Bukejlovic: Majority support secured

 

 

RHB News at 12:00 – RS Prime Minister Designate Pero Bukejlovic confirmed last night that he secured support of the majority in the entity Parliament for the election of his cabinet. He stressed that there will be no SDA Ministers in the new Government and explained that on the ground of its moves SDA excluded itself from the Government. He added that cooperation with the ICTY and privatisation audit will be among priorities of the new Government.

Djokic: SPRS will not support Bukejlovic

 

BH Radio 1 News at 12:00 By Daliborka Kujundzic – The RS Socialist Party will not support the RS Prime Minister-designate, Pero Bukejlovic, or new RS Government consisting of nationalist parties, stated SPRS leader Petar Djokic. After he met with Bukejlovic, Djokic said his party will cease all consultations with PM-designate adding that the new Government should be comprised of SDS and PDP. “If [those parties] cannot do that, than they should state this clearly in order to organize early elections at both RS and BiH levels, as the work of Council of Ministers is obviously blocked,” said Djokic. 

Djokic: RS reps to return to CoM?

Fena – SPRS President Petar Djokic stated that there is an intention that RS representatives who submitted resignations in the BiH Council of Ministers return to their functions in this body.

Sacirbey is accused of taking nearly $2.5m of the country’s money. BiH issued an arrest warrant for him four years ago, and he has been detained in the US since March 2004. His legal team insist that he cannot be expelled because Bosnia does not have an extradition treaty with the US .

Orahaovac also carries BiH Justice Minister Slobodan Kovac and Chief BiH Prosecutor Marinko Jurcevic as saying that the BiH Justice Ministry, that is, the BiH Prosecution, have not received any official information on the aforementioned decision.  

Sacirbegovic on his extradition

 

Dnevni Avaz pg 2 ‘This is struggle between me and US authority’ not signed – Commenting on the aforementioned decision of the US court at FTV on Thursday night, Muhamed Sacirbegovic disputed this decision and said that the US authorities, that is, the State Department, stand behind the whole case. He added that as an US citizen he would insist that he could not be extradited since the bill of indictment against him was not issued in BiH. Sacirbey also hinted that he would dispute the Agreement on extradition of US citizens signed between BiH and USA .

Darko Trifunovic on Sacirbegovic case

 

EuroBlic, pg 3 ‘Light was not shed on the role of Ivica Misic’ by V. I. P. – Regarding the Sacirbegovic case, Darko Trifunovic, then secretary of BiH mission to UN in New York, has stated he is willing to testify because he knows a lot about this case. He claims the embezzlements are not disputable but he added: ‘It is disputable that no person has shed light on the role of then BiH Consul to New York Ivica Misic, considering the fact the money was distributed from the consular accounts and Misic should have known that, perhaps he even participated in the embezzlements’. Trifunovic thinks Sacirbegovic did not keep any of the money for himself and claims he was only doing this upon orders of Alija Izetbegovic.

Pekic: RS Supreme Court should be addressed with regard to blockade of munic. accounts

 

RTRS by S. ZrnicRS Minister of Administration and Local Self –Governance Slaven Pekic stated that the RS Government is not the right address to turn to regarding blockade of bank accounts of Municipalities Trebinje and Vlasenica (due to payment of compensation to Bosniaks whose property was destroyed during the war). He says that the RS Supreme Court has jurisdiction over that issue and it should speed up the audit process regarding payment of compensations for the property damaged during the war. Zarko Mionic, who is a Treasury Assistant of the RS Minister of Finances, says that the Law on internal debt envisaged that the issue of damage made during the war should be resolved through emission of bonds in the period of 40 years. RTRS reporter comments on the whole issue by saying that nevertheless, citizens of Trebinje and Vlasenica will be the ones who will pay the compensations.

RTRS – With regard to blockade of the Vlasenica Municipality bank accounts (RTRS carries Blagoje Colovic Head of the administration in this municipality who says that according to the law budget funds can only be used for budget related issues.

Nezavisne Novine, pg 4 ‘Alijagic case does not need to be treated as a priority’ by P. Klincov – RS Supreme Court on Thursday confirmed that, as in accordance with laws “Alijagic” case does not need to be treated as a priority, yet the judge in charge of this case will give the final word on this.

