Bukejlovic to propose new Govt in mid Feb

RTRS at 12:00 – Pero Bukejlovic, RS-PM designate announced he would try to complete talks with parliamentary parties during the course of this week. He announced he would propose his concept before RS NA by mid February.

RHB at 12.00 – RHB reports that the situation in Stolac is calm at the moment, that a holy mass was served this morning at Krizevac hill, whilst the picnic, which had been announced by Stolac Youth Forum led by Nerin Dizdar, did not take place.

Rehn on BiH’s admission to EU

 

RHB – Olli Rehn, a member of the European Commission in charge of enlargement policy of the EU, stated before the foreign policy board of the European Parliament in Brussels , that his goal by 2009 was to have the majority of the western Balkans country on the road to the EU. As for BiH, Rehn reminded of 16 pre-requisites from the Feasibility Study.

Dixon satisfied with ITA’s work in 2005

Srna – President of the ITA Steering Board Joly Dixon stated that he is satisfied with the success that the ITA achieved last year stressing that the biggest achievement is that the single account has become operative in BiH.

RHB, Dnevni Avaz pg 2 ‘It is finally a time for domestic politicians to take over responsibility’ by A.M.– By the end January, there will be a meeting scheduled for representatives of all political parties to gather and find solution from current situation in functioning of RS and BiH authorities. This is a conclusion of the meeting attended by the representatives of SDA, HDZ, SBiH, SDU, LDS and BOSS and held in Sarajevo. The meeting was initiated by SDU leader, Miro Lazovic, who said that the aim was to gather pro-European parties and deal with the crisis: “In that context, we agreed our political stances that there is a crisis of the BiH constitutional model and that there is a need to open an dialogue with all political parties to find the best possible solution.” SDA leader, Sulejman Tihic, said all talks to overcome current crisis are welcomed, adding he believes that the situation will be solved very soon: “Solution will be in a light of HR’s decision regardless to all objections coming from RS. We will probably lose some time,… but European path has no alternative.” HDZ official, Martin Raguz, commented that it is a time for domestic officials to take over their responsibilities. Leader of SBiH, Safet Halilovic, said that the crisis in RS was used a ‘political game’.

BHT 1 – The meeting was not attended by SDP, HSS NHI and DNZ didn’t participate in this meeting organized by SDU. “We believe that it is necessary at this moment to reach political consensus in relation to issues that are causing this blockade. Second step is to open dialogue with RS parties that are accepting political issues that are necessary for BiH to enter into European integration,” said Lazovic. “For a longer time, we are working on exit strategy because it was shown that RS Government is obstacle to reforms implementation,” said Tihic.

FTV It was also agreed that the International Community should intensify its and strengthen its responsibilities when it comes to reforms.

Opposition doesn’t support meeting of 6 FBiH parties

 

BHT 1 – BHT 1 comments that the opposition parties described the abovementioned meeting as an attempt to equalise responsibility for the crisis in BiH.

FTV – HSS representative Marko Tadic said that he knew not about the meting and that was the reason why he did not appear. NHI representative Kresimir Zubak said: “When it comes to NHI, I can say that we are not going to attend such meeting organized by SDU, which… organizes a meeting to discuss the solutions regarding BiH crisis [with] only FBiH parties invited.” SDP representative Zlatko Lagumdzija said that SDP found such meetings a loss of time.

Bukejlovic expects DNS to participate in new Government

 

BHT 1, Nezavisne Novine pg 2 ‘Bukejlovic asked support from DNS’ by V. Popovic; Glas Srpske pg 3 ‘Agreement protecting Srpska’ by N.D.The RS Prime Minister-designate, Pero Bukejlovic, continued to consult with the political parties participating in the work of the RS National Assembly. On Tuesday he met with representatives of DNS. “My belief is that we basically don’t have differences in goals that future Government should accomplish. It is up to DNS to give answer on their participation in the RS Government after their internal consultation in the party,” stated Bukejlovic.

RTRS – RTRS comments that unlike the meeting with SDS representatives which lasted for 5 hours, the meeting with DNS lasted only 20 minutes. DNS leader, Marko Pavic, says that DNS hasn’t declared itself whether they will participate in the new Government or not and added that they will make their stance known after their next session.

