: “In short-term sense, rejection of the amendments throws certain ‘dark spots’ at upcoming elections. I am not constitutional expert… but I think that the assessment of the British Ambassador [Mathew Rycroft who said that the election results could be disputed] is correct. It points to the problem that must be solved. Address for this problem would be the Constitutional Court of BiH which will practically have to contradict two regulations from the same constitution and find solution.”

Oslobodjenje pg 7 ‘Parallel between SCG and BiH’ by Fena – In a statement to Voice of America, Christina Galjak, the spokesperson for the EU High Representative Javier Solana, commented that the call off the SAA talks with the SCG was “unavoidable” and noted a parallel could be drawn between BiH and SCG as both countries have not yet reached the full cooperation with the ICTY. “The EU’s message to Serbia – i.e. full cooperation with the ICTY – is the same for BiH. When it comes to BiH, there are several other things that worry us: lack of progress in police reform, and fact there has not been a decision on the constitutional reform as yet. Everybody is clear that the situation in BiH must improve. The negotiations with the EU are on-going, but BiH leader must know we want to see progress, especially in [these two matters.] Sooner or later, these things would be necessary. Therefore things already agreed on but failed to get parliamentary support would be before the BiH leaders against, sooner or later,” stated Galjak.

Nezavisne novine pgs 8-9 “State with three peoples cannot be divided into two parts”, mentioned on cover, by Natasa Krsman – In two-pages long interview to NN, the BiH Presidency member Ivo Miro Jovic estimated that by rejecting the constitutional reform the BiH has missed the chance for progress: “As Croat, I was not satisfied with the proposed solutions, but two much of politics interfered and now we have nothing… This issue is to be continued, but I am not sure whether there will be will to continue in this way, and what would IC’s stance be and to what extent we have jeopardized negotiation part with the EU.” He further expressed his dissatisfaction with the current situation: “One country has been divided between three peoples into two parts. I would love to know which formula guarantees equality? There is none. When [former HR] Wolfgang Petritsch made shameful changes in 2001 [note: Jovic refers to decision introducing rule in OSCE’s Election Law determining number of Bosniaks, Serbs and Croats in each entity Governments] he created the state divided between Serbs and Bosniaks… We can spend days claiming three peoples are constituent. But they are not. Croats do not decide on their money, destiny, language, culture, education…” Jovic claims there is a possibility [noting he fears it] that the Croat member of the BiH Presidency would not be elected by Croats, and explained: “Certain number of nationalist parties included Croats in their lines and they can candidate them. Who would vote for them? This is something we must discuss with other two peoples to preventing this form happening.” He further argued that the fact there are 18 parties with Croat prefix makes things worse, to which he was asked by NN weren’t then Croats responsible for lack of equality Jovic demands. He answered the Dayton Agreement was to be blamed. He harshly criticised the ICTY for failure to punish crimes committed against Croats, and called tribunal “a political court”: “Nobody here neither talks nor writes about suffering of Croats.” Jovic also demands the PBS system to include Croat channel and says all those stating this was not the EU standard “are lying”: “It is shocking for my child to hear what this public media [i.e. presumably FTV] says, and it wants me to pay for it… I don’t pay [RTV tax.]… We’ll see what the Constitutional Court would say, and we have yet [used all opportunities] in Salzburg.” Jovic concludes: “In this country, Croat is good only [two feet under] or in jail.”

Oslobodjenje op-ed on reforms: “It cannot be worse than this”

Oslobodjenje pg 9 ‘Backward, than forward’ op-ed by Senka Kurtovic – Referring to the statement by the RS National Assembly Speaker Igor Radojicic who said that the way out of the dead-end in the police reform is to turn back and find new way, Kurtovic notes this was probably one of the most ridiculous statements given recently. She further outlines the history of the negotiation on the police reforms – starting from discussions at the party’s levels – stressing that all difficulties and halts came from the RS representatives. Using Radojicic as an example, author suggests the elections are to be wasting money, but concluding: “It cannot be worse than this.”

Media: Intensive search after Mladic continues in Belgrade

 

 

 

 

BHT 1 Belgrade media report of the intensive search after Ratko Mladic being carried out in Serbia. Security forces opened telephone line for citizens to report the information on his whereabouts. SCG Foreign Affairs Minister Vuk Draskovic stated it is necessary to dismiss all heads of security services and department Ministers since they are responsible for the fact that Mladic hasn’t been extradited to ICTY. Draskovic and Serbian President Boris Tadic said they expect Mladic to be arrested by 10 May. BiH Defence Minister denies Mladic is support by BiH Armed Forces troops

 

RHB, Dnevni list pg 2 ‘Mladic is not supported by the BiH Armed Forces’ – In interview to ‘Voice of America’, the BiH Defence Minister Nikola Radovanovic denied claims of the Serbian officials that majority of Ratko Mladic’s supporters were in the Republika Srpska; namely in military structures in BiH. Radovanovic said that there were some examples of Mladic’s aides in armed forces of BiH, but conclude they were all removed from their positions by the end of 2005.

Russian releases ICTY suspect Zelenovic from prison, puts him in home arrest

 

RTRS, PINK, RHB, Oslobodjenje pg 3 ‘ICTY suspect Dragan Zelenovic released from jail’, Dnevni Avaz pg 9 ‘Dragan Zelenovic released from prison on 580 euros fine’, Nezavisne novine pg 2 ‘Dragan Zelenovic released on bail’- Russian Court released form the jail the former member of RS Army Dragan Zelenovic, ICTY indictee suspected of crimes committed in Foca, and placed him in house arrest. Zelenovic was arrested in Russia on 25 August last year due to illegal border crossing and forgery of passport, for which he was fined in amount of 580 euros. BHT 1, FTV – Russian authorities announced they are waiting for extradition warrant from ICTY.

Hayat int with new SCG Ambassador to BiH: Any verdict in BiH vs. SCG for aggression would jeopardize relations 

 

Hayat by Senad Hadzifejzovic – In a interview to Hayat, newly appointed SCG Ambassador to BiH, Grujica Spasovic, spoke among other things about the cooperation between his country and BiH, noting it has to be improved especially since two countries share some of the goals. He points out that “if there is no happiness in SCG, than there is no happiness in BiH, and vice versa.” Commenting the BiH lawsuit against SCG for aggression and genocide before the International Court of Justice, Spasovic said any verdict would weaken relations between the two states. In terms of apprehension of Ratko Mladic, Spasovic said that he was sure that the Serbian Government was determined to extradite Mladic but added that he believed that certain parts of security and intelligence agencies still protected him. “Kostunica is a serious politician and I am assured that as he was holding talks with the ICTY representatives, especially Chief ICTY Prosecutor Carla del Ponte, he was sincere when promised that Mladic would be extradited”, says Spasovic.

DA op-ed on Friday’s war crimes arrest in Visegrad: How war crimes suspect can be active police officer?! 

Dnevni Avaz pg 3 ‘Who did not know about Zeljko Lelek?’ op-ed by Almasa Hadzic – Referring to Friday’s arrest of active policeman from Visegrad, Zeljko Lelek, under suspicion he committed war crimes, author notes who let this “criminal” to be in active service for 11 years. This, says Hadzic, is a question nobody dealt with, and concluding that this arrestee is an example of those who still provide a shield for Mladic and Karadzic. She concludes suggesting that men like these for years have been “right arm” to all those “Andans” [i.e. ex Police Director Dragomir Andan, who was often speculated to be close to some ICTY suspects] suggesting the corruption in the system.
