They discussed on the ICTY war indictees, issue of Kosovo, political negotiations with the EU, BiH Constitution, etc. In terms of Kosovo, Cavic told press conference that they agreed that its issues and BiH Constitution were separate issues with a common link of being founded on international acts and documents, presenting interior issues of the respective states. That must happen in the sensitive balance with the entities’ authorities and RS position,” Cavic. The meeting with Kostunica was also attended by the RS MoI Darko Matijasevic. RTRS, FTV – Officials stated that remaining ICTY indictees Radovan Karadzic, Ratko Mladic and Stojan Zupljanin must be extradited to the Hague as soon as possible. Cavic added that the operational activities are underway to find and apprehend the PIFWCs still at large. “But, the [RS Ministry of Interior] is not a ministry of information to [publicly] talks about its activities,” added Cavic. 

Hayat: Terzic also departed for Belgrade?

 

Hayat by Nebojsa Radulovic – In a statement to Hayat, the Chair of the BiH Council of Ministers Adnan Terzic comments the RS President Dragan Cavic’s visit to Belgrade, saying he did not know whether the visit had anything to do with negotiations BiH was to launch with the EU. “I have to admit that I regret the fact that Igor Davidovic rejected the nomination for Chief BiH Negotiator in Stabilization and Association Agreement talks”, said Terzic added. According to NTV Hayat sources, Terzic has also departed for Belgrade on Thursday evening.

Popovic  – Spokesperson of OHR Banja Luka Ljiljana Radetic on Thursday stated that HR Ashdown would, by the end of his mandate, deal with the possibility of rehabilitating removed politicians in BiH. Radetic refused to give more details. FTV – OHR Spokesperson Mario Brkic said the OHR is to reassess whether removed persons or actions they conducted presented a threat to the DPA and BiH’s stability.

SDS claims 12 removed officials would be rehabilitated

 

Nezavisne Novine pg 3, announced on cover ‘SDS claims 12 removed persons will be rehabilitated’ by V. Popovic – Sources close to SDS claim HR Paddy Ashdown is expected to rehabilitate 12 officials that were removed in accordance with the decision taken on June 30 last year. The source claims HR should present the decision on rehabilitation before November 10, in order to strengthen the position of SDS President Dragan Cavic. SNSD stated that the announcement on possible rehabilitation of SDS officials was a reward to Dragan Cavic for his cooperation in implementation of reforms. SPRS’s Petar Djokic shares a similar view, while SDS and PDP welcomed the announcement of HR on rehabilitation.

Politicians’ comments on forthcoming talks on constitutional changes: Serious phase beings  

 

