Dnevni List, front ‘Education: OHR announces imposition of the law’ and pg 5 ‘Start of school year the final deadline for harmonization of laws’, by Ivica Glibusic – writing about the failure of four cantons to harmonize respective elementary and secondary education laws to the state Framework education law, DL carries the Speaker of the Central Bosnia Canton (CBC), Velimir Valjan (HDZ), as saying: “The Dayton clearly stated who is responsible for the education. Our position is clear, we are not giving it up, either this is a state in which we are equal and according to the Constitution we are entitled to our language and schools, or somebody should say that we do not have that right so we can address the issue in a different way”, adding that the Croats in executive and legislative authorities in the CBC will not agree to abolishment of the right to their language and schools. DL also carries an OHR spokesman, Mario Brkic, who says there is not a deadline by which the cantons have to harmonize their respective laws to the Framework law on elementary and secondary education.  Brkic added that one of options included the imposition of laws. “Any of measures can happen any time, because it has to be done by the start of the school year”, said Brkic.

Vecernji List, pg 5 ‘SDA cannot abolish HVO in parliament’, by Zoran Kresic – questioned to comment on the fact that the Herzegovina-Neretva Canton Assembly unanimously adopted the cantonal education law and in that context, the position of the IC, the Deputy Speaker of FBiH Parliament’s House of Representatives and Vice President of HDZ BiH, Josip Merdzo, says: “It is very hard to determine reasons why, the OSCE for example, is objecting to the law. We even published the law in the media and there were no negative reactions. We claim there has not been a collision with the framework law on education. The law gives everyone the same right and big possibilities of choice, it does not deprive anyone (…) We believe that the law that was adopted in the Herzegovina-Neretva Canton is an excellent model for any other canton. The law clearly gives all the rights to children which are in position of a minority”.

BiH Constitutional Court to discuss Higher Education Law at its May 27 session?

Vecernji List, pg 2 ‘Court decision on universities by end of June’, by Dejan Jazvic – the BiH Constitutional Court could be at its next session scheduled for May 27 discussing the issue of state Law on higher education following the Croat MPs decision to invoke the vital national interest. VL explains that although the issue is not included on the agenda, due to the importance of the issue there is a high probability the BiH Constitutional Court discusses the issue at its May 27 session, otherwise it will have to wait until the June session of the Court.

OSCE reacts to SD article on alleged interruption of classes in Mostar

Slobodna Dalmacija, pg 8 ‘Visit to schools with permission only’, not signed – carries a reaction of the OSCE to an article published in Slobodna Dalmacija last Wednesday entitled ‘Representative of OSCE barges into classes’, which claimed that an OSCE representative interrupted classes in the ‘Fra Dominik Mandic’ grammar school in Mostar, which allegedly caused parents’ fury (see Cropress summary, May 12). OSCE’s reaction reads: “Allegations that an OSCE representative ‘interrupts classes on daily basis’ , without prior announcement and permission, are incorrect. Representatives of OSCE Mission have always had necessary permissions by the school’s representatives for all the meetings and visits to school premises. Regarding the concrete allegations, which mention name of a member of the OSCE Mission, the truth is the following: the OSCE representative visited the classes on one occasion only, in October 2003, with permission of the Grammar School’s headmaster and his deputy, to explain the students about the process of revitalization of the Grammar School and offer them an opportunity to voice their concerns in that perspective.”

SDHR Wnendt to visit Mostar on Monday

Oslobodjenje pg 3 ‘Talks on refugees’, ONASA – Senior Deputy High Representative Werner Wnendt will visit Mostar on Monday, where he will incept a documentary of project dubbed “How much further – Three years later,” aimed at presenting the problems of refugees and displaced persons. Wnendt will meet with the residents from the Santica Street in Mostar, who will appear in an episode of the documentary, and Mostar officials.

Oslobodjenje on political games around water-supply system in Gorazde

Oslobodjenje cover page, pgs 4-5 ‘Politics and crime poisoned water-supply/distribution system’ by Elma Kazagic – The citizens in Gorazde and Bosnian-Podrinjue Canton have been literally losing their minds for years now over affairs and political games around the construction of water-supply system. In 1999, the Saudi Fund approved loan of 3.8 million dollars for the construction of the water-supply system. However, according to the newspaper, nothing (or very little) has been done since then in the implementation of the project.   