Glas Srpske, pg 2 ‘Audit has already commenced’ by M. Dizdar – S. Dakic – quotes RS Supreme Court President Zelimir Baric as saying that the RS Supreme Court considers the audit on “Alijagic” case as a priority.

SD: Del Ponte angry because of information leak

 

Slobodna Dalmacija, front splash, pg 15 ‘The Hague angry because of publishing of indictments’, by Zlatko Tulic – Commenting on recent media reports, which speculated with names of senior political and military officials who, allegedly, are to be indicted by the ICTY, the author says that domestic political circles are keeping in secret an information that the Chief ICTY Prosecutor sent the Chief Prosecutor of BiH, Marinko Jurcevic, members of the BiH Presidency and the OHR, a very sharp letter in which she complained about leaking of information to the media. Allegedly, this especially referred to the ‘Brcanska malta’ case. SD goes on to say that in the letter to High Representative for BiH, Paddy Ashdown, and Prosecutor Jurcevic, del Ponte warned that she would not tolerate further breaches of the rules and that she would be forced to undertake certain measures. Del Ponte also requested from the OHR to control the High Judicial and Prosecutorial Council, especially regarding their professional conduct.

Radovanovic: report on underground military facilities submitted to EUFOR Commander

 

Dnevni List, pg 4 ‘Seal everything that is not currently used’, by D. Polovina-Mandic – The BiH Defence Minister, Nikola Radovanovic, confirmed for DL that the BiH MoD yesterday submitted the EUFOR Commander a report on underground military facilities in BiH, which includes proposals pertaining to their future use. According to Minister Radovanovic, of all underground facilities, there are only six of them for which it has been assessed that it would be good to keep them in service. Radovanovic goes on to say that a bigger number of the facilities should be used for alternative purposes and the minister says that “we have proposed that all the facilities that are currently not used for alternative purposes be sealed by commissions in order to avoid misunderstanding and doubts that may come from any side”.

On demand to transfer Omarska and Keraterm cases to domestic courts

 

FTV, Nezavisne Novine, pg 3 ‘Serbia wants to try “Omarska” and “Keraterm” cases’ by B92, Vecernje novosti, pg 16 ‘SiCG should try Mijakovic’ not signed – The Serbian and Montenegro authorities requested from the ICTY to transfer to local SCG judicial bodies the cases against Zeljko Meakic, Dusan Fustura, Dusko Knezevic and Momcilo Gruban.All of them are charged with war crimes committed in Prijedor’s prison camps Omarska and Keraterm.

BHT 1 also says that according to unofficial information, these cases will be transferred to BiH judiciary in less than a month.

PDP on BiH CoM, new RS Government

 

 

 

 

BHT 1, Dnevni List, pg 3 ‘Showdown between Terzic and Cavic with ministers from PDP’, by D. P. Mandic, A. Beus – One of conclusions of the session of PDP Presidency, which was held on Wednesday night, was that “the PDP will be able to declare itself about establishment of a new RS Government only after it has seen the concept of solving of the crisis in BiH”. The PDP Presidency concluded that the situation has deteriorated after inappropriate measures of the OHR, which the RS institutions are exposed to. The Presidency also reminded that the resignations that its members of executive authorities have tendered are a consequence of protests because of endangering of equality of the RS within BiH.

Spiric: Terzic humiliates PDP ministers

 

Dnevni List, pg 3 ‘Showdown between Terzic and Cavic with ministers from PDP’, by D. P. Mandic, A. Beus  -DL also carries a reaction of member of Main Board of SNSD, Nikola Spiric, who says that the Chairman of BiH Council of Ministers, Adnan Terzic, does not need two months to declare himself about the resignations of PDP’s ministers in the BiH CoM. “He is scheduling a session (of BiH CoM) in a way that additionally humiliates the PDP’s ministers. Terzic is using the position of the SDS and Dragan Cavic in order to have a showdown with PDP’s ministers”, says Spiric. On top of this, Spiric says that the BiH Parliament should be “taking care of Terzic and CoM”. Similar comes from the Vice President of SPRS, Tihomir Gligoric, who says that Terzic has been covering up the crisis by admitting that steps needed to be taken only now.