EuroBlic pg RS2 ‘Serious phase begins’ by Nedeljka Breberina and Rajna Radosavljevic – According to anonymous source, leaders of BiH political parties should commence talks on constitutional changes in Brussels on November 11. PDP’s Slobodan Nagradic expects the situation would be much clearer after the meeting in Brussels, as well as that it would result in amendments that would be forwarded to the parliamentary procedure. Party for BiH’s Beriz Belkic reiterated that majority of participants believe the Presidency of three members should be kept while only the procedure of election of the members should be changed. SDA’s Mirsad Ceman confirmed that a consensus on establishment of a body in charge of agriculture on the state level was reached, while the participants believe culture, education and healthcare should remain under the authority of entities and cantons. SDP’s Jozo Krizanovic says many options are still open because the negotiators in the past had no mandate to reach any decisions. SDS’s Mladen Bosic claims a serious discussion on constitutional changes is yet to follow because a group that had no authority to reach an agreement on anything participated in past talks. Inset ‘No amendments’ – HDZ’s Mile Lasic claims there are no draft amendments to the existing BiH Constitution, but ‘a certain progress was made’. He thinks amendments might be adopted in March in order to enable introducing changes to BiH Election Law. Nezavisne Novine pg 5 ‘Talks on abolishment of cantons’ by M. BN TV ‘Puls’ current affairs programme by Suzana Radjen-Todorovic – In an interview to BN TV, SDS Vice President, Mladen Bosic, commented on the talks on constitutional changes focusing at those held in Washington under auspices of the US Institute for Peace. After a large number of parties accepted the offer, Bosic said SD did so too under strong assurances from the former PDHR Donald Hays first there would be no pressure and nothing would be decided on without a consensus. Bosic notes that Dayton Constitution is already significantly changed, for example the BiH CoM. He explains the talks focused at ways to increase administrative functionality, however the sensitive issues, such as BiH structures, two entities, asymmetric FBiH, weren’t discussed. “When we put things on the table, it appeared that we can talk about some things, but it is a question how important those things are and how much this can satisfy ambitions of those who would like to see constitutional changes,” he said. Commenting the proposals presented, Bosic said: “Story about consensus in making constitutional changes excludes 80% of issues that different political subject would like to change.” He added that, at the end, talks were brought down to the structure of Presidency, Parliament and CoM. He referred to analyse that Venice Commission published in April this year saying it clearly said RS doesn’t need to be changed or abolished. “Conclusion of the Venice Commission is that, actually, functional organisation has to be created in FBiH, because large number of ministries exists in FBiH, which has a very complicated structure, comparing to simple structure in RS,” said Bosic.According to Bosic’s observation conclusions, it will be difficult for FBiH to reach agreement on this, expressing a surprise that everyone is running away from this issue. Regarding CoM, Bosic also mentioned that there is initiative on transforming BiH CoM into BiH Government which has not received the support by three RS parties at these talks (SDS, SNSD, PDP). “For us, the problem would be authorities that evolve from such transformation,“ he said. However, he does stressed that the state Agriculture Ministry would be an issue now that BiH is to open talks on SAA. SDS agrees that the CoM needs to be extended and to include the Ministry of European Integrations. Another meeting is scheduled to take place in November 11 in Brussels.

VL op-ed: Croats should have their political and territorial exclusiveness

 

Vecernji List pg 2 ‘Equality or sidelining’ by M. Bosnjak says that the time has come to talk about constitutional changes in BiH freely and openly. The author added that peoples should be allowed to agree about principles of equality. He added: ‘It should be made possible for Croats to have their political and territorial exclusiveness from which they can act…Everything else would be a fear of sidelining that has been present in almost all BiH institutions at the moment.’  

Feral op-ed commenting on constitutional changes proposals

 

Feral pgs 21-22 ‘How Constitution was hardened?’ by I. Lovrenovic carries the author’s commentary on various proposals on constitutional changes and with regard to the BiH Bishops’ Conference proposal the author says that, unlike before, viewing of the whole BiH perspective prevails in this document as well as the BiH re-organization that would bring a better position to Croats in a way that the better positions would be provided to all others and the society in general. The author also says that comparing this stand with the ideas coming from the scientific gathering of Croat intellectuals held in Neum (on the same issue) this Neum gathering seemed miserable and old-fashioned. According to the author, it was obvious that intellectuals gathered in order to help Dragan Covic and Ivo Miro Jovic’s HDZ.

SDS to submit name of candidate for RS Education Minister by end of week

 

BHT 1 by Boris GagicSDS announced that it would deliver the proposal for the new RS Minister of Education to RS Prime Minister Pero Bukejlovic by the end of the week. High Representative in BiH Paddy Ashdown removed Milovan Pecelj from this position on Monday; according to BHT reporter, the most possible candidates for his successor are the rector of the Banja LukaUniversity Dragoljub Mirjanic, and the dean of the Faculty of Science and Mathematics Rajko Gnjato. RS Government announced that the new minister of Education would be appointed very soon.

Ljubic: Around 800 members signed Ljubic’s promemoria

 

Oslobodjenje, pg 6, mentioned on front ‘Around 800 members signed Ljubic’s promemoria’, by A. Omeragic – According to the daily, it would appear that the number of dissatisfied members of the HDZ is on the rise given that the ‘Promemoria’, a document requesting new inter-party elections, has been so far signed by almost 800 members of the party. This information has been confirmed by Bozo Ljubic. Oslobodjenje, however, finds out that Ljubic is yet to collect 70 signatures of members of the HDZ Main Board that are required for organization of new inter-party elections. Allegedly, the ‘Promemoria’ has also been signed by former HDZ leader Bozo Rajic.

