German Chancellor visits BiH, promises assistance

 

 

BH Radio 1 by Amir Suzanj – German Chancellor, Gerhard Schroeder, has arrived in one day working visit to BiH. He currently meets the Chair of the BiH Council of Ministers, Adnan Terzic. BH Radio 1 reports that Schroeder confirmed Germany’s readiness to provide both political and technical assistance to BiH on in its path to Europe, stressing that this was never questionable. Schroeder also added that Germany is ready to send in a team of experts to help BiH in this process.

RHB and RTRS also reported on the visit.

Commission on police maps to be established today

RTRS, BH Radio 1 – The Spokesperson for Chair of the CoM, Bojan Zec Filipovic confirmed for SRNA news agency that expert Commission on police map would be appointed today, and its members will be urged to immediately elect a chair of the Commission.

Ivanic meets Del Ponte today

 

RTRS – Mladen Ivanic, BiH Foreign Minister, and Carla del Ponte, ICTY Chief Prosecutor,at today’s meeting in The Hague, assessed that BiH has improved its cooperation with the ICTY in the past few months, noting that RS MoI has made a special contribution to this. BiH is faced with the fact that its European future and membership in NATO depend on cooperation with the ICTY. Ivanic added that the meeting also discussed the possibility of seeing local institutions dealing with war crimes prosecution.

Dodik: Recruits should not be forced to swear allegiance to BiH 

 

FENA – In a statement to the Bijeljina-based BN TV, the President of SNSD, Milorad Dodik, stressed that the SNSD was against the compulsory military service, reiterating that “the recruits from the RS should not be forced to swear allegiance to BiH“. Dodik stressed that military service should had been abolished once it became clear that survival of RS Army was not possible.

BHT 1: Two weeks after Manjaca/Bileca incidents, still not clear who is responsible

 

 

 

BHT 1 byGvozden Sarac – BHT 1 comments that two weeks after RS Army recruits in Bileca and Manjaca refused to take oath to BiH, it is still not clear who is to be held responsible for the incidents. RS Ministry of Defence (MoD) prepared the report on the incidents, stating that MoD and the RS army did all they could do to prevent incidental situations. “RS Ministry of Defence and the army took all the necessary security measures in order to avoid incidents”, said RS MoD Spokesperson Branko Trkulja in a statement for BHT. “The chain of command in army is very clear, so superior officers and the ministry itself must bear the responsibility”, said Igor Radojicic, SNSD member.Possible sanctions against responsible persons will be announced until the end of the week, said BiH Minister of Defence Nikola Radovanovic.

RTRS: RS MoD submits report on Manjaca/Bileca to BiH Presidency

 

RTRS by Sinisa Mihailovic & Vesna Cibic – RTRS states that the report prepared by the RS Defence Ministry on events during the swearing-in ceremonies in Manjaca and Bileca was submitted to the BiH Presidency. There is no official information about the contents of the report but unofficial sources say that parents, citizens, media and SNSD are to blamed for the incidents. Gostimir Popovic, military analyst, stated that the officials, as usual, are looking someone innocent to blame. SNSD leader, Milorad Dodik, stated that events in the barracks only confirm that the party was right when pointed out to the failures in defence reform two years ago. “People from SDS, before all [RS President Dragan] Cavic, wouldn’t publicise the content of the reform, but they adopted the first phase of the reform and therefore lead towards the mentioned events”, says Dodik. Reporter comments that the incomplete BIH Presidency is currently on vacation. Dragan Kapetina, advisor to the Chair of the BIH Presidency Borislav Paravac, stated that the Presidency will make a stance on the report at the first session of the complete Presidency. OHR Spokesman Oleg Milisic stated that OHR expects the report to be submitted to the BiH Defence Ministry and NATO office in Sarajevo and added that after that OHR will decide whether to take any actions. Reporter comments that it remains unclear whether the MoD’s report mentions the main rehearsal of the oath taking ceremony when it was obvious what would happen, stressing that, as always, consequences, not causes are important to the authorities. Reporter further concluded that there are a lot of questions like this to be asked to the BiH authorities, concluding that the Croatia’s national anthem was played at swearing-in ceremony in Capljina wondering will anybody react to that.

Spiric: ‘SNSD is not responsible for incidents in Bileca and Manjaca’

Mackic carries Deputy Speaker of the BiH House of Representatives, Nikola Spiric, who says that accusing the SNSD President, Milorad Dodik, and the SNSD of being responsible for the incidents during the oath-taking ceremonies at Manjaca and Bileca is a big nonsense. Spiric added that SNSD was not related with the aforementioned incidents in any way.

