Ivanic: Entire CoM is practically in resignation

 

BHT, Dnevni Avaz pg 2 ‘Entire CoM in resignation as well’ – BiH Minister of Foreign Affairs Mladen Ivanic claims that this situation (resignation of Terzic) is the product of crises among SDA and SBiH members. “Practically we have the situation that CoM is under the resignation, and I believe that this is a moment of, let us say, political crises, but I also believe that this can be overcome, if the Parties, which make the majority, stay on that to continue to make the majority in BiH Parliamentary Assembly” said  Ivanic.

BHT, FTV, Dnevni Avaz pg 2 ‘Ashdown: Premiers needs to be supported’, Oslobodjenje pg 5 ‘Humphreys: PM should be applauded for his principal stand in support of reforms’, Dnevni List pg 5 ‘Humphreys: Prime Minister’s move is not surprising one’ not signed, FENA – The Parliament, by voting against the VAT law as adopted by the Council of Ministers, has created a very difficult situation from which a solution will need to be found, Head of the European Commission Delegation to BiH Michael Humphreys said on Friday. This is not a surprise as the PM has declared in the past that he would resign if the VAT law is not adopted according to the draft presented by the Council of Ministers, according to Humphreys. “The VAT law is one of the most important reforms in BiH. If it is adopted with a single rate and no exemptions it should ensure efficient and reliable flow of funding necessary for the functioning of the public services and provide opportunities for investment. The Prime Minister’s offer to resign is a very serious decision for the country and I hope that the BiH Presidency will not accept his resignation,” he said. “Terzic is to be applauded for his principal stand in support of a key reform, and his determination in pressing forward the reform agenda more generally, on which he has made significant progress. The Members of Parliament must realise that they perform a vital role in the reform process bringing this country closer to Europe and have to be ready to take difficult decisions. As the Prime Minister pointed out the government needs the support of the parliamentary majority if it is to function efficiently,” Humphreys concluded.

SDA urges BiH Presidency to reject Terzic’s resignation

 

Herceg Bosna Radio, FTV, RTRS, Dnevni Avaz pg 2 ‘Presidency should not accept resignation’, Oslobodjenje pg 4 ‘SDA against resignation’, Glas Srpske, pg. 5 ‘He is leaving to stay?’ by M. Dzepina, FENA – The Party of Democratic Action (SDA) urged the BiH Presidency to reject the resignation of BiH Council of Ministers Chair Adnan Terzic, SDA Vice President Seada Palavric told a press conference in Sarajevo on Friday. She recommended to Terzic to continue moving on the “road leading BiH closer to Euro-Atlantic structures” and described his work as successful. She also called on all parties in the parliamentary majority to ensure consistent support for the future work of Terzic and the Council of Ministers. The confirmed that should Terzic’s resignation be accepted the entire Government would fall. “SDA fully understands Terzic’s dissatisfaction with the non-adoption of the VAT with sensible solutions, as well as other laws”, Palavric said. SDP’s Lagumdzija believes Terzic’s move is a political manipulation

 

FTV, Oslobodjenje pg 4 ‘A political manipulation’, ONASA – SDP leader and delegate to the BiH House of Representatives Zlatko Lagumdzija said on Friday that the request by Chairman of the BiH Council of Ministers Adnan Terzic, who asked the BiH Presidency to remove him from position, was “just a political manipulation of the ruling parties, since such possibility is not foreseen by the law.” Lagumdzija said that this was “Terzic pressure on his party colleagues and coalition partners to fulfill the promises they made to the international officials regarding the introduction of a single VAT.”

SNSD’s Spiric says Terzic’s resignation not serious

Dzepina,ONASA – Deputy speaker of the BiH House of Representatives Nikola Spiric said that BiH Prime Minister Adnan Terzic‘s resignation, following the House of Representatives’ refusal to support a single VAT rate, was not serious. “If this were a normal and democratic country, the prime minister’s resignation would be the most serious news in the country. However, here it does not seem to excite anybody,” Spiric said, adding that Terzic did not file an irrevocable resignation, but is “merely complaining to the Presidency that he does not have a parliamentary majority,” which is basically an attempt at “strengthening his position and informing the international community that he is still their humble servant.”    Spiric claims that Terzic is trying to force the Presidency to pressuring on the House of Peoples, which is yet to discuss the law on VAT.

HDZ’s Zoric says BiH Presidency should accept Terzic’s resignation

 

FTV, ONASA – Delegate of the BiH Croat Democratic Union (HDZ) in the BiH Parliamentary House of Representatives Vinko Zoric told ONASA on Friday that the BiH Presidency should accept a resignation of Adnan Terzic from the position of the chairman of the BiH Council of Ministers because the ruling majority in BiH has “similar and even better candidates for the post.” “If that is a personal decision of Terzic, the BiH Presidency should accept it,” Zoric said.

