RSNA commences session, to focus on police reform

 

BH Radio 1 by Daliborka Gavrliovic-Kujundzic – The RS National Assembly has commenced the session today. It adopted the agenda for the two-days session which would focus on the Information of the police reform process in the BiH. The RSNA would also discuss topic of state-owned apartments, the RS public broadcaster, and internal debt of RS and draft Law on Water. RTRS broadcast no news due to live coverage of the session.

RS President Cavic says he is not against efficient police, but centralized structure serving politics

 

RHB– RS President Dragan Cavic confirmed that the RS is not against the efficient police in BiH but it is against forming of the centralized police structure that would serve some politics. He reiterated that the police regions are still a crucial issue in the police reform. He also stressed that the police reform is being opened in an aggressive way due to a failure of the constitutional changes. According to Cavic, if the constitutional changes agreement had been reached the framework for the police reform would have been created as well. 

BiH Presidency Chair Tihic in Washington , meets IMF

RHBChairman of the BiH Presidency Sulejman Tihic has met International Monetary Fund (IMF) officials in Washington and they talked about the economic development of BiH with a special stress on construction of Corridor Vc. It was concluded that construction of Corridor Vc is of strategic importance for development of BiH. During the meeting it was also said that the issue of the fiscal policy and a future IMF’s role in BiH is related to constitutional changes. BH Radio 1 – also reported.

FBiH HoP refused to adopt FERK’s agenda for 2006 due to increase of electricity prices; to discuss work of FBiH Govt in 2005, agenda for 2006

 

BH Radio 1 by Ljiljana Radl – The FBiH House of Peoples at the session today, refused to adopt FBiH Electricity Regulatory Commission [FERK] agenda for 2006. Bosniak Caucus explained that they did not accept FERK agenda for 2006, due to FERK’s decision to increase prices of electricity. Reporter noted that following the FBiH Law on Electricity, neither of FBiH Parliament houses cannot deny FERK’s decision, for only court authorities can make such decision. BiH HoP will also discuss report on work of FBiH Government for 2005 and agenda for 2006. Radl comments that regardless to the fact that BiH HoR earlier did not adopt the report, nothing actually changed, for FBiH Government continued its work as nothing has happened.RHB – also reports of the session.

 

War crimes

ICTY transfers Meakic, Gruban, Fustar, Knezevic – indictees for crimes in Omarska, Keraterm camps – to BiH to stand trial before BiH Court   

 

 

 

 

 

 

 

BHT1 – On Tuesday, the ICTY suspects Zeljko Mejakic, Momcilo Gruban, Dusan Fustar and Dusko Knezevicwere transferred from the custody of The Hague Tribunal to BiH, where they would stand trial before the Court of BiH. These four Bosnian Serbs are charged with confining in inhumane conditions, murdering, beating and sexually harassing Bosniaks and Croats in Omarska and Keraterm concentration camps near Prijedor, between May and August 1992. FTV – Meakic was the Commander of the Omarska Camp; Gruban was a guard shift commander in Omarska, while Fustar was a guard shift commander in Keraterm. According to the indictment, Knezevic did not hold an official position in either of those camps. RTRS – Suspects arrived to Banja Luka airport, where they were handed over to the BiH Court Police, while SIPA, ICTY and BiH Court officialsattended. RTRS noted the RS Police members were not there. Indictees were taken directly to Sarajevo. Mathias Helmann, ICTY Liaison Office to BiH said that this case was transferred to BiH Court due to approaching end of ICTY mandate. Trial in ‘Kravica case’ commences before BiH Court : BiH Prosecution argues 11 indictees committed crime of genocide

 

FTV by Zeljko Tica – The main court hearing in the Kravice case has commenced before the Court of BiH on Tuesday. Eleven persons, who at time of the crime were members of RS Police [Milos Stupar, Milenko Trifunovic, Petar Mitrovic, Brano Dzinic, Aleksandar Radovanovic, Slobodan Jakovljevic, Miladin Stevanovic, Velibor Maksimovic, Dragisa Zivanovic, Branislav Medan and Milovan Matic], four of them even active police officers at the time of arrest, have been indicted for participating in the murder of more than one thousand Bosniaks in the warehouse of the farming cooperative in Kravica, Bratunac Municipality, in 1995. Prosecutor’s Office says it has not doubts these eleven are guilty of committing crime of the genocide; according to the BiH Prosecutor Ibro Bulic, sentencing them would be a ‘small, but significant step’ for justice. “The word ‘Srebrenica’ will forever remain engraved in the conscience of BiH people, and the conscience of the International Community. It will enter the history books as one of the darkest days in human history”, stressed Bulic. Representatives of the Prosecutor’s Office claim that the murder of more than one thousand Bosniaks in Kravica was motivated by genocide intention. Hayat- The defense attorney Slavko Asceric denied the legality of the indictment since “the accused were only police officers during the war and not high officials”. Trial will continue on Wednesday. Main hearing BiH vs. SCG lawsuit before ICJ ends; Judges to bring verdict in few months

