PURPOSE AND SCOPE OF POSITION:

Lawyer is responsible for harmonization and replacement of entity legislation in the Brcko District in accordance with the Brcko Final Award. In particular, Lawyer will be responsible for law reform in the area of land use, land reform, ownership and construction rights, and environment protection.

DUTIES AND RESPONSIBILITIES:

·        Develop the laws and regulations required for land reform (agricultural and construction) consistently with the legal framework of the Brcko District and in particular the Law on Ownership Rights. Advice on, and draft all regulations required for the implementation of the Law on Ownership Rights;

·        Draft all required regulations and monitor the District Government’s implementation of the Law on Urban Planning, Law on Illegal Construction and Law on Privatization of Apartments;

·        Advice on the development of Brcko District legislation protecting the environment in accordance with international and EU standards. Develop the required legal framework;

·        Review Entity legislation and its conformity with the Final Award and the Statute of the Brcko District of Bosnia and Herzegovina as directed by the Head of section;

·        Liaise with District authorities identifying areas of priority for harmonization and make proposals to the Head of Section;

·        Provide assistance to other OHR-N sections as directed by the Head of Section;

PROFESSIONAL REQUIREMENTS / QUALIFICATIONS:          

• Law degree;
• At least three years of experience in practicing law;
• Understanding of the Final Award and the Statute of the Brcko District;
• Excellent command of English;
• Drafting skills;
• Ability to work under stress;
• Good communications skills.
