BiH HoR discusses Jovic’s candidacy

 

BH Radio 1 by Mustafa Karahmet – The BiH House of Representatives has started the session this morning with a delay due to the unplanned meeting of the Croat Caucus met to discuss the candidacy of Ivo Miro Jovic for the vacant post in the BiH Presidency. If Jovic is approved by the Caucus, his candidacy also has to be endorsed by the Croat Caucus in the BiH House of People. Report notes that no obstacles are expected to his appointment. Deputies will also discuss the proposal on the changes to the Law on rights and obligations of the parliamentarians, heavily criticized by media as it stipulates a pay rise. HoR will vote on the report by the legal and judicial Commission whose noted that the proposal is unacceptable. Reporter says that this report is a way for HoR to reject the proposal without further embarrassment to its initiators, parliamentarians. RTRS, RHB also report on the session.

FBiH HoR in session

 

RHB, BH Radio 1 by Ljiljana Radl – FBiH House of Peoples has commenced the session discussing the FBiH Law on Inspection even though this law was not included in the agenda. However, as FBiH Prime Minister Ahmet Hadzipasic reminded, is a precondition for the World Bank loan and has to be adopted by 10 May.

HR rehabilitates Trivan, Deronjic and Dadic

 

SRNA – HR, Paddy Ashdown, announced today his decision to rehabilitate Zeljko Trivan, Marina Deronjic and Branka Dadic, which were previously replaced from their positions. Ashdown explained that Trivanj and Deronjic were replaced because of the obstruction of the property law, and Dadic because of the support to the Croat Self-Rule.  

NHI appoints its member to expert police Comm.

FENA – The NHI Main Secretariat has released that the President of NHI Executive Board, Dobrica Jonjic, will be on the Commission for making of proposal of police maps on behalf of the NHI.

 

 

German Chancellor visits BiH

Schroeder meets Terzic: ‘EC should give green light for BiH to commences with SAA negotiations’

 

PINK – German chancellor Gerhard Schroder visited BIH on Tuesday. He met with CoM Chairman Adnan Terzic, members of BIH Presidency and HR Paddy Ashdown.

During the meeting with Terzic, Schroeder said that that BiH be given a green light to commence with the negotiations on Stabilization and Association Agreement as soon as possible. Schroeder stressed that BiH achieved a lot in domain of judiciary and administration. He added that crucial steps in police reform have also been taken. “As far as I am concerned, the EC should bring decision allowing BiH to start negotiations on SAA”, said Schroeder.

FTV – Schroeder also offered help of German experts in creation of modern Constitution, compatible with other European Constitutions. FTV says that Schroeder’s statement made constitutional changes more certain, noting that they would not be imposed. “As federal State, we have experience in that field. I offered to the BiH Council of Ministers Chair (Adnan Terzic) our help if they need it, help in sending experts for constitutional issues,” said Schroeder, and added that, if BiH wants to solve constitutional issues alone and in its own capacities, that is even better.

BHT 1 – The German Chancellor’s visit to BiH is the biggest support for the country’s efforts to fulfil the strategic reform processes that will lead BiH towards Euro-Atlantic integrations, said Terzic after the meeting. “We need the strong voice in Brussels, that will speak in favour of BiH”, added Terzic.

Schroeder meets BiH Presidency, discusses reforms

 

Dnevni Avaz pg 2 ‘BiH could be a regional centre for the fight against organized crime’ – German Chancellor Gerhard Schroeder also met with the members of the BiH Presidency, Sulejman Tihic and Borislav Paravac.  They informed Schroeder of the ongoing reforms in the country, especially the implementation of reforms in the sectors of defence, intelligence, education, introduction of VAT, customs and tax systems, and the preparations for processing the war crimes cases in BiH. They mutually underlined the importance of the forthcoming police reform in BiH. They also noted that BiH could be the main centre of the regional fight against organized crime.

Srebrenica Women demands assistance from Schroeder

Hadzic– About 30 representatives of the Association ‘Mothers of Srebrenica’ waited for the German Chancellor in front of the BiH Presidency demanding from him not to meet with the BiH Presidency Chair, Borislav Paravac. During brief meeting with Schroeder, they demanded urgent apprehension of 892 possible war criminals listed in the report by the Srebrenica Commission. Dnevni Avaz pg 3 ‘Srebrenica’s special status is a matter for BiH authorities’ by Onasa – Srebrenica women also met with the HR Paddy Ashdown in front of the building of the BiH Presidency. They told him they demand the special status for Srebrenica, to which he stressed that they should address this matter with the BiH authorities, not the German chancellor. 