 

BHT1 by Dzenita Zirdum – Main court hearing in the BiH lawsuit against Serbia-Montenegro for genocide before the International Court of Justice [ICJ] ended on Tuesday. The hearing started on February 27, and the justices are expected to bring the verdict by the end of the year. SCG representatives on Tuesday completed the presentation of their closing arguments, once again urging the ICJ to declare itself unauthorised in the case, as Federal Republic of Yugoslavia was not the signatory state of the Convention on Genocide at the time BiH submitted the lawsuit. This was the main argument of the SCG legal team during the whole court process, even though ICJ has already three times declared itself authorized in this case. “We ask the Court to establish that the Respondent had no access to this Court at the relevant moment, and to declare that it [the Court] has no jurisdiction in this case”, stated SCG representative Tibor Varady. In a short statement for BHT1, Head of the BiH legal team Sakib Softic said that they managed to prove that SCG has committed genocide in BiH. “I deem that the Court will satisfy our demand, and declare the Respondent responsible [for the crime of genocide]”, stressed Softic. “I would not like to make any prognosis, because this is a very serious matter, not a sports game”, said Head of the SCG legal team Radoslav Stojanovic. At the end of the main court hearing, ICJ President, Judge Rosalyn Higgins, called on the representatives of both sides to remain at the Court’s disposal, until the verdict is pronounced. He noted that ICJ is expected to come up with verdict at the end of this, or at the beginning of the next year. Van den Biesen commented: “Serb side seized 70% of BiH territory. That is crime territory, including not only genocide, but also ethnic cleansing, mass rapes, destroying sacral and cultural objects… I have to admit that I am satisfied with the way we submitted our and denied arguments of the other side.”

Serbian President Tadic visits Banja Luka ; main topic of mtg with RS PM Dodik apprehension of Mladic

 

Dnevni Avaz pg 2 ‘Tadic said he would solve Mladic problem’ by N.Diklic – Commenting meeting of RS Prime Minister Milorad Dodik, RS President Dragan Cavic and BiH Foreign Minister Mladen Ivanic with Serbian President Boris Tadic in Laktasi on Monday, SNSD’s Krstan Simic told daily that “they discussed with Tadic possible sanctions against persons or agencies that allowed Mladic to escape.” Simic underlined that besides ICTY indictees and police reform in BiH, no other political issues were discussed: “It was an unconventional chitchat.” DA learns from an unnamed source that Tadic expressed his worries for Mladic was not arrested: “He said that he is going to try solve problem of Mladic extradition, when Serbian PM Vojislav Kostunica did not want to. Tadic said that Mladic is refusing to sign to surrender voluntarily and raised issue whether RS or Serbia would take credits from International Community for his extradition to the Hague.” Inset ‘Ivanic: We did not talk on concrete plan of ICTY indictees extradition’ by A.M. – Ivanic confirmed DA that no other topics were discussed but ones that public was already informed about. RS politicians also deem that for the ICTY, apprehension of Ratko Mladic is more important apprehension of Radovan Karadzic. RS National Assembly deputy Dusko Vukotic said: “I think that this issue should be considered in the context of the BiH lawsuit against SCG, because they believe that Mladic’s testimony would prove the aggression SCG allegedly committed against BiH. And that’s why I think Mladic is the priority. And all of that could be linked with the Kosovo issue.”

BiH Directorate for EU Integrations’ Topcagic: no indications that BiH negotiations on SAA could be suspended

 

Hayat- Asked if there are indications that BiH negotiations on Stabilization and Association Agreement could be suspended as were SCG’s [because of the fact that they failed to arrest Ratko Mladic], Director of BiH Directorate for European Integration, Osman Topcagic stated “there are no indications that EU will suspend the negotiations on SAA with BIH unless Radovan Karadzic is arrested. We should not forget that one of the set obligations and conditions is the extradition of all war crime indictees and the cooperation with ICTY. This is a key condition that will enable the signing of the SAA ”.

