BHTV, Oslobodjenje pg 5 ‘Mrakovica, July 4, Serb veterans and politicians’, SRNA – According to RS Prime Minister Dragan Mikerevic, internal stability has been established in the RS and it guarantees the RS’ prosperity, despite constant pressure. Mikerevic said that “continued efforts by politically calculating persons and brutal attacks on the RS are just strengthening it”. “I want to warn political troublemakers from Sarajevo, and from some other towns as well, no democratic mechanism exists on this planet which could endanger the RS and my message to them is that their efforts are futile,” Mikerevic told a gathering in Mrakovica where the 62nd anniversary of the heroic tale of Kozara (WWII battlefield in western Bosnia) was marked. He added that “all political parties in the RS agree on one thing: the RS is not for sale, or for bargaining, and it is a permanent fact”.

He said that for him peronaly the SDS position was crucial for the further developments in the entity. The important thing is, according to Mikerevic, who will nominate candidate for the new RS National Assembly speaker. “If the candidate is from SDS, I presume the same parliamentary majority will be at scene, and if not all options to form new parliamentary majority are possible,” said Mikerevic. He added that currently there was a certain crisis in the BiH Council of Ministers and not his Government functioning.

He said: “I am aware of clear positions taken by PDP and SRS, but now I expect to see position by SDS. My conclusion as to whether there would be parliament majority would ground on that position.”

He also said he is far too serious and responsible to assume the position of a premier in a minority government.

Speaking of procedure for Government re-shuffle, he explained that he would have to ask for opinion of RS President and RS NA Speaker.

Mikerevic also denied speculations there is an authority crisis in RS, saying that: “As demonstrated, RS Government has passed its decisions in its full capacity.”

BHTV, Oslobodjenje pg 8 ‘Not all politicians can be in the same basket’, Nezavisne Novine pg 3 ‘PDP disassociated itself from activities of removed officials’, Dnevni List pg 20 ‘HR in BiH is politically destabilizing RS’ not signed, Vecernji List pg 2 ‘PDP: We have distanced ourselves from criminals’ by f, SRNA – The Main Board of the RS Party of Democratic Progress (PDP) energetically distanced itself from any criminal activities by replaced individuals (RS/SDS officials sacked by High Representative), saying that it still supports the fight against organized crime and urging the OHR to intensify its activities against crime. Commenting on the OHR spokesperson’s claim that PDP leader Mladen Ivanic’s statements “exposed him to the danger of being perceived as a defender of criminalized and corrupt politicians” replaced by High Representative Paddy Ashdown last week, the information service of the PDP said that the OHR was “spinning its version” of the story about criminal activities of the replaced individuals and “diverting attention from the essence – the consequences of the events as far as the political life of the RS and BiH are concerned”. The PDP also asked the OHR whether crime existed only in the RS, whether it also existed in the Federation of BiH and could sanctions for the most responsible officials in the Federation be expected soon. “Without such balanced measures, the fight against crime remains just an empty phrase used to hide the real aim – political destabilization of the RS,” the PDP said. The PDP’s ends its statement by asking why is it that “those responsible only politically and those responsible legally were treated the same if the main goal was not to destabilize the RS in order to change the constitutional system in BiH”.

OHR’s Braithwaite on Ivanic’s request for early elections

Dnevni Avaz pg 2 ‘If Ivanic wants early elections why he has not withdrawn his party from government’ – “Not the international community but the political parties in this country are deciding on whether there will be early elections in BiH,” Chief OHR Spokesman Julian Braithwaite told the daily commenting on PDP leader Mladen Ivanic’s request for early elections. Braithwaite however wonders why Ivanic did not withdraw his party from government if he wants early elections. “We are focused on reforms and we hope there will be no stoppage in the process,” added Braithwaite.

Nezavisne Novine op-ed pg 7 ‘Ivanic’s deceit’ by Dragan Jerinic – The author is writing about the most recent statement of Mladen Ivanic (who called for removals of SDA Ministers at RS Government and early elections), denying his claim there is an authority crisis in the state. The author also stresses that “if Mladen Ivanic wanted to ensure his intention on break up of coalition with SDA is seriously taken, he should have filed resignation to the position of BiH Foreign Minister.. But no, Ivanic is bothered with SDA coalition only at the entity, but not at the state level.”