DA claims Germany interested in taking up HR’s position after Ashdown leaves

 

Dnevni Avaz cover pg splash ‘Schroeder offers Ashdown’s successor’ and pg 2 ‘Germany offered HR’ by S.N. – DA learns that Germany is interested in the position of the High Representative after the Paddy Ashdown’s mandate expires at the end of this year and according to the article German Chancellor Gerhard Schroeder talked about this issue during his visit paid to Sarajevo on Tuesday. DA also says that an interest in the HR’s position is related to the wish to protect and strengthen the German economic interest in BiH, especially when the work of facilities ‘Volkswagen’ is in question. Schroeder expressed willingness to consult the BiH authorities when the election of a new HR is in question and DA says that this would be the first such case in the international engagement in BiH.

HDZ puts forward candidacy of Ivo Miro Jovic for BiH Presidency

He added that the decision was made in the wake of additional consultations between members of the HDZ presidency and HDZ deputies to the BH Parliament. Pavlovic also claims that a large majority of HDZ presidency members supported Jovic’s candidacy.

VL: Colak admits positions on Jovic within HDZ ‘did not match’

 

Vecernji List, pg 2 ‘Parliament deciding about Jovic’, by Z. K. – According to the President of HDZ BiH, Barisa Colak, he took the decision to nominate Jovic, together with three vice presidents of HDZ, and after consultations with other members of the HDZ Presidency. Colak admitted that the positions (among members of HDZ Presidency)“did not match”. According to Martin Raguz, who was mentioned as a likely candidate, he was not consulted. Furthermore, VL notes that according to three (anonymous) members of the HDZ Presidency, as many as 8 members of the said body were not consulted.  Inset ‘Vinko Zoric will nominate Jovic’ reads that the President of HDZ Caucus in BiH House of Representatives, Vinko Zoric, should today nominate Jovic. Zoric says he will respect decision of “any body of HDZ”, however he could not rule out a different outcome. “If it is true, like you claim that some members of HDZ Presidency were not consulted, than it is not the right decision”, says Zoric.

Vele  – Commenting to the Ivo Miro Jovic’s candidacy, Martin Raguz [who was often regarded as the most possible candidate for the positions] comments for DA that such decision was not in the line with the HDZ’s Statute: “HDZ BiH Presidency, according to the Statute, is only authorized to propose the candidate for the new Croat member of the BiH Presidency and than there was supposed to be another session for all this to be legitimate. Since this is not going to happen, there is an issue of possible manipulation with the so called internal consultations.” Raguz is also strong in belief that the latest events are a preparation for the upcoming HDZ Congress: “It is clear that certain individuals… desire to use this replacement in the BiH Presidency, current political situation, to fight the internal conflicts in HDZ.” DA also carries that there are speculations about Raguz  possibly leaving HDZ. Officially, he stated for DA that the decision was practically made only by Barisa Colak and Deputy HDZ Presidents.

Dnevni List, pg 2 ‘Jovic is legitimate candidate of HDZ’ – The president of NHI, Kresimir Zubak, notes that the HDZ got the biggest support from the Croat people, therefore the party is entitled to nominate a candidate.

Dnevni List, pg 3 ‘Jovic should change rhetoric’, – the president of HSS, Marko Tadic, says it is not irrelevant as to who sits in the BiH Presidency, stressing that he hopes Jovic will change its current rhetoric and attitude towards some important political events in BiH.

Dnevni List, pg 3 ‘Minor role of BiH Presidency’ – the president of HNZ, Milenko Brkic, says one should not pay too much attention to the issue because the HDZ is nominating a candidate who will not be accountable to the Croat people, but to a lobby that runs the HDZ.

DA: BiH Presidency in full composition again by Friday? BiH HoR to discuss Covic’s successor today

 

Dnevni Avaz pg 4 ‘In full composition again by Friday?’ by A.M. carries Simo Bozalo, who is a Head of the cabinet of the Serb member of the BiH Presidency Borislav Paravac, as saying: ‘We hope that the BiH Parliament would elect a new member of the BiH Presidency today (on Wednesday). If all things were done we would convene a session (of the BiH Presidency) on Friday and the appointment of the new Croat member of the BiH Presidency would be verified during this session.’

Vecernji List, pg 2, mentioned on front ‘Dragan Covic nominated for president of HDZ BiH’, by Miso Relota – Notes that the City Board of HDZ of Mostar, at its yesterday’s session (Tuesday), nominated Dragan Covic for the position of new president of HDZ BiH. The 9th (electoral) Convention of HDZ is scheduled for June 4, 2005 in Mostar.

