Schwarz-Shilling ends his mission of the international mediator in BiH

 

 

 

 

FTV, BHT1, Dnevni List pg 2, mentioned on front, ‘Bigger authorities to domestic institutions’ by D. Polovina-Mandic – By submitting the final report to the BiH Government, Christian Schwarz-Schilling officially completed his ten-year mission of the international mediator in BiH. DL says that in this way this job has been transferred on domestic authority institutions but also on BiH citizens although the International Community will continue to be present in this process but as the support only. Schilling stated: ‘Mediation is the best and the most simple way of resolving problems. It happened in BiH completely accidentally and it succeeded to open a dialogue between opposing parties.’

French battleship sails in BiH waters

Juka– The French battleship ‘Courbet’ sailed in Neum on Saturday, where the members of the BiH Presidency attended the welcoming ceremony. The statement of the BiH Presidency on the occasion: “Arrival of French national battleship in the waters of BiH represents a strong friendship gesture by the France towards our country, and support for BIH’s determination to become a member of EU.”  The Chairman of the BIH Presidency Borislav Paravac thanked the French helping the stabilisation process in BIH.

Tadic arrives in officials visit to BiH

 

Blic pg 3 ‘Tadic with Ashdown’ – The Serbian President, Boris Tadic, will start with his 3-days official visit to BiH on Monday. Tadic will meet with the members of the BiH Presidency and the High Representative Paddy Ashdown. On Tuesday, he will travel to Banja Luka to meet with the RS President Dragan Cavic, RS Prime Minister Dragan Mikerevic and RS National Assembly Speaker, Dragan Stojicic.

Dnevni Avaz cover splash ‘Even if we want to, we cannot live separated’, pg 5 ‘The place of the war criminals is in the Hague’ by Fadil Mandal – In the interview to DA, the Serbian president Boris Tadic says that he is satisfied with the current relationship between BiH and Serbia in both politics and economy. Asked about his stance on the BiH lawsuit against Serbia and Montenegro on aggression, Tadic says: “My stance is that all lawsuits in the entire region should be brought down at the same time,… and that would be entirely new atmosphere of trust… My opinion is very clear: all those who committed the war crimes should be in the Hague, before the war crimes chamber, and later in the prison.” Commenting to the journalist’s remark that there is an opinion that lack of arrest of war crimes suspects in Serbia could influence RS disappearance in BiH, Tadic says: “That is possible. I have not talked to Paddy Ashdown on this issue, and I hope I will have a chance… The intention is to protect the Dayton Peace Agreement.”  Asked further whether this means that he will lobby with Ashdown not to diminish RS authorities, Tadic responds: “I think it would be very dangerous if we would change the authorities of the entities, and if the DPA is to be changed in accordance of the one entity’s wishes… I am in the favour of the stability as the key pre-condition of development process in the Balkans. Radical solutions could be potentially very dangerous… With the census of all three peoples, every issue can be raised. But, without that census it could be very dangerous.

RTRS says FBiH violates BiH Constitution as it has no enough of Serb reps in authorities

 

RTRS by Dejana Radovanovic – RTRS journalist comments that the Federation of BiH violates the BiH Constitution as it doesn’t have enough representatives of the Serb people working in its governing bodies. There are only 11 Serb representatives in FBIH House of People. Slavisa Sucur, member of FBIH HoR’s Constitutional-Legal Commission says that only Constitutional Court can decide whether there is a case of constitutional violations in this matter. Slavko Matic, FBIH HoP Speaker, says that there were several proposal to overcome the lack of Serb delegations in the House, however that they are still without answers. RTRS reporter comments that the International Community, who ensured the decision on constituency of the peoples is implemented in RS, is rather quiet on this matter. Marko Krstic, Chairman of Association “Return” in Sarajevo , says that it is a due time to start with the implementation of this decision. RTRS reporter adds that Statue of Sarajevo mentions only Bosniaks, Croats and others in the provisions regarding the constituent peoples, whilst only one key position in FBIH Government has been performed by the Serb.