He thinks that the fact Terzic convened the session of CoM for February 1 was ‘Terzic’s fight to humiliate PDP with support of SDS’. NN inset ‘Terzic is Ashdown’s beast tamer’ – Spiric has assessed that Terzic is losing the race against time and resembles less and less to a CoM Chairman and begins to resemble to a beast tamer at a ZOO who expects a reward from the ZOO owner. ‘In this case, the Zoo owner is Paddy Ashdown who rewards him for every tamed beast’, Spiric said.

Siljegovic, Novakovic, Kovac, Radovanovic on RS crisis, CoM session

 

Glas srpske, cover page story ‘New wave of crisis’ by N. D.Bosko Siljegovic, the Head of Serb Caucus at HoP of BiH Parliament, says CoM has already entered crisis and this crisis ‘will not disappear if Serb Ministers are dismissed, it will only get deeper’. He announced, if Terzic dismisses Serb Ministers, a question of confidence in CoM would be raised. Momcilo Novakovic, the Head of SDS Caucus at HoP, says Terzic has the right to dismiss Serb Ministers at CoM but he also has the obligation to take the responsibility for all consequences of such a decision. He claims Terzic has broken a promise that the crisis at CoM would be resolved only after RS Government is formed. RTRS by Stela Jungic – According to BHT 1, BIH Foreign Minister in resignation Mladen Ivanic confirmed that his resignation is definite. BIH Defence Minister Nikola Radovanovic already announced that he will not be present at the session until everyone is there. BIH Minister of Traffic and Communications Branko Dokic wouldn’t say whether he will appear at the next CoM session and added that he will announce his decision in the following days.

SPRS, SNSD, SRS, Dukic on support to Bukejlovic

 

EuroBlic, pg RS1 ‘Strategy of persuasion’ by Nedeljka Breberina –SPRS does not support RS Prime Minister designate Pero Bukejlovic and will not participate at the new Government. SPRS will respond to the invitation for a meeting with the designate in order to present its stance, as SPRS President Petar Djokic has stated. SNSD will not respond to the invitation to meet the designate. SRS is willing to support the designate and offer its personnel solutions to him, should his concept be based on the agreement on harmonized political acting.

BHT 1 – “If it happens that a new Government isn’t formed and a new Prime Minister appointed, we will demand early elections at the BiH level,” said representative of the NGOs Coordination Centre, Branislav Dukic.

Lazovic says RS parties to be invited to six FBiH parties’ meeting

Sogolj,Dnevni List pg 5, mentioned on front ‘Candidates for president of SDP are Lagumdzija, Markovic and Pecanac’, by NINA – SDU Leader, Miro Lazovic, commented to the meeting of six FBiH parties – SDA, HDZ, SBiH, SDU, LDS and BOSS – saying that all those present expressed their concern over slowed pace of reforms in BiH. Lazovic adds that all representatives also agreed that it is necessary for RS Parties to participate in these talks. Thus, at their next meeting [end-January], parties from RS will also be invited.

DL: ‘British are controlling all processes in Mostar’

 

Dnevni List front splash, pg 13 ‘British are controlling all processes in Mostar’, not signed – The author argues that the head of the team for implementation of the new Mostar Statute (MIU), Richard Williams, is in reality the No.1 man of the OHR in Herzegovina and that the OHR South is used to cover the MIU up from the public criticism. In that context, DL says the current Head of the OHR South, who comes from Russia, is not deciding about any important issue. DL learns all this from a former employee of the OHR, who was made redundant after spending eight years with the OHR. The source says: “Williams is not responsible to the local head of the OHR, but directly to Ashdown from whom he gets instructions how to work”. The author also wonders what’s the real role of the SDHR Werner Wnendt, “a German diplomat formally in charge for Mostar on behalf of the OHR”, saying that given the presence of the British personnel on the ground, Germans do not have an influential role.