Dnevni List pg 4 ‘Accusations against Parliament rejected’ not signed – Commenting on the offered resignation of Chairman of the BiH Council of Ministers Adnan Terzic, Chairman of the House of Representatives of the BiH Parliamentary Assembly Martin Raguz stated that it is not time for hasty resignations. Raguz also rejected all accusations against the Parliament, which imply that the Parliament is the body which slows down reforms and he stressed that all institutions should take over responsibility.

FTV, Dnevni Avaz pg 2 ‘Belkic: I do not consider Terzic’s resignation a final act’, Oslobodjenje pg 6 ‘Terzic’s request is a warning’, ONASA – Delegate of the Party for BiH in the BiH Parliament Beriz Belkic told ONASA that he believes that a request of Adnan Terzic for the dismissal from the position of the chairman of the BiH Council of Ministers is a kind of warning and that this issue will not be solved with his resignation.

Dnevni List pg 30 ‘Post election settling of accounts’ by Z. Jukic carries an editorial in which the author comments on the current political situation in BiH and, among the other things, says that the VAT issue is not the only reason because of which Chairman of the BiH Council of Ministers Adnan Terzic offered resignation. According to the author, another reason for Terzic’s resignation is the fact that new ICTY indictments will arrive to BiH soon and Terzic does not want to be the Prime Minister who will be arresting Haris Silajdzic, Atif Dudakovic or Ejup Ganic. The author is also harshly criticizing the International Community, led by High Representative Paddy Ashdown, that was insisting on a single VAT rate and the author says that in this way robbery of already poor BiH citizens will continue so that those who already earned fortune through criminal activities can become even richer.

EUSR and EUFOR present joint EUFOR campaign

Mackic, Nezavisne Novine, pg. 2 ‘Campaign for arrival of EUFOR has commenced’ by A. Sisic, EuroBlic, pg. RS ‘Change, yet everything is the same’ by D. S., FENA – The Office of the EU Special Representative (EUSR) and EU Forces (EUFOR) presented in Sarajevo on Friday a joint public campaign on the transfer of authority from SFOR to EUFOR entitled “From Stabilisation Towards Integration”. The campaign officially started on Friday and it will last until the end of the year. It will include newspaper ads and billboards, as well as TV and radio spots. It will be implemented in two phases with each phase lasting two months. The first phase, which speaks about the smooth transition from SFOR to EUFOR, will stress that the EU engagement is aimed at prepared BiH for integration into Europe. The preparation of the second phase has still not been completed, but its message will be that the military engagement represents a part of a broader political and economic engagement of the EU in BiH. “The EU military mission is a part of an overall assistance package of the EU in BiH and Paddy Ashdown, in the capacity of EU Special Representative, will coordinate it”, OHR/EUSR Communications Director Irena Guzelova told a press conference. She said that a safe BiH is a requirement for moving closer to Europe and stressed that EUFOR would have the same mandate as SFOR. EUFOR will takeover the mandate from SFOR on December and it will have almost the same number of soldiers, approximately 7.000. EUFOR spokesperson Chris Percival said that troops from 32 countries, mainly EU member states, would participate in EUFOR.

VL editorial on police reform

 

Vecernji List pg 5 Compromise at damage of Croats’ by M. Relota carries an editorial on the police reform and the author says that a compromise solution to the damage of Croats will be reached with regard to this issue. Relota says that according to this compromise solution Cantonal Ministries of Interiors would be abolished and this does not suit Croats at all which is not the case with Bosniaks and Serbs. According to the author, such police reform would mean victory of the Bosniak unitary concept and Croats would lose the last link of their constituency in BiH.

Political analyst Tanja Topic on HR’s RSNA address

 

EuroBlic, cover ‘New punishments for politicians in Srpska’ and pg. RS1 ‘Something big is being prepared’ by Marija Jandric – the article brings an overview of High Representative Paddy Ashdown’s address to RS NA, as well as some comments on the address given consequently (statement of Minister of RS MoI Darko Matijasevic, statement of Prime Minister Dragan Mikerevic, COMSFOR David Leakey). The article also brings a statement of political analyst Tanja Topic who claims HR Ashdown’s address did not represent any change to RS authority relations towards the Hague but the address should have served as an alibi for new punishing of Serb politicians.

EuroBlic inset ‘Threats or alibi’ – Tanja Topic claims new punishments have been prepared because of a lack of cooperation with the Hague . She says that by his speech at RS NA, Ashdown has only wanted to justify an extensive list of names if war crimes suspects are not arrested.

Paravac: BiH Constitution locked with three keys

 

Oslobodjenje pg 28 (Weekly Pogled supplement) ‘BiH Constitution locked with three keys’ – Interview with BiH Presidency Chairman Borislav Paravac. Among other things, Paravac emphasized that the latest messages delivered by Carla Del Ponte and Paddy Ashdown were clear and that the cooperation with the ICTY was a pre-condition without which BiH could not move forward. 