Paravac demands for temporary stoppage of conscription

 

Nezavisne Novine pg 5, announced on cover ‘Paravac demands for stoppage of sending young men to army’ by D. Risojevic and A. Sisic – The Chairman of BiH Presidency, Borislav Paravac, will request temporary moratorium to be imposed for “sending young men to army” until the end of the year, following incidents in Manjaca and Bileca, as Dragan Kapetina, Paravac’s military advisor, announced Monday.

N. – The FBIH Defence Minister, Miroslav Nikolic, stated for Radio Livno that the conscription in the army will most probably be abolished by the end of this year due to the implementation of the defence reforms. Colak hopes SIPA Director issue to be solved by next CoM session

BHT 1, RTRS, FTV – The BiH Security Minister Barisa Colak stated he expects political agreements regarding the appointment of the new SIPA Director to be completed by next session of the Council of Ministers. He also stressed that he would continue to insist on appointment of his candidate Dragan Lukac to the position.

Commission dealing with police maps to be appointed today 

 

Oslobodjenje pg 2 ‘Five regions proposed by Materns Commission as a starting point’ by Az. K. – The Chair of the Council of Ministers, Adnan Terzic, confirmed on Monday that the expert Commission will be appoint today to discuss the possible regional police structure. The commission will include 6 or 7 members, and Terzic announced they would prepare the final proposal on the map of police regions by 9 May. “We agreed for RS Government to appoint three members in the Commission, while the parties with the HQ in FBIH, and which participated the negotiations at Vlsic, will appoint three or four members,” explained Terzic and denied he would chair the Commission. The starting point for the discussion will be the proposal by the Police Restructuring Commission of five police regions. 

RS NGOs strongly oppose to police reform

 

Glas Srpske pg 2 ‘For salvation of Srpska’ by G. K. – NGOs from RS will on Wednesday establish a headquarters for organizing protests in order to protect constitutional organization of RS. Deputy President of RS Association of POWs Slavko Jovicic has announced this headquarters will be in constant session. NGOs will organize protests of citizens in Banja Luka because they do not accept police reform that was agreed upon on Vlasic.

Op-ed: BiH faces key challenges this month; RS to prove whether it supports BiH or not through police reform

 

Oslobodjenje pg 9 ‘Challenges in May’ op-ed by Zija Dizdarevic – Editorial refers to this month’s challenges before BiH authorities, especially RS, primarily referring to the police reform. It notes that a definition of a number and borders of future police regions for RS presents a fight in which it is to do everything to make new structure as close to entities’ structure as possible. At the same time, RS NGOs call on mass protests demanding survival of RS institutions and constitutional order, RS politicians also call on respect for Dayton agreement and SCG Presidency Svetozar Markovic, speaking in Strasbourg, again linked Kosovo position with DPA. “All this show that block on both sides of Drina has been activated to insist for Dayton to stay untouched and its opposes integration of BiH into EU and NATO.” Author further says that in this month it will be finally clear whether RS stands for BiH or not. “Such stance also foresees necessity of the constitutional changes for the purpose of police reform,” reads op-ed noting that RS organizes massive protests in this case, it would cause a reaction in SCG and consequently to further regional destabilisation. However, author states all this would be balanced by approving beginning of SAA negotiations for BiH.

Man sustains severe injuries in Sarajevo shooting incident 

 

FTVFatmir Zenuni sustained severe head injures when he was shot in a incident which took place in a restaurant in Nedjarici settlement of Sarajevo on Monday. According to Canton Sarajevo Police Commissioner Himzo Selimovic, this was not the case of fight between the criminal groups. Selimovic said that is was just the accident, but the accident that emphasizes the problem of huge amount of illegal weapons owned by people in Sarajevo and rest of BiH.

BiH Prosecutor’s Office and SIPA are investigating organized trafficking of Chinese citizens

 

Nezavisne Novine pg 3, announced on cover ‘BiH Prosecutor’s Office and SIPA are investigating organized trafficking of Chinese citizens’ by  A.Sisic – The BiH Prosecutor’s Office, SIPA, the entity Interior Ministries and Brcko District MoI have launched a comprehensive preliminary investigation into trafficking of Chinese citizens in BiH. The authorities believe that this crime is organised at an international level, reaching all the way to China. A source close to SIPA claims that the roles of certain RS MoI officials are also being investigated. They are suspected of racketeering certain Chinese citizens. Apparently, these officials have been asking to be paid KM 10,000 or else they will close down certain Chinese shops and repatriate their owners.