The author is of the view that Ivanic is just buying time and trying to hush up all criminal activities, following “one EURO” and “Telekom” affairs.  

SRS on new RS Government and President of RS National Assembly

 

Dnevni List pg 20 ‘To elect RS Government from line of Serb Ministers’ not signed – The Executive Board of the Serb Radical Party concluded it is necessary to elect the President of the RS National Assembly, as well as, the RS Government as soon as possible and exclusively from the line of the Serb majority, without Ministers from the line of SDA and respecting the constitutional provisions.

Dodik dismisses PDP call for early election

 

Oslobodjenje pg 8 ‘Unserious requests by PDP and Ivanic’, ONASA – The requests by the Party for Democratic Progress (PDP) and its leader Mladen Ivanic for early elections in the RS are nothing more than “pre-election marketing”, chairman of the Alliance of Independent Social Democrats (SNSD) Milorad Dodik said in Prijedor on Sunday. “Ivanic wants to remove ministers from the Party of Democratic Action (SDA) in the RS government and at the same time stay a minister in Sarajevo, which is an impossible combination, and this speaks by itself about his understanding of the political situation in BiH,” Dodik said. Dodik added that his party did not want to fill holes in the current RS political structure and that the current RS government had to consolidate and resume its work since it had given big promises both to the people and the international community.

Dnevni List’s column Statement of the Day (pg 2) carries Milorad Dodik, SNSD leader, as saying: “We shall not fill holes in the RS authorities!”

Terzic on PDP demands

 

Nezavisne Novine pg 2 ‘Terzic: No crisis at BiH COM’ – Adnan Terzic, Chairperson of BiH CoM’ is of the view that the statement Mladen Ivanic gave would not have negative consequences upon the authority functioning in BiH. He says: “Demand for removals of SDA ministers is a result of shock. I see nothing big in that Ivanic gave such a statement under emotional tensions. I expect from him to overcome it, because politics must be run with “cold-head”.

Terzic stresses SDA is in no way responsible for removals in RS. He adds: “If Ivanic persisted in his demand for removals and Mikerevic obeyed his order, it would certainly lead towards early elections.”

Lagumdzija on PDP demands

 

Nezavisne Novine pg 2 ‘Lagumdzija: If Ivanic were serious, he would file resignation’ – Zlatko Lagumdzija, President of SDP of BiH, yesterday assessed that the statement by Mladen Ivanic is an example of pure cheap politics. He added: “If Ivanic had wanted to do anything more seriously, he should have filed his resignation to the position of BiH Foreign Minister and joined opposition. It would be the only honourable move.”

Nezavisne Novine pg 3 ‘Kunic: Attempt for reinstatement of trust’ – Petar Kunic, independent delegate at the BiH House of Representatives, is of the view that the statement by Mladen Ivanic represents a political marketing of Ivanic! He stresses that by causing crisis, Ivanic wants to reinstate lost positions and trust of the nation.  Kunic further assesses that “possible crisis does depend on the official stance of SDS.’

More reactions to PDP demands

 

EuroBlic RSpg 1 ‘SDA: We will not be victims’ – Tarik Sadovic, Head of SDA Caucus at the RS NA, said that SDA Ministers at RS Government cannot be anybody’s victims, nor can they pay the price of decision of High Representative, which PDP dislikes. He claimed that PDP demand for removal of SDA Ministers is a part of pre-election move, noting that such act would certainly cause authority crisis in RS, and then in BiH. He added: “There is no need for their dismissals, only if it were in somebody’s interest to proceed on further destabilisation of political situation in RS.”

Igor Crndak, PDP Banja Luka Board Vice President, stated that: “PDP made its position clear, although some people are trying to present it as bluffing. As for demand for early elections, there has not still been a meeting with Dragan Cavic, RS President, but we expect it would take place soon.”

Milorad Dodik, SNSD President, expressed his disbelief in announcement of PDP it would break coalition with SDA. Dodik said: “Ivanic is trying to place himself as the father of the nation and he has remembered just now that problems come from SDA, although they have been forming coalition for two years.”

According to NN inset 1 ‘Ashdown is destroying RS’ mentioned on cover, the Washington papers “Defence and Foreign Affairs: claims that the moves made by Paddy Ashdown represent a first attempt to completely invert international arrangements from Dayton by destroying the RS, which would result in placing authority and power in the hands of Bosniak leader in BiH, who has been cooperating with Osama Bin Laden.