Merdzo on recent developments in Stolac

Vecernji List, pg 5 ‘SDA cannot abolish HVO in parliament’, by Zoran Kresic – Deputy Speaker of FBiH Parliament’s House of Representatives and Vice President of HDZ BiH, Josip Merdzo, comments on the recent developments in Stolac: “Certain circles in Sarajevo want to show that they care more about Stolac that the citizens themselves. It is probably a part of pre-election arrangements and games, raising of tensions and homogenisation of groups”.

Parties and independent candidates make entries for October elections

Herceg Bosna Radio, BHTV, FTV, RTRS, Dnevni Avaz pg 2 ’71 political parties registered’, Vecernji List pg 3 ’71 parties and 179 independent candidates made entries for elections’ by E. Medunjanin – 71 parties and 179 independent candidates made entries for registration for coming local elections to the BiH Election Commission. VL also says that the deadline for entries expired on Saturday at midnight. According to VL, SDA made the biggest number of the entries (113 Municipalities), followed by SDP (111 Municipalities), SNSD (84 Municipalities), SDS (62 Municipalities), HDZ (68 Municipalities) etc. 

VL stunned with number of defects in local elections

Vecernji List, front and pg. 3 ‘Municipal elections: Candidate even General Gotovina’s ‘double’’, by Zoran Kresic – the daily is stunned with the number of independent candidates for local elections, who used to be senior officials of the current ruling parties. VL argues that the biggest surprise to date is the independent candidacy of the current Mayor of Ljubuski, Markan Zelic, who is an HDZ member. VL also notes that Marin Topic, a member of HDZ, is also an independent candidate for local elections in Mostar, and that a former senior SDA official, Almir Alikadic, will run for the office of Konjic Mayor. Finally, VL says 26 political parties made entries for the local elections for the City Council of Mostar, which means that, together with independent candidates, there will be 32 lists to choose from.

RTRS – Dismissed Chief of RS Special Police Force Dragan Lukac said on Sunday that official decisions on dismissal were not handed to him and his deputy. He also said that he and other dismissed officials did not agree with this decision because they believed that RS authorities wanted to make them responsible for action in Visegrad, and by doing this they only wanted to please High Representative Paddy Ashdown. He also said that by dismissing him, RS Minister of Interior and Chief of Police, who prepared and organized this action, wanted to protect themselves. “I support activities which Chief of RS Police is conducting, and I believe that these persons should be dismissed and this has nothing to do with RS Ministry of Interior, this is just of Chief of RS Police concern”, said Zoran Djeric, RS Minister of Interior. “Responsible persons will be found, when we think about political responsibility and also professional responsibility”, said Dragan Mikerevic, RS Prime Minister. SRS thinks that these changes in RS MoI present attempt to hide criminal affairs in RS. Political reactions to Lukac case

Nezavisne Novine pg 5 ‘Minister and Director of police should resign’ – The opposition MP’s share the view that the removal of Dragan Lukac, Director of Republika Srpska Special Police, has a political background. They are of the view that the Republika Srpska police top wants to transfer the responsibility for the murder of Novica Lukic in Visegrad onto Lukac.

Dimitrije Ivanic, member of SNSD Chair Board, stresses that the Republika Srpska Interior Minister, Zoran Djeric, and Republika Srpska Police Director, Radomir Njegus, should file resignations or the Government should dismiss them.

Velimir Sakan, PDP MP, is of the view that these removals do not necessarily have to be connected with Visegrad action.

Marko Pavic, DNS President, is convinced that the removal of Lukac is another deceit of the public.

Petar Djokic, SP RS President, claims that “an unusual net is being made around the Republika Srpska police activities, and the Republika Srpska authorities participating in such activities do not have courage to say what their goal is”.