BHT1 in with Schwarz-Schilling: I would be more of advisor to BiH, but when needed I would use all powers given to HR

 

BHT 1 by Amir Zukic – In interview to BHT1, Christian Swartz-Schilling talked about his nomination for the new HR to BiH [without wanting to comment his election to the position]. Schilling reiterated that his extensive experience in BiH resulted with a trust between him and citizens. He assessed the criticism on his mediation in BiH as democratic adding that all allegations must be supported by evidence. Schilling refused to consider HR to BIH as a monarchic since many issues have been handed over to BiH Institutions. He stated that if elected he would decrease the powers of HR leaving state management to national institutions. “I would be more like a friend or advisor to BIH, but if someone obstructs the implementation of reforms, violates the DPA or organises corruption than I will use all powers given to HR” said Schilling. “These people suffered a lot due to political disagreement but if elected, I would serve to these people and I pray BIH citizens to trust me” concluded Schilling.

Tokic on forthcoming session of ‘Igman Initiative’

 

Dnevni Avaz, pg 5 ‘We will talk to Mesic and Marovic about future relations of three states’, by Z. Persic – According to the President of SDU, Sejfudin Tokic, the main topic of the 11th session of the ‘Igman Initiative’ that is scheduled to meet in Sarajevo on November 6 and 7, will be relations between BiH, Croatia and SCG ten years after the Dayton Peace Accord. Tokic notes that the conference is aimed at the states reaching an agreement on future cooperation among them i.e. that all countries be responsible for their acts and that there is no interference into other country’s affairs. Tokic also notes that the conference will not be analyzing the DPA, nor will discuss the BiH Constitution, since it is an internal matter of BiH.

Glas Srpske pg 2 ‘Offer still open’, EuroBlic RSpg 1 ‘Bad start to be followed by worse beginning’, announced on cover ‘Nobody wants to negotiate with EU’ by Nedeljka Breberina – After Igor Davidovic withdrew his candidacy for the chief BiH negotiator, RS President Dragan Cavic stated in Belgrade on Thursday he is still waiting for SNSD to propose chief negotiator with EU, stressing: “The offer to SNSD is still open. I will support their candidate and propose him to BiH CoM. Otherwise, I will take responsibility and make decision.” BHT 1 by Zoran Sarenac – Cavic and leaders of RS political parties will meet again next Monday, and it is expected that the name of chief BiH negotiator will be announced after this meeting. Meanwhile, SNSD refused to nominate new candidate for this position. “We expect that SDS would nominate some of their candidates, probably (RS Minister of Finance) Svetlana Cenic or Djordje Lajsic… If that happens, SNSD would not support them”, stated SNSD Vice-president Krstan Simic. RTRS by Nada Arlov – Cavic still feels that Igor Davidovic is one of candidates, adding that he would insist on the consensus to be reached between 6 main RS political parties on the appointment. FTV – FTV comments that instead of working on BiH strategy for the SAA talks with EU, BiH politicians are arguing about the name of chief BiH negotiator as if it is the biggest problem BiH has. Ivanic, Lagumdzija agree first platform to be set, than chief negotiator appointed

 

