BH Radio 1 By Ljiljana Radl, RHB, RS Radio – At the session today, the FBiH House of Representatives adopted the draft Law on return, allocation and sale of unclaimed apartments. According to the law, these apartments, which served as the alternative accommodation for refugees, should be returned to the companies which owned them in 1991. In order to purchase such apartment, 600 KM per square meter in cash should be paid, or in very specific cases the payment can be made through certificates. In total, there are 6327 such apartments in Federation. The law doesn’t regulate the purchase of the apartments under restitution.

FENA – FBiH HoR did not adopt draft Law on changes and amendments to Law on Privatization of Companies.

FBiH delegation visits Serbia

 

BH Radio 1 By Slavisa Numic – The FBiH delegation, lead by the Prime Minister Ahmet Hadzipasic, is visiting Serbia to discuss the economic cooperation with the authorities and business representatives. This morning, the delegation met with Serbian President, Boris Tadic, concluding that both countries are willing to solve the Free Trade Agreement related issues. The officials also stated is that economic relations must be improved, and Tadic stressed that BiH must be treated as a single, friendly and neighbouring countries.

BH Radio 1 Mustafa Karahmet, RHB, RS Radio – The BiH House of People has commenced the session this morning, however due to repeated absence of the Council of Minister’s representatives, the delegates demand the interruption of the session. The report comments that the agenda of the session doesn’t include a single law to discuss, noting this is another sessions aimed only at fulfilling the calendar.

RHB, RS Radio – Among the other things, the BiH Presidency members should discuss today a proposal of the agreement on cooperation in the area of tourism between the BiH Council of Ministers and Moldavian Government.

NATO representative visiting Sarajevo

 

RS Radio – The Head of the NATO International Cooperation Office from Brussels, Monique Tuliphier, in Sarajevo today stated that NATO in BiH is currently engaged in two important missions: fulfilment of conditions for BiH admission to PfP and ensuring full cooperation with the ICTY, including fight against terrorism. In her address to the students of the political sciences in Sarajevo , Tulliphier stressed that a national consensus on both, political and military plans, is important for the admission to NATO. The lecture has so far been held in Mostar and Sarajevo , while another one is to take place in Banja Luka Wednesday.

BHT, Hayat, FTV, Oslobodjenje cover page, pg 3 ‘HDZ BiH: No reason for removal of Covic’ L. Babaja, Nezavisne Novine pg 2, announced on cover ‘Covic should not resign’ by V. Coric – The BiH Croat Democratic Union (HDZ) Presidency gave full support to Dragan Covic, encouraging him not to resign as a BiH Presidency member. “We do not believe that there is a reason to dismiss Dragan Covic, and we do not believe that there is the reason for a trial against him”, said HDZ vice-president Niko Lozancic, “but we want to believe in the impartiality of the constitutional institutions of this country”. HDZ President Barisa Colak added that HDZ would not provoke the governmental crisis in BiH even if Covic is forced to resign.

According to the daily’s source, Covic came to the session with the firm stance not to resign regardless of possible consequences. The source says that the HDZ Presidency just supported him in such the position.

He underlined that while Covic is expected to resign, this would not mean that he is guilty, but would given him more time to prepare himself for defence.

Vjesnik pg 17 ‘International protectorate’ by A. Zornija carries an editorial on possible removal of Croat member of the BiH Presidency Dragan Covic and the author says that after former HDZ President Ante Jelavic had been removed, Covic would be the second Croat member of the BiH Presidency who was removed. The author added: ‘What kind of message the International Community would send in this way- that Croats are less valuable people who are not able to elect its leaders? High Representative Paddy Ashdown will get a strike as well. He has come to BiH to reduce protector-like authorities of the HR and prepare BiH to become a self-sustainable state but a few months before the end of his mandate he removes legally elected member of the BiH Presidency.’ The author also says that Covic’s departure itself would not be any disaster for BiH Croats but quite contrary. The author also believes that the investigation on the Lijanovici case is a good move, however, according to the author the protector-like way in which the IC is intending to deal with this case is disputable.

HJPC chair Peric believes Tadic should be temporary suspended

 

Pink, BHT, FTV, Dnevni Avaz pg 4 ‘BiH Constitutional Court President should be suspended’ – The BiH High Judicial and Prosecutorial Council (HJPC) President Branko Peric believes that the Constitutional Court President Mato Tadic should be temporarily suspended, until the trial against him and other persons indicted in “Lijanovici” case is not finished. “I believe that no judge who is accused for taking bribe is worthy of working as a judge, and should be temporarily suspended,” FTV presenter quoted Peric as saying. However, the HJPC President stressed that there is no law that regulate the procedure of suspending Constitutional Court judge.