Tarik Sadovic, SDA MP, is of the view that the removal of Lukac and his police is politically motivated and contains the elements of political revenge. Dnevni Avaz pg 2 ‘Multi-ethnic police would achieve better results in apprehending war criminals’ – Head of SDA Caucus in the RS National Assembly Tarik Sadovic said that the RS police structures and the intelligence community were obviously the most responsible for a lack of adequate cooperation with the ICTY. The party therefore understands RS Police Administration Director Radomir Njegus’ need to make changes. “We are confident that the multhi-ethnic police and intelligence service in RS would achieve much better results in catching the Hague fugitives”, said Sadovic.   

RS premier urges Hague indictees to surrender, backs Njegus

FENA – RS Prime Minister Dragan Mikerevic said on Sunday that all Hague tribunal indictees should surrender themselves voluntarily, and in this way, show their patriotism, and announced that if they failed to so, police would carry out new operations to arrest them. In an interview with the Banja Luka-based Alternative TV (ATV), Mikerevic backed the dismissal of the head of the Special Police Service of the RS Interior Ministry, Dragan Lukac, who according to some media reports, is refusing to accept the decision on his dismissal. “The director of the RS police has the right and the authority to replace personnel in the police force. In this respect he has the backing of the RS government,” Mikerevic said. Radomir Njegus, director of the RS police, on Fridaydismissed Dragan Lukac, head of the Special Police Service of the RS Interior Ministry, and appointed Ranko Vukovic to this position.

Interview with COMSFOR Packett

No will for arrests of war crime suspects, says Colak

Nezavisne Novine pg 4 ‘There is no political will for the arrest of war crime suspects’ – In a brief interview to NN, Barisa Colak, BiH Security Minister, says that there is no political will in BiH for the arrest of war crime suspects. He says that SIPA and OSA will take over the responsibility for the arrest of war crime suspects.

On existence of terrorist organisations in BiH, he says that Ministry does not hold evidence proving this.

Amor Masovic: We will not accept Srebrenica Commission report

Dnevni Avaz pg 9, mentioned on cover ‘Amor Masovic: We will not accept Srebrenica Commission report’ – Amor Masovic, the President of the State Commission for Missing Persons, expressed his dissatisfaction with the behaviour of the Srebrenica Commission. Masovic emphasized that not a single out of three Commission’s preliminary reports had been officially submitted either to the state of Federation Commission for Missing person, which were the only bodies that might determine credibility of the new Srebrenica Commission’s findings. Masovic added that if such the behaviour continues, its final report will not be accepted. 

Merdzo (HDZ) says Croat component will not be abolished

Vecernji List, pg 5 ‘SDA cannot abolish HVO in parliament’, by Zoran Kresic – Deputy Speaker of FBiH Parliament’s House of Representatives and Vice President of HDZ BiH, Josip Merdzo, rules out possibility of abolishment of HVO or any kind of assimilation into a joint army. “Proposal of the FBiH Ministry of Defence is very clear. It was based on the political agreement of leaders of the HDZ and SDA that the existence of the two components is not questionable. According to that agreement those two components, as the FBiH Army, will be a part of the BiH armed forces”, says Merdzo.

Update: Case of 11 former Prijedor policemen

Nezavisne Novine pg 3 ‘Trial against 11 former Prijedor policemen commences’ – The trial against 11 former Prijedor police officers, charged with war crime against civilian population, commences today before the Banjaluka District Court.

The former police officers Ranko Jakovljevic, Miroslav Cadjo, Mile Rodic, Drazen Rakovic, Rade Savic, Gojko Kesic, Zoran Banovic, Miroslav Zec, Djordje Jelcic, Zoran Milojica and Slobodan Muzgonja have been charged with illegal detention of the Catholic priest Tomislav Matanovic and his parents Josip and Bozana Matanovic in the period from mid August 1995 until 19 September 1995.

RS radicals on Bjelica apprehension

Nezavisne Novine pg 5 ‘Bjelica is lucky that SFOR arrested him, not Republika Srpska police’ – Mirko Blagojevic, delegate of the Republika Srpska Radical Party Dr. Vojislav Seselj, stated that Milovan Cicko Bjelica should be glad that SFOR arrested him, instead of the Republika Srpska President, Dragan Cavic, and his first policeman, Radomir Njegus. He said that: “Bjelica is probably happy that SFOR arrested him, because if Dragan Cavic and Radomir Njegus had done it instead of SFOR, Bjelica would have been in great jeopardy.”