Media reports on support to Bukejlovic; Blic says ‘everything in hands of PDP’

 

EuroBlic RSpg 1 ‘Bukejlovic at test’ by Rajna Radosavljevic-Nedeljka Breberina – The article carries statements of political officials regarding the upcoming round of talks with RS PM designate Pero Bukejlovic and their potential support to this Cabinet. The article speculates that the key to settlement of the crisis lays in the hands of PDP, that has not still determined what it would do, referring constantly to the upcoming session of PDP Presidency session. Milanko Mihajlica reiterates SRS stance it would support Bukejlovic if his Cabinet composed no SDA, SDP and Party for BiH officials. Serb Radical Party of “Vojislav Seselj” still has not taken official stance, according to Milan Lazic, Party member. Igor Radojicic SNSD and Zivko Marjanac from SPRS reiterate their parties’ stances with firm “No” to Bukejlovic’s proposal.

RTRS – PDP will discuss the stance on the new RS Government on Thursday. SNSD will not support the new concept of the Government and therefore will not participate in conversations with Bukejlovic. “I expect all parties who signed the agreement (on coordinated political acting) to participate the Government”, says Bukejlovic.

Terzic: Ministers who do not appear on BiH CoM’s session on Feb 1 will be relieved of duty

 

Dnevni Avaz pg 5 ‘We shall not be hostage of situation in RS’, mentioned on front, ‘Who does not come at next session will be relieved of duty’ by S. Numanovic carries an interview with Chairman of the BiH Council of Ministers Adnan Terzic who says: ‘I will call the BiH CoM’s session on February 1 (next Tuesday). I expect that all Ministers, including the ones who submitted resignation, will attend the session. Those who do not appear without a good excuse will be relieved of duty and only then we shall have a real crisis.’ Terzic also says: ‘I will not allow to be a hostage of some people’s obstructions especially since I have not created the current situation in BiH.’ Asked whether he has a cadre to replace those who do not appear at the session, Terzic says: ‘I suppose that all Ministers will appear on the BiH CoM’s session on Thursday. If I had wanted to generate the crisis and remove current Ministers I could have relieved of duty Mladen Ivanic, Branko Dokic and Zoran Tesanovic the day after they submitted resignations.’

SNSD: The most difficult crisis since end of war

P., Dnevni List, pg 6 ‘Crisis is being generated by incapable people’, not signed – The Chairman of SNSD Executive Board, Nebojsa Radmanovic, has stated that incompetent personnel and nationalistic parties that are ruling in this area for 15 years already are generating the most difficult crisis in BiH since the war ended. Radmanovic also accuses a number of representatives of the international community, including HR Paddy Ashdown, of creating even greater confusion with their non-constructive stances, instead of helping in normalization of the situation, adding: “The High Representative has made a sort of a strike on the constitutional organization of BiH, by which he had not helped BiH to get closer to European Union but he took a side of nationalists.” He emphasised SDS has been producing crisis in BiH for 15 years now.

T. Sadovic says that official Belgrade also stands behind RS crisis

 

Dnevni Avaz pg 8 ‘Belgrade is aware that RS cannot be exchanged for Kosovo’ by E. Sarac – Commenting on the RS crisis President of the SDA Caucus in the RSNA Tarik Sadovic says: ‘Visits of RS high-ranked officials to Belgrade and the visits of the officials from Belgrade paid to Banja Luka preceded a series of resignations. Serbian politicians were harshly criticizing High Representative Paddy Ashdown because of his measures, which were much milder from the measures, which were deserved and expected. Cavic’s threats on organizing the referendum on secession of the RS from BiH can be brought in relation to resolving of the Kosovo status which has been expected to happen during this year.’ Sadovic added that many people in the RS like the idea to exchange this entity for independence of Kosovo. Sadovic added that this is just wishful thinking since BiH is an internationally recognized state.

Assembly deputies endorse Djapo’s proposal for new Brcko Government

 

Oslobodjenje pg 7 ‘Government’s proposal endorsed’, mentioned on cover, by V. Jahic – The delegates of Brcko District Assembly endorsed the proposal of the Government’s composition put forward by Mayor, Mirsad Djapo.  The Assembly approved the list of 11 nominations for heads of the governmental departments. Out of 11 posts in the government, five were allocated to the Serbs, and three each to the Bosniaks and the Croats. High-level posts have been designated to the seven political parties which comprise a parliamentary majority. Djapo explained that the composition and division of the posts was balanced in a sense of ethnic distribution. As for the issue of Deputy Mayor, Djapo said that it will be solved soon in accordance with the Statute and eventual instructions of the Brcko District Supervisor, Susan Johnson. The newly appointed Government will start working on Monday.

Stolac update: deconstruction of crosses postponed

Slobodna Dalmacija, front pg splash and pg 9 ‘Stolac full of Carabinieri and Police’, by Ivo Raguz – A day before the announced removal of the big cross and Stations of the Cross at the Krizevac hill overlooking Stolac, SD reports that the situation in Stolac is calm but tense. The papers also note that a big number of Italian Carabinieri arrived to the town in early morning hours on Tuesday together with other members of the IC.