Dnevni List, pg 3, ‘Removals in RS lead to early elections’, by Vedran Vujovic – in light of initiative by Mladen Ivanic, PDP leader and BiH Foreign Minister, to have early elections for the RSNA and to exclude 3 Bosniak Ministers (all from SDA) from the Government following HR’s decision on removal of almost 60 RS officials, Sefik Dzaferovic, SDA BiH Secretary General and Deputy Speaker of BiH Parliament’s House of Representatives, comments that early elections at this moment could only slow reform processes down. As for initiative regarding Bosniak Ministers in the RS Government, Dzaferovic does not see their responsibility in failure to cooperate with the ICTY. Nebojsa Radmanovic, President of SNSD Executive Board, comments that his party has been advocating early elections, but for reason different from Ivanic’s, because the current authorities are incapable of fulfilling pre-election promises. In his view, the initiative regarding Bosniak Ministers in the RS Government is a matter for SDS-PDP-SDA coalition. Safet Halilovic, Party for BiH President, shares Dzaferovic’s view on initiative for early elections in the RS and believes announced removals were launched to please voters.

RS Association of Writers: Ashdown’s dismissals breakdown of democracy

 

Oslobodjenje pg 3 ‘Paddy Ashdown’s dismissals breakdown of democracy’ – The RS Association of Writers as well as the writers living and working abroad believe that the recent removal of 59 RS officials by the High Representative, Paddy Ashdown, represents a “breakdown of democracy in these areas.” The Association says that the removals create conditions for fresh inter-ethnic conflicts similar to those of 1992 at the beginning of war in BiH.

Prosvjeta Serb Educational-Cultural Society condemns HR’s decisions

 

Oslobodjenje pg 5 ‘We are astonished by removals of 59 RS officials’ – The Serb Educational-Cultural Society Prosvjeta on Sunday said they were “astonished and embittered” by the recent removal of 59 RS officials by HR Paddy Ashdown, some of whom were prominent Prosvjeta members. The Main Board of the Society assessed that the HR measures were directed against the RS interests as well as the Dayton Peace Agreement.

Patriot on removals of RS/SDS officials

 

Breakdown’ cover and pgs 6-7 by Slobodan Vaskovic  – The author writes about the most recent decision on removals of 59 officials by High Representative to BiH, Paddy Ashdown. The author claims that HiRep has taken advantage of the cause for punishments and placed some people, who should not be placed together, on the same list. Namely, author says that Zoran Djeric and Dragan Kalinic should not have been placed on the same list, because Zoran Djeric did indeed try to improve cooperation with the ICTY. The author further claims that Djeric was actually removed because of his opposition to initiatives for establishment of a single police ministry at the state level.

Vaskovic is further critical of Kalinic, saying that nobody will regret over his removal, because Kalinic has betrayed all of his party colleagues.

Vaskovic also expressed surprise over the fact that “international community has so harshly and deeply cut into the SDS flesh. In Kalinic’s style, mercilessly and brutally, they have removed all those, who opposed to them in any way.”

The author further claims that Kalinic had a last demand before the IC, which was to remove the closest associates of Dragan Cavic. And IC met this request.

Cedo Volas on HR’s decision

 

Dnevni List pg 20 ‘OHR’s decision is sort of putsch’ not signed – President of the RS Trade Union Cedo Volas condemned the HR’s decision on removals and said that this decision verges on some sort of putsch. Volas stressed that the HR’s decision can influence economic and welfare situation and for this reason it is necessary to take urgent measures in order to consolidate authority in the RS.

SDS Main Board press release on HR’s decision

 

Dnevni List pg 20 ‘Ashdown harshly violated human and civic rights’ not signed and Vecernji List pg 3 ‘International Community in service of Bosniaks’ by ap – Reacting against the HR’s decision on removals, the SDS Main Board issued a press release which says that this party rejects all claims according to which this party is helping and financing war crime indictees. The press release also says that the HR and a part of the International Community are using these claims as justification for exerting pressure against SDS and that they (the HR and a part of the IC) have caused the most serious institutional crises in the RS.