Speaking of illegal privatisation of companies in Republika Srpska, he said that Dusan Stojicic, SDS Spokesperson, is also taking part in such. Blagojevic described Stojicic as the leader of the criminal clan mediating on illegal privatisation cases.

Kazani case

Nezavisne Novine pg 6 ‘It is incomprehensible that Kazani case was processed without RS Commission’ – In a brief interview to NN, Slobodan Skrba, member of the Republika Srpska Office for search for missing persons, says that the identification of ten exhumed bodies performed on Saturday, confirmed that two bodies are from the area of Kazani, while other people lost their lives on other locations in Sarajevo. He claims that F BiH Commission claims that all ten bodies were exhumed from Kazani.

He also expresses dissatisfaction over the co-operation with the F BiH Commission for search of missing persons. He is also of the view that F BiH Commission is minimising the number of Serb victims.

Investigation into judge Trbojevic death

Nezavisne Novine pg 13 ‘Tuzla forensic experts’ report today before Prosecutor’s Office’ – The report by the forensic expert from Tuzla, Dr. Zdenko Cihrlaz, with regard to the recent death of Banja Luka Basic Court judge, Mirjana Trbojevic, will be submitted to the Banja Luka District Prosecutor’s Office today. Cihrlaz said: “I have studied the entire documentation related to this case. The same was yesterday done by the court ballistic expert and the two of us will produce the final report together.”.

He added that he could still not reveal any details from the documentation that he had studied.

BiH banks depositing money at foreign banks

 

 

 

 

 

 

 

 

Nezavisne Novine cover and pg 3 ‘BiH banks “save” BAM 1.3 billion abroad’ – Around BAM 1.3 billion from BiH banks is circulating around international financial flows on a daily basis, while in the same time the local businessmen are endlessly trying to get the most favourable loan in order to improve the economic development. According to data compiled by BiH Central Bank, this amount is half of the total resources banks have. The data also indicate that the trend of outflow of money abroad is far more present in the Federation of Bosnia and Herzegovina than in Republika Srpska. According to this information, the banks from F BiH have placed the amount of BAM 1.22 billion as deposit with foreign banks, while banks from RS have deposited the amount of BAM 135 million. The bankers warn that this trend will go up in the coming months.

Central Bank warns that the reason for this outflow is the existing legislation, which does not allow that short-term savings are invested into long-term loans for economic development.

Also, Samir Lacevic from the Association of F BiH bankers says that the outflow of money abroad resulted from the fact that Central Bank of BiH has cut the interest rate paid for money deposited with it.

Paddy Ashdown promoted BiH tourism in Geneva

Dnevni Avaz pg 3 ‘BiH will fill with wonder even adventurers by its untouched beauty’, mentioned on cover ‘Paddy Ashdown promoted BiH tourism in Geneva’ – Continuing his European tour to promote BiH’s tourist’s opportunities, HR Paddy Ashdown met with the businesspeople of the Bosnian origin in Geneva. Ashdown emphasized that due to poor infrastructure BiH was not prepared for a mass tourism but for the religious, cultural, adventure’s and alpinist.

Update to Srebrenica social affairs

 

Glas Srpske cover page story ‘Salary and allowance to Bosniaks’ – Apart from regular salaries paid from the Republika Srpska budget, the Bosniaks, employed at the Srebrenica Police Station, schools and Health Centre, get the allowance of BAM 150 paid from the budget of the Federation of Bosnia and Herzegovina.

14 policemen, three education staff and medical technicians, all returnees, get this allowance. This was confirmed by Abdurahman Malkic, Srebrenica Mayor. The majority of Srebrenica population, regardless of their ethnic background, do not approve of this, according to GS, since there are many unemployed Bosniak returnees to Srebrenica, who do not get anything.