Indictment filed against BiH Minister Dokic, Prijedor Mayor Pavic

Moraca, inset ‘OHR awaits for a confirmation of the indictment’ – District Prosecution in Banjaluka indicted Branko Dokic, BiH Minister of Communications and Transport, and Marko Pavic, Head of Prijedor Municipality, for a misuse of power and authority while working as ministers of communications and transport in RS government. Dokic and Pavic are indicted for disappearance of almost 200 thousand KM for the RS Budget, and 700 thousand KM from budget of the BiH Ministry of Communications and Transport. 

HB case: Witness accused McNiar of blackmail

Tulic caries that first lieutenant Zvonimir Jukic testified in the Hercegovacka Banka case trial on Monday. SD says that during the questioning Prosecutor John McNiar asked the witness whether he agreed to testify under condition that paying back off his loan granted by HB would be prolonged, and the witness stated that he had never agreed to blackmails including the McNair’s one and he added: ‘You Mr. McNair promised prolonging paying back of my loan and removing mortgage from the house of my parents if I agree to testify according to your instructions’. After the meeting with BiH Council of Ministers (CoM) Chairman Adnan Terzic in Brussels, Rehn said that BiH made some progress, but that there is still a lot to do. “BiH must continue and improve its cooperation with the ICTY. Also, the state must have clear authority over the police forces”, said Rehn. CoM Chairman Terzic stressed that, among other things, SAA is a chance for BiH to reduce the power of the High Representative. He believes that by the end of May BiH will get positive EU assessment with regard to the implementation of required reforms so that the talks on SAA signing might begin in November-December this year.

Gregorian: SDS blocked defense reform

 

Nezavisne Novine pg 8, announced on cover ‘SDS blocked defence reform’ by Rafi Gregorian – This is an open letter written by Rafu Gregorian, Chair of Defence Reform Commission, where he accuses the SDS of obstructing defence reform in RS. The author refers to the latest conclusions of the RS NA, which saw adoption of SDS proposal, which reads that after BiH is admitted into PfP, RS would decide whether BiH would become a member of NATO or it would go through demilitarisation process. Gregorian notes that SDS conclusions place RS in a position contradictory with the BiH efforts for NATO membership. The author also notes that these conclusions would prevent the RS members at DRC to fully take party in preparation of proposal for transformation of defence force in BiH.

SNSD launched campaign for abolishment of serving military service

 

EuroBlic pg RS2 ‘ “Army, at ease” campaign’ by Srna, Glas Srpske pg 5 ‘Army, at ease!’ by G. D., Nezavisne novine pg 5 ‘Army, at ease!’ by V. P., Vecernje Novosti pg 21 ‘Army, at ease’ by M. L. – SNSD Monday launched a campaign under the name “Army, at ease!” with an aim to make an influence on the law on army and abolishment of military service. A member of SNSD Main Board, Nikola Spiric, explained they have launched the campaign in order to create pre-requisites for a discussion, both on entity and state level, on professionalisation of the army and abolishment of serving of military service. He emphasised SNSD expects a support of the international community because the campaign was not in a collision with European and NATO standards.

“Zajedno do istine” Association pleads for referendum

 

Glas Srpske pg 4 ‘State according to referendum’ by S. Miletic – The Association “Zajedno do istine” Monday in B. Luka demanded from Serb politicians and international organizations to support desire of Serb people to give their view on in what state they want to live. Dane Cankovic, President of the Association, said that: “The grounds for referendum can be found not only in RS Constitution, but also the most recent conclusions of the Venice Commission, which, inter alia, read that the BiH Constitution cannot be altered from outside, but instead through the will of peoples of RS and F BiH.” Cankovic also agreed with the conclusion regarding abolishment of ethnic veto.

DA: No April payment of 2000 overdue pension?

 

Dnevni Avaz cover splash, pg 2 ‘Uncertain payout of a debt towards pensioners’ – The FBiH Prime Minister, Ahmet Hadzipasic, says for DA that announcement that an overdue pension from 2000 would be paid this April is in question as FBiH has not ensure enough funds for this. Hadzipasic adds that the Government currently negotiates with the World Bank and if talks are successful, pensioners could expect being paid this debt.