DA op-ed compares Jovic to Paravac, noting this candidacy could cause big rift inside HDZ

Dnevni Avaz pg 3 ‘New Paravac in Presidency’ by S. Numanovic carries an editorial commenting on the fact that in spite of warnings coming from the international circles the HDZ top proposed that Ivo Miro Jovic becomes Dragan Covic’ successor in the BiH Presidency. DA also says: ‘If Jovic becomes a BiH Presidency member he would be in an ideal harmony with rigid stands and behavior of the current Chairman of the BiH Presidency Borislav Paravac. At the same time, the BiH Presidency as an institution would be totally marginalized and senseless in its form. And HDZ might be a loser too…In case that Jozo Krizanovic becomes the Croat member of the BiH Presidency, this institution would be weakened but not discredited, however, the question arises as to what the HDZ fraction, which is the strongest one at the moment, will do in order to revenge to its coalition partners.’

Covic: RS has a choice to either accept police reforms, or be culprit for BiH’s failure to join EU

 

BHT 1 Zoran Sarenac – RS President Dragan Cavic stated that RS has a choice to either accept police reform under the three EC principles, or to reject it which will make the entity a sole culprit for BiH’s failure to join the European integrations. At the press conference in Banja Luka on Tuesday, Cavic added that the reform means that RS will loose its authority over the police as jurisdiction in these matters would be transferred to the state level. “In that case, police issues would not be solved in Entities, but in the police regions. But in case that some of those regions are in the RS boundaries, than police issues would be solved in the RS as well”, said Cavic. Hayat – also brings Cavic as saying RS has two options. RTRS Biljana Knezevic – Cavic noted that during the Vlasic negotiations no final decision on police reform was made. “Nothing has been agreed on until everything is agreed. This is the principle upon which talks on Vlasic have been held. RS officials have explicitly said that they were not going to sign any document, and that all they can do is to accept joint statement. We have warned everyone that these issues should be discussed by political parties, and that each party should take a stance regarding the issue”, said Cavic. PINK – Cavic said that the report also demand some changes to the entities’ Constitutions but not to the BiH Constitution, and he does not exclude possibility for RS to be entirely destroyed if BiH is to be regionalized. “[Regionalisation] is not a standard since there is no such standard in the EU…. Any choice is going to bear certain consequences. Political parties are to decide which consequences are greater than the other. As far as I am concerned, all options are possible…. If there is no compromise, there is possibility for an instable period to occur, especially in the RS,” said Cavic.

Daily: Expert Police Commission to hold first working meeting today

 

Oslobodjenje pg 7 ‘Commission for police maps in session today’ by Az. Kalamujic – Daily carries that the Expert Commission on the police maps should hold its first working meeting today. On Wednesday [by the end of business], HDZ, SDP and SBiH have nominated their representatives to the Commission – Mato Jozic, Interior Minister in Posavina Canton, Damir Hadzic, SDP Vice Chair, and Muhidin Alic, Interior Minister in Zenica Canton. NHI asked for short postponement before the nomination, and dailies carries no names on RS members. OHR Spokesperson, Oleg Milisic said that the OHR will not be actively involved in the work of the Commission. However, he noted that the OHR experts will attend the sessions as observers. Nezavisne Novine pg 4 ‘Commission for development of maps of police regions has not been established’ by M. C. and R. S.Milorad Dodik, Drago Kalabic and Petar Djokic claim no person has consulted their parties with regard to selection of the Commission members.

 

SDP, SDA on police regions proposals

 

BHT 1 – Currently, there are five proposals on the police maps, and the political parties have different opinions about them. “The police must be organized in the same was as judiciary, and the officers of the prosecutor, like taxation and fiscal administrations are already organized, because it would be very stupid if those institutions are organized differently”, said SDP President Zlatko Lagumdzija. “Five regions would be better, nine plus one is not in accordance with the keeping standards we want to meet”, said BiH Presidency member Sulejman Tihic.

OHR: BiH authorities lead police reform process

S. inset ‘Authorities are taking over the leadership in police reform’, Glas Srpske pg 5 ‘We will be observers’ not signed – According to an OHR spokeswoman, Sanela Tunovic , the BiH authorities are taking the lead in the process of police reform. Tunovic added that the OHR would continue to be present at the meetings on police reform, but only as an observer. Tunovic could not say when the talks would continue.