Slobodna Dalmacija, back pg ‘Stone cross on Krizevac stays’, by I. Raguz – SD reports that media outlets in BiH received a news in the late afternoon hours yesterday (Tuesday) that the FBiH Urbanism-Construction Inspector, Danijel Capelj, after series of meetings with the leadership of the municipality and after assessing a possibility of deteriorating security situation in Stolac, decided to postpone the removal of the big cross and Stations of the Cross at Krizevac hill. The text of the decision postponing the removal was signed by the FBiH Minister for Urban Planning and Environment, Ramiz Mehmedagic.

Nacional: Interview with HR Ashdown, on future of BiH, famous Tudjman’s napkin

 

Nacional pgs 46-49 ‘I keep Tudjman’s menu with division of BiH in safe’, by Merima Spahic – Carries an interview with the HR, Paddy Ashdown. Questioned to comment as to what kind of BiH he will be leaving behind when he leaves the country at the end of the mandate, HR Ashdown says that BiH has managed many things in last nine years that many people thought to be impossible. HR Ashdown continued: “If the fundamental issue of the Dayton agreement is solved, which is the full cooperation with ICTY, this country could ensure a better future even this year. The only future for BiH is the integration into Euro-Atlantic structures. The membership in NATO will give security to this war-torn country from nine years ago. The membership in the EU will bring new investments and other opportunities”. Questioned to comment on the famous napkin on which the late Croatian President, Franjo Tudjman, drew a division of BiH, HR Ashdown stated that Tudjman actually drew it on the menu, not the napkin, and that he was keeping the menu in the safe in his bank.

Covic holds separate meeting with Chief Auditor M. Sego

 

Oslobodjenje pg 8 ‘Sego revealed to Covic things which are not for public?’ by Az. Kalmujic – Croat member of the BiH Presidency Dragan Covic held a meeting with the Chief Auditor of BiH Institutions Milenko Sego on Tuesday although the meeting of all 3 members of the BiH Presidency with the Office for Audit of BiH institutions was canceled prior to Covic-Sego meeting. OsLobodjenje learns that this event will cause a conflict within the BiH Office for Audit. Commenting on this situation, Deputy of the Chief Auditor Samir Musovic stated: ‘I do not want to speculate at to what happened at the meeting in Covic’s cabinet, however, if Sego submitted the report only to the Croat member of the BiH Presidency than it is a clear message to me and my colleague Dragan Kulina that we have to submit the reports to Sulejman Tihic and Borislav Paravac respectively.’ Music added that this would not happen since this would mean the end of audit and division of the Office according to the ethnic criteria.

National Theatre of Mostar’s letter to Canton 7 PM Coric

 

FTV – After 55 years, National theatre in Mostar is excluded from draft on 2005 budget for Hercegovacko-Neretvanski Canton (HNC). Mostar Mayor Ljubo Beslic said that City Administration sent a letter to Prime Minster and NHC Government, asking for institutions which were financed by the budget last year to be financed for the first three months of 2005 until the adoption of the 2005 budget. All political parties deny any involvement in the case. Reporter wonders whether HR Paddy Ashdown will have to intervene.

SDP Croatia stands for abolishment of double citizenship to BiH Croats

 

Oslobodjenje pg 3, mentioned on front ‘SDP Croatia stands for abolishment of double citizenship to BiH Croats!?’ by D. Zadravec – With regard to the initiative of re-elected Croatian President Stjepan Mesic to abolish the right to vote at the Croatian elections not only to BiH Croats but to the whole Croatian Diaspora, Oslobodjenje says that HDZ Croatia also expressed willingness to change the elections rules, while SDP Croatia announces a change of the Election Law. The article says President of the SDP Croatia Ivica Racan sees abolishment of double citizenship to BiH Croats who have permanent residence in BiH as a possible solution to this problem.

Croat parties’ reactions on BiH Croats’ participation at elections in Croatia

 

Slobodna Dalmacija, pg 17, mentioned on front ‘Lijanovic to Mesic: Do not abolish the right to vote!’, by Miroslav Landeka  – SD carries reactions of representatives of Croat parties in BiH regarding participation of BiH Croats in the Croatian elections. According to the President of HSS BiH, Marko Tadic, the BiH Croats should not be voting because they are nobody’s Diaspora but a constituent people in BiH. Mate Bandur (HNZ) and Kresimir Zubak (NHI) are of similar opinions. On the other hand, the Radom za Boljitak and HSP Djapic-Jurisic parties believe that the BiH Croats should be able to vote, whilst the spokesman of HDZ BiH, Pero Pavlovic, says the HDZ BiH hopes the issue will be solved to the pleasure and benefit of both Republic of Croatia and BiH Croats.