DL on situation in BiH Lottery

Dnevni List pg 2 ‘Croat or Serb Head of BiH Lottery!?’, mentioned on cover, by M. Relota carries that both the General Manager and President of the Steering Board of the BiH Lottery are coming from the line of the Bosniak people and according to DL, this has been the practice is past years. The author says that the question arises as to why the Federation of BiH Government does not react to this fact since the principle according to which the General Manager is coming from the line of one people and President of the Steering Board from the line of the other of two BiH constituent peoples should be applied. The article also carries details about successful work of BiH Lottery and says that the FBiH Government should have discussed the annual report of the BiH Lottery for 2003 long time ago, however this has not happened yet. DL says that the report was even an item of the agenda of the FBiH Government’s session, however, the discussion on this issue was removed from the agenda.

BiH farmers announce new blockades if measures for protection of domestic production are not adopted

 

Dnevni List pg 6 ‘Farmers announced blockade of MPs’ houses’ by Nina carries that BiH farmers threatened again with the blockade of border crossings if the BiH Parliamentary Assembly does not adopt measures for protection of domestic production at its session scheduled for May 21. President of the FBiH Association of Farmers, Smail Hodzic, stated that the BiH farmers would block border crossings with Croatia and Serbia and Montenegro at which goods from these 2 countries enter BiH. According to Hodzic, farmers also consider other option, the option being blocking of the houses of those MPs who vote against the domestic production. DL says that President of the RS Association of Farmers, Vladimir Usorac, shares the same position, as well as the President of the Association of BiH Poultry Producers, Zlatan Ivanovic.

DL: 40 million KM necessary for closing down of collective centers

Dnevni List pg 8 ’40 million KM is necessary for closing down of collective centers’ not signed carries that the Federation of BiH Ministry for Refugees and Displaced Persons will request the financial assistance from the state authority bodies and non-government sector for restructuring of houses of the persons who currently live in 56 collective centers in the FBiH. DL says that people from the competent Ministry stress that vacating of the collective centers is a priority of the FBiH Government, however, 40 million KMs is necessary for achieving of this goal and in case that collection of these funds continues with the current pace, this process might take 12 years.

On issue of old foreign currency saving

Dnevni List pg 3 ‘Government offers worthless bonds to depositors’ by I. Glibusic carries that the Association of Old Foreign Currency Savings demand withdrawal of the proposal of Law on defining and way of meeting of internal Federation of BiH obligations that the FBiH Government adopted. DL says that according to this plan, the FBiH Government planned to pay in cash 105 million KM to depositors of the old currency savings and to turn the rest of money, amounting to 1,1 billion KM, into bonds that will be paid out within 20 years with the deferred payment of 10 years. DL also says that people from the aforementioned Association are embittered over this proposal and they announce filing of a lawsuit before the Human Rights Court in Strasbourg. 

Less patients with the symptoms of Q fever

Nezavisne Novine pg 9 ‘Less patients with the symptoms of Q fever’; Glas Srpske pg 3 ‘Fever giving out’ – The doctor on duty at Banjaluka Clinical Centre confirmed that the decreasing number of patients with the symptoms of Q fever is seeking medical assistance. He also confirmed that not a single patient has been hospitalised at the Clinic yesterday (Sunday).

Students announce protests

Blic, pg. 13 ‘Students announced mass protests’ by J. D. mentioned on cover ‘Banja Luka: Students announced mass protests’, Nacional Belgrade daily, pg. 19 ‘Students threat with protests’ not signed – Students of Sarajevo University are embittered because the BiH Parliament has failed to adopt a law on high education and they announce they ‘would organize mass protests if the law is not adopted immediately’. The students request from politicians to resign because ‘they do not know what they are doing’ and by not adopting the law on high education they have ‘widely opened doors for departure of young people from BiH’.

Session of RS Veterans’ Associations

Vecernje novosti, pg. 19 ‘Dissatisfied with the law’ by V. B. – The Presidency of RS Veterans’ Association has held a meeting with Boards of Invalids of War and Families of Killed Soldiers in Samac. They have expressed their dissatisfaction with provisions of the adopted Law on Rights of Veterans and concluded they would hold special sessions of Municipal Veterans’ Associations in the course of the following month, at which every veteran should present their stance on the Law. A special session of the Veterans’ Association Assembly would be held after this and a stance regarding the Law would be defined.