Fadila Memisevic, the chair of the Association for endangered people, said that the Mothers of Srebrenica will ask from German Chancellor to stand up for arrests and establishing the responsibility of 892 potential perpetrators of the war crimes whose names were written down in the report of the Srebrenica Commission.

Also, the Association is in favour of abolishment of the position of the High Representative since in their opinion it is weakening the position of local officials and parties. Moreover, Terzic sees no reason why Dragan Doko should leave BiH CoM, since Doko is not responsible for problems of farmers. On police reform, he says that Commission in charge of police region map will be formed on Tuesday (3 May), noting it would be consisted of police experts, who will most likely complete the work by 11 May. He adds Police Board will not be above BiH Security Ministry.

Nezavisne Novine op-ed pg 7 ‘A judgement day’ by Aleksandar Sekulic – The author is writing about speculations regarding Branko Dokic’s departure from BiH CoM, calling Dokic the biggest tragic player at the BiH political scene at the moment. The author notes it is certain Dokic will leave BiH CoM. The only question remains whether Adnan Terzic orthe-all-mighty Paddy Ashdown would make final move and declare Dokic ex-minister during the course of today or tomorrow.

Rehabilitation of politicians running late

C. – Even two months after the start of the revision, HR Ashdown has not enabled any of removed politicians to be politically active again. ‘We have no new information. The verification process is currently ongoing and, after it is completed, the public will be informed’, OHR Spokesperson Kevin Sullivan has stated.

VL analyzes work of Croat ministers at BiH and FBiH level

 

Vecernji List, pg 5 ‘Croat ministers from Monday to Friday’, mentioned on front ‘Croat ministers without power’, by Miroslav Vasilj – Carries an analysis of the work of the Croat ministers at both the FBiH and BiH level. The author argues that words that can sum up the work of all ministers, irrespective of their nationality, are: “without personality, devoid of ideas, unrecognizable…”. The author goes on to say there are other circumstances that make the work of Croat ministers even more difficult, namely the constitutional solutions that enable the outvoting of Croats, especially at the FBiH level and Ashdown’s imposed law on state service” that prevents ministers from selecting their closest aides.

Glas srpske pg 5 ‘A guidepost for pressures’ by N. Diklic – Refers to the European Parliament Resolution on Western Balkans and carries statements of Petar Kunic and Miroslav Mikes. Kunic says the significance of this document should not be underestimated and he thinks domestic and international politicians can use this Resolution for additional extortions and pressures against RS. Mikes says the Resolution must be taken seriously and emphasizes RS must fulfill standards of EU if it wants BiH to enter EU.

Oslobodjenje cover splash, pgs 4-5 ‘Ashdown took up the mandate in the SCG territory!’ by Edina Kamenica – The Chair of the State Commission for border issues [whose mandate expired], Mirsad Cukle, warns in the article on the unsolved issue of borders between BiH and Serbia and Montenegro. The disputable is a territory around Janja region, where Serbian authorities took hold of about 400 hectares of properties of BiH citizens as the border was not yet defined and its follows the movement of Drina river. Cukle says that neither BiH authorities nor OHR has expressed no interests to solve the issue. “[Paddy] Ashdown looses his mandate in Janja and he shows no disturbance over that, and at the same time its has mandate over SCG territory which is now BiH territory [this refers to the area from Pavlovic bridge to Bijeljina], but he is not concerned about that either,” says Cukle. 

UNDP’s public survey on support to work of OHR

 

Slobodna Dalmacija, pg 15 ‘Bosniaks hinting disaster, Croats become optimists’, by Dinko Pasic – According to a public survey that was released by the UNDP, (NB: SD does not carry any figures or other relevant data), the support to the work of the OHR has seen an insignificant drop among the Bosniaks and Croats, whilst the Serb interviewees have this time shown more trust than earlier (31,6% now, 25,9% before), which almost matched the Croats’ support (33,2%). The survey shows that despite a slight drop, 57,7% of Bosniaks still support the work of the OHR.

VL feature on census in BiH

 

Vecernji List, pgs 6-7 ‘Fear of census’, by Radoslav Dodig – Carries a feature of the issue of organization of census in BiH in which the author notes that it is yet unclear as to when a census will be organized since it is a political issue too. According to Deputy Speaker of BiH House of Representatives, Nikola Spiric, the census has not been carried out in BiH after the war because the SDA opposes it, because majority of BiH citizens that have gone abroad and assumed other citizenships are the Bosniaks, which in turn would deny SDA’s story about the Bosniak domination in these areas. Spiric says that HDZ too is opposing the organization of census because it would reveal that there are less Croats than in 1991.