BiH Constitutional Court rejects appeal in Alijagic case

 

 

 

 

 

 

 

BHT 1 – The BiH Constitutional Court rejected the RS Government and TrebinjeMunicipality’s appeal requesting the temporary suspension of paying out the compensation for the war damage in amount of 34 millions KM to Salih Alijagic.

RTRS – The Court has decided that the appeal has been submitted too early as the audit of the case before the RS judicial authorities is still ongoing. Dobroslav Cuk, head of Trebinje municipality, says that the reason the authorities turned to BIH CC is the fact that the process of the case revision does not temporary postpone the payout and resources from municipality accounts are being transferred on Alijagic’s account. Cuk says that the municipality hoped that BIH CC would issue a temporary postponement of until the audit is completed.

Vlasenica municipality’s bank accounts blocked

 

BHT 1 – Head of Vlasenica Municipality, Dragomir Supar, confirmed that municipal bank account is blocked due to execution of court verdicts that foresees payment of compensations to Bosniaks whose property was destroyed during the war. About 310.000 KM are being blocked on the municipal account and will be used to pay off compensations in five cases.

Three robbers of Kakanj bank caught

Salihbegovic – Report that a branch office of the UniCredit Zagrebacka Bank in Kakanj was a target of robbers on Tuesday morning, which resulted in arrest of all three robbers. It would appear that after the robbery went wrong for the robbers when one of the clerks escaped and alarmed the citizens, two of the robbers (Bojan Topalovic and Zanel Andric) tried to escape but were chased by the citizens of Kakanj. Half an hour later, the Police arrested two robbers, who currently live in a refugee camp near Visegrad and who originally come from Mostar. The latest information has it that the third robber (Goran Dubocanin) in a getaway car was arrested by the RS Police at Sokolac.

Vitez: Military industry broken into, explosive devices and ammunition got stolen

 

BHT 1, FTV, Vecernji List, front pg splash ‘Explosives stolen from Vitezit’ and pg 2 ‘Vitez-based Vitezit robbed, arms and explosives went missing’, by Robert Soldo – Reports that unknown perpetrators broke into two warehouses of the ‘Vitezit’ military industry of Vitez and that a big quantity of explosive devises and ammunition got stolen. It is suspected that the robbery took place over the last weekend and the robbery itself was revealed on Monday around noon. EUFOR, EUPM and FBiH Interior Ministry have been informed about the incident. Many citizens of Vitez say the arms have already departed for Iraq since the company was mentioned in the past as the company that breaches the UN imposed arms embargo. Lawyers representing Algerian group believe that US authority is willing to release BiH Algerians

Kalamujic – According to 2 Oslobodjenje sources the US lawyers (‘Hale and Dorr’) who represent members of the so-called Algerian group before the US judicial bodies hinted to representatives of the BiH executive and legislative authority at the meeting held in Sarajevo on Monday that the members of the Algerian group might be released. The lawyers believe that the members of the Algerian group will not be brought before the military court in Guantanamo and for this reason it would suit the US authorities if BiH demands the extradition of the Algerian group.

Cengic – The F BiH Financial Police Office for prevention of Money Laundering claims that seven BiH banks took out the amount of over BAM 2 billion from BiH during the course of 2004, practically in suit cases. The Office claims that customs services have reported on 218 cases of cash transfer from BiH during 2004. the money is taken out at the border crossing points at Doljani, Orasje and Sarajevo airport.

Nezavisne Novine cover ‘He forged document in the garage’ and pg 37 ‘Forged registration cards, passports, certificates and bombs found at the garage’ by S. Karic – The Banja Luka PSC Crime Police on Monday detected a large quantity of forged blanc documents for vehicles, the forged seal of the PSC and several passports and bombs hidden at a rented garage in the town. The police is in search after P.Lj. (49), born in Travnik, with residence in Banja Luka , who was using this garage and forged documents.

Pasic – Member of the BiH Presidency, Sulejman Tihic, met yesterday (Tuesday) with the Chairman of Defence reform Commission, Raffi Gregorian, and both Tihic and Gregorian stressed that full cooperation with the ICTY and single army in BiH were most important issues for BiH’s aspirations to join the Partnership for Peace. They also concluded that BiH had no more time to lose, nor could it afford three defence ministries and three armies. According to Gregorian, the ultimate goal is creation of a single army of BiH, which is a pre-requisite for BiH joining NATO.