Njegus appointed advisor to Mektic before he resigned as police director

 

Oslobodjenje cover splash ‘Njegus appointed as Advisor before he resigned’ by Senka Kurtovic – Oslobodjenje learns that the former RS Police Director, Radomir Njegus, has been appointed to the position of Advisor to Deputy BiH Security Minister, Dragan Mektic. Daily adds that this would not be a story, however adds that Njegus appointed on the same day he resigned to the police director position. It also publishes the facsimile of the decision for his new engagement signed by the BiH Security Minister Barisa Colak on 30 November 2004

Dodik offers solutions for RS to Cavic

 

RTRS – The leader of the SNSD, Milorad Dodik, asked from the RS President Dragan Cavic to be official received, asking for an opportunity to present his party’s possible solutions for the crisis that RS is in.

Oslobodjenje pg 9 ‘Dodik offers Cavic a plan to save RS’ – Dodik’s statement reads that in the interests of RS citizens, the party is ready once more to present the the best possible solutions to the crisis and reminds that jointly they could find the answer to the key challenges.

Ivic Pasalic: Croats will not survive in BiH without its federal unit

 

Dnevni Avaz pg 2 ‘Pasalic demands Federal unit for Croats in BiH’ by F. Vele – Croatian presidential candidate, Ivic Pasalic stated during his TV appearance broadcast by the ‘Hercegovacka televizija’ from Mostar that Croats in BiH will not survive in BiH if they do not get their own Federal unit. He also accused current Croat leadership for the difficult situation of BiH Croats, adding that they sell the interests of their people. “Neither the international community in BiH, nor Bosniaks and Serbs, is guilty for the position of Croats. We are to be blamed. We did not known to save our national interest, create strategy of it and pay adequate price for it,” said Pasalic adding that Herceg-Bosna was necessary for survival of Croats in BiH.

Oslobodjenje op-ed criticises PIC session

 

Oslobodjenje pg 9 ‘Important meeting’ op-ed by Senka Kurtovic – The author refers to the session of the political directors of the Peace Implementation Council’s Steering Board on Friday in Sarajevo. Critical of this meeting, which in her opinion did not bring anything new, author notes that nothing against has been done to pressure authorities in RS, but that PIC instead praised a number of international officials, the improvement achieved by the CoM, for the regular meetings the Government has been holding, etc. “That proves that PIC has analysed the situation in BiH superficially. The Ministers of the state Government can meet on daily basis, however what is the use of it?,” says Kurtovic also criticising PIC for talking about Mostar issues very shortly.

PSC Eastern Sarajevo collects info on war crimes

 

 

 

 

NTV Hayat – NTV Hayat comments that the appeal made by the Public Security Centre Eastern Sarajevo to victims and witnesses of war crimes in BiH gave its first results. About 30 useful information were collected in past three days, and on their basis police will undertake appropriate measures and activities. Radovan Pejic, the spokesperson for the PSC Eastern Sarajevo, confirmed to Srna on Saturday that one citizen brought in video type showing the suffering of Serbs in Sarajevo ’s settlement of Pofalici.

RTRS – RTRS also comments that following appeal, PSC Eastern Sarajevo received a number of information on war crimes from both RS and FBIH citizens. 

PSC Bijeljina find materials showing war crimes against Serbs in BiH

 

RTRS – Members of the Bijeljina Public Security Centre found a large number of video and audio tapes showing war crimes against Serb civilians and soldiers in BiH and some in Croatia . The tapes predominantly concern wartime events in BiH in the area under the control of the East-Bosnia Corps, the PSC Bijeljina said on Friday in a statement. The material has been submitted to RS Interior Ministry for a detailed analysis. Police will also notify the competent Prosecutor’s Office, the RS secretariat for relations with the ICTY, the office for missing persons and the ICTY.

Rasim Ljajic confirms Mladic was SCG Army’s pensioner until 2 months ago

 

Dnevni Avaz pg 2 ‘Ratko Mladic receives SCG Army’s pension’ by S. Numanovic – DA was confirmed by the chair of the SCG’s national council for the cooperation with the ICTY, Rasim Ljajic, that Ratko Mladic was receiving the pension of the SCG Army until two months ago. Ljajic said that this was a news to him, revealed by the US high ranking officials, US Undersecretary for political issues Mark Grossman, and US Ambassador-At-Large for war crimes Pierre-Richard Prosper. Ljajic stressed that he is not sure whether Mladic still receives this pension.