Dnevni List pg 8 ‘OHR on move’ not signed – Head of the OSCE Democratisation Department in Bihac Mersiha Causevic stated that the fact that the Canton 10 Assembly did not adopt Law on primary and secondary education is an issue of rule of law and that Cantonal officials are directly responsible for this situation. She also stressed that the OHR set the deadline for adoption of the aforementioned law, which expired on June 18. She added that possible fines against HDZ are under competence of the OHR that should make the next move.

Vecernji List pg 2 ‘Ashdown in BiH until 10th anniversary of Dayton?’, mentioned on cover, ‘Ashdown’s mandate to last another year?’, by E. Medunjanin – VL says that according to the information coming from High Representative Paddy Ashdown, the extension of his mandate in BiH by May 2006 has been already offered to him. Allegedly, in principle the HR agreed to stay in BiH until the 10th anniversary of signing the Dayton Peace Accord, that is, by November 2005. VL says that in case that the HR does not accept the extension of his mandate there is a possibility that the International Community appoints a new HR.

Speaking of situation in RS, he said that Paddy Ashdown has caused a dangerous situation by having kept Dragan Cavic on authority and removed all other senior officials. On this he stresses this was counter-productive. Speaking of Ratko Mladic, he says the situation now is completely new noting that Mladic must be brought before The Hague Tribunal over crimes committed. He stresses Premier Kostunica is engaged in intensive pursuit after Mladic, but it seems that all addresses Tribunal provided to us are wrong. He concludes: “If I were Mladic, I would be hiding in Croatia.”

Nacional on arrest of Karadzic

 

Nacional cover and pg 3 ‘Pursuit after dead Karadzic’ by P.J. – Referring to anonymous sources, Nacional reports that pursuit after Radovan Karadzic has intensified over the past period and is aimed at murdering, not arresting him, because it would not be in the interest of American democrats if Karadzic were brought before Tribunal. In such a case, Karadzic would be in a position to disclose all secret agreements and arrangements in Bosnia , which would place democrats in US in extremely hard position on the eve of presidential elections.

According to Nacional, the act of arrest would be recorded and hence later on sold and broadcast at one of the most powerful TV companies. Such media scenario would be of crucial importance for our people.

Funeral of 69 Bosniaks in Zepce

The bodies were exhumed last year in the areas of Zepce, Maglaj, Zavidovici and Mostar. “Political leaders must condemn all crimes and insist on their processing,” said BiH Presidency Chairman Sulejman Tihic addressing the ceremony. The attitude toward war crimes is a key for resolution of problems in BiH as well as the entire region, Tihic added. The religious ceremony was led by the Head of the BiH Islamic Community, Mustafa Ceric.

According to the dailies, Tihic also said that “Serb troops in BiH committed 90% of crimes during the war in BiH, Croats committed 7% while Bosniaks committed 3% of the overall crimes”. Hereby, he referred to the statement of the UN Special Envoy, Tadeous Masoviecky.

Tihic further stressed that F BiH has already passed verdicts for 80% of those 3% crimes, noting that judicial bodies of RS have not processed a single case so far.

Nikolic admits he is subject to pressures

 

 

Nezavisne Novine pg 4 ‘Defence Minister admitted he is working under pressure’ – Miroslav Nikolic, F BiH Defence Minister, admitted he cannot control his subordinates, and also he is assuming his duties under the pressures of centres of power, which do not originate from Federal government or his party, HDZ. He stressed: “I am surrounded with people appointed to positions by former authority. I do not know whether they are loyal to me or some other goals.”

Sredoje Novic, SIPA Director, on state special unit tasked to arrest war crime suspects

 

Dnevni List, pg 4, ‘Best quality personnel from special units to be in elite state unit’, by Nina – with regard to the fact that BiH is to get its first stat-level special unit that will be tasked to arrest war crime suspects and that is to operate within SIPA, SIPA Director Sredoje Novic has stated for Radio Free Europe that the procedure for establishment of the unit, or at least a part of it, will start before the end of this year. He has added that, out of a number of special units in BiH, one should take the best quality personnel to thus create an elite, state-level unit. There may be a need to borrow a part of equipment from existing units and currently talks are being held on the number of members of the elite special unit. Novic has also added that so far SIPA has not had information on movements of the war crimes runaways and he does not find it surprising that one should negotiate a possibility of indictees turning in. He, however, refused to comment on the speculations on the conditions of Radovan Karadzic’s surrender.