BHT 1 – BiH Minister of Foreign Affairs and PDP leader Mladen Ivanic thinks that this whole process of appointing the chief BiH negotiator turned into real political farce; SDP leader Zlatko Lagumdzija blamed BiH Presidency and Council of Ministers members for such complicated situation, especially Adnan Terzic, Cavic, Ivanic, Sulejman Tihic and Ivo Miro Jovic. Both Ivanic and Lagumdzija claim that BiH’s negotiating position should be defined first, and than it would be easy to appoint the chief BiH negotiator. Petar Djokic, SP RS President, is of the view that “party consultations have no sense any longer and that issue about nomination of chief negotiator should be taken over by institutions where ruling parties make majority”. Marko Pavic, DNS President, also said Davidovic’ decision could have been expected, noting: “When we saw draft decision that EU negotiating team head should be above chief negotiator, it was then clear to us it is another pre-determined farce of Adnan Terzic and Dragan Cavic. RS President probably knows name of negotiator, while everything else is useless farce and auction with names.” Milanko Mihajlica, Presidnet o SRS, also shares the view the entire process headed the wrong direction: auction with names and undetermined priorities in the entire process. Mladen Bosic, SDS Vice President, expressed regret Davidovic rejected nomination, noting RS President should select person with professional and expertise qualities for the position. He also alleges “it was agreed within SDS not to nominate anybody for chief negotiator in order not to contribute to political and party competition.”  According to inset ‘Negotiator or ikebana’, Veselin Poljasevic, Head of PDP Caucus, stated “Davidovic’ rejection of candidature is a logical follow-up of something, that started in wrong direction, since PDP has been warning from the beginning the platform should have been first set and then personnel solution should have been reached.” RTRS carries Mihajlica. Omeragic – Following the news that Igor Davidovic has withdrawn his candidacy to become BiH’s chief negotiator with the EU, Vice President of SDS, Momcilo Novakovic, assesses that the withdrawal could cause problems to the process of selection of the negotiator and preparations for negotiations with the EU. He also notes that the RS President, Dragan Cavic, should be talking to Davidovic one more time to see whether it is his final position. Furthermore, Novakovic says the SDS Presidency has put Svetlana Cenic in the first position, Davidovic in second and Djordje Lajsic in the third position among the candidates. He then goes on to say that if other (parties) are not ready to support Cenic, the SDS were ready to support Davidovic, adding that all the candidates are ‘equally serious’ to the SDS “however, everything depends on whom the all the parties accept, not only in the RS, but in the FBIH too”. SDS also believes that Cenic, a Cambridge post-graduate, would be a good negotiator working to the interest of BiH, however Oslobodjenje comments that she carries a burden of being a war-time associate to former RS Vice President, Nikola Koljevic, and that she has been recently labeled by the IC as an obstructionist of reforms.

Nezavisne Novine pg 5 ‘Davidovic gave up, Cenic has biggest chances’, announced on cover ‘Cenic has biggest chances’ by V.Popovic – Daily learns from its sources that following rejection of candidature for chief negotiator of Igor Davidovic, Svetlana Cenic, RS Finance Minister, is the most serious candidate for the position. Source claims that at this moment, Cenic has the strongest biography and is the only one, who could meet criteria to assume this position. Cenic Thursday told daily she greatly appreciates Davidovic, expressing regret aftermath of nomination process results in seeing candidates look strange at each other, noting: “Unfortunately, problem is created around every single position here, even when it is not necessary.” She said she would give her view on nomination after she holds talks with RS President and RS Premier. Djordje Lajsic, former RS Minister of economy, expressed readiness to accept nomination if party leaders reach consensus on the issue. Igor Radojicic, SNSD senior official claims that “Cavic’s calculation with names of candidate has resulted in seeing Davidovic give up on candidature”, adding Cavic has created a confusing situation. Nezavisne Novine op-ed pg 7 ‘Looking down on somebody’ by Natasa Krsman – Writing about process ahead of us, i.e. selection of BiH negotiating team and chief negotiator with EU, the author stresses that many BiH politicians should first “land” after years of position high up above other people, at offices where votes of electorate took them. She claims that one day, when European standards are defined, officials will have to lay accounts for all their conscious and non-conscious omissions. She concludes by saying citizens of BiH will be happy when they become a part of Europe, where system of value exists.

