Legislatures Must Be Convened On Time

The OHR reminds political parties that the Constitution of the Federation of Bosnia and Herzegovina requires cantonal assemblies to be convened within ten days of the publication of election results. The new cantonal assemblies also need to act quickly to elect delegates to the Federation House of Peoples.

“I urge elected officials to meet the deadlines for the formation of legislative authorities, so as to be able to address issues of real concern to citizens, such as job creation, the economy and the Euro-Atlantic agenda. This is what their voters expect from them. It looks like some cantons are on schedule, while others are not, yet the obligation for elected officials to deliver results remains,” High Representative Valentin Inzko said.

Important financial instruments, including cantonal budgets, depend on the timely formation of cantonal assemblies. The education and health sectors, the police, the judiciary and many other institutions delivering vital public services to citizens rely on cantonal assemblies to do their jobs.

Any delay in the formation of cantonal assemblies and the election of delegates to the Federation House of Peoples could have serious consequences for citizens and their access to public services.