NN interview with Milorad Dodik

 

Nezavisne Novine – Revija, cover and pgs. 4 – 7 ‘Eraser for erasing RS is in Kostunica’s hands’ by Mirjana Kusmuk – In a lengthy interview to NN, SNSD leader Milorad Dodik has stated he does not have any communication problem with High Representative Paddy Ashdown. Dodik claims he had told HR Ashdown that punishing the RS is not a solution to problems and he says it is good that Ashdown stressed that the RS has nothing to fear because the Constitution can only be changed by consensus.

Dodik claims RS has delivered addresses of war crimes suspects to the Government in Belgrade but Belgrade doesn’t want to do anything about it. According to Dodik, December 23 is the day D for RS, i.e. the most important day in the past couple of years (with regard to fulfilling obligations towards ICTY).

He also commented on the police reform and constitutional organization of BiH.

GS: Comments on HR’s RSNA address

 

Glas Srpske, pg. 2 ‘Barometer’ by G. K. – HR Paddy Ashdown has addressed RS NA and, among other, has stated ‘it (RS) has not been fulfilling obligations towards the Hague and has not arrested a single war crimes indictee’, and has warned RS has only several weeks left to fulfill its obligations towards ICTY. The following persons commented on this statement:

Janko Velimirovic, the Head of RS secretariat for Cooperation with ICTY, disagrees and says the cooperation also includes collecting of evidence of war crimes. He has presented a list of files RS has already forwarded to ICTY.

Vinko Radovanovic, a delegate at the HoP of BiH Parliamentary Assembly, shares a similar view as Velimirovic and says that the cooperation has been strengthened in the past year.

Nada Tesanovic, SNSD delegate at the republic parliament, says the main goal is to arrest main indictees – Radovan Karadzic and Ratko Mladic – while every other aspect of the cooperation is being neglected. She says pressures are constantly applied against RS, while not even indictments have been brought for crimes of the other two peoples in BiH.

Oslobodjenje on appointment of BiH ambassador to CoE

 

Oslobodjenje pg 2, mentioned on cover ‘Archivist of the criminal a nominee for the ambassador’ – Milos Vukasinovic, former Head of the BiH Mission at UN, is a new candidate for the BiH Ambassador to Council of Europe, sources close to the BiH Foreign Ministry told the daily. According to Oslobodjenje, at the time when Karadzic was RS President, Vukasinovic was in charge of keeping the wartime documentation.

Funds for construction of highways transferred to accounts of the Entities

 

 

 

 

 

 

 

BHT – BiH Ministry of Finances and Treasury has ordered BiH Central Bank to pay KM19 million to the account of RS Ministry of Finances and KM38 million to FBiH Ministry of Finances. A day before this order, RS Prime-Minister Dragan Mikerevic demanded the payment of these means, threatening that he would otherwise suspend the financing of BiH Institutions. This money is intended for building of highway Banja Luka-Gradiska. Jusuf Kumalic ofBiH Ministry of Finances and Treasury confirmed this information. According to CoM prior decision, the money paid in by three GSM Operators is to be directed for building of road infrastructure, which is a plan opposed by IMF.

PDHR Hays visited Tuzla

 

Herceg Bosna Radio, BHT – Principal Deputy HR Donald Hays visited Tuzla on Friday.Commenting on the adoptedVAT law, Hays said that the only positive thing was the fact itself the law had been adopted. However, Hays feels that zero rate is a serious risk to gathering of taxes. Hays met with Tuzla Mayor Jasmin Imamovic to discus issues of local self governance and public administration reform. Hays also visited shoe factory Aida together with Tuzla Canton Prime minister Bajazit Jasarevic.

FTV – PDHR Donald Hays and Cantonal and Municipality’s officials met with Management of Shoe Factory “Aida” to discuss the situation within the Factory, which is burdened with large debts toward the State. That is why the foreign investors are not interested in this company. “Nowadays the factories are faced with financial burdens including huge debts, which is unacceptable and that is something that Government must deal with” said Hays.

Tax collectors to go on general strike on Monday

Vrebac – According to unofficial sources the Tax Administration at the federation of BiH level will go on general strike on Monday, November 8 which will last until they reach an agreement with the Federation of BiH Government. DL explains that employees of the Tax Administration demand to be paid properly for their work.

Dnevni List pg 12 ‘Aluminij ready for agreement’, mentioned on front , by S. Bjelica – During a press conference of ‘Aluminij’ company held in Mostar on Friday it was stated that this company has been on strike again this time because of announced changes and amendment to the proposal of Law on Privatization Audit. People from Aluminij believe that this Law is primarily directed against Aluminij, however, they are willing to reach an agreement and willing to make certain concessions if their privatization model in which small shareholders are majority owners is accepted. Deputy General Manager of Aluminij Jure Musa stated: ‘In order to avoid a long arbitrage process between Aluminij and the Federation of BiH Government an agreement is being proposed according to which all workers, former and current ones, would be treated in the same way. The FBiH Government and Aluminij would sign the agreement which would suit all sides under the OHR’s patronage.’