FBiH PM: Hadzipasic supports Commission that would establish truth about all missing persons

 

Dnevni Avaz pg 5 ‘Hadzipasic supports Commission that would establish truth about all missing persons’ by M.K. – DA learns that before the FBiH Government adopts final decision on the establishment of the Commission to search for missing persons in Sarajevo area, the FBiH Prime Minister Ahmet Hadzipasic will consult the international community, families of missing persons and existing Commission for missing persons. Following these meetings it would be known whether the Government would discuss the issue again. According to DA source, Hadzipasic on Tuesday told the Collegium he never promised the establishment of the Commission that would deal exclusively with the suffering of Serbs in Sarajevo but the Commission, which would focus on persons of all ethnic backgrounds.

Daily reminded that High Representative Christian Schwarz-Schilling rejected possibility of extending the Commission’s mandate [which expired on April 21] and Dupor stressed that there is much he can’t tell the journalist, but daily finds out that two police officers of RS Police on this case went to the field. Commission has previously warned it cannot locate Palic, while OHR demand the case to be solved ASAP. Daily notes that this time it appears that the Commission is more concerned with the technical aspects of the case, rather then the issue of location.

SD: Fmr HVO commander Rajic’s testimony could be detrimental for ‘Prlic and others’, he will ‘save’ Stojic only

 

Slobodna Dalmacija, front pg splash and pg 2 ‘Rajic will ‘sink’ Petkovic and Praljak and save Stojic’, by Jasna Babic – following the verdict by the ICTY pronounced on May 8, which sentenced former HVO commander from central Bosnia, Ivica Rajic, to 12 years imprisonment, SD reminds that Rajic had earlier settled with the Prosecution and in exchange he will have to testify in other cases, such as the ‘Prlic and others’ case (former senior Herceg Bosna officials charged with ethnic cleansing of Croat majority areas). According to SD’s information, Rajic will be charging all the indictees from the ‘Prlic and others’ case apart from Bruno Stojic, a former Defence Minister of Herceg Bosna, and he will allegedly say that Stojic was only signing decisions originally prepared by Milivoj Petkovic and Slobodan Praljak (other indictees in the case).

PINK – OHR Spokesperson Mario Brkictold FENA that the High Representative to BiH, Christian Schwarz- Schilling has expressed readiness to participate in the new round of the negotiations to the BIH Constitution as soon as political parties decide to organize the new discussions. OHR believes that political parties should carefully analyse result of voting in BiH House of Representatives and discuss the possible consequences. Brkic said that political parties must accept negative consequences caused by missing the opportunity to move ahead. OHR believes that need for constitutional changes and establishment of structures of power is essential on the BiH’s path to EU. Political parties deputies to the BiH HoR on talks on const. changes: Talks could continue, solution only after elections

 

Dnevni Avaz pg 4 ‘Talks could continue, solution only after elections’ by A.M. – Commenting possible continuation of talks on the constitutional reform, the BiH House of Representatives Chair Martin Raguz [HDZ 1990], who voted against proposed amendments, said they should be continued after the elections: “Than, those [who win] should try to merge the first and second phase into one.” SDA Deputy to the BiH HoR, Sefik Dzaferovic, who supported the amendments now says that the alternative: “I expect them [opponents of the amendments] to see the facts, change their stance and support to the previously proposed amendments. On the contrary, I am afraid that nothing could be done before the elections.” SBiH deputy to BiH HoR Beriz Belkic announced: “Parties that expressed reserve towards the earlier proposal [to the constitutional reform] will present their intentions to the public in next couple of days Even earlier we have been offering alternatives. This process goes on by its nature.” Belkic concluded that it is not realistic to expect any progress before the October elections. SNSD: Const. reform talks after elections

Mo. – Chairman of SNSD Executive Board Nebojsa Radmanovic stated that the Board, during its session held on Tuesday, reached a decision that the negotiations on constitutional changes may continue only after October elections are held.

