OHR Welcomes The Progress In the Work of the HNC Authorities

OHR is pleased to inform about the success in the negotiations which took place over the last weeks between the OHR and the Cantonal and the City representatives. As a result, all the disputable points on the draft Law on Local Self-government and the Law on Distribution of Revenues have been resolved and it is expected that the Cantonal Assembly will adopt them in its next session. With this, more than two years of disputes on this subject have ended.

These laws would regulate the self-management sphere of both, the City and the Municipalities, their bodies, the way of direct participation of the citizens in the decision-making, the execution of local activities, the territorial self-management, property relations, financing, supervision and protection of the local self-management and other issues.

During the same negotiations, an agreement on joint seat for the H-N Cantonal Government and the City Administration was signed. This agreement identifies the possible building for permanent seats as well as the deadline of 1st August by which unified Ministries will be located in temporary seats. This is a big step toward the unification of the Cantonal and city institutions.

It was also agreed that the Land Register for the City of Mostar shall be under the authority and in the premises of the Central Zone Court. With regard to that, the Cantonal Assembly will amend the Law on Courts in its next session.

OHR welcomes this achievement and urges all involved to proceed with the implementation of the plan. It is time that full normalization takes its pace in Mostar and this is one of the important steps towards it.
