Together to Truth calls on Serb officials to freeze work in joint BiH bodies

 

 

 

 

SRNA – The citizens’ association “Together to the Truth” has requested from the Serb representatives to freeze their work in the joint bodies of BiH as a sign of protest over the violation of human rights of Serbs in the RS, until the Serbs are given back everything they got with the Dayton Agreement and has been taken away from them since 1995. In Monday’s statement, the association calls on all political representatives to support their initiative for the RS to break away from BiH if they are not prepared to protect the Dayton Agreement. This association demands from the BiH Constitutional Court to stick to its constitutional jurisdiction and act in line with its authorities prescribed by the law, and do not adopt laws like the one on the abolition of names of towns with Serb prefixes, which was a precedent in the legal practice and an example of violation of the law. The associations demands the RS politicians to urgently create conditions for a census in the RS and the Federation of BiH, in order to prevent yet another manipulation of the Serb people and their rights.

Trials of Krajisnik, Kubura, Hadzihasanovic, Oric continue before ICTY

Herceg Bosna Radio, BH Radio 1 – The trial against former President of the RSNA Momcilo Krajisnik will continue before the ICTY today. Also, the trials of former BiH Army Commanders Amir Kubura, Enver Hadzihasanovic and Naser Oric will continue before the ICTY today.

Exhumations at Kevljani site continue

 

BH Radio website – Members of the Expert team for missing person in the region of Bosnian Krajina continue with the exhumations in Stari Kevljani, Prijedor area. Since 13 August to date, 415 bodies have been exhumed from this mass grave. Expert team concluded this is a secondary mass grave formed in 1995.

Cubro, Glas Srpske, pg. 3 ‘Matson demands removals’ by Srna, SRNA – Foreign prosecutors in BiH are demanding the dismissal of BiH Constitutional Court President Mate Tadic and other judges and a ban on their rulings on the “immunity” of Croat member of BiH Presidency Dragan Covic until completion of the investigation into alleged acceptance of bribes, the BiH edition of Vecernji List reported on Sunday. Seven days before the vote to strip Dragan Covic of immunity, the Special Department for Organized Crime, Corruption and Economic Crime of the BiH Prosecutor’s Office, which is managed by foreign prosecutors, forwarded a request for the dismissal of Mate Tadic and other judges and a ban on their ruling on immunity until the investigation into the alleged acceptance of bribes to the amount of 200,000 convertible marks has been completed, the paper reports.

Orahovac – In a statement to DA, the president of the BiH Constitutional Court Mato Tadic, says that at the session held in Brcko over the weekend, the Court has rejected all allegations against him presented in the letter sent by Prosecutors Mats Matson from Special department for organized crime, corruption and economic crime. Further explaining that the Constitutional Court’s respond was drafted by a foreign judge and sent to Prosecutor. “The most important thing for me is that Prosecutor Mastson has not said precisely who offered 200.000 to me or to whoever in the Constitutional Court… It is pretty unserious. Furthermore, we at the Constitutional Court have agreed that the memo of such content as presented by Matson presents an example of pressure applied against the Court,” says Tadic. 

FBiH Interior Minister Halilovic says talks on future police structures still in progress

 

Herceg Bosna Radio, Oslobodjenje pg 6 ‘Talks on police reform still in progress’, FENA – The recent visit by members of the Police Restructuring Commission to Brussels was aimed at getting information about some of the EU police institutions and their organization. Members of the Commission have been informed about the structure and organization of the Belgian and Swiss police forces. FBiH Minister of Interior Mevludin Halilovic said for FENA that talks on the future structure of the police in BiH are still in progress. Halilovic confirmed that nothing concrete had been agreed about the future structure of the police, adding that certain principles have been adopted, and that they have been supported by the EU Commissioner, Chris Patten, and the EU High Representative for the Common Foreign and Security Policy, Javier Solana. These principles were established by the Commission, and they are based on the request for establishing a single security space in BiH through a single police structure, said Halilovic.