Dnevni Avaz pg 4 ‘HDZ will continue to participate in negotiations’ not signed – HDZ spokesperson Miso Relota confirmed that HDZ President Dragan Covic sent on Tuesday a letter to Head of the EC delegation in BiH Michael Humphreys. In this letter Covic expressed regret over the fact that some BiH political representatives did not support constitutional changes. The letter also says that HDZ stands for drafting a new, people’s and democratic Constitution that would make BiH a normal, functional and sustainable state. According to letter, the HDZ BiH leadership would continue to actively participate in continuation of the negotiations on the constitutional changes. NHI leader Zubak: There is possibility of broad Croat coalition in Sarajevo , Una-Sana, Tuzla cantons

 

Vecernji List, pg 6, mentioned on front ‘We will form one all-Croat coalition’, by Miroslav Vasilj – carries an interview with the NHI President, Kresimir Zubak, in which he notes there is a possibility that major Croat parties in BiH form a coalition in Sarajevo with an aim to protect the Croats’ interests as good as possible. Such coalition would gather the HDZ BiH and HDZ 1990, as well as HSP Djapic-Jurisic, HSS and NHI. In addition, Zubak reveals that cantonal boards of the said parties in Una-Sana and Tuzla cantons are working on such coalitions too. Asked whether the NHI could be in coalition with ‘Covic’s HDZ’ (HDZ BiH) at the FBIH and state level, Zubak says such coalition is possible, however the HDZ BiH would have to re-define its position regarding the constitutional changes i.e. it would have to discard the entity voting in the BiH HoR.

SBiH leader Halilovic responding accusations that his party did not take part in whole process of const. changes talks

SD: SDA facing rift; Cengic and his aides objecting to Tihic that he wanted to divide BiH

 

Slobodna Dalmacija, pgs 14 and 15, mentioned on front ‘Devrish are authority in BiH’, by Zlatko Tulic – according to SD, following the failure to adopt the constitutional changes, the SDA is facing a rift within the party since many party officials are objecting to the SDA leader, Sulejman Tihic, that he wanted to be in coalition with the SDS and SDP and that he tried to deceive the people by cementing the division of BiH. SD goes on to say that people gathered around former FBIH Deputy Defence Minister, Hasan Cengic, could be going against Tihic. In that context, SD notes that according to the www.hic.hr internet site, Cengic’s aides are members of the Muslim Dervish order, which include, among others, Mehmed Zilic, former SDA MP in BiH HoR who voted against constitutional changes and Bakir Izetbegovic, son of late Alija Izetbegovic who is current SDA Vice President. DEPOS’ Cenic: Removals at RS Govt and public companies should not have surprised RS President

All those removed should not hand invoices to Dodik. Glas Srpske pg 2 ‘A multiple benefit from Telekom’ by Lj.C. – Milorad Dodik, RS Prime Minister and Claudio Viezzoli, Director of EBRD (European Bank for Reconstruction and Development) for BiH, Macedonia and Albania talked on privatization of Telekom Srpske on Tuesday in Banja Luka . Dodik informed Viezzoli that RS would use money from Telekom sale in the way that would provide long-term benefit. By the end of this or early next week, RS Government expects from Reiffeisen Financial Consulting to deliver report on financial appraisal and final proposal on privatization of Telekom Srpske.

GS op-ed critical of interest groups at political scene / critical of SDA and SbiH

 

Glas Srpske op-ed pg 2 ‘Liar and arch liar’ by Goran Barac – Commenting on latest announcements of SDA and Party for BiH (regarding their withdrawal of support to RS Government over RS Government’s firm stance on police reform), the author underlines that one thing is certain: these parties constantly maintain tensions at the political scene and have no good intentions towards either RS or BiH. He stresses imposition of somebody’s will shall not bring anything good to BiH, highlighting the importance of consensus instead of outvoting, since outvoting threatens to open Pandora’s Box from beginning of 90’s and hardly closed in Dayton in 1995. The author refers to SDA’s Sadik Ahmetovic (saying that Milorad Dodik’s statements are inappropriate and provocative) as arch liar. Barac concludes the column saying that political parties make interest groups, which last as long as everything is in line with their interests. When it changes, they switch “shirts”.

BiH Foreign Affairs Ministry: Liberalisation of visa regime has begun

 

Oslobodjenje pg 8 ‘Liberalisation of visa regime has begun’ by Az.Kalamujic – Chief of BiH Foreign Ministry’s Department for visa and passport issues, Borisa Arnaut, confirmed for daily that EU countries already introduced somewhat more liberal regime towards BiH. Arnaut explains these changes are still not affecting citizens, however notes that some EU countries abolished visas for BiH diplomats, adding that businessmen, journalists and students obtain year visas much easier that it was the case previously.