Kunic: Proposed model of police reform is detrimental for RS

 

Oslobodjneje pg 5 ‘Catastrophic consequences for RS!’, Nezavisne Novine pg 4 ‘The proposed model of police reform is detrimental for RS’ by Agencies, Glas Srpske pg 5 ‘We alone are abolishing ourselves’ by N. D. – Member of the BiH HoP and DF President Petar Kunic called on representatives of RS authorities on Tuesday to reject the proposed model on police restructuring and added that accepting it would have catastrophic consequences for the RS and the Serb people. Kunic claims that the proposed model leads towards the centralization of BiH and is not suitable for federal states such as BiH. “It is evident that RS citizens are against constitutional changes and that this is leading exactly towards that objective”, Kunic said and stressed that the RS cannot accept any changes to the Constitutions because that would be detrimental for it. Kunic criticized RS representatives and added that the RS political leadership does not have the strength to resist initiatives that are being launched.

NN op-ed: Police at measure of nationalistic parties

 

Nezavisne Novine op-ed pg 7 ‘Police at the measure of nationalistic parties’ by Mirza Cubro – The author starts the article by referring to OHR self-appraisal that local politicians will be leading police reform talks, noting that this very sentences has caused a great fear and uneasiness amongst any normal citizen of BiH. Cubro stresses that unlike Martens’ proposal, Vlasic meeting has no good point at all, since nationalistic parties, whose officials are sitting at prisoners’ deck before courts throughout the world, are leading it.

Nezavisne Novine pg 5, announced on cover ‘Low ranking officers and Defense Ministry Spokesperson are responsible for the incident’ by A. Sisic – BiH Minister of Defence Nikola Radovanovic sent back the report on incidents during the oath giving ceremony in Bileca and Manjaca for finalization to the RS Ministry of Defence (MoD), as according to sources close to the investigation. Although this report was scheduled to go public on Wednesday, Radovanovic sent it back because it does not contain the names of the persons who are responsible for those incidents. As according to the source, only low-ranking officers of RS Army and RS Defence Ministry Spokesperson Branko Trkulja would be held responsible for the incident. Dnevni Avaz pg 12 ‘[Report on] Manjaca and Bileca returned’ – also reports.

BHT1 – According to the BiH Presidency Chairman’s military advisor Drago Kapetina, BiH Presidency will discuss the RS Minister of Defence Milovan Stankovic’s report on incidents in Bileca and Manjaca. After that BiH Presidency will most likely change the decision on organization and structure of BiH’s armed forces, added Kapetina.

New SIPA Director tomorrow?

 

BHT 1 – The new Director of the State Information and Protection Agency will probably be nominated at the session fo the BiH Council of Ministers on Thursday, May 5. BiH Security Minister Barisa Colak, in numerous statements for media, said that he expects his candidate Dragan Lukac to be appointed to the postition. BiH Minister of Foreign Affairs Mladen Ivanic opposes this appointment.

OHR spokesperson, Kevin Sullivan, said Butler noted that the reform is not just about enacting laws and ticking off boxes covering the requirements of NATO or the European Commission, but also about implementing laws and securing real benefits for citizens. Ambassador Butler said that the development of BiH’s Peace Support Operations capacity is a sign that BiH is beginning to acquire a military posture appropriate to a modern democracy.

Ivanic stressed that the BiH authorities are aware that without the full cooperation with the Hague Tribunal, there will be no progress in the efforts aimed at accessing the Partnership for Peace. It was mutually ascertained that substantial results have recently been accomplished in improving the cooperation with the ICTY.

PINK – It was also stressed that RS Interior Ministry made a special contribution to the imporoved cooperation. “During the meeting, we agreed that the cooperation had been improved, but the ICTY expects the cooperation to be continued; until the last war crime indictee is not imprisoned the ICTY will not be able to mark the cooperation as fully positive”, said Ivanic.

RTRS – “What Del Ponte expects when it comes to BiH, is for Radovan Karadzic case to be solved. I hope that EU is going to have the same relation with BiH as it used to have with SCG, and we are all aware of the fact that SCG got positive remark on the Feasibility Study. I see no reason why the situation would not be the same when it comes to BiH”, said Ivanic.

Pandurevic pleads not guilty

Oslobodjenje pg 2 ‘BiH lawsuit against SCG for genocide cannot hold out’, mentioned on cover, by Beta, Glas Srpske pg 3 ‘There was no genocide’ – Radoslav Stojanovic, legal representative of SiCG in lawsuit BiH has filed against SiCG before International Justice Court assessed that the BiH lawsuit for genocide against SiCG can not hold out, noting: “I believe we will win the suit since there was no genocide in BiH. Therefore, Court will reject lawsuit.”