FBiH MoD objects HR’s decision banning sale of ex JAN property

 

Dnevni Avaz pg 9 ‘The problem is that state property was never registered’ by E. Sarac – “If BiH authorities want to carry out the audit of the state property sold to date, including the property in the RS, nothing and nobody will prevent them to do so,” said the OHR spokesman, Mario Brkicmaking clear that OHR will not interfere with the decisions of the BiH institutions in a favor of protection of the state property. However, the FBiH Defence Minister, Miroslav Nikolic, said that the HR’s decision banning the sale of the former JNA property is harmful for the Federation of BiH. “We were very much surprised with the decision. This unused property, including in total 127 premises, land and 149 business spaces, means only damage to us, as we have to maintain them and take car of them,” says Nikolic. Asked why the MoD did not start with the selling of this property earlier, he said that they were waiting for the adequate law, however he recently learned from RS MoD Milovan Stankovic that nevertheless RS sold two thirds of such property. CoM Chair, Adnan Terzic also objects the HR’s decision saying that all this JNA property in hands of FBiH now is devastated and the state institutions cannot use it without investing a lot of money for repairs. In addition, Terzic says that Commission which would register the state property would not benefit from banning the sale of Jajce barracks.

Oslobodjenje pgs 4-5 ‘Paddy Ashdown will not demand retroactive revision of robbed property of former JNA’, mentioned on cover, by Az. Kalamujic – Daily’s brings no new details regarding the HR’s decision on state property, but focuses on a decision not to impose it retroactively. Critical, daily stresses that RS has already sold plenty of property.

Dnevni Avaz pg 9 ‘Ashdown’s decision is necessary and positive’ by H. Orahovac, Oslobodjenje pgs 4-5 ‘Paddy Ashdown will not demand retroactive revision of robbed property of former JNA’, mentioned on cover, by Az. Kalamujic – The BiH Public Attorney Zikreta Ibrahimovic welcomes the HR’s decision regarding the sale of state property saing htat this will speed up the adoption of the law on usage of the state property and will also result with the list of the property at disposal of BiH. Ibrahimovic adds that Public Attorney’s Office believes such decision was necessary to do their job.  

Dnevni Avaz pg 9 ‘Making the job of lower level of authorities easier’ by Ed.M.Zlatko Petrovic, the Sarajevo Cantonal Urban Planning Minister, welcomes the HR’s decision regarding the property. He says that this will enable the lower levels of authorities in the Sarajevo Canton to plan more the usage of a number of premises more adequately.

Dnevni Avaz pg 9 ‘Freeze the property controlled by HDZ and SDS’ by E.S., Oslobodjenje pg 5 inset ‘Your are taking our property and want to sell it’- Sarajevo Cantonal association ‘Zelene beretke’ issued a press release strongly opposing the HR’s decision, asking him to also freeze the usage of property “under HDZ and SDS” control. They stress they will protect their property and will seek return of those premises in a benefit of veterans.

VL comments on consequences of HR’s decision to ban disposing with state property

 

Vecernji List pg 3 ‘Sarajevo without diplomatic neighbourhood’ by E. Medunjaninsays that the decision passed by High Representative Paddy Ashdown to temporarily ban disposing with state property will have far-reaching consequences and as an example the author states construction of few Embassies, which was planned in Sarajevo according to the last regulatory plan. The author says that due to the HR’s decision the construction of these facilities will be stopped. The author also says that the HR’s decision will influence the plan to use current military facilities for development of tourism etc.

RS Privatisation Director Mackic: lates HR’s prorety-related decision has nothing to do with privatization

EuroBlic pg RS3 ‘Mackic: Ban has nothing to do with the privatization’ by Srna – The Head of RS Privatization Agency, Vladimir Mackic, thinks the decision of the High Representative on temporary ban on management over state property had nothing to do with privatization of state capital of firms. Mackic says his personal opinion is that the decision did not ban trades in state capital shares in share market nor it banned sale of state property, since capital and property are two different terms.

RS officials comment on HR’s state property-related decision

 

Glas Srpske pg 5 ‘Ads are invalid’ by M. Dzepina – The author notes that the latest HR’s decision (on military property) did not concern RS to such an extent, since RS has either re-allocated the property surplus to municipalities, judiciary, church, government bodies. It also carries a statement of Cvijeta Kovacevic, Head of RS Government Bureau for Public Affairs, stated that decision is still being analysed. Stefan Todorovic, RS Public Defendor, stated he could not make any comment prior to analysing decision, adding that it should not raise concern at all judging by what he has heard so far. Nevenko Okilj, RS MoD Property Unit Chief, stated that HR could have excluded RS from decision, adding that decision can now be applied to three business premises intended for sale and 5% of real estate, which still need to be allocated to some municipal bodies.

NN op-ed: HR’s decision concerns only military property in BiH

 

Nezavisne Novine op-ed pg 7 ‘State property’ by Dragan Risojevic – The op-ed comments on the latest HR’s decision, clarifying that the decision in question only concerns military property in BiH. The author notes this property has not been even listed in F BiH as yet, which was the reason why Adnan Terzic was so angry about it. The military property in RS has already been re-allocated, bearing in mind that legal and formal status of some of that property may not be settled as yet.