DA op-ed: Arresting Karadzic and police reform are obstacles for BiH to join EU; RS would likely schedule referendum

 

Dnevni Avaz pg 3 ‘Karadzic is burden for BiH’ op-ed by Edina Sarac – Commenting recent meeting of the RS political leaders with the Serbian President Boris Tadic in Laktasi, editorial alleges that there are couple of scenarios what was going on behind the closed doors. Author notes that the most possible scenario was that “if Kosovo becomes independent, which is very likely to happen, RS could schedule referendum on separation on the basis of constitutional provision. [RS Prime Minister Milorad] Dodik with his Interior Ministry would help Tadic to extradite [Ratko] Mladic to the Hague, which would allow SCG to continue talks with EU…” Reminding of recent statement NATO Secretary General Jaap de Hoop Scheffer who said that arresting Radovan Karadzic is a condition for BiH to enter Partnership for Peace [PfP], editorial further reads that this and the police reform would block BiH’s path to Europe, while RS would then join Serbia “by the free will of its citizens”. Author concludes that RS cares more for Serbia than for BiH to join EU.

Oslobodjenje pg 9 ‘Europe’ op-ed by Senka Kurtovic – Commenting the launch of the next round of negotiations on Stabilisation and Association Agreement [SAA] with the EU at the end of this week, editorial reads that BiH is very likely to join EU by 2014, noting: “It is far away, but we have to remember that even much more stabile, more united, richer countries without entities awaited before EU doors much longer.” Underlining that European path of BiH is almost the only issue upon which BiH politicians agree, author concludes that in BiH, that the existence of the political will is even more important than the result itself.

NN op-ed criticises Terzic’s congratulation of the Day of Europe: who gave him the right to congratulate the Day of Europe to citizens

Nezavisne Novine op-ed pg 7 ‘The Day of Europe’ by Aleksandar Sekulic – Referring to a public letter CoM Chairman Adnan Terzic addressed to BiH citizens on the occasion of May 9, the Day of Europe, in which he presented ‘the results’ BiH authorities have achieved on the path to European integrations, the author critically says nothing is normal in this state anymore. He criticises “the creepy self-praising of “the state PM” in front of the citizens, who were forced by the same authorities through the latest move of VAT introduction…to commit a social hara-kiri’. The author warns on differences between way of life of authority representatives and common citizens or between adoption and implementation of reforms and says these facts give citizens the right to ask Terzic who gave him the right to congratulate the Day of Europe to citizens.

HR Schwarz-Schilling: RS stance on police reform is not in line with Agreement RSNA endorsed last year

 

 

 

 

 

 

RTRS by Biljana Knezevic – RS National Assembly [RSNA] is scheduled to discuss issue of police reform on Wednesday’s session. In a brief interview to RTRS, the HR to BiH Christian Schwarz-Schilling sent message to the RSNA deputies informing them of the importance of their possible decision as it may cause suspension of the negotiations on the Stabilization and Association Agreement. According to the HR, RS stance is not stimulating for the European future and he deems it is not in accordance with the Agreement on police restructuring supported by the RSNA on 5 October 2005. “We can not question principles of the Agreement that was reached last year. It has to be respected. You can not say that you were thinking one way last year and that you are think the other way now”, said the HR. He added any decision by the RSNA has to be in line with the Agreement stressing that hanging mind is not appropriate in serious politics. CSS underlined he would neither impose IC’s opinion nor interfere, adding however it is not time to gather political points but for the European future. “I’ve warned about consequences and [RSNA MPs] should think what is the priority for the country to move forwards. Or their priority is to be engaged in ideological fights and think how to win the elections?” HR said adding he expects the RSNA to give recommendations for better and more efficient work of PRD .