Milorad Dodik on meeting with HR Ashdown, cooperation with ICTY, police reform

 

Nezavisne Novine, pg. 3 ‘RS has eight weeks at disposal to fulfill obligations towards the Hague’ by V. P., Vecernje Novosti, pg. 5 ‘Ashdown gives eight weeks’ not signed – SNSD President Milorad Dodik stated on Sunday that, during a meeting on Friday in Banja Luka, High Representative Paddy Ashdown warned him of the fact that the following eight weeks is of a crucial importance for RS regarding the obligations of RS towards the Hague Tribunal. NN quotes Dodik as saying: ‘Lack of cooperation of RS Government with the Hague Tribunal, in long term context, poses a greater threat for RS integrity than any initiative brought by some politicians of SDA, HDZ, Party for BiH and similar, which are pointed against RS’.

He also said he told HR Ashdown RS should establish a special police unit that would have a task to arrest war crimes indictees.

Nezavisne Novine op-ed pg 7 ‘Laboratory’ by Predrag Klincov – The author refers to the most recent statement of Michael Humphreys, Head of EC delegation to BiH (when he said BiH needs a police at the state level), saying it indicates that all reforms international community is implementing in BiH show EU is pushing the initiative to see currently entity (ethnic) structure of the state turned into regional structure. The author notes that the changes to internal structure of BiH are conducted without the assent of the BiH peoples. He concludes by saying: “It is inevitable that BiH must continue on the path of fulfilling conditions for admission into EU family; it is inevitable that it is in the interest of all our peoples, but it also raises the question whether EU representatives are actually imposing a sort of “laboratory made”, instead of solutions reached through agreements, which – as history has shown – have not resulted in anything at the end.”

Cubro – A source close to Sarajevo Canton MoI has confirmed that Sarajevo Canton Police are checking on involvement of Muhamed Ali Gasi, who was arrested in Sarajevo on Friday due to a suspicion of planting two explosive devices in Sarajevo,in several other serious acts of crime. 

Assets of Karadzic, Mladic and Gotovina frozen

 

Nezavisne Novine, pg. 2 ‘Accounts of Karadzic, Mladic and Gotovina were blocked’ by FoNet – EU has frozen bank accounts of Radovan Karadzic, Ratko Mladic and Anto Gotovina. EU took this decision on October 14, while USA has done this even before. HR Paddy Ashdown has stated during his recent visit to the Hague Tribunal that he hopes SiCG would stop paying a pension to Ratko Mladic, if it is paying a pension to him.

Oslobodjenje cover page, pgs 4-5 ‘Oil distributors undermine competition on the market’ by Hajdar Arifagic – Oslobodjenje’s cover page story is an analysis of the oil derivates market by Anto Domazet, former BiH Treasury Minister. He says that slow increase of oil prices in BiH is the result of the slow increase of taxes: “That means that existing system of the prices… in almost all countries was stabilizing… Taxes in BiH in this period were increased for only 8/9%… Therefore, I conclude that all those demands from the FBiH Governments to decrease taxes in order to contribute to lesser increase of prices were ungrounded.”

FIPA operation might be brought into question

 

BHT, FTV, RTRS, Oslobodjenje pg 4 ‘Amendments to Law on FIPA unacceptable’ by ONASA – The Foreign Investment Promotion Agency (FIPA) Director Mirza Hajric warned on Sunday that with the state parliament-passed amendments to the draft law on FIPA, its activities would be reduced and its functioning would be brought into question. Hajric underlined that FIPA needed no politicisation and that it needed to have an adequate budget. He added that adopted amendments led to danger of loosing a World Bank loan of 25 millions USD intended for budget support.

Dizdarevic – Hajric added: “I think that this is just a trial of installing political control where SBiH members together with SDS are voting and lobbying for these amendments.” He also claims that the international community in BiH, including OHR, insists for the FIPA Governing Board to stay apolitical, while one of the amendments says that the Board should also include the members form the BiH Foreign Trade Chamber. Hajric underlines that the vote from a Chamber would be political.

Dzonlic – FBIH Prime Minister Ahmet Hadzipasic in a statement to DA comments to the last week’s session of the FBiH Government [left by the ministers from SBiH due to rejection of the proposal for privatization revision] announcing possible removal of some Ministers from the Government. DA comments that at the same time SDA is trying to calm the situation down while Hadzipasic stresses that he has not chosen the ministers working with him, but the parties including his own SDA. “That is why SDA leadership will have to deal with the burden of its decision on the ministers. If they really believe that these people deserve to be ministers that will be the Party’s decision that I will not oppose to. Things done by individuals in the Government is clear as a day. But I think that many things will get even more clearer after I present everything that happened and how some decisions damaged Federation,” says Hadzipasic adding “I am not against possibility of using my authorities as a Prime Minister.”