VL: FBiH Government to annul tender on sale of ‘Energopetrol’

 

Vecernji List, pg 6 ‘Abolishment of tender on sale of Energopetrol a possibility’, by vr – According to a report of the Onasa news agency, the FBiH Government will most likely abolish the tender, which was invited in order to sell the ‘Energopetrol’ company because of the “disgracefully low bid” that was offered. According to the Onasa’s sources “the INA (Croatian state oil company) did give the most favourable offer, but the price is humiliating and disgracefully low, knowing that INA sold 25% of its shares to the Hungarian MOL for 500 million dollars, whilst 10 million KMs and solving of debts amounting to 67 million is offered for the BiH’s biggest company”.

Orahovac – The session of the BiH House of Representative at which Dragan Covic’s successor in the BiH Presidency is to be chosen will take place on 4 May, however HDZ still has not proposed a candidate. DA learns from the HDZ source that the reason for this is that “[Barisa] Colak has no courage to oppose Covic.” “Dragan Covic simply doesn’t want to see Martin Raguz in the Presidency… despite clear position of the HDZ Caucus head, Vinko Zoric, who openly advocates for Raguz to take up the position,” says the source. It further reminds that the conflict between Covic and Raguz has started about two years: “Long time ago, Covic spoke about ‘moles in party’s lines’… not trying too hard to hide that about whom he was talking about. They minded that Raguz was in contact with the International Community. Raguz, unburned by charges again him, could and can communicate with everybody as equal. As such, he can protect the interests of Croats in the best way. But, Covic’s support Ivo Miro Jovic.” Source concludes if Colak doesn’t find strength to solve the situation, that it is certain that HDZ goes into further division and weakening of its position.

VL: HDZ starts final consultations on Covic’s successor

 

Vecernji List, pg 4 ‘HDZ BiH leadership hurries to find successor to Covic’, by Zoran Kresic – Carries an article about the issue of nomination of successor to Dragan Covic in the BiH Presidency. VL says that the HDZ President, Barisa Colak, met last night (Monday) with HDZ Vice Presidents Covic, Niko Lozancic and Anto Spajic in order to discuss the aforementioned issue and prior to that Colak was on the phone to members of the HDZ Presidency and HDZ MPs in the BiH Parliament in order to hear their opinions. Saying it was impossible to learn whether the candidate will be Ivo Miro Jovic or Martin Raguz, VL says one can expect that Jovic will not be supported (in the Parliament) by the SBiH and several SDA MPs, and on top of that, it is not even certain that Jovic would be supported by all HDZ MPs.

DA: Jovic asked whether he would accept the candidacy for BiH Presidency

 

Dnevni Avaz pg 2 ‘Jovic asked whether he would accept the candidacy’ by F. Vele – DA also brings that HDZ leader, Barisa Colak, and his Deputies used the holidays period to consult with the members of the HDZ Presidency on Dragan Covic’s successor. Noting that it was impossible to learn what was discussed at these talks, DA reminds that still only names of Ivo Miro Jovic and Martin Raguz are being mentioned as potential candidates. “It is indicative”, says DA, that Raguz, who is in Zagreb currently, by yesterday afternoon did not hold internal talk on election of new HDZ member in Presidency, while on the other hand representative Jovic confirmed to DA that he spoke to party leadership: “They asked me briefly whether I would accept the position… I said I will accept everything party proposes,” says Jovic.

Slobodna Dalmacija, front pg splash and pg 13 ‘There is no place for Ljubic and Raguz in swamp called HDZ’, by Zvonimir Cilic – Carries an op-ed commenting the issue of nomination of replacement for Covic in which the author heavily criticizes the HDZ leadership, foremost Dragan Covic, Barisa Colak, Niko Lozancic and their ‘yes-men’, claiming that they usurped all the power in the party contrary to the HDZ Statute. The author argues it is about the troika’s sick ambitions, greed, fear of losing positions, fear of other people assuming senior posts and fear of other people who do not obey their orders.

Slobodna Dalmacija, pg 13, mentioned on front ‘Covic installs Jovic from shadow’, by Marin Erceg – Similar to article above, this critical op-ed reads: “The essence of the problem is the effort of the removed member of BiH Presidency and Vice President of HDZ Dragan Covic to, if it has to happen anyway, appoint his candidate into the Presidency, and that’s Ivo Miro Jovic. The trouble is that the candidate does not enjoy support not even in the Caucus or HDZ Presidency or in HDZ of central Bosnia from which Jovic comes.