EC and OHR expect from RS NA delegates to support police reform based on 3 European principles

 

Nezavisne Novine pg 9 ‘EU and OHR demanded principles to be respected’ by V. Popovic – EC and OHR expect from RS NA delegates to support police reform that would be based on the three European principles at RS NA session scheduled for today [Wednesday]. EC Delegation Spokesperson Frane Maroevic stated that the European Commission expects police reform to be realised in accordance with the three principles and warned the police reform process needs to be accelerated. OHR Spokesperson Ljiljana Radetic said OHR expects from RS NA delegates to use this session to move this process forward, not to stand in a way of reforms and emphasised the importance for all sides to remain involved in the work of the Police Reform Directorate. The article once again reiterated stances of SNSD, SDS, SDP, PDP, Party for BiH [see OHR BiH Media Round up, May 8], and carries stances of SRS “Dr. Vojislav Seselj” [who believe MoI at RS level must exist] and DEPOS.

RS DS President Kovacevic: we will present our concept on police organisation in BiH at RS NA session

 

Nezavisne Novine pg 6 ‘Sarajevo as a test for police reform’ by D. Risojevic – The President of RS Democratic Party, Predrag Kovacevic, announced in an interview to Nezavisne Novine that the party would, at RS NA session scheduled for today [Wednesday], present its concept on police organisation in BiH, in accordance with which Sarajevo as a separate and reformed police district would represent a model for police functioning. He says the police are currently the weakest link in the state and something needs to be changed. He believes the police are the main culprit for the fact that audit reports have no judicial epilogue as well as for the fact there are still many unsolved murder cases. He noted that the party strongly supports establishing of a special prosecutor’s office but, due to previously mentioned reasons, they are sceptical about policemen that should work for the prosecutor’s office.

RS pol. officials: police reform must be implemented in line with 3 EU principles, with respect of constitutional framework of BiH and decision-making through consensus

 

EuroBlic RSpg 2 ‘Solely consensus’ by Rajna Radosavljevic – Daily carries comments of political officials regarding today’s (Wednesday) session of RS NA on police reform. While RS officials (SNSD’ Krstan Simic,PDP’ Veselin Poljasevic) share the view RS NA will once more reiterate its stance police reform must be implemented in line with 3 EU principles, with respect of constitutional framework of BiH and decision-making through consensus, Bosniak parties (S BiH Muharem Murselovic and SDA) share the view new discussion on this issue “unnecessarily opens debate on this issue, since it can backtrack story on police reform to its beginning.” Simic explained: “Considering the fact that we found ourselves in the position that PRD voted something that is not acceptable for the RS, we must once again decide on direction of this reform and offer our view and interpretation of the European principles. Although this discussion has been met with skepticism I expect progress to be made and I reject speculations all of this was launched in purposes of the pre-election campaigns.”According to inset ‘SDS: Nobody against reforms’, Dusan Stojicic, SDS delegate, says that: “I do not want to prejudice Parliament stances, but I do believe majority of RS MP’s will pledge for agreement and compromise within European principles.”

PRD member to DA: Opinion is neither obligatory nor it has effect of decisions

 

Dnevni Avaz pg 13 ‘Document that Directorate adopted has no weight of the decision’ By E.Sarac – An unnamed member of Police Reform Directorate [PRD] commented for DA that the Opinion adopted by the PRD Steering Board at the last session is not obligatory nor does it have a effect of the decision. DA’s source comments that the Opinion is based on interpretation of three EC principles, even though the source says they already should be very clear to the experts. For example, says the source, the Opinion deals with the role of the BiH Parliament in legislative process, even though this principle is “more then clear as well as the part referring to the budget”. A source suggests that the opinion is not as important as said. Inset ‘Regions weren’t even talked about’ – DA source said that even thought the Opinion has included all objections, the RS has already in advance sent a message that there would be no inter-entity lines crossing before even discussing the issue. “The Opinion gives only copied third EC principle on the organization of police regions, without outlining any details on how they would look like,” concludes the source.

RS PM Dodik and Serbian President Tadic discuss police reform two days before session of RSNA on the issue

 

BHT1 by Zoran Sarenac – In regard to unexpected and private visit of Serbian President Boris Tadic to Banja Luka on Monday, RS Prime Minister Milorad Dodik confirmed that among other issues they have discussed the issue of the police reform in BiH. According to BHT reporter, representatives in the RS National Assembly also speculate about the topics of the private conversation between RS PM and Serbian President, especially since this visit came only two days before the discussion on the police reform in BiH.