Dnevni List pg 2 ‘Senseless deadlines’ by A. Beus carries an editorial which say that Chief ICTY Prosecutor Carla del Ponte stated during her last visit to Sarajevo a few days ago that Ratko Mladic and Radovan Karadzic will be arrested and transferred to The Hague by the New Year and the author notes that this is not the first time that del Ponte was giving such statements, however, Mladic and Karadzic are still at large. The author also says: ‘Responsibility for their arrest is just being shifted to somebody else and nothing concrete has been done.’

Mikerevic presents RS Govt’s economic goals for 2005

 

 

 

RTRS by Stanko PupovacRS Prime minister Dragan Mikerevic promoted economic goals of the Government for the next year. Basic goals include the increase of the budget to 1.75 billion KM, increase of gross domestic product by 6% and improvement of the living standard. Mikerevic also presented the projects the Government plans to carry out in order to achieve the stated goals. The RS Prime Minister added that RS will enter a restructuring project together with the International Monetary Fund, thus enabling strategic partners to a number of currently non-operating companies. Mikerevic concluded that RS will start with the number of infrastructure-oriented projects in the next year and added that the Government managed to provide the favourable macro-economic policy to achieve its aims.

NTV Hayat investigates donations for Srebnica

 

NTV Hayat by Senad Hadzifejzovic – A month ago, the host of the Centralni Dnevnik stated, TV Hayat sent official letters to all embassies in BiH and major international organisations (OHR, OSSE, UNHCR) asking a single question: how much money have they donated for the reconstruction projects in Srebrenica, return process to this area and the assistance to families. Thirteen embassies didn’t respond to the inquiry. Total amount of funds donated by the countries whose embassies answered reaches 133,5 millions KM. TV Hayat said it will further investigate how much funds were donated for Srebrenica. So far, it is known that RS Government directly allocated more than 3 millions KM.

Conference on reconstruction of infrastructure in Zenica

 

Dnevni Avaz pg 2 ‘Donald Hays visiting BiH Steel tomorrow’ by Fena, Oslobodjenje pg 4 ‘To find money for reconstruction of roads and railway’ by Fena, Dnevni List pg 6 ‘Conference on reconstruction of infrastructure’ by NINA – A conference to explore ways of upgrading BiH’s infrastructure, by focusing political, administrative and financial resources on road, rail and river links, will take place at LNM-BH Steel-Zeljezara in Zenica on Monday.  PDHR Donald Hays will stress the need for a comprehensive and realistic strategy for rehabilitating BiH’s infrastructure. This is a matter of the utmost priority, since the dire state of the country’s road, rail and water-transport network is blocking economic recovery, reads the OHR announcement.

DL update to Cavtat hospital property issue

 

Dnevni List pg 4 ‘Defining of property-legal agreement by end of year’ by D. PusicBojan Zec Filipovic, who is an advisor to Chairman of the BiH Council of Ministers Adnan Terzic, stated that after the talks between Terzic and Croatian Prime Minister Ivo Sanader personnel of the Sarajevo Clinical Centre handed over additional arguments which are in favor of the fact that Sarajevo Clinical Centre is the owner of the hospital in Cavtat. Zec Filpovic added that during the last few meetings between Terzic and Sanader they were discussing exerting maximal efforts to define property-legal agreement between the two states by the end of this year.

DL on reform of electro-energy sector in BiH

 

Dnevni List pg 7 ‘Without electricity for one’s own needs’ by N. Bise – Leading people of two Elektroprivredas in the Federation of BiH could not comment in details the decision of the FBiH Government on giving consent for allocation and separation of funds for transfer of electricity to the company for transferring of electricity at the state level. DL goes on to say that both Elektroprivredas sent a message that they will declare themselves on the aforementioned decision next week. DL also reminds of the statement given by FBiH Prime Minister Ahmet Hadzipasic who said that there are big potentials in this area (electro-energy) however proper capacities should be built as well. Hadzipasic added: ‘It can happen that we have a reformed and built system but that we do not have electricity even for our own needs.’
