FTV interview with Ashdown on RS government appointment, police reform
| FTV – HR Paddy Ashdown said that the main task of new RS Government would be cooperation with ICTY. He said that issue of nomination of the new Government had to be solved by RS officials and that OHR did not want to interfere. RTRS interview with HR on police reform
| RTRS – HR Paddy Ashdown stated that the most acceptable concept of police reform in BIH will be decided upon by the end of January. He stressed that EU expects control of police forces at BIH level. HR also stated that he will speak with representatives of all 3 people in the Commission before making the final decision. He also announced public debates in February and March in order to gain support for police restructuring and explain the necessity of it. “There is nothing in the report that requires the abolishment of entity MoI’s”, says Ashdown. He adds that MoI has many different functions and police is just one of them. Ashdown also says that police regions will be determined based on functionality and efficiency and not based on political interests. He also explained that the abolishment of entity Defence Ministries is necessary due to surplus of command structures which does not mean that RS Army will be abolished. The government voiced its support for the commission and its proposal for the establishment of a single police structure on the state level, under control of a minister at the BiH Council of Ministers. According to the Government, a territorial police organization, which foresees the establishment of five regional police forces, is a feasible and optimal solution from the aspect of operative management. “Due to the complexity and political sensitivity of police work, we feel the reforms should be implemented gradually through several phases,” the Government said. |

Popovic – the article claims Pero Bukejlovic would have a sufficient support of delegates if, apart from the support of SDS with 26 delegates, he manages to get the support of PDP (9 delegates), SRS (3 delegates) and newly-formed “Club of center” (DS, RS Pensioners’ Party, NDS and SPAS) with four delegates. So far, it is certain SDS would support Bukejlovic, while PDP has announced it would reach a decision on this matter at a session of the party presidency that will take place at the end of the week. SRS expressed its readiness to support the new Government if no Minister from SDA, SDP and Party for BiH participated in it. The “Club of center” would give its support to Bukejlovic under the condition no SDA Minister participates in the Government’s work. Tarik Sadovic (SDA) expects the new designate would invite SDA for consultations in order to inform them of the priorities of the future work of the cabinet. Muharem Murselovic (Party for BiH delegate at RS NA) says the story on break of cooperation between SDS and SDA is not clear since these two parties have always cooperated well. He stressed the Party for BiH would not support any majority in which SDS participates. SDP thinks there will be no problems regarding the support to the new Government and they think “Bukejlovic is not a good solution for a designate”. ‘Should Bukejlovic show the same at the new Government as he showed at Ivanic’s Government we will have great problems. We will not support such a government nor we would participate in it regardless of what would be offered to us’, SDP delegate at RS NA Slobodan Popovic has stated. RS political parties on agreement on principles, signed by 6 political parties

Diklic – GS writes that although the Agreement on principles, which six parties in RS have signed, is still in force, each of the signatory of the Agreement seems to be interpreting Item 6 (concerning the selection of new Government) as it finds appropriate. Mladen Bosic, SDS Presidency member, says that statements SNSD and SP RS officials gave sound as it these parties have given up on the Agreement, but they have not still violated it. He notes that new designate would offer signatory-parties of the Agreement to participate in the new Government. Milanko Mihajlica from SRS agrees with Bosic. Mirko Banjac, DNS Vice President, also regarded SNSD and its President, Milorad Dodik, as being mostly responsible for violation of the Agreement. Nebojsa Radmanovic, SNSD Executive Board President, confirmed this party would no longer take part in talks on Government composition, adding SNSD would not support new Government. VL: CoE wants adoption of Law on confiscation of illegally acquired property

Bosniak war veterans request removal of FBiH Defence Minister Nikolic

Ivankovic – Many employees of ‘Lijanovici’ company were unpleasantly surprised when they heard the news coming from the Election Headquarters of candidate for the Croatian presidential elections, Stjepan Mesic, which says that ‘Lijanovic’ have donated 200 000 Kunas for Mesic’s pre-election campaign so far. The employees who wanted to stay anonymous stated that they are embittered by this fact since they have been receiving scrip instead of salaries for months. |