RS police finds stolen explosive detonators possibly intended for use in ‘some other countries’

 

 

 

 

FTVby Blazica Kristo – The RS Police has discovered the explosive-activating devices – more than 5,500 different kinds of detonators – stolen nine days ago from “Milos Obilic” barracks in Pale. Police officers were not able to give any details about the perpetrators of this crime. Police also discovered the stolen explosive devices in the family house of R.P. in VlasenicaMunicipality; those explosive devices have been stolen from the barracks in Bijeljina. Although it is not clear what was the motive for those crimes, police assumes that those explosive-activating devices were intended for use in some other countries. PINK – In a statement for Infotop, Commander to Police Station Pale Predrag Krsmanovic said that several persons were arrested, but that he could not disclose their names. He also stated that there are persons with BiH citizenship that never appeared in BiH and added that due to international pressure all problems regarding BiH citizenship will be resolved.

Medunjanin carries that being a guest at BN TV Chairman of the BiH Council of Ministers Adnan Terzic stated that there is a connection between criminal groups in BiH and individuals from the BiH security-police system. According to Terzic, he has received the information about numerous weaknesses within the border control system. VL learns that Terzic received these information unofficially since the report of the State Border Service (DGS) inspectors has not been submitted to the BiH Security Ministry yet. VL says that the reason because of which this report was not handed over to the aforementioned Ministry are obstructions coming from some still very influential former DGS officials. Unofficial information also says that traces of the crime and illegalities lead to some very influential Serb representatives in the DGS seat.

Sinanovic – Co-Chairman of Defence Reform Commission, Raffi Gregorian, is worried that the (BiH) National Fiscal Council could propose a proposal of defence budget for 2006 that would amount to less than 300 million KMs, which is the initial proposal. He calls on the MPs to vote for a 300 million KM defence budget, stressing it is the lowest amount that could secure an efficient implementation of the recently adopted defence laws.

GS comments on Gregorian’s statement: IC has always something new to regard as ‘obstruction’

Glas Srpske pg 5 ‘Interception’ by V.Janjic – Following Raffi Gregorian’s latest statement (when he said the fact not a single person from OHR, EU and USA black list has been processed so far represents an obstacle to BiH admission to PfP), daily comments ironically that international officials always have something new to regard as “obstruction”. Daily further reports referring to its source that BiH Prosecutor’s Office has been engaged in several pre-investigation procedures against persons from the lists, but no investigation or indictment has been brought so far.

Moskaljov, Nezavisne Novine, pg 9 ‘Agreement on protection of rights of former members of HVO’, by Srna  – At its session held on Thursday the Croatian Government has decided to launch the procedure for signing the contract with the BiH Council of Ministers on rights of HVO members and members of their families. The Croatian Government also formed the delegation, which would be in charge of negotiations on this contract led by Croatian  Minister for Defenders’ Issues Jadranka Kosor. It has been expected that in this way the care would be taken of 800 families of killed HVO members while HVO invalids can get a right on the Croatian assistance in 2007 or 2008 when they pass the procedure for determining the level of their disability according to the Croatian regulations. It has been expected that BiH and Croatia would sign the contract on this issue by the end of the year. HTV, NOVA TV [Croatian TVs]– Kosor stated that at the beginning of next year a law regulating the rights of war veterans and their families would go into force in FBiH, which will considerably restrict the rights of the families of HVO soldiers who were killed, imprisoned or went missing during the war, as well as of disabled war veterans. She went on to say that the agreement would make it possible to cover part of disability and family pension allowances which under the new law would not be paid by the FBiH.

GS wonders whether failure of ITA to pay 25 million KM to RS was deliberate

M. – the author of the article wonders whether ITA deliberately deprived RS budget of 25 million KM and adds that, considering the fact RS members of ITA Steering Board Svetlana Cenic and Miodrag Kudic sent a letter to Jolly Dixon and ITA Director Kemal Causevic, they were beyond any doubt informed on damage they were causing to RS budget. The Head of the ITA Department for Communications, Ratko Kovacevic, has stated that the money was not paid to RS because the republic and federation Ministries of Finances had not forwarded verified data on collected turnover taxes. The Spokesperson of RS Ministry of Finances, Radmila Mihic, has stated that ITA persistently refuses to apply the Decision on calculation of distribution coefficients, despite to the fact that RS Treasury regularly forwards it the data it needs.