HDZ-HNZ-CCD Caucus to file lawsuit because of Law on internal debt

 

Vecernji List pg 3 ‘Lawsuit to be filed to Constitutional Court because of law’ by ljdj – VL learns from the HDZ-HNZ-CCD Caucus in the FBiH HoR that this Caucus will file a lawsuit to the FBiH Constitutional Court for protection of constitutionality because of Law on FBiH Internal Debt. VL says that the FBiH Constitutional Court has already passed a verdict according to which the old foreign currency savings is private property.

NN interview with Tobi Robinson on PBS Eastern (former Serb) Sarajevo

 

Nezavisne Novine, cover and pg. 5 ‘Toby Robinson: RS Government too had taken money of Mandic bank’s clients’ A. SisicNN brings a lengthy interview with Temporary Administrator of “Privredna Banka” Serb Sarajevo Tobi Robinson. In the interview she claims RS Government too had been taking money of the bank’s clients. She explained she had requested for a liquidation of the bank because she had assessed the bank is insolvent and does not meet minimal standards on capital stock. She has refused to comment on whether there are some other persons at RS Government linked with owner Momcilo Mandic and his criminal activities, saying that this is a matter for the State Prosecutor’s Office. Robinson also said that it was found out that Mandic and companies linked with Mandic owe to the bank approximately 8 million KM.

Nezavisne Novine, pg. 5 ‘OHR decides on liquidation of Momcilo Mandic’s bank’ by A. S. – the article carries a statement of OHR Spokesperson Oleg Milisic, saying that, upon a request of Temporary Administrator Tobi Robinson, High Representative Paddy Ashdown will in the following several days take a stance and bring a decision in relation to liquidation of “Privredna Banka” Serb Sarajevo.

Prime Minister Hadzipasic on privatization in the Federation of BiH

 

Nezavisne Novine, cover ‘Ahmet Hadzipasic: Federation of BiH Government had brought illegal decisions’ and pg. 4 ‘Hadzipasic: Federation of BiH Government is reaching illegal decisions’ by R. Cengic – Prime Minister Ahmet Hadzipasic has confirmed the Federation of BiH Government had brought a number of illegal and counterproductive measures in relation to the privatization process in the course of the past year, and he has assessed that the entire Federation of BiH Government is responsible of this.

Deputy Prime Minister of the Federation of BiH and Minister of Finances Dragan Vrankic (HDZ) refused to comment on Hadzipasic’s statement. He said: ‘There are influential lobbies that would like to enter an annulment of the privatization of successful firms so they can cheaply buy them for themselves or for their friends’, Vrankic said.

The Deputy President of the Federation of BiH Government, Gavrilo Grahovac, claims pressures had been applied on the Federation of BiH Government ‘to cheaply sell state property’.

BiH Trade Union representative Edhem Biber too thinks there had been some irregularities in the privatization process and also says there are interest groups that oppose an audit of the privatization because they have abused it and got rich.

Polovina-Mandic – SDA Vice President Seada Palavric stated at a regular SDA press conference held on Friday that SDA is surprised with the behavior of Party for BiH (SBiH) regarding the privatization issue, especially having in mind the fact that the SBiH cadres participated in passing of the decisions on privatization. Palavric added: ‘If SBiH really wants to abandon the parliamentary majority, which I doubt, then the Government will be functioning without them and we shall se who will replace them.’

During the war Cicovic was the driver of Radovan Karadzic while Kojic was the Commander of the RS Army Brigade in Pale and he has been on the EU’s black list on suspicion of supporting indicted war criminals. “There were no problems during the operation and SFOR will present the results later on”, Pejic said. The local police was at the scene during the time of the operation but did not take part in the search.

FTV – Conclusions of BiH Constitutional Court ’s Commission for Human Rights, regarding the RS Government’s report on Srebrenica will not be published until the Commission delivers them to RS Government.FTV found that during the five-day session of the Commission, there were no disagreements.

Judge Tadic on accusations that he received bribe

 

Dnevni List pg 8 ‘Tadic does not know from whom he received bribe’, mentioned on front, by A. Beus – Commenting on the letter in which he was accused of receiving bribe amounting to 200 000 KM, President of the BiH Constitutional Court Mato Tadic stated that the letter did not say from whom he received bribe. Tadic also said that it is not clear to him as to why all this happened but he can only suppose which are the reasons for it. He added: ‘It is only clear to me that there is a big interest in some cases which were discussed at that session. There were many appeals, however, they were interested in only one.’