OSA and SIPA sign memorandum of understanding

 

BHT 1, RTRS, Dnevni Avaz pg 8 ‘OSA and SIPA signed Memorandum on Understanding’ by Onasa, Nezavisne Novine pg 4 ‘SIPA and OSA agree on cooperation’ by S.Kn.  – BiH Intelligence-Security Agency [OSA] and the State Agency for Investigations and Protection [SIPA] on Tuesday signed a memorandum on cooperation, assistance and mutual coordination. The Memorandum was signed by OSA director Almir Duvo and SIPA head Sredoje Novic, while the ceremony was also attended by EUPM Commissioner Kevin Carty.

EUFOR welcomes Todovic’s surrender

 

BHT 1 – EUFOR and the NATO Headquarters in Sarajevo have welcome the RS authorities action with resulted with the voluntary surrender of ICTY indicted war suspect Savo Todovic to the Hague Tribunal.

Hearing in ‘Brcko Malta ’ case postponed

 

Nezavisne Novine pg 2 ‘Tuzla procession before BiH Court’ by ONASA – Bijeljina District Prosecutor’s Office on Tuesday confirmed that the four persons from Tuzla, against whom ICTY upheld charges on alleged war crimes, would not be tried before Bijeljina Court. According to Nebojsa Jovanovic, prosecutor who was supposed to be in charge of this case, the entire court file case had been forwarded to the BioH Prosecutor’s Office, that should determine where the processing would take place.

Kopley: It is not interest of West to see Karadzic and Mladic in The Hague

 

Vecernje Novosti pg 2 ‘Islamists want Montenegro as well’ by Dubravka Savic – In an interview to VN, Gregory Kopley,President of the American Strategic Studies Institute, amongst other issues, speaks about the intention of the West to see Rdaovan Karadzic and Ratko Mladic arrested. On this, he notes: “It is not in the interest of the West to see Karadzic and Mladic in The Hague. When they go to The Hague, they would say they were confronting Milosevic and attempted, on many occasions, to cooperate with the West. It is in the interest of many people, including HR Paddy Ashdown, to see Karadzic and Mladic are not in The Hague.”

Mikerevic, Matijasevic, Spaic: Police reform unacceptable without Serbs

 

Nezavisne Novine pg 4 ‘Police reform unacceptable without the Serbs’ by SRNA – It is unacceptable that the report of the Police Restructuring Commission considers only the proposals made by the representatives of the Bosniaks and Croats, while the proposals made by the representatives of the Serbs were not taken into consideration. This was a conclusion of Tuesday’s meeting between the outgoing RS Prime Minister, Dragan Mikerevic, the RS Interior Minister, Darko Matijasevic, and the Chief of the RS Secretariat for cooperation with ICTY, Jovan Spaic. The RS Government’s Public Relations Bureau stated that Mikerevic had given full support to the RS MoI’s activities undertaken with the aim to fulfil the legal obligations and improve cooperation with ICTY.

DA editorial on further development of police reform in BiH

 

Oslobodjenje pg 9 ‘Ministry for fire extinguishing’ by A. Prlenda carries an editorial on the police reform in BH. The author says that High Representative Paddy Ashdown is trying resolve the current turbulent situation in the RS and the HR cannot impose the solution for this issue since the EU demands from domestic bodies to be capable of doing it by themselves. The author goes on to say that for this reason the HR sent a message that the MoIs can be preserved, however, they will have nothing to do with the police. The editorial says that with further existence of the RS MoI the RS politicians can represent to their voters the situation as the ‘statehood’ was not disrupted, however, since firemen and civil protection do not work within the MoIs it will be interesting to see whether it will be possible to realize the aforementioned idea at all.

Coffee manufacturers dissatisfied with excise law

 

 

 

Glas Srpske cover page story ‘Tax demands price increase’ by D. V. M. – The article writes about the Law on Excises from the point of view of coffee manufacturers, who express their dissatisfaction over the Law and say they will either have to give up from producing coffee or they will have to produce and sell it at much higher prices. Coffee producers claim the Law puts both coffee importers and coffee producers in same position, which is detrimental for the domestic production. The manufacturers also remind that the Law stimulates the importers and smugglers, and does not protect domestic producers.

DL op-ed: Law on excise taxes and VAT putting people in jeopardy

 

Dnevni List, pg 2 ‘Hunger and poverty’, by Arijana Beus – Noting that living standard in BiH is very low, “something that we all already know”, the author in this op-ed argues that the Law on excise taxes and VAT are putting the people into even bigger jeopardy since the costs of living become bigger whilst the incomes remain the same. “How can our politicians expect from people in BiH to live with such costs and incomes?”, concludes the author.