Circle 99 on change to BiH Constitution, need for new elections law

 

FTV, Oslobodjenje pg 3 ‘BiH is a state of discriminated citizens’, Dnevni Avaz pg 4 ‘New BiH Election Law should be adopted’, Glas Srpske pg 2 ‘New Constitution, new Law’ by FENA – FBiH Vice-President Sahbaz Dzihanovic and member of the BiH Election Commission Suad Arnautovic emphasized need for adoption of new Election Law at the regular session of the Circle 99 Independent Intellectuals Association in Sarajevo on Sunday.According to them, failures of the current lawarise fromthe BiH Constitution and that is why it is necessary to discuss constitutional changes first. Inequality of citizens and discrimination are supported by the BiH Constitution, especially when it comes to election of BiH Presidency members and election of representatives in the BiH House of Peoples, it was concluded at “Circle 99” session.

NN interview with Head of OSCE mission Davidson on education

 

Nezavisne Novine, cover and pg. 8 ‘Douglas Davidson, the Head of OSCE Mission to BiH: We will work on uniting of fifty divided schools’ by N. Krsman – The Head of OSCE Mission to BiH, Douglas Davidson, thinks Universities and students would suffer the most of consequences because the law on high education had not been adopted. In an interview to NN, Davidson emphasized the importance of the implementation of reforms in primary and secondary schools and he also announced new activities that would be undertaken in order to unify approximately 50 schools that currently have divided administrations.

NN inset ‘Public administration reform is very important’ – asked to comment on the reform of public administration, Davidson has stated he was not present in BiH long enough to be able to assess the reform and he explained many organizations are engaged in the process of the reform of public administration. ‘We wish to see international standards implemented at a local level’, Davidson has stated.

Conference on missing persons ended in Opatija

 

 

 

 

 

 

 

 

 

Herceg Bosna Radio, FTV, RTRS – A three-day regional conference on missing persons ended in the Croatian costal town of Opatija on Sunday. It was concluded that BiH, SCG and Croatia should approach the issue of missing persons more seriously and present it as such to the International Community. During the Conference, relocation of mass and individual graves was harshly condemned and the highest punishment was asked for those who had committed that crime. Member of RS Commission for Missing Persons Slobodan Skrba said that only in Sarajevo’s suburb of Dobrinja more than 800 bodies had been moved to other locations. On the other side, Chairman of FBiH Commission for Missing Persons Amor Masovic said that relocation of graves was the fact, but he denied the possibility that something like that had happened in Sarajevo , saying that there were no evidences for that and that someone was manipulating with numbers.

Oslobodjenje pg 5, mentioned on cover ‘Governments have no understanding for problems of missing persons’ families’ by S. Rozajac – At the three-day regional conference on missing persons ended in the Croatian costal town of Opatija on Sunday, Ahmet Grahic from the the Union of Bosniak Associations of families of killed and missing persons asked from the Presidency of the conference to support their demands from BiH Council of Ministers to appoint the commission to investigation all crimes committed in BiH and all mass graves. Chair of the FBiH Missing Persons Commission, Amor Masovic, reminded the participants that one one out of seven conclusions from the conference held in Rovinj two year before were implemented. 

GS on property issues of Serbs from Croatia

 

Glas Srpske, cover page story ‘Rainy days for Serbs’ by J. N. – This article writes about difficulties Serbs from Croatia who had exchanged their property in Croatia for property in BiH have to face, since they are in no position to get reinstated to their property while, at the same time, they have to return property in BiH to its pre-war owners. Deputy RS Minister for Refugees and DPs Drago Vuleta and Associate to Croatian Minister for Maritime Affairs, Tourism, Transport and Development Lovre Pejkovic have recently stated that everyone who had exchanged their property in RS for property in Croatia most probably will not be in a position to be reinstated to their property until BiH and Croatia sign an agreement on this issue.