RTRS– Early on Tuesday morning, explosion, in which car and house of Petar Kozjak, Commander of Police Support Unit to Trebinje Public Security Centre were damaged, happened in Bileca. This is the fourth attack in this region. Kozjak said that would continue to work professionally. DA: Special Dept. for organized crime looks into case RS PM Dodik vs. ITA SB Chair Dixon, ITA Director Causevic

Dnevni Avaz pg 11 ‘Special Department for organized crime processes the case’ by T.L. – Spokesperson for the BiH Prosecution, Edita Pejovic, confirmed for DA that the Office has received the charges filed against the Chair of the ITA Steering Board, Joly Dixon, and ITA Director, Kemal Causevic, by the RS Prime Minister Milorad Dodik. She further explains that the case was assigned to the authorized prosecutor, whose name currently is to stay unknown, while DA learns unofficially that the cases has ended up with the BiH Prosecutor’s Special Department for organized crime. Last month, Dodik filed charges against Dixon and Causevic accusing them of damaging the RS budget in the allocation of public revenues from single ITA account. Inset ‘Attack against the Administration’ carries that Dixon rejected all allegations assessing they are ungrounded, and concluding this was only an effort to destabilize the Administration. Causevic on the other hand did not want to comment the case.

VL: RS authorities undermining BiH judiciary by setting up Special Prosecution of RS

 

Vecernji List, pg 2 ‘Milorad Dodik ‘disempowered’ McNair’s prosecution’, by eme – according to VL’s article, by setting up the Special Prosecution of the RS (in charge of organized crime etc) and appointment of Milan Tegeltija as the Chief Prosecutor, the RS authorities have seriously endangered the functioning of the judicial system in BiH. The article goes on to say that by unilateral establishing the new prosecution, it is the Special prosecution for organized crime, corruption and economic crime of the BiH Prosecution that is endangered the most since the two prosecutions’ competences overlap. (title of the article refers to former prosecutor John McNair, who was the first head of Special Prosecution for organized crime in the BiH Prosecution)

MP in BiH HoR Gligoric: CIA could be upping surveillance of ‘white’ Al Qaeda in BiH

 

Dnevni List, front pg splash and pg 3 ‘CIA strengthens surveillance of naturalized Arabs’, by Ljiljana Vidacak – Following the decision by the US President George Bush to appoint general Michael Hayden as the Director of CIA, DL notes that according to the ‘Washington Post’, during the mid 1990s when Hayden was a colonel in the US Air Force supervising intelligence data in Europe, he allegedly claimed that the US policy was favouring the “the Bosnian side at the expense of the Serb side”. An MP in the BIH House of Representatives, Tihomir Gligoric, comments the appointment could mean a lot for BiH considering that many Arabs came to BiH during the war and since some sources in the US are mentioning possible existence of the ‘white’ AL Qaeda. This leads Gligoric to conclude that one could expect an intensified surveillance of such people in BiH.

Amnesty International report: Weapon from BiH sent to Iraq

Numanovic – According to the Amnesty International report, that would be presented today, hundreds of thousands of infantry weapon and ammunition from BiH ended up in Iraq. The report also says that for years the weapon was secretly transported to the Iraqi regular Army under supervision of the US Defense Ministry. Amnesty International also claims that they received confirmation of this information from EUFOR, OSCE and OHR officials.

Dnevni Avaz pg 2 ‘Halsey: This is about donation’ by L.S. – Reacting to the Amnesty International report on weapon from BiH sent to Iraq, EUFOR spokesperson Caren Halsey stated that all they can state at this moment is that some time ago a part of weapon from BiH was donated to Iraq. NATO’s Headquarters spokesperson Dwight Mood said that they are collecting documentation regarding this case and they would have more information on Wednesday (today). Deputy BiH Defense Minister Enes Becirbasic stated that he is not familiar with the claims from the report and that in cooperation with representatives of the US Government and with the knowledge of the UN, BiH is going to donate certain amount of light weapons to regular armed forces of another country.

BiH CoM Chair confirms documentation of 2003 coup d’etat affair handed to BiH Prosecution for further investigation

Terzic explained: “The entire documentation on this affair in possession of OSA was handed to BiH Prosecution few months ago, which is now to assess whether there are elements of criminal act and who is responsible for the affair.” (NOTE: Special Parliamentary Commission of BiH has concluded that the former FOSS employees, making OSA together with former RS intelligence agency OBS in September 2003 illegally tapped politicians, Hague investigators and journalists. FOSS justified this with claims the members of the organised group preparing coup d’etat were tapped.)