British Europe Minister on reforms

 

Dnevni Avaz pg 5 ‘Without Karadzic and Mladic’s arrests there is no entrance to European Union and NATO’, mentioned on cover ‘Region must face past’, by Sead Numanovic – In an interview to DA, the British Minister for European issues, Dennis McShane, underlines that, while BiH has achieved significant progress especially in defence, judicial and economic reforms, it must meeting the condition of full cooperation with ICTY. He reminds all leaders in the regional that they must do everything necessary to ensure that war crimes suspects face the justice, adding this is especially refers to Radovan Karadzic, Ratko Mladic and Ante Gotovina. In addition, McShane states that all laws adopted must be implemented, and points to necessity to complete police reform.

Merdzo (HDZ) wants Croat channel in BiH

 

Vecernji List pg 2 ‘I am requesting Croat channel’, by zk – After the RAK (Communications Regulatory Agency) issued a public invitation for awarding of available frequencies for broadcasting of radio and TV service in BiH, a senior official of the HDZ BiH, Josip Merdzo (Deputy Speaker of FBiH Parliament’s House of Representative) assessed that there were technical pre-requisites for setting up of a radio and TV channel that would broadcast programming in the Croat language. Noting that the Croat people are entitled to media and right to information in their mother tongue, Merdzo stated that the initiative should be launched by the Croat ministers in the BiH Council of Ministers and representatives of the Public RTV system.

DL on Stolac: Croats are usual suspects

 

Dnevni List pg 2 ‘Stolac again’, by Jurislav Petrovic – Talking about the situation in Stolac in light of recent events including the issue of removal of crosses from the fortress in Stolac and burning of Croats flags in the town centre, the author argues that incidents in Stolac keep repeating in past one month as if someone again wants to turn Stolac into a ‘town case’ again. In that context, the author underlines the role of leader of Stolac Youth Forum, Nerin Dizdar, whom he criticizes over his statements regarding the role of the Catholic Church in Stolac. Finally, the author dismisses various claims that the Croats in Stolac are implementing segregation claiming that incidents are usually targeted against the Croats. “Whatever happens, the Croats are usual suspects”, concludes the author.

Hadzipasic announces increase of January pensions

Hadziarapovic – Following the financial analysis of the FBiH Pension and Disability Funds [PIO], FBiH Prime Minister, Ahmet Hadzipasic, said he expects the Fund to carry out concrete steps towards improving pensioners living standards. Hadzipasic said this may include increase of January pensions, which would be in force by fall, when another increase could occur. 

Corluka: Decision on date of introduction of VAT in 7 days

 

Dnevni List pg 7 ‘Final date for introduction of VAT in seven days’, by M. K. – Members of the Indirect Taxation Authority and Chairman of BiH CoM, Adnan Terzic, agreed on guidelines pertaining to efficient introduction of the VAT. According to Dino Corluka, assistant head of sector for taxation with ITA, the final date of introduction of VAT will be taken in seven days time.

TI Spokesperson on OHR

 

Glas srpske pg 2 ‘Was there no corruption?’ by D. Vrhovac – Mihajlovic – Transparency International Spokesperson Srdjan Blagovcanin has confirmed TI has received a letter from OHR in which it denies any corruption of its employee. Blagovcanin commented on this by saying that the problem is that investigating of corruption cases within OHR lies in hands of OHR solely. He said TI has also sent a letter to OHR asking whether the Law on free access to information applies to OHR, since many journalists have complained it is impossible to get certain information from OHR. At the end, Blagovcanin said it is frustrating to see OHR is not applying certain things it imposes to others.

Former customs officials to sue Director of ITA Causevic

 

Vecernji List, pg 3 ‘Causevic broke the law!’, by Dejan Jazvic – Reports that redundant employees of the FBiH Customs administration will press criminal charges against the Director of Indirect Taxation Authority (ITA), Kemal Causevic. VL learns that hundreds of customs officials are planning to file a lawsuit against Causevic, believing that they were fired illegally, since the relevant procedure was not abided by (surplus workers never received official explanations with instructions on legal remedies) and on top of this, the redundant workers says that national, regional and professional criteria were not respected.