Vecernji List front pg ‘This is trial to Tudjman’s policy’ and pgs 4 and 5 ‘Bill of indictment for Hercegovacka Banka is literary piece directed by Ashdown’s office’ by Z. Kresic – VL carries an interview made in Kula prison with former HDZ President Ante Jelavic, who was charged with the abuse of office in the establishment and work of Hercegovacka Banka.  Among the other things, Jelavic says: “These days I have had talks with leading people of the BiH Court and Mister Raguz and the one could clearly understand from their statements that the whole process has been directed and it is out of control of the BiH Court.” Asked what is about the bill of indictment in that case Jelavic said: “That bill of indictment was not written in the BiH Prosecution but in the OHR Sarajevo.” According to Jelavic, this process is not the process against him and other persons detained in Kula prison but processing of the policy of late Croatian President Franjo Tudjman in order to pacify Croats in BiH for a longer period of time. VL also claims to be in possession of an exclusive information, which says that the judge in the previous hearing, Bernard Boland, left the case due to health problems and that it has been estimated that the trial in this case will start mid September.  

BiH Minister Dokic on Macedonian plane crash

 

Dnevni List, pg 6, ‘Report on causes of Macedonian plane crash is final and professional’, by Danka Polovina-Mandic, mentioned on cover – commenting the statement by Macedonian Public Prosecutor, Aleksandar Prcevski, that the investigation into the crash of Macedonian presidential plane is not over as the Report is not a valid document by the competent body on the grounds of which he could propose certain measures, Branko Dokic, BiH Minister of Traffic and Communication, has stated that “we find the Report of the Commission tasked to investigate the causes of the crash to be final and professionally done and no Macedonian official has made any objections to it”. Dokic adds that “a separate Report on behaviour of SFOR soldiers and commanders, who on the day of the crash presented contradictory data to BiH public and officials, should be prepared by the Ministry of Security and it should be presented at one of the next sessions of the Council of Ministers”.

Bosnian “Abu Graib” near Tuzla

 

Glas Srpske pg 2 ‘Abu Graib in Bosnia as well’ – GS reports the original article published in VN, which reads that “the term Abu Graib does not solely represent the name of the prison in Iraq, but it is a synonym for allowed and unpunished harassment of illegal detained “local population” in the states under the occupation of liberators in the name of humanism and peace.”

Dailies further claim that there is a Bosnian Abu Graib, seated near TuzlaAirport, namely at a hangar, where CIA and SFOR agents operate. According to dailies, this is the place where Zoran Jankovic Luna, Milovan Cicko Bjelica were taken.

Dailies also question whether there are more prisons of this kind in BiH.

Dnevni Avaz cover page, pg 4 ‘FBiH Pension-Invalid Insurance Fund to take over 8,400 pensioners from RS’ – Radovan Vignjevic, the FBiH Minister of Labor and Social Policy, denied claims by the officials of the Federation Pension-Invalid Insurance Fund on taking over of 18,000 pensioners from the RS in case that the entity Government signs the Memorandum of Understanding prepared by the World Bank. Vignjevic claims that, according to the document, a total of 8,400 pensioners from RS should start receiving pensions in the Federation as 4,150 pensioners from the Federation will start exercising their rights outside the entity.

Vecernji List, pg 2, ‘Hays exerts pressure on parliamentarians’, by Zdenko Jurilj, mentioned on cover ‘Hays’ pressure: Old foreign currency savings ought to be turned into papers’ – VL carries that, after they refused to accept proposal of FBiH Government according to which the payment of old foreign currency savings should be resolved by distribution of securities over a period of 20 years, the presidents of caucuses in the FBiH Parliament have found themselves under huge verbal pressures by the OHR. The OHR representatives are said to be talking parliamentarians into accepting the proposal made by the OHR and the IMF. The daily adds that the main role in exerting pressures is played by PDHR Donald Hays, who is to once more meet HDZ and SDA representative on this issue this week.

Glas Srpske cover page story ‘They are bothered with double-practise’ – Dragica Medjedovic, Deputy Director of RS Health Care Fund, told GS that until the issue of double-practise of doctors is legally resolved, the RS Health Care Fund would not make contracts with any private run health care institution. The point is that health institution sometimes cannot provide complete services and accordingly forward patients to private centres. The problem is also in the fact that doctors sometimes forward their patients to private practise centres, where they work and where patients have to pay full price.