EC’s Humphreys, BiH Minister Kebo comment on process of return, report on functional review of return sector published

 

RHB, Pink, Hayat, RTRS, Dnevni Avaz pg 3 ‘The return process will not be ended by the end of 2006’ – The Head of the EC Delegation to BiH, Michael Humphreys stated at a conference on return sector in Sarajevo that the return of displaced persons and refugees was one of the greatest successes of BiH Governments it the past 10 years. He added that this conference would be used for further discussion on how to continue with work in this area. About 1 million of 2.2 million of persons have already returned to their homes, and 250 000 persons also want to return to their pre-war homes. These are the data from BiH Ministry of Human Rights and Refugees, which were announced at the Conference, which was held on Monday in Sarajevo. During the Conference, results and recommendations of the return sector and the final report of team of experts who were working on functional examination of the sector of return, had been presented. It was also discussed on how to reorganize process of return and when the end of that process can be expected. According to Minister for Human Rights and Refugees Mirsad Kebo process of return in BiH would not be ended in 2006. Dnevni List pg 6, mentioned on cover ‘Return will not be completed by 2006’ by D. Construction of another section of the corridor 5C started on Monday

 

BHT, Dnevni Avaz pg 2, mentioned on cover ‘Construction of Podlugovi-Visoko highway started’, Oslobodjenje pg 2, mentioned on cover ‘Construction started’ – The construction of another, 8.5 km long section of the only BiH highway known as a corridor 5C, from Visoko to Podlugovi, started on Monday. According to first estimates, the opening of this section of a highway will be in January 2006.

SCiG demand from BiH to withdraw decision on suspension of zero customs rate application for some SCiG products

 

Dnevni List pg 9 ‘Withdrawing of decision on customs or introduction of counter-measures’ by I. Glibusic carries that Dejan Jovovic, who is an Assistant to the Serbia and Montenegro Minister for International Economic Relations, stated that SCiG expects from BiH to withdraw the decision passed by the BiH Council of Ministers on suspension of a zero customs rate application for certain products from the Free Trade Agreement between BiH and SCiG. Jovovic said that in case that BiH does not withdraw the decision, SCiG will address the Southeast Europe Stability Pact, which according to the official Belgrade judged that the procedure was not respected with regard to the aforementioned case and a precedent, which might endanger application of this Agreement in the region, was made in this way. 

Sekovici Municipal account was blocked

Lazarevic gave a concession over his land to the Municipality but the Municipality never paid compensation to him so he had brought a lawsuit 19 years ago. The Court ordered the Municipality to pay the amount of 38,000 KM to Lazarevic. Sekovici Mayor Snjezan Sokic has stated the debt of the Municipality had increased to 95,000 KM because the Municipality already has to pay 57,000 KM to “Jugoprom” firm, as in accordance with Court decision issued in January.

Dnevni Avaz pg 5 ‘BiH cannot enter EU until war criminals are at large’ by S. Skuletic – EUFOR Commander, General David Leakey, told DA that them most dangerous thing for BiH would be to loose the eagerness to join Euro-Atlantic integrations, stressing that the arrests of the war crimes suspects at large is the crucial problems. He adds that EUFOR carries out information gathering operations, but underlines that the responsibility for the arrest of PIFWCs lies with the local authorities. Talks also focused on BiH’s obligations in cooperating with the ICTY, and the need for further strengthening of parliamentary control over the Armed Forces and the security institutions in BiH.

Numanovic – DA learns from NATO Press Office in Brussels that the recent trend of voluntary surrenders of PIFWCs to ICTY have been welcomed by the Alliance with a notion that such progress will have a position impact on BiH’s road to Partnership for Peace. Javier Solana’s spokeswoman, Christina Galjak, also says the voluntary surrenders are a progress that will lead BiH towards EU. However, as a NATO official stressed, the decision is to be made through consensus between member states that insist on cooperation of the countries in the region with the ICTY, especially on capturing of Radovan Karadzic, Ratko Mladic and Ante Gotovina. In total, 15 publicly indicted war crimes suspects are at large. 

BiH political analysts: voluntary surrenders are result of pressure against authority

They reminded that the message of Carla del Ponte (that those indictees who do not surrender may be tried before BiH Court) should be taken seriously. At Monday’s meeting, Cavic and Matijasevic welcomed voluntary surrender of Vinko Pandurevic, stressing that this surrender has resulted from a coordinated work of the services in charge of RS and Serbia .

During this visit, the Croatian Education Minister Dragan Primorac proposed to Federation of BiH Minister of Education Zijad Pasic that Croatia and the FBiH apply together at the biggest scientific market of EU crucial projects. The two Ministers also discussed the Bologna process and a need for the education reform.