RS camp inmates announce filing lawsuit against BiH/express dissatisfaction with Ivanic’s statement

Vecernje novosti, pg. 18 ‘Lawsuit against BiH is ready’ by V. Blagojevic – the Presidency of the RS Association of Camp Inmates has concluded during a session held in Vukosavlje it would file a lawsuit to the International Court for Human Rights in Strasbourg for compensation of material and immaterial damage for 14,000 former camp inmates. For the following month, the Association will be completing evidence material and preparing a lawsuit against former Republic of BiH. Apart from this, they will request from the Court in Strasbourg to establish a special commission for investigation of events in the area of Sarajevo, where approximately 10,000 Serbs have suffered during the war. ‘There is a tremendous pressure of the international community to have a single Association of Former Camp Inmates at BiH level. In this case, they would request filing of a lawsuit against Serbia and Montenegro, and by this they would proclaim RS as genocidal. We insist on individual lawsuits’, the President of RS Association of Former Camp Inmates, Branislav Dukic, has stated.

Dnevni List pg 18 ‘Inmates dissatisfied over statements given by Mladen Ivanic in The Hague’ not signed carries that the Association of RS Inmates is dissatisfied over the statement of BiH Foreign Minister Mladen Ivanic who said in the bilateral talks with representatives of the Dutch Government that for the first time the ICTY has a balanced relation towards all three sides in BiH. President of the aforementioned Association Slavko Jovicic stated that this claim is not correct since only 2 persons were sentenced to prison because of the crimes committed over Serbs. According to Jovicic, all the others, including General Sefer Halilovic, 6 Croats charged with war crimes committed over Bosniaks and many others are not charged with the crimes committed over the Serb people but with the crimes committed over the members of the other two peoples.

Editorial on Law on Construction Plots

Vecernji List pg 2 ‘Homogenization of peoples by construction plots!’ by Srecko Stipovic carries an editorial, which says that new Law on Construction Land, that has been adopted recently, is a big trouble to the municipal authorities all over BiH. VL says that this law refers on thousands of naïve and deceived citizens who will not be able to get a single document until they pay for their construction plots. The editorial also says that the municipal elections are approaching and ‘ a hot potato’ should be eaten. The author concludes that obviously, a hot autumn is ahead of us and many people will finally realize that private property is sacred thing only when it is paid by real money and not by false promises.

Dnevni List, pg 7 ‘September donors conference under question mark’, by NINA – according to the State Coordinator for PRSP, Zlatko Hurtic, the donors conference for implementation of PRSP, which is scheduled for September, is put into question following the recent developments in the State Parliament regarding some laws. According to the Head of OHR Economic Department, Patrice Dreiski, donors want to see concrete results of domestic authorities in reforms in order to give the money, noting that it is necessary to implement the reforms as soon as possible and in the best possible manner.

Kotorsko issue

Glas Srpske pg 2 ‘Lawyer writing denunciations’ – Sinisa Djordjevic, legal representative of Serb families from Kotorsko, has compiled new denunciations against officials of Doboj City Hall. He did this following municipal order on demolition of two objects in Trnovo 1 and 2. He claims that demolition was carried out in illegal manner. He will hand denunciations to Doboj Prosecutor’s Office.

RS Agriculture Ministry opposes CoM-set quotas

Nezavisne Novine pg 4 ‘Lobby of meat manufacturers influenced Council of Ministers’ – Milan Nincic, assistant to RS Minister of Agriculture, stated that the Republika Srpska Ministry of Agriculture opposes to quotas set by the BiH Council of Ministers for duty-free meat import, since it creates an impression that such a decision is in the interest of the meat-manufactures’ lobby. He further said that the proposed decision of the BiH CoM (regarding addenda to the Law on tax tariffs) has not been agreed with the Republika Srpska Ministry of Agriculture in the form forwarded to the state parliament for further consideration.