Bishop Grigorije says Karadzic and Mladic should surrender

 

Vecernje Novosti pg 2, announced on cover ‘New wine, new people’ by Radivoje Gutic – In a page-interview to daily, Bishop Grigorije speaks of the visit to USA, Kosovo, RS, Radovan Karadzic and Ratko Mladic. On Mladic and Karadzic, he reiterates his personal view, not the view of SPC (Serb Orthodox Church) that he would personally go to The Hague if he were called, noting: “If two of them had gone to The Hague when they were asked to do that for the first time, they would have been heroes. Nowadays, their heroic deeds and fight are brought into question.” He notes he would never betray, even if information gets to him. On RS, he reiterates its hope rests with the young people, whose time is also passing by.

 

Nacional: Mladic located in area between BiH and Serbia

Nacional pg 3 ‘Mladic is the next passenger for The Hague’ by P.T.N. – Daily has learnt from sources close to ICTY Chief Prosecutor that Ratko Mladic is somewhere in the territory between western Serbia and eastern Bosnia. Daily notes that Serbian Government does not plan any sort of special action of arrest of Mladic. Rasim Ljajic, SiCG Minister for human and minority rights, stated “if Mladic were within the territory of SiCG, there is no other option but to arrest him.” Responding to press inquiry whether this response would stipulate Mladic might be the next passenger for the Hague, Ljajic confirmed this.

All 13 prosecution witnesses adhered to the statements they had previously made. Purisic’sdefence attorney Dusko Tomic also informed the court that he had been receiving threats in the past three months since the trial adjourned.

The presidents believe that the current situation in BiH is aggravating and that ‘the BiH Constitution imposed in Dayton is unfair, not functional and economically unsustainable’.

HB case: Jelavic’s defense to have 30 witnesses

Tulic – According to sources close to the BiH Court, lawyers of former HDZ President and a suspect in the Hercegovacka Bank case, Ante Jelavic, submitted to the Prosecution a list with names of their witnesses just prior to May 1 holidays. According to the same sources, defense should have 30 witnesses.

Jurkic on TV studio in Mostar: Cuckoo’s egg by OHR and EC

 

Slobodna Dalmacija, pg 16, mentioned on front ‘TV studio in Mostar instead of HR channel?!’, by Stjepan Jurkic – Carries an op-ed signed by Stjepan Jurkic (NB: he organized signing of petition for third, Croat TV channel) in which he comments about the recent reports that the Croat leaders have been offered a TV studio in Mostar and in exchange they would have to give up the third channel. Jurkic says it is about a “cuckoo’s egg” and a “cheap trick” by the OHR and EC, saying that the only way to go is to establish a third channel in the Croatian language.

RHB, Slobodna Dalmacija, pg 18 ‘No public TV without channel in Croatian’, by Z. Zekic – HSP Djapic-Jurisic argues that the RTV system with a separate channel in the Croatian language is the only right solution. Media also reported of the HDZ BIH Youth Presidency requesting a channel in Croatian language.

Update to Energopetrol tender process: Hadzipasic says there will be no postponement 

Vecernji List, pg 15 ‘Hadzipasic: There will be no postponement’, by Dejan Jazvic – The FBiH Prime Minister, Ahmet Hadzipasic, whilst commenting media reports that the tender for co-capitalization of ‘Energopetrol’ will be annulled because of low bids coming from INA and MOL, says the Government did not take a decision because he wanted to give the ministers enough time to evaluate the offers. On top of this, the PM says he will not succumb to anyone’s influence and lobbies interested in ‘Energopetrol’.

Dnevni Avaz, pg 11 ‘How will FBiH Government position itself towards INA’s tax incurred debts?’, by M. Kukan – The daily argues that the co-capitalization of ‘Energopetrol’ has become complicated because the FBiH Government members will have to declare themselves about the debt of INA Company to BiH on account of unpaid taxes. According to ‘Avaz’s’ sources, INA owes 22 million KMs.

Oslobodjenje, pg 10, mentioned on front ‘Possible annulling of tender’, by A. Avdic – The daily learns from “reliable sources” that the story about annulling of tender was initiated by certain groups in the FBiH Government that work in the interest of the Austrian OMV (one of bidders). After realizing that they have lost to INA, OMV now want to annul the tender and adapt it OMV. The source says it is the SBiH ministers that work in the interest of OMV. According to FBiH Minister of Industry and Energy, Izet Zigic, the final decision rests with the FBiH Government. “Everything is still open and all three bids are still in circulation. None of the companies are out of the game”, says Zigic.
